The SISMan (Simple Integrated System Management) decision-aid model is introduced in this paper. The SISMan model is used in a demonstration of evaluating the viability of adding an Energy-from-Waste (EfW) plant to an existing municipal energy supply system. The integrated system utilizes co-generation in heat and electricity production. The evaluation is carried out by calculating the energy and money flows for the integrated system and comparing the results to the original system values. No "competing technologies" to the EfW alternative are presented; the evaluation is carried out simply by comparing the original ("existing") system flows to the integrated system flows. The results show that in certain conditions it is feasible to integrate an EfW plant with the existing municipal energy supply system in Finland. However, the conditions for a viable integration may not be so easy to fulfill.  相似文献

The increasing generation of municipal solid waste (MSW) is a major problem particularly for large urban areas with insufficient landfill capacities and inefficient waste management systems. Several options associated to the supply chain for implementing a MSW management system are available, however to determine the optimal solution several technical, economic, environmental and social aspects must be considered. Therefore, this paper proposes a mathematical programming model for the optimal planning of the supply chain associated to the MSW management system to maximize the economic benefit while accounting for technical and environmental issues. The optimization model simultaneously selects the processing technologies and their location, the distribution of wastes from cities as well as the distribution of products to markets. The problem was formulated as a multi-objective mixed-integer linear programing problem to maximize the profit of the supply chain and the amount of recycled wastes, where the results are showed through Pareto curves that tradeoff economic and environmental aspects. The proposed approach is applied to a case study for the west-central part of Mexico to consider the integration of MSW from several cities to yield useful products. The results show that an integrated utilization of MSW can provide economic, environmental and social benefits.  相似文献

In order to develop a sound material-cycle society, cost-effective municipal solid waste (MSW) management systems are required for the municipalities in the context of the integrated accounting system for MSW management. Firstly, this paper attempts to establish an integrated cost-benefit analysis (CBA) framework for evaluating the effectiveness of MSW management systems. In this paper, detailed cost/benefit items due to waste problems are particularly clarified. The stakeholders of MSW management systems, including the decision-makers of the municipalities and the citizens, are expected to reconsider the waste problems in depth and thus take wise actions with the aid of the proposed CBA framework. Secondly, focusing on the financial cost, this study develops a generalized methodology to evaluate the financial cost-effectiveness of MSW management systems, simultaneously considering the treatment technological levels and policy effects. The impacts of the influencing factors on the annual total and average financial MSW operation and maintenance (O&M) costs are analyzed in the Taiwanese case study with a demonstrative short-term future projection of the financial costs under scenario analysis. The established methodology would contribute to the evaluation of the current policy measures and to the modification of the policy design for the municipalities.  相似文献

Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.  相似文献

Sustainable recycling of municipal solid waste in developing countries   总被引:3,自引:0,他引:3  
This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

This study aimed to identify the metal flow in a municipal solid waste (MSW) management system. Outputs of a resource recovery facility, refuse derived fuel (RDF) production facility, carbonization facility, plastics liquefaction facility, composting facility, and bio-gasification facility were analyzed for metal content and leaching concentration. In terms of metal content, bulky and incombustible waste had the highest values. Char from a carbonization facility, which treats household waste, had a higher metal content than MSW incinerator bottom ash. A leaching test revealed that Cd and Pb in char and Pb in RDF production residue exceeded the Japanese regulatory criteria for landfilling, so special attention should be paid to final disposal of these substances. By multiplying metal content and the generation rate of outputs, the metal content of input waste to each facility was estimated. For most metals except Cr, the total contribution ratio of paper/textile/plastics, bulky waste, and incombustible waste was over 80%. Approximately 30% of Cr originated from plastic packaging. Finally, several MSW management scenarios showed that most metals are transferred to landfills and the leaching potential of metals to the environment is quite small.  相似文献

Finding environmentally benign methods related to sound municipal solid waste (MSW) management is of highest priority in Southeast Asia. It is very important to study new approaches which can reduce waste generation and simultaneously enhance energy recovery. One concrete example of particular significance is the concept of hybrid dual-fuel power plants featuring MSW and another high-quality fuel like natural gas. The hybrid dual-fuel cycles provide significantly higher electrical efficiencies than a composite of separate single-fuel power plant (standalone gas turbine combined cycle and MSW incineration). Although hybrid versions are of great importance for energy conversion from MSW, an economic assessment of these systems must be addressed for a realistic appraisal of these technologies. This paper aims to further examine an economic assessment and energy model analysis of different conversion technologies. Energy models are developed to further refine the expected potential of MSW incineration with regards to energy recovery and environmental issues. Results show that MSW incineration can play role for greenhouse gas reduction, energy recovery and waste management. In Bangkok, the electric power production via conventional incineration and hybrid power plants can cover 2.5% and 8% of total electricity consumption, respectively. The hybrid power plants have a relative short payback period (5 years) and can further reduce the CO2 levels by 3% in comparison with current thermal power plants.  相似文献

With 2020 energy targets set out by the EU fast approaching, the UK is trying to source a higher proportion of its energy from renewable resources. Coupled with this, a growing population and increasing trends in consumer demand have resulted in national waste loads increasing. A possible solution to both issues is energy-from-waste (EfW) technologies. Many studies have focused on municipal solid waste (MSW) as a potential feedstock, but appear to overlook the potential benefits of commercial and industrial waste (C&IW). In this study, samples of C&IW were collected from three North West waste management companies and Lancaster University campus. The samples were tested for their gross and net calorific value, moisture content, ash content, volatile matter, and also elemental composition to determine their suitability in EfW systems. Intra-sample analysis showed there to be little variation between samples with the exception two samples, from waste management site 3, which showed extensive variation with regards to net calorific value, ash content, and elemental analysis. Comparisons with known fuel types revealed similarities between the sampled C&IW, MSW, and refuse derived fuel (RDF) thereby justifying its potential for use in EfW systems. Mean net calorific value (NCV) was calculated as 9.47 MJ/kg and concentrations of sulphur, nitrogen, and chlorine were found to be below 2%. Potential electrical output was calculated using the NCV of the sampled C&IW coupled with four differing energy generation technologies. Using a conventional incinerator with steam cycle, total electrical output was calculated as 24.9 GWh, based on a plant operating at 100,000 tpa. This value rose to 27.0 GWh when using an integrated gasification combined cycle. A final aspect of this study was to deduce the potential total national electrical output if all suitable C&IW were to be used in EfW systems. Using incineration coupled with a steam turbine, this was determined to be 6 TWh, 1.9% of the national demand thereby contributing 6.5% towards the UK’s 2020 renewable electricity target.  相似文献

Rapid economic growth, increasing population and change in living standards contribute to increasing the generation rate of municipal solid waste (MSW) in Denizli city, like other Turkish cities. The improper and poor MSW management system (old system) in Denizli caused environmental problems originating from the uncontrolled release of methane and leachate. In addition, the disposal of recyclable materials in unsanitary landfills is responsible for the consumption and destruction of natural sources. This paper presents a general overview of old and new MSW management practices in Denizli. Detailed data on MSW management practices including collection, transportation, disposal and recycling have been presented. The amount of solid waste generated in Denizli over the last decade has increased steadily over the years, from 108,500 tons in 1995 to 179,495 tons in 2006. The average MSW generation rate was found to be 1.23kg/day per capita. The major constituent of MSW in Denizli is food waste, but the percentage of recyclable waste has increased significantly recently. Except for metal wastes, the percentages of recyclable waste materials in Denizli are higher than in all neighborhood cities. The objective of this study is to compare the old and new MSW management systems in Denizli city. The MSW management system has been changed entirely last five years. A dumpsite was closed and a sanitary landfill with a composting facility was constructed. In addition, source separated collection has been carried out since 2002. The quantity of recyclable waste collected increased from 195 to 1549 tons. The amount of recyclable waste will continue to be increased by expanding the source separation collection system to all the districts of the city and preventing scavenging. Thus, revenue from recyclable waste ($7227 in 2006) is expected to increase. In addition, the capacity of the composting facility will be increased. Most importantly, information to increase public participation and awareness in municipal recovery programs has to be provided.  相似文献

The population of Lagos, the largest city in Nigeria, increased seven times from 1950 to 1980 with a current population of over 10 million inhabitants. The majority of the city's residents are poor. The residents make a heavy demand on resources and, at the same time, generate large quantities of solid waste. Approximately 4 million tonnes of municipal solid waste (MSW) is generated annually in the city, including approximately 0.5 million of untreated industrial waste. This is approximately 1.1 kg/cap/day. Efforts by the various waste management agencies set up by the state government to keep its streets and neighborhoods clean have achieved only minimal success. This is because more than half of these wastes are left uncollected from the streets and the various locations due to the inadequacy and inefficiency of the waste management system. Whilst the benefits of proper solid waste management (SWM), such as increased revenues for municipal bodies, higher productivity rate, improved sanitation standards and better health conditions, cannot be overemphasized, it is important that there is a reduction in the quantity of recoverable materials in residential and commercial waste streams to minimize the problem of MSW disposal. This paper examines the status of recovery and recycling in current waste management practice in Lagos, Nigeria. Existing recovery and recycling patterns, recovery and recycling technologies, approaches to materials recycling, and the types of materials recovered from MSW are reviewed. Based on these, strategies for improving recovery and recycling practices in the management of MSW in Lagos, Nigeria are suggested.  相似文献

In this study, an inexact fuzzy-stochastic constraint-softened programming method is developed for municipal solid waste (MSW) management under uncertainty. The developed method can deal with multiple uncertainties presented in terms of fuzzy sets, interval values and random variables. Moreover, a number of violation levels for the system constraints are allowed. This is realized through introduction of violation variables to soften system constraints, such that the model’s decision space can be expanded under demanding conditions. This can help generate a range of decision alternatives under various conditions, allowing in-depth analyses of tradeoffs among economic objective, satisfaction degree, and constraint-violation risk. The developed method is applied to a case study of planning a MSW management system. The uncertain and dynamic information can be incorporated within a multi-layer scenario tree; revised decisions are permitted in each time period based on the realized values of uncertain events. Solutions associated with different satisfaction degree levels have been generated, corresponding to different constraint-violation risks. They are useful for supporting decisions of waste flow allocation and system-capacity expansion within a multistage context.  相似文献

Delhi is the most densely populated and urbanized city of India. The annual growth rate in population during the last decade (1991-2001) was 3.85%, almost double the national average. Delhi is also a commercial hub, providing employment opportunities and accelerating the pace of urbanization, resulting in a corresponding increase in municipal solid waste (MSW) generation. Presently the inhabitants of Delhi generate about 7000tonnes/day of MSW, which is projected to rise to 17,000-25,000tonnes/day by the year 2021. MSW management has remained one of the most neglected areas of the municipal system in Delhi. About 70-80% of generated MSW is collected and the rest remains unattended on streets or in small open dumps. Only 9% of the collected MSW is treated through composting, the only treatment option, and rest is disposed in uncontrolled open landfills at the outskirts of the city. The existing composting plants are unable to operate to their intended treatment capacity due to several operational problems. Therefore, along with residue from the composting process, the majority of MSW is disposed in landfills. In absence of leachate and landfill gas collection systems, these landfills are a major source of groundwater contamination and air pollution (including generation of greenhouse gases). This study describes and evaluates the present state of municipal solid waste management in Delhi. The paper also summarizes the proposed policies and initiatives of the Government of Delhi and the Municipal Corporation of Delhi to improve the existing MSW management system.  相似文献

The city of Havana, the political, administrative and cultural centre of Cuba, is also the centre of many of the economic activities of the nation: industries, services, scientific research and tourism. All of these activities contribute to the generation of municipal solid waste (MSW), which also impact other Cuban cities. Inadequate handling of waste and the lack of appropriate and efficient solutions for its final disposal and treatment increase the risk and possibility of contamination. The main difficulty in the development of a system of management of MSW lies in the lack of knowledge of the chemical composition of the waste that is generated in the country as a whole, and especially in Havana, where solid waste management decisions are made. The present study characterizes MSW in Havana city during 2004. The Calle 100, Guanabacoa and Ocho Vías landfills were selected for physical-chemical characterization of MSW, as they are the three biggest landfills in the city. A total of 16 indicators were measured, and weather conditions were recorded. As a result, the necessary information regarding the physical-chemical composition of the MSW became available for the first time in Cuba. The information is essential for making decisions regarding the management of waste and constitutes a valuable contribution to the Study on Integrated Management Plan of MSW in Havana.  相似文献

Rapid industrialization and urbanization in developing countries have created serious problems in municipal solid waste (MSW) management. New case studies can shed light on these problems and point the way to potential solutions for improving the overall eco-efficiency of MSW management. This paper employs a case study approach, analyzing MSW management in Inner Mongolia. This study encompasses all aspects of MSW management, including collection, separation, recycling, and disposal. Problems and challenges are identified through our analysis, and recommendations are raised by considering the local realities. Our main findings are: (1) while large cities have already established a solid foundation for MSW management, small- and medium-sized cities deserve more attention; (2) MSW in rural areas is even worse than urban areas; (3) enforcement of MSW regulations is ineffective and needs improvement; (4) lack of funds, R&D efforts and advanced technologies have impeded sustainable MSW management; (5) lack of coordination and communication among different stakeholders further damages the efforts for improvement of MSW management. Therefore, integrated efforts that combine the above concerns should be initiated so that the overall effectiveness and efficiency of MSW management can be improved.  相似文献

In the present paper, a new system of purpose built landfill (PBLF) has been proposed for the control of methane emissions from municipal solid waste (MSW), by considering all favourable conditions for improved methane generation in tropical climates. Based on certain theoretical considerations multivariate functional models (MFMs) are developed to estimate methane mitigation and energy generating potential of the proposed system. Comparison was made between the existing waste management system and proposed PBLF system. It has been found that the proposed methodology not only controlled methane emissions to the atmosphere but also could yield considerable energy in terms of landfill gas (LFG). Economic feasibility of the proposed system has been tested by comparing unit cost of waste disposal in conventional as well as PBLF systems. In a case study of MSW management in Mumbai (INDIA), it was found that the unit cost of waste disposal with PBLF system is seven times lesser than that of the conventional waste management system. The proposed system showed promising energy generation potential with production of methane worth of Rs. 244 millions/y ($5.2 million/y). Thus, the new waste management methodology could give an adaptable solution for the conflict between development, environmental degradation and natural resources depletion.  相似文献

This paper describes the development and application of the Stochastic Integrated Waste Management Simulator (SIWMS) model. SIWMS provides a detailed view of the environmental impacts and associated costs of municipal solid waste (MSW) management alternatives under conditions of uncertainty. The model follows a life-cycle inventory approach extended with compensatory systems to provide more equitable bases for comparing different alternatives. Economic performance is measured by the net present value. The model is verified against four publicly available models under deterministic conditions and then used to study the impact of uncertainty on Sydney’s MSW management ‘best practices’. Uncertainty has a significant effect on all impact categories. The greatest effect is observed in the global warming category where a reversal of impact direction is predicted. The reliability of the system is most sensitive to uncertainties in the waste processing and disposal. The results highlight the importance of incorporating uncertainty at all stages to better understand the behaviour of the MSW system.  相似文献

The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc.  相似文献

The issue of municipal solid waste (MSW) management has been highlighted in China due to the continually increasing MSW volumes being generated and the limited capacity of waste treatment facilities. This article presents a quantitative eco-efficiency (E/E) analysis on MSW management in terms of greenhouse gas (GHG) mitigation. A methodology for E/E analysis has been proposed, with an emphasis on the consistent integration of life cycle assessment (LCA) and life cycle costing (LCC). The environmental and economic impacts derived from LCA and LCC have been normalized and defined as a quantitative E/E indicator. The proposed method was applied in a case study of Tianjin, China. The study assessed the current MSW management system, as well as a set of alternative scenarios, to investigate trade-offs between economy and GHG emissions mitigation. Additionally, contribution analysis was conducted on both LCA and LCC to identify key issues driving environmental and economic impacts. The results show that the current Tianjin’s MSW management system emits the highest GHG and costs the least, whereas the situation reverses in the integrated scenario. The key issues identified by the contribution analysis show no linear relationship between the global warming impact and the cost impact in MSW management system. The landfill gas utilization scenario is indicated as a potential optimum scenario by the proposed E/E analysis, given the characteristics of MSW, technology levels, and chosen methodologies. The E/E analysis provides an attractive direction towards sustainable waste management, though some questions with respect to uncertainty need to be discussed further.  相似文献
