环境经济学的发展与创新

资源短缺、环境恶化，是人类社会发展所面临的突出问题，为解决这些问题，我国制定了保护资源、维护生态平衡的基本国策．而如何实施这些国策，并解决好有实施过程中出现的问题，还有待于理论上的指导，这个理论便是关于资源环境与经济发展过程中的内在联系的理论．因此，创建环境经济学，显得非常紧迫．     

The Declining Influence of Science On Marine Environmental Policy

Abstract

Differences between the scientific and environmental policy communities regarding marine environmental protection strategies are discussed in the context of the nature and extent of scientific influence on marine environmental policy. Public perceptions of the nature and severity of marine pollution frequently differ from scientific assessments. the thesis of this paper is that the increasing influence of public perception on marine environmental protection policy is leading to the adoption of simplistic and unnecessarily extreme approaches to marine pollution prevention and to a reduced reliance on science. This trend is illustrated by some recent international developments and some suggestions are made towards enhancing the influence of science on marine protection policy.

选取北京市 1985— 1999年环境经济数据 ,建立北京市经济增长与环境污染水平计量模型 ,为评价北京市环境政策提供依据。此实证研究得出两个重要结论 :北京市环境指标与人均GDP演替轨迹呈现显著的环境库兹涅茨曲线特征 ;但比发达国家较早实现了其环境库兹涅茨曲线转折点     

Why Environmental Policy Nightmares Recur

Many natural resource and environmental policy issues evidence recurring choices, made with considerable effort, whose temporary solutions never seem to deal with the underlying problems. Drawing on examples from endangered species policy, I describe five behavioral tendencies of humans and human institutions that result in recurrent environmental policy problems, including poor long-term direction, delays, impasses, and piecemeal solutions to crosscutting problems. These tendencies are short-term rationality outcompeting long-term rationality, competitive behavior driving out cooperative behavior, fragmentation of interests and values, fragmentation of responsibilities and authorities, and fragmentation of information and knowledge. By understanding these tendencies, it is possible to frame policy solutions to them. This paper identifies a set of necessary responses including finding ways to bind current decisionmakers to the future, promoting creativity and risk-taking on the part of public resource management organizations, utilizing alternative dispute resolution mechanisms that foster cooperation, building political concurrence, utilizing coordinating mechanisms, instituting clear performance measures, and implementing ways to promote information flows between organizations.     

污泥处置环境影响论述

基于生命周期评价理论的建筑物环境影响评价系统

建筑物对环境有着巨大的影响。基于生命周期评价(LCA)理论,从材料的开采生产,建筑物的建造、运行直至建筑物被拆除来研究建筑物的环境影响。在一个涉及建筑材料、建筑设备以及建设场地的环境影响数据库的基础上,开发了一个建筑物的环境影响的评价模型BEPAS(BuildingEnvironmentalPerformanceAnalysisSystem)。模型从3个方面:建筑设备运行、建筑材料和建筑场地来研究建筑的环境影响。最后,测算了一个案例,分析了其环境影响水平。     

房地产建设项目环境影响评价的有关问题

房地产建设项目环境影响评价大都没有考虑周边环境对房地产的影响、环境对人体健康的影响以及房地产项目本身的小环境对人体健康的影响.坚持“以人为本”的理念,在系统分析和阐述房地产建设项目环境影响的基础上,提出了具体的环境保护对策,为环保部门提供决策依据,避免产生新的环境污染.     

城市垃圾焚烧中PVC环境影响研究

在城市生活垃圾中,大约有一半的氯来自PVC废物。在垃圾焚烧过程中,PVC含量的增加可导致HCl产生量的增加,并有可能成为二噁Ying生成的氯源。PVC中铅含量最高,但对生活垃圾相对贡献量不大。PVC对生活垃圾的镉相对贡献量最大,而且在含PVC垃圾焚烧过程中烟气中镉的浓度也有明显增加。此外,PVC有使重金属从底灰向飞灰转移的趋势,这对于后续的底灰处置是有利的。在分析PVC对城市垃圾焚烧过程影响的基础上,本文最后提出了结论和建议。     

环境影响评价中的公众参与

论述了公众参与在环境影响评价中的重要性,在实施公众参与环境影响评价的实践中,创造了多种切实有效的方法,给受影响的公众充分发表意见的机会,通过公众参与,提高环境决策的质量。     

高速公路建设对环境的影响分析——以吉长高速公路为例

以吉（林）长（春）高速公路为例，论述了高速公路施工期、营运期对沿线生态环境、大气环境、声学环境、水环境可能产生的影响程度及范围。     

医学环境影响评价的规范研究

本文以医学环境影响评价的目的,内容,原则,范围及对象,评价程序,模式为主要内容,试图提出医学环境影响评价的规范,使医学环境影响评价更具有可操作性及科学性,从而对控制污染,管理环境,规划环境提供科学依据。     

两种家庭住宅类型的环境影响比较

住房消费是家庭消费环境影响的主要来源,利用生命周期分析方法和Boustead模型,对两种典型居民楼的部分生命周期过程的能源消耗及环境排放进行了比较。结果表明,高层住宅楼的生命周期过程的能量消耗及大气、水体和固体废弃物的排放量均明显高于低层住宅楼。这说明,随着居民住宅楼向高层发展,家庭住宅消费的环境影响增加了。
