In the context of rapid population growth and urbanization, atoll countries have engaged in reclamation works and in the construction of coastal defences to extend inhabitable areas and reduce the threats posed by coastal erosion and flooding. Despite their major role in asset protection, coastal structures are still poorly documented. However, a better knowledge of the characteristics of these structures (location, type, condition, management status, etc.) would facilitate the establishment of consistent construction and maintenance programmes, and also contribute to a better understanding of shoreline changes. To address this need, this paper provides an assessment of coastal structures on Tarawa Atoll in Kiribati. The results highlight the abundance of structures, mostly seawalls (94.7 % of the total), which stretch along 29 % of the coastline. The protected shoreline decreases from urban (53.9 % at Bairiki) to rural islands (27.3 % at Buota), in proportion to population pressure. The occurrence and height of structures are greater on windward, ocean shores than on lagoon shores. Seawall condition is better in rural islands, compared to urban and semi-urban areas. The observed differences in the characteristics and physical condition of coastal structures mainly reflect differences in the management status of structures and the availability of building materials and funding. More generally, the occurrence and characteristics of coastal structures are strongly correlated to population densities, land-use dynamics and shoreline mobility. At some locations, the failure of coastal protection highlights the seriousness of the problems raised by land-use practices in Tarawa.  相似文献

The paper provides a first quantitative estimate of the potential number of people and value of assets exposed to coastal flooding in Dar es Salaam, Tanzania. The study used an elevation-based geographic information system-analysis based on physical exposure and socio-economic vulnerability under a range of climate and socio-economic scenarios. It particularly considered a worst-case scenario assuming even if defences (natural and/or man-made) exist, they are subjected to failure under a 100-year flood event. About 8% of Dar es Salaam lies within the low-elevation coastal zone (below the 10 m contour lines). Over 210,000 people could be exposed to a 100-year coastal flood event by 2070, up from 30,000 people in 2005. The asset that could be damaged due to such event is also estimated to rise from US35 million (2005) to US35 million (2005) to US10 billion (2070). Results show that socio-economic changes in terms of rapid population growth, urbanisation, economic growth, and their spatial distribution play a significant role over climate change in the overall increase in exposure. However, the study illustrates that steering development away from low-lying areas that are not (or less) threatened by sea-level rise and extreme climates could be an effective strategic response to reduce the future growth in exposure. Enforcement of such policy where informal settlements dominate urbanisation (as in many developing countries) could undoubtedly be a major issue. It should be recognised that this analysis only provides indicative results. Lack of sufficient and good quality observational local climate data (e.g. long-term sea-level measurements), finer-resolution spatial population and asset distribution and local elevation data, and detailed information about existing coastal defences and current protection levels are identified as limitations of the study. As such, it should be seen as a first step towards analysing these issues and needs to be followed by more detailed, city-based analyses.  相似文献

Low-lying reef islands on atolls appear to be threatened by impacts of observed and anticipated sea-level rise. This study examines changes in shoreline position on the majority of reef islands on Tarawa Atoll, the capital of Kiribati. It investigates short-term reef-island area and shoreline change over 30 years determined by comparing 1968 and 1998 aerial photography using geographical information systems. Reef islands have substantially increased in size, gaining about 450 ha, driven largely by reclamations on urban South Tarawa, accounting for 360 ha (~80 % of the net change). Widespread erosion and high average accretion rates appear to be related to disjointed reclamations. In rural North Tarawa, most reef islands show stability, with localised changes in areas such as embayments, sand spits and beaches adjacent to, or facing, inter-island channels. Shoreline changes in North Tarawa are largely influenced by natural factors, whereas those in South Tarawa are predominantly affected by human factors and seasonal variability associated with El Niño—Southern Oscillation (ENSO). However, serious concerns are raised for the future of South Tarawa reef islands, as evidence shows that widespread erosion along the ocean and lagoon shorelines is primarily due to human activities and further encroachment onto the active beach will disrupt longshore sediment transport, increasing erosion and susceptibility of the reef islands to anticipated sea-level rise. Appropriate adaptation measures, such as incorporating coastal processes and seasonal variability associated with ENSO when designing coastal structures and developing appropriate management plans, are required, including prohibiting beach mining practices near settlements.  相似文献

International aid is increasingly focused on adaptation to climate change. At recent meetings of the parties to the United Nations Framework Convention on Climate Change, the developed world agreed to rapidly increase international assistance to help the developing world respond to the impacts of climate change. In this paper, we examine the decision-making challenges facing internationally supported climate change adaptation projects, using the example of efforts to implement coastal protection measures (e.g. sea walls, mangrove planting) in Kiribati. The central equatorial Pacific country is home to the Kiribati Adaptation Project, the first national-level climate change adaptation project supported by the World Bank. Drawing on interview and document research conducted over an 8-year period, we trace the forces influencing decisions about coastal protection measures, starting from the variability and uncertainty in climate change projections, through the trade-offs between different measures, to the social, political, and economic context in which decisions are finally made. We then discuss how sub-optimal adaptation measures may be implemented despite years of planning, consultation, and technical studies. This qualitative analysis of the real-world process of climate change adaptation reveals that embracing a culturally appropriate and short-term (~20 years) planning horizon, while not ignoring the longer-term future, may reduce the influence of scientific uncertainty on decisions and provide opportunities to learn from mistakes, reassess the science, and adjust suboptimal investments. The limiting element in this approach to adaptation is likely to be the availability of consistent, long-term financing.  相似文献

South Asia is one of the most flood vulnerable regions in the world. Floods occur often in the region triggered by heavy monsoon precipitation and can cause enormous damages to lives, property, crops and infrastructure. The frequency of extreme floods is on the rise in Bangladesh, India and Pakistan. Past extreme floods fall within the range of climate variability but frequency, magnitude and extent flooding may increase in South Asia in future due to climate change. Flood risk is sensitive to different levels of warming. For example, in Bangladesh, analysis shows that most of the expected changes in flood depth and extent would occur between 0 and 2°C warming. The three major rivers Ganges, Brahmaputra and Meghna/Barak will play similar roles in future flooding regimes as they are doing presently. Increases in future flooding can cause extensive damage to rice crops in the monsoon. This may have implications for food security especially of poor women and children. Floods can also impact public health in the flood plains and in the coastal areas.  相似文献

Harvesting of non-timber forest products is an integral component of rural livelihoods throughout the developing world. At times this is at odds with conservation objectives. Reconciliation of the two requires examination of local level contexts and needs. This paper reports on the harvesting needs for Ischyrolepis by a rural community in South Africa, against the setting that they had recently been prohibited from harvesting by the local conservation officials. Interviews were conducted with conservation officials to understand the reasoning for the prohibition. Local demand for Ischyrolepis was assessed by household surveys, as well as in-depth interviews with traders. The density and size class distribution of Ischyrolepis was determined using transects. The total annual demand for Ischyrolepis was determined to be approximately only 2.7% of the standing crop. The bulk of the annual demand was for small-scale trade, the income from which was a primary source of income for the few harvesters. Very little evidence could be found indicating that harvesting was damaging the resource or its habitat, and local knowledge suggested that the abundance of the species was stimulated by harvesting. Even if market demand were to increase, the size of the shoots required means that less than 20% of the standing crop could be harvested annually. Current regulations around harvesting are in a state of revision, and hence confusion prevails regarding if harvesting is permissible, and if so, under what conditions, which is detrimental to both conservation and livelihoods. Most fly ashes produced in municipal waste incinerators of Catalonia (Spain) are deposited in a hazardous waste landfill (HWL) placed in Castellolí (Barcelona). This facility means a concern for the population living nearby. In response to this, we performed a probabilistic study focused on assessing human health risks derived from environmental exposure to heavy metals and polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) around the HWL. Concentrations of various metals and PCDD/Fs were determined in soil and air samples collected at the HWL, and in 4 locations around it. Health risks were evaluated according to the distance from the sampling locations to the HWL (near and far-sites). In general terms, metal and PCCD/F levels were relatively low in air and soil samples. However, concentrations of PCDD/Fs, as well as those of some metals, were found to be relatively higher in the HWL and Castellolí (the nearest village) samples than in those collected far away, resulting in a slight increase of exposure to those pollutants. Anyhow, the current concentrations of metals and PCDD/Fs suggest that it is highly unlikely that there are any additional non-carcinogenic and carcinogenic risks for the population living near the HWL.  相似文献

Australian coastal areas have been identified as highly vulnerable to climate change, with major projected impacts including sea level rise, extreme weather events, increased erosion, and a change in coastal processes and wave patterns. Such impacts would cause coastal settlements and ecosystems to face increasingly uncertain conditions. In response to increased risk, effective coastal management at local and regional scales is needed, with governing bodies providing significant leadership. This research explores the challenges of applying effective adaptation responses to projected climate change in vulnerable coastal systems on the South Coast of the Fleurieu Peninsula, South Australia. In particular, the option of planned retreat as a management response to coastal risk is critically examined, with the incorporation of learning from Byron Bay, NSW. A mixed methods approach was undertaken by integrating documentary interrogation with the analysis of interview responses from key coastal managers. It was determined that despite the increase in adaptation planning and development of management strategy options to manage sea level rise on the Fleurieu Peninsula, there is a lack of implementation of adaptation responses. In addition, planning seems to focus largely on the implications of sea level rise on infrastructure, often overlooking other risks and possible ecological impacts. Inconsistencies in governance are reflected at all levels, indicating a need for comprehensive improvements to ensure the incorporation of appropriate risk responses into planning decisions.  相似文献

Coastal vulnerability assessments still focus mainly on sea-level rise, with less attention paid to other dimensions of climate change. The influence of non-climatic environmental change or socio-economic change is even less considered, and is often completely ignored. Given that the profound coastal changes of the twentieth century are likely to continue through the twenty-first century, this is a major omission, which may overstate the importance of climate change, and may also miss significant interactions of climate change with other non-climate drivers. To better support climate and coastal management policy development, more integrated assessments of climatic change in coastal areas are required, including the significant non-climatic changes. This paper explores the development of relevant climate and non-climate drivers, with an emphasis on the non-climate drivers. While these issues are applicable within any scenario framework, our ideas are illustrated using the widely used SRES scenarios, with both impacts and adaptation being considered. Importantly, scenario development is a process, and the assumptions that are made about future conditions concerning the coast need to be explicit, transparent and open to scientific debate concerning their realism and likelihood. These issues are generic across other sectors.

Trihalomethanes (THMs) (chloroform, bromoform, dibromochloromethane, and bromodichloromethane) are the most abundant by-products of chlorination. People are exposed to THMs through ingestion, dermal contact and inhalation. The objective of this study was to compare two methods for assessing THM inhalation: a direct method with personal monitors assessing continuous exposure and an indirect one with microenvironmental sampling and collection of time–activity data during the main event exposures: bathing, showering and swimming. This comparison was conducted to help plan a future epidemiologic study of the effects of THMs on the upper airways of children. 30 children aged from 4 to 10 years were included. They wore a 3M 3520 organic vapor monitor for 7 days. We sampled air in their bathrooms (during baths or showers) and in the indoor swimming pools they visited and recorded their time–activity patterns. We used stainless steel tubes full of Tenax® to collect air samples. All analyses were performed with Gas Chromatography and Mass Spectrometry (GC-MS). Chloroform was the THM with the highest concentrations in the air of both bathrooms and indoor swimming pools. Its continuous and event exposure measurements were significantly correlated (rs = 0.69 p < 0.001). Continuous exposures were higher than event exposures, suggesting that the event exposure method does not take into account some influential microenvironments. In an epidemiologic study, this might lead to random exposure misclassification, thus underestimation of the risk, and reduced statistical power. The continuous exposure method was difficult to implement because of its poor acceptability and the fragility of the personal monitors. These two points may also reduce the statistical power of an epidemiologic study. It would be useful to test the advantages and disadvantages of a second sample in the home or of modeling the baseline concentration of THM in the home to improve the event exposure method.  相似文献

Social learning can be a vital tool in assisting communities to adapt to change. Local governments can be a conduit between the communities they serve and the policy that they are trying to implement. Social learning in this context can be an iterative, often organic process. Based on a case study of coastal planning in South Australia, Australia, this paper presents the results of a qualitative mixed-method approach that documents the aspects of social learning within coastal management and evaluates the various lessons learned by local governments in South Australia. The role of social learning and adaptive governance is discussed. The paper concludes that by deliberatively incorporating the notion of communities of practice into learning frameworks, local governments can more effectively manage their coastal zones in response to global change.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

Coastal sustainability is elusive in South Africa and the Mississippi delta. These case studies and convergent literatures demonstrate the merits of reconceptualising coastal management as a transformative practice of deliberative governance. A normative framework is presented that focuses attention on underpinning deliberative outcomes to enable governance actors and networks to build cognitive, democratic, sociopolitical and institutional capacity to transform unsustainable and maladaptive coastal practices. But operationalising such intentions is complex and contested and requires a volte-face in thinking and practice. The South African and Mississippi delta experiences provide insights about how to develop a deliberative praxis of coastal governance based on consideration of the choice of process, timeliness, quality of process, equity and representation, connections to the policy cycle, impact, implementation and institutionalisation.  相似文献

We constructed a survey system of radon/methane/nitrate/salinity to find sites of submarine groundwater discharge (SGD) and groundwater nitrate input. We deployed the system in Waquoit Bay and Boston Harbor, MA where we derived SGD rates using a mass balance of radon with methane serving as a fine resolution qualitative indicator of groundwater. In Waquoit Bay we identified several locations of enhanced groundwater discharge, out of which two (Childs and Quashnet Rivers) were studied in more detail. The Childs River was characterized by high nitrate input via groundwater discharge, while the Quashnet River SGD was notable but not a significant source of nitrate. Our radon survey of Boston Harbor revealed several sites with significant SGD, out of these Inner Harbor and parts of Dorchester Bay and Quincy Bay had groundwater fluxes accompanied by significant water column nitrogen concentrations. The survey system has proven effective in revealing areas of SGD and non-point source pollution.  相似文献

Epidemiological studies have shown the association between the exposure to air pollution and several adverse health effects. To evaluate the possible acute health effects of air pollution due to the emissions of a cement plant in two small municipalities in Italy (Mazzano and Rezzato), a case–control study design was used. The risks of hospital admission for cardiovascular or respiratory diseases for increasing levels of exposure to cement plant emissions were estimated, separately for adults (age > 34 years) and children (0–14 years). Odds ratios (OR) were estimated using unconditional regression models. Attributable risks were also calculated.Statistically significant risks were found mainly for respiratory diseases among children: OR 1.67 (95% CI 1.08–2.58) for the moderately exposed category (E1), OR 1.88 (95% CI 1.19–2.97) for the highly exposed category (E2), with an attributable risk of 38% of hospital admissions due to the exposure to cement plant exhausts. Adults had a weaker risk: OR 1.38 (95% CI 1.18–1.61) for group E1, OR 1.31 (95% CI 1.10–1.56) for group E2; the attributable risk was 23%. Risks were higher for females and for the age group 35–64. These results showed an association between the exposure to plant emissions and the risk of hospital admission for cardiovascular or respiratory causes; this association was particularly strong for children.  相似文献

In the framework of the developments of the European system RODOS (Real-time On-line DecisiOn support System) for emergency response to nuclear accident, the computer code POSEIDON, that was developed to assess the radiological consequences of radioactive releases into marine environment, was adapted to cope with emergency conditions, in situations of radioactive discharges into the oceans from direct deposition from the atmosphere, sunken ships and containers, from discharges of rivers and estuaries and from coastal run-off. Based on the box model developed within the 'Marina' project, POSEIDON can calculate the dose effects from radionuclide releases in the coastal waters of Europe integrated over long time periods. A dynamic food chain model was implemented to deal with the short-term dynamical uptake of radioactivity by specific marine plants and organisms. POSEIDON has been installed on a UNIX platform to be fully compatible with RODOS input/output databases and on a Windows platform with an interface based on web technology. The 3D hydrodynamic model THREETOX is a part of the POSEIDON/RODOS system. It has been applied to coastal areas of the Baltic Sea, the Black Sea, and the North Sea. to derive the parameters for a flexible system of well-defined model compartments to be adapted to emergency conditions. The activity concentrations in water and in the marine food web were calculated by means of POSEIDON for radioactive fallout resulting from bomb testing, from the Chernobyl accident, and from routine discharges from nuclear facilities. POSEIDON's model results were compared with measurement data, and with calculation results from THREETOX. The model results agreed with the measurement data sufficiently.  相似文献
