ABSTRACT: The Pittsburgh District, U.S. Army Corps of Engineers, is responsible for operating two multipurpose reservoirs in the 7384 square mile (19198 square kilometer) Monongahela Basin. A third reservoir, presently under construction, will soon be operating. The real-time forecasting of runoff for operational purposes requires simulation of snow accumulation and snowmelt throughout the Basin during the winter season. This article describes capabilities of SNOSIM, a model being developed for performing such simulation. The application of this model as part of a comprehensive system of water control software, and some initial simulation results are presented.  相似文献

ABSTRACT: This study examined the disposition of streamflow increases that could be created by vegetation management on forest land along the upper reaches of the Colorado River. A network optimization model was used to simulate water flow, storage, consumptive use, and loss within the entire Colorado River Basin with and without the flow increases, according to various scenarios incorporating both current and future consumptive use levels as well as existing and potential institutional constraints. Results indicate that very little of the flow increases would be consumptively used at current use levels, or even at future use levels, if water allocation institutions remain unchanged. Given future use levels and economically based water allocation institutions, up to one-half of the flow increases could be consumptively used. The timing of streamflow increases, and the institutional constraints on water allocation, often limit the potential for consumptive use of flow increases.  相似文献

ABSTRACT: Ground-water pumpage withdrew 57 cubic feet per second from aquifers beneath the Yahara River Basin in 1970. Forty-six cubic feet per second were exported by the diversion of treated wastewater from the drainage basin. The low-flow hydrology of the upper Yahara River has been impacted by this diversion. Prior to 1959, the wastewater was discharged into the river, augmenting the baseflow during low-flow periods. As much as 85% of streamflow was due to effluent discharge. In 1959 the wastewater was transferred from the river basin. The result was a decrease of about one-third in mean annual streamflow, and a decrease of more than 50% in the 7Q2 and 7Q10. Regression analysis showed the annual 7-day low-flow and 60-day low-flow have a statistically significant correlation with mean annual flow. Using predictions of future mean annual discharge of the river with increasing interbasin transfers, it is shown that by 1990 there is a significant probability that in some years the 60-day low-flow in the river will be zero.  相似文献

ABSTRACT: The Great Plains of the United States, drained primanly by the Missouri River, are very sensitive to shifts in climate. The six main stem dams on the Missouri River control more than one‐half of the nearly 1.5 million square kilometer basin and can store three times the annual inflow from upstream. The dams are operated by the U.S. Army Corps of Engineers using a Master Manual that describes system priorities and benefits. The complex operational rules were incorporated into the Soil and Water Assessment Tool computer model (SWAT). SWAT is a distributed parameter rainfall‐runoff model capable of simulating the transpiration suppression effects of CO2 enrichment. The new reservoir algorithms were calibrated using a 25‐year long historic record of basin climate and discharge records. Results demonstrate that it is possible to incorporate the operation of a highly regulated river system into a complex rainfall‐runoff model. The algorithms were then tested using extreme climate scenarios indicative of a prolonged drought, a short drought, and a ten percent increase in basin‐wide precipitation. It is apparent that the rules for operating the reservoirs will likely require modification if, for example, upper‐basin precipitation were to increase only ten percent under changed climate conditions.  相似文献

ABSTRACT The 60's drought (1961 1966) which hit the Northeastern United States, had its center over the Delaware River Basin and caused water supply shortages to New York City, Philadelphia, and many other towns and industries in the Basin. Until this event occurred, the existing water supply sources and those planned for the future had been considered adequate, as they were designed for the worst drought of record (usually the 1930-31 drought). In view of this “change in hydrology,” the Delaware River Basin Commission authorized a study (DRBC Resolution 67-4) to re-evaluate the adequacy of existing and planned water supply sources of the Delaware River Basin and its Service Area (New York City and northern New Jersey). Synthetic hydrology is a tool which can be used to overcome many of the limitations of the traditional approach. By analyzing generated streamflow traces in this study, it has been determined that there is a definite relationship between the accumulated rainfall deficiency during the drought and the return periods associated with various durations of runoff in the drought. This indicated that generated traces can be used to standardize the hydrology over an area where the intensity of drought varied. This represented an important facet in the study, because it provided a means to equalize the effects of this drought over the study area, and gave the Delaware River Basin Commission more information so that it could better plan and manage its water resources equitably, not only for the people within the Basin, but for the New York City and northern New Jersey areas as well. Synthetic hydrology was used to determine yield-probability relationships for 50-year periods, and storage-yield-frequency relationships for existing and planned water-supply reservoirs. It was also used to determine yield-probability relationships for reservoir systems within the Basin. In the study, it was determined that monthly streamflow traces and uniform draft rates could be used in yield analysis because of the magnitude of the reservoirs and because seasonal variations of draft rate are small in the study area. Although it was found that with the streamflow generating models (first order Markov) in common use today, it is not possible to definitely determine the actual frequency of a very severe historic drought, it is possible to place a drought in perspective by using synthetic hydrology. The study showed that it is a useful tool in determining water availability over a basin and is useful in studying water management problems such as interbasin transfers, and reservoir systems operations.  相似文献

ABSTRACT: Regional hydrologic procedures such as generalized least squares regression and streamflow record augmentation have been advocated for obtaining estimates of both flood-flow and low-flow statistics at ungaged sites. While such procedures are extremely useful in regional flood-flow studies, no evaluation of their merit in regional low-flow estimation has been made using actual streamflow data. This study develops generalized regional regression equations for estimating the d-day, T-year low-flow discharge, Qd, t, at ungaged sites in Massachusetts where d = 3, 7, 14, and 30 days. A two-parameter lognormal distribution is fit to sequences of annual minimum d-day low-flows and the estimated parameters of the lognormal distribution are then related to two drainage basin characteristics: drainage area and relief. The resulting models are general, simple to use, and about as precise as most previous models that only provide estimates of a single statistic such as Q7,10. Comparisons are provided of the impact of using ordinary least squares regression, generalized least squares regression, and streamflow record augmentation procedures to fit regional low-flow frequency models in Massachusetts.  相似文献

ABSTRACT: As coal resources are developed in the Northern Great Plains regions, new reservoirs are being considered to meet expanding water demands. The amount of water available for industrial diversion, however, could be limited by regulations that require minimum flow levels to be maintained downstream of the reservoir sites. Computer simulations of potential reservoirs were used to determine to what extent, if any, instream flow requirements might limit the ability of reservoirs to deliver industrial water supplies. Data on instream flow requirements, potential reservoir sites, and historic runoff were input for the simulation of the Powder River Region of Montana and Wyoming. Results of the simulations compared the maximum amount of water available for industrial diversion with and without requiring instream flow criteria.  相似文献

ABSTRACT: The potential impacts of climate change on water yield are examined in the Upper Wind River Basin. This is a high‐elevation, mountain basin with a snowfall/snowmelt dominated stream‐flow hydrograph. A variety of physiographic conditions are represented in the rangeland, coniferous forests, and high‐elevation alpine regions. The Soil Water Assessment Tool (SWAT) is used to model the baseline input time series data and climate change scenarios. Five hydroclimatic variables (temperature, precipitation, CO2, radiation, and humidity) are examined using sensitivity tests of individual and coupled variables with a constant change and coupled variables with a monthly change. Results indicate that the most influential variable on annual water yield is precipitation; and, the most influential variable on the timing of streamflow is temperature. Carbon dioxide, radiation, and humidity each noticeably impact water yield, but less significantly. The coupled variable analyses represent a more realistic climate change regime and reflect the combined response of the basin to each variable; for example, increased temperature offsets the effects of increased precipitation and magnifies the effects of decreased precipitation. This paper shows that the hydrologic response to climate change depends largely on the hydroclimatic variables examined and that each variable has a unique effect (e.g., magnitude, timing) on water yield.  相似文献

ABSTRACT: A synthetic relationship is developed between nutrient concentrations and discharge rates at two river gauging sites in the Illinois River Basin. Analysis is performed on data collected by the U.S. Geological Survey (USGS) on nutrients in 1990 through 1997 and 1999 and on discharge rates in 1988 through 1997 and 1999. The Illinois River Basin is in western Arkansas and northeastern Oklahoma and is designated as an Oklahoma Scenic River. Consistently high nutrient concentrations in the river and receiving water bodies conflict with recreational water use, leading to intense stakeholder debate on how best to manage water quality. Results show that the majority of annual phosphorus (P) loading is transported by direct runoff, with high concentrations transported by high discharge rates and low concentrations by low discharge rates. A synthetic relationship is derived and used to generate daily phosphorus concentrations, laying the foundation for analysis of annual loading and evaluation of alternative management practices. Total nitrogen (N) concentration does not have as clear a relationship with discharge. Using a simple regression relationship, annual P loadings are estimated as having a root mean squared error (RMSE) of 39.8 t/yr and 31.9 t/yr and mean absolute percentage errors of 19 percent and 28 percent at Watts and Tahlequah, respectively. P is the limiting nutrient over the full range of discharges. Given that the majority of P is derived from Arkansas, management practices that control P would have the most benefit if applied on the Arkansas side of the border.  相似文献

ABSTRACT: A procedure to apply genetic algorithm to optimize operation rules is proposed and applied to the LiYuTan Reservoir in Taiwan. The designed operation rules are operation zones with discount rates of water supply. The first step of the procedure is to predefine the shape of boundary curves of operation zones according to reservoir storage routing. Then, relatively fewer variables are used to describe the curves, and a last genetic algorithm (GA) is applied to optimize the curves. The procedure is applied to the newly built LiYuTan Reservoir for increasing domestic water demands. Shortage index is used to evaluate the performance of operation zones. A year is divided into 36 operational periods, with each month containing three operational periods. The shortage indexes calculated in operational periods are 9.81, 8.27, and 7.13, respectively, for the reservoir without operation rules, applying operation zones optimized by GA with encoding 36 storage levels for each curve, and adopting operation zones optimized by GA with encoding the curves with predefined shape. The average deficits for the three cases are 77.2, 43.6, and 33.3 (104 m3/day), respectively. The results indicate that operation zones optimized by the proposed procedure have smaller shortage indexes and lower average deficits. In addition, the optimized operation zones have less variation and thus are more practical for operation. Conclusively, the proposed procedure utilizing GA to optimize operation zones with predefined shape can provide better and realistic outcomes through limited iterations.  相似文献

ABSTRACT: Most of the application of the organophosphate insecticide diazinon in the San Joaquin River Basin occurs in winter to control wood-boring insects in dormant almond orchards. A federalstate collaborative study found that diazinon accounted for most of the observed toxicity of San Joaquin River water in February 1993. Previous studies focused mainly on west-side inputs to the San Joaquin River. In this 1994 study, the three major east-side tributaries to the San Joaquin River - the Merced, Tuolumne, and Stanislaus rivers - and a downstream site on the San Joaquin River were sampled throughout the hydrographs of a late January and an early February storm. In both storms, the Tuolumne River had the highest concentrations of diazinon and transported the largest load of the three tributaries. The Stanislaus River was a small source in both storms. On the basis of previous storm sampling and estimated travel times, ephemeral west-side creeks probably were the main diazinon source early in the storms, whereas the Tuolumne and Merced rivers and east-side drainages directly to the San Joaquin River were the main sources later. Although 74 percent of diazinon transport in the San Joaquin River during 1991–1993 occurred in January and February, transport during each of the two 1994 storms was only 0.05 percent of the amount applied during preceding dry periods. Nevertheless, some of the diazinon concentrations in the San Joaquin River during the January storm exceeded 0.35 μ/L, a concentration shown to be acutely toxic to water fleas. On the basis of this study and previous studies, diazinon concentrations and streamflow are highly variable during January and February storms, and frequent sampling is required to evaluate transport in the San Joaquin River Basin.  相似文献

A study was made to determine the impact on water quality due to water resource development in a large river basin in a semi-arid region of West Africa. Mathematical modeling and the examination of case histories were used to project impacts. The impacts associated with changes in water quality were shown to be slight assuming that modern basin and agricultural management practices are adopted. Analytical techniques normally implemented in studies of more highly developed basins are useful for analysis of water quality impacts in relatively undeveloped basins.  相似文献

ABSTRACT: Data collected at a 79-acre urban watershed in Albuquerque, New Mexico, were used to calibrate and verify the Distributed Routing Rainfall-Runoff Model, a parametric watershed model. Standard errors of estimate for the 38 calibration storms were 33 percent and 38 percent, respectively, for volumes and peaks; and for the 46 verification storms were 29 percent and 37 percent, respectively, for volumes and peaks. Correlation coefficients for peaks were 0.8 and 0.95, respectively, for calibration and verification storms.  相似文献

ABSTRACT: Low-flow estimates, as determined by probabilistic modeling of observed data sequences, are commonly used to describe certain streamflow characteristics. Unfortunately, however, reliable low-flow estimates can be difficult to come by, particularly for gaging sites with short record lengths. The shortness of records leads to uncertainties not only in the selection of a distribution for modeling purposes but also in the estimates of the parameters of a chosen model. In flood frequency analysis, the common approach to mitigation of some of these problems is through the regionalization of frequency behavior. The same general approach is applied here to the case of low-flow estimation, with the general intent of not only improving low-flow estimates but also illustrating the gains that might be attained in so doing. Data used for this study is that which has been systematically observed at 128 streamflow gaging sites across the State of Alabama. Our conclusions are that the log Pearson Type 3 distribution is a suitable candidate for modeling of Alabama low-flows, and that the shape parameter of that distribution can be estimated on a regional basis. Low-flow estimates based on the regional estimator are compared with estimates based on the use of only at-site estimation techniques.  相似文献

ABSTRACT: An environmental simulation model of the Upper St. Johns River Basin, Florida, has been developed in order to predict hydrologic responses under proposed management plans. Land use projections for each of 19 hydrologic planning units are provided by a linear programming analysis of agricultural activities. Inputs to the model include rainfall, runoff, evapotranspiration (ET), aquifer properties, topography, soil types, and vegetative patterns. A water balance is developed in the uplands based on infiltration, ET, surface runoff, and groundwater flow. Valley continuity is based on stage-volume relationship for inflows and outflows and a variable roughness coefficient dependent on vegetative patterns. Land use changes form the basis for predicting hydroperiod variation under alternative management schemes. Plans are ranked according to two criteria, deviation from a natural hydroperiod and flood or drought control provided. Results indicate that (1) a single reservoir without irrigation and (2) floodplain preservation plans are superior to (3) multiple reservoir with irrigation and (4) uncontrolled floodplain plans with regard to both criteria.  相似文献

ABSTRACT: This study investigated low flow augmentation as a means of meeting inorganic water quality standards for the Truckee River at the California-Nevada state line. A digital inorganic water quality model was combined with a deterministic dynamic reservoir operating model in an iterative process which allowed the optimization of releases subject to selected inorganic water quality constraints as well as downstream demands. Results from model runs with varied flow and river loading data indicate that flow augmentation may be a feasible and relatively inexpensive way of meeting standards for this system except in time of severe drought.  相似文献

ABSTRACT: As part of the National Assessment of Climate Change, the implications of future climate predictions derived from four global climate models (GCMs) were used to evaluate possible future changes to Pacific Northwest climate, the surface water response of the Columbia River basin, and the ability of the Columbia River reservoir system to meet regional water resources objectives. Two representative GCM simulations from the Hadley Centre (HC) and Max Planck Institute (MPI) were selected from a group of GCM simulations made available via the National Assessment for climate change. From these simulations, quasi-stationary, decadal mean temperature and precipitation changes were used to perturb historical records of precipitation and temperature data to create inferred conditions for 2025, 2045, and 2095. These perturbed records, which represent future climate in the experiments, were used to drive a macro-scale hydrology model of the Columbia River at 1/8 degree resolution. The altered streamflows simulated for each scenario were, in turn, used to drive a reservoir model, from which the ability of the system to meet water resources objectives was determined relative to a simulated hydrologic base case (current climate). Although the two GCM simulations showed somewhat different seasonal patterns for temperature change, in general the simulations show reasonably consistent basin average increases in temperature of about 1.8–2.1°C for 2025, and about 2.3–2.9°C for 2045. The HC simulations predict an annual average temperature increase of about 4.5°C for 2095. Changes in basin averaged winter precipitation range from -1 percent to + 20 percent for the HC and MPI scenarios, and summer precipitation is also variously affected. These changes in climate result in significant increases in winter runoff volumes due to increased winter precipitation and warmer winter temperatures, with resulting reductions in snowpack. Average March 1 basin average snow water equivalents are 75 to 85 percent of the base case for 2025, and 55 to 65 percent of the base case by 2045. By 2045 the reduced snowpack and earlier snow melt, coupled with higher evapotranspiration in early summer, would lead to earlier spring peak flows and reduced runoff volumes from April-September ranging from about 75 percent to 90 percent of the base case. Annual runoff volumes range from 85 percent to 110 percent of the base case in the simulations for 2045. These changes in streamflow create increased competition for water during the spring, summer, and early fall between non-firm energy production, irrigation, instream flow, and recreation. Flood control effectiveness is moderately reduced for most of the scenarios examined, and desirable navigation conditions on the Snake are generally enhanced or unchanged. Current levels of winter-dominated firm energy production are only significantly impacted for the MPI 2045 simulations.  相似文献

ABSTRACT: This paper describes the verification of the QUAL-1 mass transport model for the lower Mississippi River between St. Francisville and Point a la Hache using dye studies conducted by the U. S. Geological Survey. QUAL-1 is a one-dimensional steady-state model for rivers and is capable of predicting longitudinal profiles of soluble materials entering rivers from point sources. Both conservative and nonconservative parameters of water quality can be considered. The major problems surmounted were the determination of a diffusion coefficient and the use of transient data to verify a steady state model.  相似文献

The storage function model is a nonlinear rainfall-runoff model that has been developed for and applied to flood runoff analysis in Japan. This paper extends the model applicability by developing practical equations for estimating model parameters which are appropriate on a regional basis, i.e., so-called regional equations. Previously, the parameters were computed from historical data for a specific basin or from relationships that do not account for land use and topography. To develop the regionalized equations, model parameters were identified for 91 flood events from 22 watersheds in Japan by applying a mathematical optimization technique. Results from 39 of these events were statistically compared and regional relationships were determined as a function of land use, basin area and rainfall intensity. The utility of the estimated equations were tested by computing runoff hydrographs for lumped basins. The estimated parameters were also applied in a distributed watershed model formulation. Both applications showed acceptable results that validate the use of the regionalized relationships.  相似文献

ABSTRACT The Colorado River Basin faces the dilemma of an increasing demand for water while presently struggling with salinity concentrations approaching critical levels for some water uses. Based upon projected development salinity concentrations are predicted to exceed 1200 mg/1 at Imperial Dam by the year 2010. Annual losses to the basin economy associated with increased salinity will exceed $50 million by the year 2010. Although methods of controlling salt discharges are relatively unrefined, certain conclusions, based upon Bayesian statistical methods, can be reached. Five basic alternatives for coping with the problem are presented and evaluated in this paper: (1) do nothing; (2) adopt arbitrary salinity standards; (3) limit development; (4) control salt discharges at a cost equal to the cost of doing nothing, or (5) minimize total costs to the basin. Total costs associated with any given alternative, or the given salinity resulting, are the sum of salinity detriments (cost to users for water of increased salinity plus economic multiplier effects) plus the cost of constructing salt discharge control works. These impacts upon basin economy and Colorado River water quality for each alternative are presented and related to questions of equity which will play a role in arriving at any long-term solution to the Basin's problem.  相似文献
