Climate change and sea-level rise (SLR) increasingly threaten the world's coastlines, managers at local, regional, state, and federal levels will need to plan and implement adaptation measures to cope with these impacts in order to continue to protect the economic, social, and environmental security of the state and of local communities.In this paper, we explore the information needs of California coastal managers as they begin confronting the growing risks from climate change. Through this case study we examine the challenges managers face presently, what information they use to perform their responsibilities, what additional information and other knowledge resources they may need to begin planning for climate change. We place our study into the broader context of the study of how science can best support policy-makers and resource managers as they begin to plan and prepare for adaptation to climate change.Based on extensive interview and survey research in the state, we find that managers prefer certain types of information and information sources and would benefit from various learning opportunities (in addition to that information) to make better use of available global change information. Coastal managers are concerned about climate change and willing to address it in their work, but require financial and technical assistance from other agencies at the state and federal level to do so. The study illustrates the strong need for boundary organizations to serve various intermediary functions between science and practice, especially in the context of adaptation to global climate change impacts. 相似文献

Little attention has been given to the development of national policies relevant for the uptake, development and implementation of Clean Development Mechanism (CDM) projects. In this paper we examine the compatibility between forestry and related policy provisions in Cameroon and the CDM provisions for Land Use, Land Use Change and Forestry (LULUCF). For each CDM requirement such as eligibility, additionality, impact assessment and sustainable development, relevant national forestry policy questions are identified. These relevant policy questions are applied to community forestry policy instruments in Cameroon to analyse the likelihood that they can enhance or inhibit the uptake and implementation of biosphere carbon projects. We found that choosing a single crown cover value (from between 10 and 30%) presented a serious dilemma for Cameroon given its diverse vegetation cover. Adopting any single value within this range is unlikely to optimize national carbon management potential. The current forest institutional and regulatory policy framework in Cameroon is inadequate for promoting carbon forestry under current CDM rules. We conclude that national policy in Cameroon would need to recognise the need for and adopt a pro-active approach for biosphere carbon management, engaging in institutional development, integrated planning, project development support and providing adequate regulatory frameworks to enhance sustainable development through CDM projects. The need for CDM/Kyoto capacity building support for proactive national and local policy development is highlighted. 相似文献

It is a well-established concept that nitrogen (N) limits plant growth and ecosystem production. However, whether N limits land carbon (C) sequestration – particularly in soil, the largest pool in the land – remains highly controversial. We conducted a meta-analysis to synthesize 257 studies published in the literature with 512 paired comparisons to quantify the changes of ecosystem C processes in response to N addition. Our results show that N addition significantly increased aboveground, belowground, and litter C pools by 35.7, 23.0, and 20.9%, respectively, across all the studies. Despite the substantial increases in C inputs from vegetation to soil system, N addition resulted in no significant change in C storage of both organic horizon and mineral soil in forests and grasslands, but a significant 3.5% increase in agricultural ecosystems, largely due to less contribution from aboveground production and increases in DOC and soil respiration. Thus, N stimulation of C storage primarily occurred in plant pools but little in soil pools. Moreover, N-induced change in soil C storage was positively related to changes in belowground production but not to those in aboveground growth. Our global synthesis also suggests that earth system models need to treat soil C inputs from aboveground and belowground sources differentially for soil C sequestration in response to N deposition and fertilization. 相似文献

Natural forest re-growth reflects a decline in traditional agricultural practices that can be observed worldwide. Over the last few decades, natural forest re-growth has replaced much of the agricultural land in the Swiss mountains. This is a region where forms of traditional cultivation have preserved unique landscapes and habitats of high ecological value. This study aimed to characterise the locations in the Swiss mountains where agricultural land has been abandoned and overgrown by trees and bushes. Therefore, multivariate statistical models based on geo-physical and socio-economic variables were developed. Land-use change data were taken from two nationwide land-use surveys carried out in the 1980s and 1990s. In order to obtain reliable models, neighbourhood effects and the group structure in our data were accounted for. For the latter a robust estimation technique known as cluster-adjustment was used.Results show that forest re-growth is largely restricted to former alpine pastures, land with grass and scrub vegetation and agricultural land with groups of trees at mid to high altitudes, steep slopes, stony ground and a low temperature sum. Some relationships were not as expected, e.g. many of the new forest areas were found to be relatively close to roads. A new finding from this study was that forest re-growth is largely restricted to regions with immigration, higher proportions of part-time farms as opposed to full-time farms and high farm abandonment rates. By accounting for neighbourhood effects, the model fit was improved. The considerable residual deviance of the models was interpreted as the result of undetected local characteristics, such as poor water availability, small-scaled topographic peculiarities (e.g. small trenches, stonewalls, soil damages by cattle) and the individual's motivation to abandon or maintain cultivation. The conclusion made was that general policy measures for the whole mountain area are not suitable for the prevention of land abandonment and forest re-growth, and that policy measures must pay more attention to local characteristics and needs. 相似文献

The effectiveness and integrity of forest-based emissions reduction schemes such as Clean Development Mechanism Afforestation Reforestation (CDM A R) project and Reducing Emissions from Deforestation and Degradation (REDD+), along with conservation and enhancement of carbon (C) stocks implementation and assessment in developing countries are required not only, the appropriate monitoring and evaluation, rather the precise values of constants being used to estimate the C stocks or C credit in place of default or guess value. Estimates are reported of the C content of wood of four forest species (Shorea robusta, Pinus roxburghii, Tectona grandis and Cinnamomum camphora) and two important farm species (Populus deltoides and Eucalyptus treticornis) in the temperate region of Indian Himalayas, derived using the ash content method. These species were considered keeping in view of their potentiality for the C sequestration and storage projects across the developing countries specifically the South East Asian Countries. The specific gravity, ash content and C proportion is estimated for these six species by selecting random woods pieces. These estimates are designed to improve the calculations of biomass C for use in estimation of C credits in the developing region under CDM A R projects and REDD+ program supported by developed country. Regression analysis of C prediction models revealed that, for all six species, C content may be estimated through specific gravity of the wood by a linear equation without intercept. Indirectly, this results also implies that among the two farm trees, eucalyptus has high potentiality for C capturing and among four forest trees, Shorea robusta has high potentiality, therefore these two should have preference for plantation/regeneration as well as for conservation. 相似文献

Soil microbial biomass (MB) facilitates key ecosystem functions such as soil aggregation and nutrient cycling and makes a substantial contribution to soil organic matter. While agricultural conversion drastically reduces MB, the use of organic amendments is an effective way to rebuild depleted MB. Yet, little is known about broad-scale, global controls over MB responses to organic inputs. We used a meta-analysis to identify the degree to which soil properties, agricultural management, and geographic location regulate MB response (carbon, Cmic; nitrogen, Nmic; and C:N ratio, C:Nmic) to animal manure-based inputs relative to inorganic fertilizers. We show that organic amendments increased Cmic by 36% and Nmic by 27% across all observations. The chemistry of amendments and their application rates were the strongest regulators of Cmic but edaphic properties were also important. C:Nmic averaged 8.6 and was not influenced by organic amendments under any conditions, providing evidence that the physiological requirements of microbes, rather than management or environmental factors, constrain their elemental stoichiometry. Our study indicates that even small quantities of organic amendments can be used to rapidly restore MB across a range of cropping systems but specific responses depend upon the type and rate of inputs as well soil characteristics. 相似文献

Heterogeneous photocatalytic oxidation is a water reclamation technology which avoids chemical consumption and can be powered by solar radiation. Because this generally sustainable process is of limited efficiency for the treatment of biologically pretreated greywater, it was combined with activated carbon adsorption. The effluent of a constructed wetland for treatment of separately collected greywater was subjected to photocatalytic oxidation using the photocatalyst titanium dioxide (TiO2) “P25” in both the absence and the presence of powdered activated carbon (PAC). Photocatalytic oxidation alone with UV fluences of about 10 Wh L?1 was not capable of reducing total organic carbon (TOC) from an initial concentration of 5.5 mg L?1 safely below 2 mg L?1 as a prerequisite for high-quality water reuse purposes. However, when PAC was added, TOC concentrations subsequent to photocatalytic oxidation were less than 2 mg L?1 even after reusing the TiO2/PAC mixture 10 times. PAC addition is estimated to reduce the insolation area necessary to achieve this target by solar photocatalytic oxidation of biologically treated greywater by a factor 7. This combination process represents an innovative chemical-free technology within wastewater reuse schemes. 相似文献

Soil organic carbon sequestration rates over 20 years based on the Intergovernmental Panel for Climate Change (IPCC) methodology were combined with local economic data to determine the potential for soil C sequestration in wheat-based production systems on the Indo-Gangetic Plain (IGP). The C sequestration potential of rice-wheat systems of India on conversion to no-tillage is estimated to be 44.1 Mt C over 20 years. Implementing no-tillage practices in maize-wheat and cotton-wheat production systems would yield an additional 6.6 Mt C. This offset is equivalent to 9.6% of India's annual greenhouse gas emissions (519 Mt C) from all sectors (excluding land use change and forestry), or less than one percent per annum. The economic analysis was summarized as carbon supply curves expressing the total additional C accumulated over 20 year for a price per tonne of carbon sequestered ranging from zero to USD 200. At a carbon price of USD 25 Mg C−1, 3 Mt C (7% of the soil C sequestration potential) could be sequestered over 20 years through the implementation of no-till cropping practices in rice-wheat systems of the Indian States of the IGP, increasing to 7.3 Mt C (17% of the soil C sequestration potential) at USD 50 Mg C−1. Maximum levels of sequestration could be attained with carbon prices approaching USD 200 Mg C−1 for the States of Bihar and Punjab. At this carbon price, a total of 34.7 Mt C (79% of the estimated C sequestration potential) could be sequestered over 20 years across the rice-wheat region of India, with Uttar Pradesh contributing 13.9 Mt C. 相似文献

Logistics within the food and beverage sector are often energy-intensive, especially for the wine industry. We consider how California wines may be routed to U.S. consumers near and far, basing scenarios and supporting data on interviews and literature review. We use a web-based tool, CargoScope, to calculate the energy and carbon emissions associated with each transportation link and storage echelon. We find that supply chain configurations can result in vastly different energy and emissions' profiles, varying by up to a factor of 80, and discuss how these results could be incorporated into a winery's overall sustainability strategy. 相似文献

Policy makers around the world are calling for the production and diffusion of more useful information for environmental decision-making. Ideally, useful information expands alternatives, clarifies choice and enables policy makers to achieve desired outcomes. Decision makers, however, often lack the useful information needed for good decision-making. By concentrating efforts on increasing the supply of scientific information, scientists may not be producing information considered relevant and useful by decision makers, and may simply be producing too much of the wrong kind of information. Users may have specific information needs that go unmet, or may not be aware of the existence of potentially useful information. This paper defines the practical problem of reconciling the supply of scientific information with users’ demands so that scientists produce information that decision makers need and use in policy decisions. Literature from a variety of disciplines and topics is reviewed to: explain the goals of reconciling the supply and demand of scientific information; define what constitutes useful information; explore lessons learned from experience and describe the characteristics and conditioning factors that shaped those experiences; and identify various alternative strategies and processes that forge stronger science policy linkages. Results from the UK were reviewed to quantify the impact on climate change mitigation of soil organic carbon (SOC) stocks as a result of (1) a change from conventional to less intensive tillage and (2) addition of organic materials including farm manures, digested biosolids, cereal straw, green manure and paper crumble. The average annual increase in SOC deriving from reduced tillage was 310 kg C ± 180 kg C ha−1 yr−1. Even this accumulation of C is unlikely to be achieved in the UK and northwest Europe because farmers practice rotational tillage. N2O emissions may increase under reduced tillage, counteracting increases in SOC. Addition of biosolids increased SOC (in kg C ha−1 yr−1 t−1 dry solids added) by on average 60 ± 20 (farm manures), 180 ± 24 (digested biosolids), 50 ± 15 (cereal straw), 60 ± 10 (green compost) and an estimated 60 (paper crumble). SOC accumulation declines in long-term experiments (>50 yr) with farm manure applications as a new equilibrium is approached. Biosolids are typically already applied to soil, so increases in SOC cannot be regarded as mitigation. Large increases in SOC were deduced for paper crumble (>6 t C ha−1 yr−1) but outweighed by N2O emissions deriving from additional fertiliser. Compost offers genuine potential for mitigation because application replaces disposal to landfill; it also decreases N2O emission. 相似文献

Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools. 相似文献

Two types of fermented organic waste (trade and industry waste and fruit and vegetable waste) were successfully used as a sole carbon source to produce poly-3-hydroxybutyrate-co-valerate (PHBV) by Ralstonia eutrophus (formerly Alcaligenes eutrophus) via oxygen limitation.The production of PHBV could be optimized by optimizing the oxygen transfer through the fermentor. Thereby, a peak concentration of 1.1 g PHBV per liter cell suspension, 40 w% of cell dry weight, was obtained at an aeration rate of 0.24 mol O2/h·kg biomass. The yield of PHBV on the fatty acid concentration in the organic waste was 0.16 g polymer/g volatile organic matter. The process obtained, compares well with the commercial production process of PHBV based on glucose. 相似文献
