ABSTRACT: Longitudinal stone toe is one of the most reliable and economically attractive approaches for stabilizing eroding banks in incised channels. However, aquatic habitat provided by stone toe is inferior to that provided by spur dikes. In order to test a design that combined features of stone toe and spurs, eleven stone spurs were placed perpendicular to 170 m of existing stone toe in Goodwin Creek, Mississippi, and willow posts were planted in the sandbar on the opposite bank. Response was evaluated by monitoring fish and habitats in the treated reach and an adjacent comparison reach (willow post planting and standard toe without spurs) for four years. Furthermore, physical habitats within the treated reach were compared with seven reaches protected with standard toe on a single date three years after construction. Overall results indicated that spur addition resulted in modest increases in baseflow stony bankline, water width and pool habitat availability, but had only local effects on depth. These relatively small changes in physical habitat were exaggerated seasonally by beaver dams that appeared during periods of prolonged low flow in late Summer and Autumn. Physical changes were accompanied by shifts in fish species composition away from a run-dwelling assemblage dominated by large numbers of cyprinids and immature centrarchids toward an assemblage containing fewer and larger centrarchids. Biological responses were at least partially due to the effects of temporary beaver dams.  相似文献

Field studies were conducted on black willow (Salix nigra) cuttings planted for riparian zone restoration along Harland Creek, Twentymile Creek, and Little Topashaw Creek in Mississippi, USA. Planted cuttings were 2.5 to 3 m long and had base diameters of 2.5 to 7.5 cm. Streams were unstable, deeply incised sand bed channels with eroding banks 1 to 6 m high. Soil texture, redox potential (Eh), depth to water table, and willow survival were monitored for two to three years after planting. While many factors influence willow cuttings at restoration sites, soil texture and moisture are key to plant success. In these studies, plant survival and growth were best for cuttings planted in soils with less than 40 percent silt‐clay content and a water table 0.5 m to 1.0 m below the soil surface during the growing season. These conditions produced soil Eh greater than approximately 200 mV and were most often observed 1 to 2 m higher than the bank toe. These findings suggest criteria useful for preplanting site evaluations. Additional evidence suggests that preplanting soaking enhances performance of black willow cuttings. Additional factors (channel erosion, herbivory by beaver, and competition from exotics) may control performance over periods longer than two to three years.  相似文献

ABSTRACT: The environmental effects of flood control channel modifications such as clearing and snagging, straightening, enlargement, and/or paving can be quite severe in some cases. Information review reveals that several environmental features have been incorporated into the design, construction, operation, or maintenance of recent flood control channel projects to avoid adverse environmental impacts and enhance environmental quality. Typically, these features have been proposed by conservation agencies and designed with minimal quantitative analysis. Environmental features for channel projects include selective clearing and snagging techniques, channel designs with nonuniform geometry such as single bank modification and floodways, restoration and enhancement of aquatic habitat, improved techniques for placement of excavated material, and revegetation.  相似文献

ABSTRACT: The major objectives are (1) to identify the problems involved in measuring the environmental impacts of public projects from selected perspectives, and (2) to elaborate a sociological approach used in an empirical investigation in that respect. The construct of environmental impact of a planned action is generally operationalized from different perspectives and with different methodological emphases in the various disciplines. Even the term environment does not elicit agreement among users as to its exact meaning. Although there has been a steady increase in the number of studies from a sociological perspective concerning environmental problems, there is lack of sociological counsel in writing environmental impact statements. Overall, we lack sociological methodology and operational procedures for that purpose. In an attempt to bring some empirical focus to this field, attitudinal measures employed to discover how residents of a river basin perceived negative and positive environmental impacts of a proposed watershed development project are reviewed. These come from a study of creation of the Cooper Reservoir and Dam in Texas. Data on 343 heads of households m the selected areas were collected through structured questionnaires with items on personal information, a vested interest scale, a knowledge of the project scale, and an environmental impact scale. Data show that perception of impacts by residents is influenced significantly by degree of their vested interests involved. Variables for inclusion in a sociological model of environmental impact are suggested.  相似文献

The goal of this research was to evaluate the relative effects of root density, freeze/thaw cycling, and soil properties on the erodibility and critical shear stress of streambanks. The erodibility and critical shear stress of rooted bank soils were measured in situ at 25 field sites using a submerged jet test device; several soil, vegetation, and stream chemistry characteristics shown to influence soil erosion were also assessed. Multiple linear regression analysis was conducted to determine those factors that most influenced streambank erodibility and the relative impact of riparian vegetation. Study results indicated that soil erosion is a complex phenomenon that depends primarily on soil bulk density. Freeze/thaw cycling, soil antecedent moisture content, the density of roots with diameters of 2 to 20 mm, soil texture, and the interaction of soil pore water and stream water had a significant impact on soil erodibility and critical shear stress, depending on soil type. Riparian vegetation had multiple significant effects on soil erodibility. In addition to reducing soil erodibility through root reinforcement, the streamside vegetation affected soil moisture and altered the local microclimate, which in turn affected freeze/thaw cycling (FTC). This study represents the first in situ testing of the erodibility of vegetated streambanks and provides a quantitative analysis on the effects of vegetation on streambank erosion, relative to other soil physical and chemical parameters.  相似文献

ABSTRACT: There is a need to provide flood protection while maintaining stable bed and bank conditions in the riverine system, to stabilize earth embankment dams and spiliways, and to stabilize highway or railway embankments and levee systems. One approach to providing erosion protection and stabilization of channel banks, embankments and spill conveyances is with articulated concrete block systems. Numerous articulated concrete block systems are available for bank stabilization. However, prior to field installations few means are available to evaluate how well these block systems perform. To assist the designer in predicting site specific suitability, a series of hydraulic testing protocols have been developed to analyze block system performance. Two articulated block system testing protocols are presented to indicate how block hydraulic characteristics may be determined and provide performance assurance to both the designer and the owner.  相似文献

SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. Results of a trial application of SAGE to a land use/watershed management problem in a growing urban area are presented.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00644.x Abstract: Sedimentation of waterways and reservoirs directly related to streambank erosion threatens freshwater supply. This study sought to provide a tool that accurately predicts annual streambank erosion rates in NE Kansas. Rosgen (2001, 2006) methods were employed and 18 study banks were measured and monitored from 2007 through 2010 (May‐June). Bank profiles were overlaid to calculate toe pin area change due to erosional processes. Streambanks experienced varied erosion rates from similar Bank Erosion Hazard Index (BEHI)‐Near Bank Stress (NBS) combinations producing R2 values of 0.77 High‐Very High BEHI rating and 0.75 Moderate BEHI rating regarding predictive erosion curves for NE Kansas. Moderate ratings demonstrated higher erosion rates than High‐Very High ratings and BEHI trend lines intersected at lower NBS ratings, suggesting a discrepancy in the fit of the model to conditions in the NE Kansas region. BEHI model factors were evaluated and assessed for additional influences exerted in the region. Woody vegetation adjacent to the stream seemed to provide the most variation in erosion rates. This study’s findings allowed us to calibrate and modify the existing BEHI model according to woody vegetation occurrence levels along streambanks with high clay content. Modifications regarding vegetation occurrence of the BEHI model was completed and the results of these modifications generated new curves resulting in R2 values of 0.84 High‐Very High BEHI and 0.88 Moderate BEHI ratings.  相似文献

ABSTRACT: The State of Louisiana created in 1972 the Deep Draft Harbor and Terminal Authority (commonly called Superport Authority) to plan, promote, and develop a deepwater (crude oil) terminal off the coast of Louisiana, and empowered it to establish an Authority development program to promote the economic and social welfare of its citizens. Simultaneously, the Authority was also charged with developing an environmental protection plan to preserve the environmental values of Louisiana's unique coastal marshland while permitting beneficial industrial and economic development. Consequently, in January 1974, an Environmental Protection Plan was promulgated, consisting of a series of regulations, design standards, and operating procedures aimed specifically at protecting the fragile estuarine environment of coastal Louisiana during the construction and ultimate operation of the superport. The paper describes the development of the Superport Authority's Environmental Protection Plan and the current status of the superport project.  相似文献

ABSTRACT: A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing the inundation of trees, low vegetation, and water based recreation facilities located in those areas of the flood pool area that are normally well above the water level. The amount of damage that will occur in the upper levels of the flood storage area will depend on the depth and duration of the inundation that occurs. This, in turn, is directly related to the operating policy for the reservoir. A dynamic programming optimization model of flood control reservoir operation is presented. This model determines the reservoir operating schedule that minimizes downstream flood damages. Various constraints are added to the model to account for the environmental impacts of long periods of flood storage.  相似文献

ABSTRACT: Survey data from samples of two types of Corps of Engineers planning studies have been collected. The nature of significant environmental issues affecting the studies was ascertained. Information concerning District administrative practices and communication patterns and extraorganizational coordination procedures was also obtained. Statistical analysis examined the relationships between these practices and procedures and the consideration given environmental issues in plan formulation and modification decisions. Environmental issues receive greater consideration in plan formulation decisions where District policies encourage interdisciplinary planning and direct communication between planners and environmental interests. Plan modification decisions reflect environmental considerations to a greater degree where significant controversy exists and where reviewing agencies actively pursue environmental issues.  相似文献

ABSTRACT: In this study three components of the Rosgen Level III Stream Reach Condition Assessment were tested for their ability to predict short-term erosion rates. Rosgen's bank erosion potential (BEP) ratings and near bank stress (NBS) estimates and the Pfankuch channel stability ratings were evaluated. Thirty-six banks with a range of BEP ratings and NBS estimates were selected on the 101 km Upper Illinois River in northeast Oklahoma. The Upper Illinois River is a meandering, gravel-dominated, riffle/pool channel. Cumulative erosion data measured with bank pins after four 2.0 to 2.5-year return period flows from September 1996 to July 1997 were used in the analyses. When integrated as indicated in Rosgen (1996), the BEP indices and NBS estimates were poor predictors of bank erosion. Individually, the grouped BEP ratings and Pfankuch ratings performed relatively well compared to grouped NBS estimates in predicting erosion; however, the variability of erosion was large within each rating group. Linear regression between erosion and BEP numerical indices and Pfankuch scores was significant (a = 0.05), but variability was high (illustrated by low r2 values). Regression between erosion and NBS estimates was not significant.  相似文献

ABSTRACT: Analysis of the storage-yield relationship can be used to help resolve conflicts between environmental values and water resources development. New Melones Reservoir in northern California presents a classic example of such a conflict between preservation of white water for recreational purposes and development of the site for a major multi-purpose reservoir. ABSTRACT: A method of project planning for systematically assessing and recording impacts of alternative timber harvest startegies for subareas of a sale planning area is presented. This method uses an interdisciplinary team composed of specialists and decisionmaker to develop and analyze treatment alternatives and uses impact prediction matrices with explicit evaluation criteria to illustrate and record ratings of impacts on resource factors. The method is a system for organizing, for discovering appropriate alternatives, for facilitating interaction, and for documenting environmental analysis. It provides for decisionmaker control over the project, for exchange of value perspectives, and for reduction in conflict between specialists. The quality of decisions which result from the method presented depends upon the information available and the effectiveness of interaction between all members of the interdisciplinary team.  相似文献

ABSTRACT: Planning for urban drainage and flood control requires the use of a rational procedure for setting priorities and allocating funds. An innovative procedure developed by the Los Angeles County Flood Control District is described. It consists of the use of bond election voting results as a surrogate for demand signals representing the public preference for project approval. A regression equation has been developed to relate project characteristics to the likelihood of approval. The procedure is implemented through a “funnel-screen” review procedure which results in a list of reviewed and approved projects.  相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described.  相似文献

ABSTRACT: Several techniques for selecting a least environmental impact corridor have been proposed. Two approaches have been found workable; the computer graphics and the map overlay. This report combines features of both to determine an appropriate routing for a water conveyance canal. The study was conducted by an interdisciplinary planning team. Environmental factors were mapped and weighted on overlay maps. Alternative routes were identified and carefully studied. Several critical environmental implications were noted. Aesthetic factors, out door recreation interpretation, visitor safety and disruption of human and animal travel routes were considered and dealt with.  相似文献
