A Quantitative Method for Delineating Regions: An Example for the Western Corn Belt Plains Ecoregion of the USA 总被引:3,自引:0,他引:3
/ A method was developed to systematically delineate boundaries forecological classification of regions. The process entailed the use ofsmall-scale digital data to quantify spatial concordance among environmentalattribute data sets. The data sets were grouped into spatially related themesusing cluster analysis and multidimensional scaling. Selected data sets werethen used either individually or collectively to divide the study area intosubregions that exhibited different environmental attributes. The method wasapplied to a previously defined ecological unit, the western Corn Belt of thecentral United States. The results showed that the portion of the study areawith intensive corn and soybean production was identifiable using each of thethree input data sets selected for partitioning (soil associations; AVHRRremote-sensing imagery; and a combined data set of landform, forest, andsoils data). The classification of other portions of the study area washighly dependent on the type and scale of the input data. The systematicmethodology used here offers advantages over other methods for identifyingecological regions in that the results from the systematic approach can bereproduced, the boundaries between ecological units can be revised based onnew or more accurate data, important ecological processes are explicitlychosen to delineate boundaries, and transition zones between regions can bequantified.KEY WORDS: Ecoregions; Spatial analysis; Corn Belt; Iowa; GIS;Regionalization 相似文献

A Regional Classification Scheme for Estimating Reference Water Quality in Streams Using Land-Use-Adjusted Spatial Regression-Tree Analysis 总被引:1,自引:0,他引:1
Various approaches are used to subdivide large areas into regions containing streams that have similar reference or background
water quality and that respond similarly to different factors. For many applications, such as establishing reference conditions,
it is preferable to use physical characteristics that are not affected by human activities to delineate these regions. However,
most approaches, such as ecoregion classifications, rely on land use to delineate regions or have difficulties compensating
for the effects of land use. Land use not only directly affects water quality, but it is often correlated with the factors
used to define the regions. In this article, we describe modifications to SPARTA (spatial regression-tree analysis), a relatively
new approach applied to water-quality and environmental characteristic data to delineate zones with similar factors affecting
water quality. In this modified approach, land-use-adjusted (residualized) water quality and environmental characteristics
are computed for each site. Regression-tree analysis is applied to the residualized data to determine the most statistically
important environmental characteristics describing the distribution of a specific water-quality constituent. Geographic information
for small basins throughout the study area is then used to subdivide the area into relatively homogeneous environmental water-quality
zones. For each zone, commonly used approaches are subsequently used to define its reference water quality and how its water
quality responds to changes in land use. SPARTA is used to delineate zones of similar reference concentrations of total phosphorus
and suspended sediment throughout the upper Midwestern part of the United States. 相似文献

A Multiattribute Index for Assessing Environmental Impacts of Regional Development Projects: A Case Study of Korea 总被引:1,自引:0,他引:1
Evaluating environmental impacts has become an increasingly vital part of environmental management. In the present study,
a methodological procedure based on multiattribute utility theory (MAUT) has been applied to obtain a decision-maker's value
index on assessment of the environmental impacts. The paper begins with an overview of MAUT. Next, we elicited strategic objectives
and several important attributes, and then structured them into a hierarchy, with the aim of structuring and quantifying the
basic values for the assessment. An environmental multiattribute index is constructed as a multiattribute utility function,
based on value judgements provided by a decision-maker at the Korean Ministry of Environment (MOE). The implications of the
results are useful for many aspects of MOE's environmental policies; identifying the strategic objectives and basic values;
facilitating communication about the organization's priorities; and recognizing decision opportunities that face decision-makers

Corporate annual environmental reports can be judged by the comprehensiveness of their coverage; this paper uses three published
comprehensiveness scoring systems to judge 28 such reports (mostly dated 1998) from large US corporations. Earlier (nominally
1996) reports from the same companies were previously scored using one or two of the same systems, and the published results
are compared with scores from the current round of reports. The scores of all three scoring systems are significantly correlated
for the 1998 environmental reports, indicating that to some degree they are scoring the same features, but with quite a lot
of scatter between the scores of one of the systems and those of the other two. There is, however, no correlation between
the scores on the 1996 reports and the 1998 reports using the same systems on both. Evidently, most of the 1998 reports were
not prepared with the intent of maximizing scores from any of the three scoring systems. Although the three systems achieve
similar ranking of the 1998 reports for environmental comprehensiveness, the average normalized scores of one of the systems
is significantly higher than those of the other two, reflecting a shorter list of topics and one more in keeping with the
practices of the report writers. Because the scoring systems measure the number of topics covered and the depth of discussion
rather than the quality of environmental performance, maximum scores could be obtained even with poor performance. 相似文献

Synthetic Analysis for Extracting Information on Soil Salinity Using Remote Sensing and GIS: A Case Study of Yanggao Basin in China 总被引:4,自引:0,他引:4

/ This paper reports the experience of extracting information on the salinity of soil and offers a method of synthetic analysis. The experimental areas for analysis are located in Yanggao Basin, Shanxi Province, China. The types of soil are mainly meadow soil and salinized meadow soil. The method of synthetic analysis of salinity uses a geographic information system (GIS) as a tool, building a basic saltwater analysis model of saline soil and adjusting the result with expert experience after computer processing. The method of feature extraction has been used for remotely sensed data. An optimum combination of features has been determined and, after comparing several combinations in the Yanggao region, an improved result has been obtained after Kauth-Thomas (K-T) transformation. For precise quantitative analysis of the salinization, not only Thematic Mapper (TM) remote sensing data, but also two forms of non-remote-sensing data are needed: depth of groundwater and mineralization rate of groundwater according to the theory of genesis of soil. For the analysis of synthetic compounded multisources, a generalized Bayes classification is used after overlay, matching, and related coefficients have been determined. On the premise that various information sources are independent, global membership functions with probability are used to combine various pieces of information in order to apply them directly to the pixels and classifications of soil salinity. The experiment indicates that this analytical method is sound because of the increased speed of processing and its simplicity and improved precision of classification of salinity. Finally, it is necessary to examine and adjust the factors using expert intelligence. The experiment shows that synthetic analysis using the geographic information system can raise the precision of quantitative analysis of salinity, which has advantages for environmental monitoring and management.KEY WORDS: Salinity; Remote sensing; Thematic Mapper; Geographic information system; Classification 相似文献

/ It has been suggested that the general public should be moreinvolved in environmental policy and decision making. It is important forthem to realize that they will have to live with the consequences ofenvironmental policies and decisions. Consequently, policy makers shouldconsider the concerns and opinions of the general public before makingdecisions on environmental issues. This raises questions such as: How can weintegrate the perceptions and reactions of the general population inenvironmental decisions? What kind of public participation should weconsider? In the present study, using a new regional ecosystem model, weattempted to integrate these aspects in its decision making model byincluding the formation of an advisory committee to resolve problems relatedto waste management. The advisory committee requested the activeparticipation of representatives from all levels of the community: economic,municipal, and governmental intervenors; environmental groups; and citizens.Their mandates were to examine different management strategies available inthe region, considering all the interdisciplinary aspects of each strategy,elaborate recommendations concerning the management strategies that are mostsuitable for all, and collaborate in communication of the information to thegeneral population. The results showed that at least in small municipalitiessuch an advisory committee can be a powerful tool in environmental decisionmaking. Strategic Environmental Assessment of Plans and Programs: A Methodology for Estimating Effects on Biodiversity 总被引:1,自引:0,他引:1
We developed a methodology for biodiversity evaluations within the process of Strategic Environmental Assessment and we applied
it to the estimation of the effect of two Regional Plans of Development on all bird species inhabiting the Castilla y León
region (northwestern Spain). The methodology is based on the evaluation of the effects of main development actions on the
habitat requirements of species. From these evaluations, and from data on the current distribution and population size (number
of individuals) of each species, we estimated the most likely pattern of distribution and population size after the full implementation
of the plans for each species. The impacts of the plans were quantified as the differences between the pre- and postproject
patterns after codifying them to compensate for differences in the quality of the information available among species. Overall,
we conclude that the proposed methodology fulfills the requirements for its use within the SEA process as it allows for the
assessment of cumulative impacts on every species, highlighting the development directions and the habitat types with major
impacts, and ascertaining whether impacts affect species with either low or high conservation and/or economic value. Generalization
of the proposed methodology to other regions or species will require wildlife-habitat models adequate for SEA analyses, so
that we also propose guidelines for the development and validation of these models. 相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments
of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact,
huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For
instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers
each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal
capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing
the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately
been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate
such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new
commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement
the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also
noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection
for the world community—and thus a need for the careful implementation of such agreements and regulations. 相似文献

Environmental assessment of alternative development plans, programs, and policies may bring conflict among decision-makers,
particularly when some quantitative measures for decision-making are needed and where cumulative impacts are neglected. Environmental
impact assessment (EIA) and environmental economics theories, despite their usefulness, are not capable of addressing those
issues and problems alone. In recent years, the decision support system (DSS) has provided some solutions, but mathematical
analysis of the system to show the internal structure of the problem is not always possible.
To addres the above shortcomings and ongoing problems of decision-making in Iran, a degradation model (DM) was introduced
as an instrument of EIA, to act as a DSS for managers. The model is a compromise between knowledge-based decision support
systems, detailed models, digested information models, and the basic theorem of environmental economics. In the present study
(1996–2000), the model was applied in three provinces of Iran, representing three of four biogeographical regions of Iran.
The study area was divided into a set of grids (100 km2). The degradation coefficient (H) was computed for all grids (1333), representing the degree of degradation in the grid. It is obvious that the higher the
coefficient the more area is degraded and less prone to further development, and vice versa. In order to provide decision-makers
with a set of quantitative measures to observe impacted areas (critical and noncritical) for resource allocation and further
development, the degradation coefficients of all grids were classified into categories and criteria, using a fuzzy set theoretic
approach. Accordingly, only 24% of study areas are prone to further development. The degradation model as a knowledge-based
decision support system has its strengths and weaknesses, but it has solved managers' ongoing problems in Iran and it could

/ This paper describes a framework for designing spatial decision support systems for environmental management using a knowledge-based systems approach. An architecture for knowledge-based spatial decision supportsystems (KBSDSS) is presented that integrates knowledge-based systems with geographical information systems (GIS) and other problem-solving techniques. A method based on spatial influence diagrams is developed for representation of environmental problems. The spatial influence diagram provides an interface through which knowledge-based systems techniques can be applied to build capabilities for problem formulation, automated design, and execution of a solution process. In addition to the flexibility and developmental advantages of knowledge-based systems, the KBSDSS incorporates expert knowledge to provide assistance for structuring spatial influence diagrams and executing a solution process that automatically integrates the GIS, data base, knowledge base, and different types of models. The International Safety Management (ISM) Code defines a broad framework for the safe management and operation of merchant ships, maintaining high standards of safety and environmental protection. On the other hand, ISO 14001:2004 provides a generic, worldwide environmental management standard that has been utilized by several industries. Both the ISM Code and ISO 14001:2004 have the practical goal of establishing a sustainable Integrated Environmental Management System (IEMS) for shipping businesses. This paper presents a hybrid design methodology that shows how requirements from both standards can be combined into a single execution scheme. Specifically, the Analytic Hierarchy Process (AHP) and Fuzzy Axiomatic Design (FAD) are used to structure an IEMS for ship management companies. / Regional resource use planning relies on key regional stakeholder groups using and having equitable access to appropriate social, economic, and environmental information and assessment tools. Decision support systems (DSS) can improve stakeholder access to such information and analysis tools. Regional resource use planning, however, is a complex process involving multiple issues, multiple assessment criteria, multiple stakeholders, and multiple values. There is a need for an approach to DSS development that can assist in understanding and modeling complex problem situations in regional resource use so that areas where DSSs could provide effective support can be identified, and the user requirements can be well established. Biological Report 88(41):1–103), assessment of credits and determination of a compensation ratio that reflects existing and/or potential functional
condition in a mitigation bank has been a formidable task. This study presents a framework for a systematic approach for determination
of credits and debits and subsequently the compensation ratio. A model for riparian systems is developed based on this framework
that evaluates credits and debits for spatial and structural diversity, contiguity of habitats, invasive vegetation, hydrology,
topographic complexity, characteristics of flood-prone areas, and biogeochemical processes. The goal of developing this crediting
and debiting framework is to provide an alternative to the current methods of determining credits and debits in a mitigation
bank and assigning mitigation ratios, such as best professional judgement or use of preset ratios. The purpose of this crediting
and debiting framework is to develop a method that (1) can be tailored to evaluate ecological condition based on the target
resources of a specific mitigation bank, (2) is flexible enough to be used for evaluation of existing or potential ecologic
condition at a mitigation bank, (3) is a structured and systematic way to apply data and professional judgment to the decision-making
process, (4) has an ecologically defensible basis, (5) has ease of use such that the level of expertise and time required
to employ the method is not a deterrent to its application, and (6) provides a semiquantitative measure of the condition of

Spectrally Driven Classification of High Spatial Resolution,Hyperspectral Imagery: A Tool for Mapping In-Stream Habitat 总被引:1,自引:0,他引:1

Streams represent an essential component of functional ecosystems and serve as sensitive indicators of disturbance. Accurate mapping and monitoring of these features is therefore critical, and this study explored the potential to characterize aquatic habitat with remotely sensed data. High spatial resolution, hyperspectral imagery of the Lamar River, Wyoming, USA, was used to examine the relationship between spectrally defined classes and field-mapped habitats. Advantages of this approach included enhanced depiction of fine-scale heterogeneity and improved portrayal of gradational zones between adjacent features. Certain habitat types delineated in the field were strongly associated with specific image classes, but most included areas of diverse spectral character; spatially buffering the field map polygons strengthened this association. Canonical discriminant analysis (CDA) indicated that the ratio of the variability among groups to that within a group was an order of magnitude greater for spectrally defined image classes (20.84) than for field-mapped habitat types (1.82), suggesting that unsupervised image classification might more effectively categorize the fluvial environment. CDA results also suggested that shortwave-infrared wavelengths were valuable for distinguishing various in-stream habitats. Although hyperspectral stream classification seemed capable of identifying more features than previously recognized, the technique also suggested that the intrinsic complexity of the Lamar River would preclude its subdivision into a discrete number of classes. Establishing physically based linkages between observed spectral patterns and ecologically relevant channel characteristics will require additional research, but hyperspectral stream classification could provide novel insight into fluvial systems while emerging as a potentially powerful tool for resource management. 相似文献

This paper provides a complete case study analysis of environmental impact assessment (EIA) implementation in China from planning to legal challenge, which is typical but rarely reported. The analysis takes an historical perspective on the regulatory and institutional structures through which EIA has been implemented in China, in order to evaluate the extent to which EIA has matured over the last 10 years. The case study relates to a proposed recreation/tourist development at Dianshan Lake, a protected water resource for Shanghai. Legal and administrative challenge began in 1993, when the case was initiated with a letter from the public, and concluded in 1996, when the case was decided in a court judgment. More recent follow-up research indicates that many issues have continued to be problems for EIA implementation in China. Policy implications in terms of regulatory structure, institutional arrangement, EIA procedure, EIA practitioners, and public participation can be drawn, and lessons learned for both the government and the developers. The study emphasizes the problem of relying on reorientation of existing institutions to promote new (environmental) priorities. 相似文献
