This special issue of the Journal of Agricultural and Environmental Ethics presents so-called ethical tools that are developed to support systematic public deliberations about the ethical aspects of agricultural biotechnologies. This paper firstly clarifies the intended connotations of the term “ethical tools” and argues that such tools can support liberal democracies to cope with the issues that are raised by the application of genetic modification and other modern biotechnologies in agriculture and food production. The paper secondly characterizes the societal discussion on agricultural biotechnology and defends the thesis that normative perspectives fuel this discussion, so one cannot come to grips with this discussion if one neglects these perspectives. The paper thirdly agrues that no such thing exists as “one” societal debate in which these issues should be discussed. There are several interwined debates, and different actors participate in different discourses. Some practical instruments are necessary in order to include the right issues in these debates. These instruments will be coined as “ethical tools,” since they are practical instruments that can be used (tools) in order to support debates and deliberative structures for a systematic engagement with ethical issues (hence, ethical tools). Finally, the paper clarifies the ethics of these ethical tools and presents the tools as discussed in the remainder of this special issue: 1) tools to include ethical issues in public consulation and involvement; 2) tools to support systematic reflection upon ethical issues in decision-making; and 3) tools to support explicit communication about values in the food chain.  相似文献

When the construction of the Lyon-Turin segment of the new European high-speed rail network was first publicly announced at the beginning of the 1990s, it immediately found fierce opposition from the inhabitants of Susa Valley, Italy, one of the areas to be cut across by such infrastructure. At issue were the project’s potential environmental impact and its consequences on public health. This study intends to clarify environmental risk perception and public debate between the national government, local advocacy groups, and the inhabitants of Susa Valley. Two major phases of public reaction were identified: (1) an initial rebellious period of no real dialog among the project’s major stakeholders (exemplified by the popular “No TAV” [No High Speed Train] movement), followed by (2) a yielding period of intense multilateral negotiations centered on the activities of the “Lyon-Turin Environmental Observatory.” The results of a qualitative cross analysis of the residents’ perception of the proposed high-speed rail revealed that public acceptance of risk in Susa Valley was influenced by the characteristics of hazards perceived by the residents and by the communicative approach used by the project’s various stakeholders. It also emerged that early dialog among all the parties involved was critical in forming a personal viewpoint on risk, which, once consolidated, defied new information and perspectives. Likely, a greater and earlier care taken by the other stakeholders to inform and consult the local population about the railway would have greatly eased the public debate.  相似文献

Water management has been significantly reshaped throughout recent decades in Europe and worldwide. Vivid examples of this restructuring include Southern European coastal zones which have been transformed into the European “pleasure periphery” over the last 40 years, requiring significant changes in water service provision. Taking it as an illustrative case of the Southern European coastal freshwater crisis and the way different European Member States have dealt with it, the article provides an account of the Algarve, indicative of typical Portuguese dynamics, and compares it with developments in other European countries. Expanding demands on water services in this region led to a crisis situation throughout the nineties, which was resolved by shifting physical infrastructures and competencies to the supra-local level. The re-scaling of water management was instrumental to expanding national control over the sector at the expense of local authorities and privatization. The national level used European funds and regulations to re-configure the institutional and infrastructure set-up in order to provide for tourism and agricultural expansion. Quality tourism was constructed as a decentral, hegemonic state spatial project, with the Algarvian’s entire water resource base being put at its disposal. The solution found illustrates a modified version of the supply side and surface water oriented “hydraulic paradigm” in Portugal: geared towards tourism and urban areas and the maintenance of irrigation agriculture. Delays in infrastructures, ideological preferences, maintaining national control over strategic water services and territoriality contributed towards the construction of water services as part of this hegemonic state spatial strategy for tourism expansion.  相似文献

There is a continuing debate about the proper role of analytical (positivist) science in natural resource decision making. Two diametrically opposed views are evident, arguing for and against a more extended role for scientific information. The debate takes on a different complexion if one recognizes that certain kinds of problem, referred to here as “wicked” or “trans-science” problems, may not be amenable to the analytical process. Indeed, the mistaken application of analytical methods to trans-science problems may not only be a waste of time and money but also serve to hinder policy development. Since many environmental issues are trans-science in nature, then it follows that alternatives to analytical science need to be developed. In this article, the issues involved in the debate are clarified by examining the impact of the use of analytical methods in a particular case, the spruce budworm controversy in New Brunswick. The article ends with some suggestions about a “holistic” approach to the problem.  相似文献

In recent years, the desiccation of the lower Yellow River has raised concerns in the government, public, and scientific community in China. Long-term and widespread desiccation of rivers is a disaster with many adverse environmental implications. It has been found in this study that there exists a high-frequency zone of river desiccation disasters at 34°–42°N in the North China Plain. The hazardous environment is characterized by semiarid climate, widely distributed thick loess in the basin and a “hanging river bed” in the plain as well as unfavorable man–water–land coupling relationships. In this setting, the sharply increased water diversion by man since the late 1950s led to the occurrence of river desiccation disasters in the lower reaches of the river in this area.  相似文献

The history of the establishment and management philosophies of the mainland Portuguese Protected Areas was reconstructed through the use of written records and oral history interviews. The objectives were to review the main philosophies in the creation and management of these areas, to assess the influence of international PA models, to compare the Portuguese case with other European and international literature concerning PAs and to discuss the value of the oral history in this research. As main results, it was found that the initial management model of “Wilderness (or Yellowstone)” was replaced by the “new paradigm” of PAs when the democracy was re-established. Changes in the management philosophies within this “new paradigm” were also identified, which resulted in the transition of a “Landscape” to a “Nature conservation” model. After the establishment of the Natura 2000 network, the “Biodiversity conservation” model prevailed. It was also found that the initiative for the establishment of most PAs came from the government, although there were few cases of creation due to the action of NGOs and municipalities. Finally, oral history interviews enabled the addition of information to the literature review, but also provided more insight and detail to this history.  相似文献

In order to take ethical considerations of patenting biological material into account, the so-called “ordre public or morality clause” was implemented as Article 6 in the EC directive on the legal protection of biotechnological inventions, 98/44/EC. At first glance, this seems to provide a significant advantage to the European patent system with respect to ethics. The thesis of this paper argues that the ordre public or morality clause does not provide sufficient protection against ethically problematic uses of the patent system within the area of life. On the contrary, there are worrisome obstacles to any effective and comprehensive critical analysis of the ethical aspects of bio-patenting, especially in the field of agriculture. These obstacles can be seen as indirect consequences of the implementation of ethical considerations in form of the ordre public and morality clause in the EC Directive. Therefore, Article 6 of the EC Directive on the legal protection of biotechnological inventions seems to ultimately weaken the position of ethics in the debate concerning bio-patenting because the ordre public and morality clause is usually interpreted in an exclusively bio-ethical way in the sense of an “intrinsic ethics,” which is primarily interested in questions regarding the moral status of particular entities. It is argued that an important cause of this phenomenon is that the decisive reasons against bio-patenting are concerns of social ethics, and not bio-ethics.  相似文献

This paper discusses the ethical and regulatory issues raised by “intragenics” – organisms that have been genetically modified using gene technologies, but that do not contain DNA from another species. Considering the rapid development of knowledge about gene regulation and genomics, we anticipate rapid advances in intragenic methods. Of regulatory systems developed to govern genetically modified organisms (GMOs) in North America, Europe, Australia, and New Zealand, the Australian system stands out in explicitly excluding intragenics from regulation. European systems are also under pressure to exclude intragenics from regulation. We evaluate recent arguments that intragenics are safer and more morally acceptable than transgenic organisms, and more acceptable to the public, which might be thought to justify a lower standard of regulation. We argue that the exemption of intragenics from regulation is not justified, and that there may be significant environmental risks associated with them. We conclude that intragenics should be subject to the same standard of regulation as other GMOs.  相似文献

Riparian Zone Management in the Pacific Northwest: Who's Cutting What?   总被引:2,自引:0,他引:2  
Oncorhynchus sp.), regional governments now restrict timber harvest in riparian forests. I summarize and assess the riparian zone management guidelines of the states of California, Oregon, and Washington (USA) and the province of British Columbia (Canada). Only Oregon and British Columbia protect fish-bearing streams with “no-harvest” zones, and only the wider (20–50 m) no-harvest zones for larger fish-bearing streams in British Columbia are likely to maintain near-natural linkages between riparian and stream ecosystems. All four jurisdictions protect most streams with “management zones” of variable width, in which timber harvest activities are restricted. All the management zone guidelines permit the harvest of the largest conifers from riparian forests and will, if applied over a series of timber harvest rotations (60–80 years), result in the continued removal of potential sources of large woody debris from the region's watersheds. All four jurisdictions require additional protection for streams and watersheds that are severely degraded or (in the United States) contain threatened or endangered species. The governments of the PNW have taken a “manage until degraded, then protect” approach to riparian forest management that is unlikely to maintain or restore the full suite of riparian-stream linkages necessary for lotic ecosystems to function naturally at the stream, watershed, basin, or regional scale.  相似文献

The term moral considerability refers to the question of whether a being or set of beings is worthy of moral consideration. Moral considerability is most readily afforded to those beings that demonstrate the clearest relationship to rational humans, though many have also argued for and against the moral considerability of species, ecosystems, and “lesser” animals. Among these arguments there are at least two positions: “environmentalist” positions that tend to emphasize the systemic relations between species, and “liberationist” positions that tend to emphasize the attributes or welfare of a particular individual organism. Already, this classic conflict provides for some challenging theoretical clashes between environmentalists and animal liberationists. The question of moral considerability is complicated, however, by recent developments in genetic engineering. Some animals, like pigs and fish, have been genetically modified by humans to grow organs that can then be transplanted into humans. If environmental arguments for the moral consideration of species are correct, then we are released from our obligations to morally consider those animals that we have genetically modified, since they are by their nature always an “invader species.” If, instead, the welfare of the animal is of penultimate importance, then there is a case for strengthening the moral considerability of GM animals over “naturally-occurring” animals, since they bear a closer relationship to humans. This would appear to be an intractable problem, a “bad marriage,” as Mark Sagoff once proposed. This paper argues that the case of invasive transgenic animals exposes weaknesses in this classic conflict, and particularly, in the framing of this conflict. To remedy this framing problem, this paper argues for a reconceptualization of the term “moral considerability,” instead urging a strong distinction between moral considerability, moral relevance, and moral significance.  相似文献

European animal disease policy seems to find its justification in a “harm to other” principle. Limiting the freedom of animal keepers—e.g., by culling their animals—is justified by the aim to prevent harm, i.e., the spreading of the disease. The picture, however, is more complicated. Both during the control of outbreaks and in the prevention of notifiable, animal diseases the government is confronted with conflicting claims of stakeholders who anticipate running a risk to be harmed by each other, and who ask for government intervention. In this paper, we first argue that in a policy that aims to prevent animal diseases, the focus shifts from limiting “harm” to weighing conflicting claims with respect to “risks of harm.” Therefore, we claim that the harm principle is no longer a sufficient justification for governmental intervention in animal disease prevention. A policy that has to deal with and distribute conflicting risks of harm needs additional value assumptions that guide this process of assessment and distribution. We show that currently, policies are based on assumptions that are mainly economic considerations. In order to show the limitations of these considerations, we use the interests and position of keepers of backyard animals as an example. Based on the problems they faced during and after the recent outbreaks, we defend the thesis that in order to develop a sustainable animal disease policy other than economic assumptions need to be taken into account.  相似文献

In their report for the Swiss government on the notion of the dignity of creatures, Philipp Balzer, Klaus-Peter Rippe, and Peter Schaber analyze the relationship between human dignity and the dignity of creatures, taking them as two categorically different concepts. Human dignity is defined as the “moral right not to be humiliated,” whereas the dignity of creatures is taken to be “the inherent value of non-human living beings.” To my mind there is no need to draw a categorical distinction between the two concepts. Both notions could be brought together under an all-encompassing concept of the inherent value of living beings, humans and non-humans alike, a concept one could name “the dignity of living beings.” Indeed, this very notion underlies the position taken in the report, although this is not made explicit by the authors themselves. As the aim of the paper is only to clarify the concepts used, I do not go beyond this “internal” critique of their position, i.e., I don’t assess how the claims articulated via these concepts — the claim that humans and/or creatures have an inherent value consisting in a supposed intrinsic good — are to be justified, although I myself would be rather skeptical that this might be successfully done.  相似文献

Two frequent beliefs about rural environmental attitudes are examined conceptually and empirically: (1) the common conception that rural environmental concerns are expressed predominantly by wealthy community newcomers; and (2) the related position that long-time rural residents are hostile to the environmental cause. We argue conceptually, through the use of a 2×2 community matrix, that environmental attitudes are equally likely to be expressed by what we term “upper middle income newcomers,” “lower middle income newcomers,” “upper middle income locals,” and “lower middle income locals.” Empirically, we find that although wealthy newcomers express the strongest environmental attitudes in the community, their concerns represent only a small percentage of rural environmental attitudes consisting of respondents who make less than $40,000 a year in household income are over 40 years of age, possess less than a college education, and work in a nonprofessional occupation. This new category expresses environmental concerns at least equal to the rest of the community on three of four measures of environmental attitudes. The findings provide insight into the widespread and cross-sectional nature of rural environmental concern. The implication is that environmental groups will find significant sources of political support in rural communities, provided they craft their environmental message in a language consistent with rural attitudes and values. In the FAIR project “Pheromaize”, CT96-1302, the main objective is to provide European growers with a reliable, cost effective and environmentally friendly technology based on pest mating disruption. The project is mainly focused on Mediterranean Corn Borer (MCB), Sesamia nonagroides, the key pest of maize grown under Mediterranean conditions. TNO has developed a sprayable formulation consisting of a biodegradable matrix in which␣the pheromone is dissolved, together with a UV––stabilizer, an antioxidant, a surfactant and a sticker material. During outdoor exposure experiments release of pheromone was found to be high enough for more than 30 days. This formulation has been tested in large scale field experiments by helicopter spraying on 5 ha maize by field partners in Spain, Greece and France.  相似文献

The scientific community has debated the importance of “return” activities after ethnobiological studies. This issue has provoked debate because it touches on the ethics of research and the relationships with the people involved in these studies. This case study aimed to investigate community perception of an ethnobotany research project that was carried out in the semi-arid region of northeastern Brazil. Furthermore, we reported how the residents of this rural community felt about participating in the activities of “return” that arose from the projects. Our findings demonstrate that “return” activities should be planned from the design phase of the research until its closure as a lifelong process that allows the communities involved to gradually take ownership of the information and actions that are being generated. Similarly, we argue that such activities must be negotiated with the people of the community so that they have decision-making power and autonomy to decide what is most relevant to their lives.  相似文献

Conflicts over how to “scale” policy-making tasks have characterized environmental governance since time immemorial. They are particularly evident in the area of water policy and raise important questions over the democratic legitimacy, economic efficiency and effectiveness of allocating (or “scaling”) tasks to some administrative levels as opposed to others. This article adopts a comparative federalism perspective to assess the “optimality” of scaling—either upward or downward—in one issue area, namely coastal recreational water quality. It does so by comparing the scaling of recreational water quality tasks in the European Union (EU) and Australia. It reveals that the two systems have adopted rather different approaches to scaling and that this difference can partly be accounted for in federal theoretical terms. However, a much greater awareness of the inescapably political nature of scaling processes is nonetheless required. Finally, some words of caution are offered with regard to transferring policy lessons between these two jurisdictions.  相似文献

This article presents methods and results of interlaboratory comparison in the electromagnetic field (EMF) survey measurements performed by Electromagnetic Environment Protection Laboratory. Based on the results, the author analyzed factors affecting the precision of EMF measurements, in particular—difficult to estimate—the “human factor”. In practice, the human factor has never been taken into account in the EMF measurements accuracy estimations budget, and the author estimate the importance of this factor that may include even up to half of the total uncertainty of measurements. Taking into account all factors depredating the accuracy of measurements, the uncertainty of the survey EMF measurements was estimated at the level of 2–4 dB.  相似文献

In this paper, we first discuss various vantage points gained through the authors’ experience of approaching conservation through a “cultural lens.” We then draw out more general concerns that many anthropologists hold with respect to conservation, summarizing and commenting on the work of the Conservation and Community Working Group within the Anthropology and Environment Section of the American Anthropological Association. Here we focus on both critiques and contributions the discipline of anthropology makes with regard to conservation, and show how anthropologists are moving beyond conservation critiques to engage actively with conservation practice and policy. We conclude with reflections on the possibilities for enhancing transdisciplinary dialogue and practice through reflexive questioning, the adoption of disciplinary humility, and the realization that “cross-border” collaboration among conservation scholars and practitioners can strengthen the political will necessary to stem the growing commoditization and ensuing degradation of the earth’s ecosystems.  相似文献

A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献
