“Tourism-Assisting the Poor” has been an important approach in anti-poverty strategy. Studies suggest that the conventional tourism model fails to generate benefits for the poor and to some extent enlarges the gap between the poor and the rich, which subsequently causes more social problems. Pro-poor tourism (PPT) is regarded as an alternative model. Precisely targeted assistance to the poor is the key to initiating this model, while the institutional change and implementation mechanism are essential to run it successfully and sustainably. Social entrepreneurship focusing on social values while adopting modern business philosophy has been introduced recently as an instrument in helping disadvantage population. This paper takes the Smangus community in Taiwan as an example to explore the role of social entrepreneurship and social enterprises in PPT development. It also discusses their implications for the anti-poverty practice in other regions including ethnic areas in China.  相似文献

Recent conjecture on the potential primacy of physical environmental components in education for sustainable development (ESD) efforts serves to question the centrality of social justice education as a component of ESD. This research explores a sustainable development student’s basic knowledge of social justice conditions in their country of residence and its relationships to policy attitudes that should be of importance to ESD, including beliefs about the importance of corporate social responsibility, their endorsement of gross national product as an effective measure of progress, their overall assessment of the social fairness of current national social justice policy, and their endorsement of the goals of Occupy Wall Street. Results obtained using path-model hypothesis testing indicate that accuracy of knowledge of US standing on social justice issues is significantly related to these policy attitudes, providing support for social justice content in ESD endeavors to create students empowered for engagement in broader policy goals.  相似文献

In this paper, we assess the associations between self-reported happiness, measured using the Gallup Healthways Well-Being Index (2012), and four US city sustainability indices: the Green City Index (2011), Our Green Cities (2012), Popular Science US City Rankings (2008) and the SustainLane US Green City Rankings (2007). Based on the examination of nonparametric, rank-based correlations, we found positive associations between sustainable development and happiness on all scales and statistically significant correlations for two of the four SD indices. Results support previous research, emphasize the value of explicit consideration of happiness when measuring urban sustainability and highlight the need for future research that assesses the influence of specific subsystems of urban development on self-reported happiness.  相似文献

The coming together of a number of initiatives provided a springboard for an innovative pilot programme in education for sustainable development. For some time problem‐based learning has gathered momentum as an approach to educating professionals. More recently, there has been a burgeoning interest in inter‐disciplinary approaches to the complex societal and environmental issues that face the world as a whole. At the same time, professional engineering institutions have been reflecting on appropriate approaches to the education and development of future engineers. Building on work already undertaken by some of the authors, the Royal Academy of Engineering sponsored an inter‐disciplinary pilot programme in sustainable development for undergraduate engineers and scientists in the University of Manchester. The pilot was innovative not only in its inter‐disciplinary approach to sustainable development but also in its approach to the development of the curriculum. Inter‐disciplinary exercises were designed that enabled a contextual, active, collaborative and cumulative approach to learning. The assessment was also designed to align to the learning approach. Evaluation of the pilot programme suggests that it was well received by the students, and the post‐doctoral researchers who acted as facilitators, and also that there were gains in both understanding of the issues and also in approaches to learning.  相似文献

This paper serves to establish an appropriate framework for prioritizing policy related to sustainable development by combining elements of Maslow’s hierarchy of needs theory with Porter’s value chain theory. An appropriate balance of social sustainability, economic sustainability, and environmental sustainability is defined so that policy makers may be provided some direction in regard to appropriate and socially just resource priorities. The model that forms the basis for this framework is then tested through hierarchal regression analysis using data from 45 developing countries. Using these results, the values chain framework has been refined to consider that self-actualization and sustainable development are one and the same and that the satisfaction of society’s physiological needs through the prioritization of policies related to environmental sustainability is the principle motivator for moving on to the attainment of higher-order needs such as increased levels of sustainable development.  相似文献

By 2012, Hammarby Sjöstad, a former large industrial harbor area in southern Stockholm, Sweden, will be a fully developed residential district containing approximately 11,000 apartments and accommodating 35,000 people. The transformation of the area began in 1996, and the development soon became renowned for its ambitious environmental program, inspired by Agenda 21 (United Nations in Rio declaration on environment and development. United Nations Department of Economic and Social Affairs (DESA), Rio de Janeiro, 1992) and the Sydney 2000 Olympics in Australia (Newman in Landsc Urban Plan 44:219–226, 1999). Using results based on literature reviews, in-depth interviews, discussions with focus groups, and quantitative data, this paper attempts to gain insight into how the environmental program influenced the planning and performance of the district with regard to sustainable urban development. In doing so, three important conclusions were maintained that could be valuable for similar projects concerning the planning and development of sustainable urban districts. First, the environmental program proved vital to the development process of Hammarby Sjöstad, specifically in its drive to create a sustainable urban district. When planning on improving the sustainability of future districts, such a program should be introduced and integrated earlier in the planning stage of the district. Second, the metabolic flows of Hammarby Sjöstad were reduced as a result of the integrated system—the Hammarby Model—of Hammarby Sjöstad. In order to reduce the metabolic flows in future urban districts even further, it is important to facilitate the integration of technical innovations into existing integrated systems. Third, this case study showed that there was a loss of valid and credible data related to the aims and goals of the environmental program of Hammarby Sjöstad. In future urban districts, it is of the utmost importance to include a clear structure of the assessment process in the environmental program, which would ensure the quality of gathered data and facilitate the development of even better sustainable urban districts in the future.  相似文献

Since the United Nations Conference on Environment and Development in 1992 in Rio de Janeiro, sustainable development became an important issue. Sustainable development often focuses on a single sector or parameter such as tourism, energy supply, water management, different aspects of nature conservation, or economy. In this paper, we provide a comprehensive picture of the development of a region since the Middle Ages and discuss whether this development can be evaluated as socially, economically and ecologically sustainable. We carried out a combined qualitative–quantitative assessment where we use quantitative data and indicators when available, as well as literature sources and expert knowledge from the region for a qualitative assessment. We judge that generally a sustainable development in the Allgäu region can be found, although also some critical points and contentious issues exist. An overall good economic and income situation for most people, the good ecological conditions and rich biodiversity, the relatively well-established social structure, as well as the identity of the people with the region and comparatively low social discrepancy, can be positively stated. In contrast, different actual and future threats exist such as new or planned infrastructure, increasing traffic or tourism activities in certain areas that degrade habitats and reduce species richness, intensification of agriculture in certain areas, but also abandonment of agriculture in other areas, loss of traditions and customs, and declining numbers of smallholders. The objective for the region would be to minimise these negative impacts and reinforce positive trends to assure the sustainable development of the Allgäu.  相似文献

The empirical evidence that economies predominantly reliant on their natural resources are characterized by slower economic growth—the so-called Resource Curse (RC)—is in many ways confirmed by the case of Zambia. Haber and Menaldo (Am Polit Sci Rev 105(1):1–26, 2011) identify Zambia’s extreme dependence on copper exports as one of the worldwide most striking examples for a country suffering from this “curse.” In topical literature, the RC is traced back to the generation of natural resource rents regardless of economic performance, which among other problems leads to suboptimal reinvestment. The World Banks indicator for the “weak” sustainable development of a country—the so-called Genuine Savings (GS)—considers exactly this reinvestment of rents from the depletion of natural capital rents into physical or human capital. Although it has been shown empirically that countries dependent on primary exports on average feature negative GS rates and that the determinants of the RC influence both present economic growth and future sustainability as measured by GS, no case studies have been conducted to confirm this. Against this background, we qualitatively survey the relationship between the most discussed determinants causing the RC in Zambia and the country’s GS rate. We show that all theoretical relationships between the GS rates of a country and RC determinants such as consumption behavior, volatile world market prices, the so-called Dutch disease as well as political and institutional structures apply to Zambia between 1964 and 2010: an extreme dependency on copper exports and insufficient reinvestments of income from the depletion of Zambia’s natural capital constitutes one of the main reasons for slow growth and negative GS until the copper price booms in the second half of the 2000s.  相似文献

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well.  相似文献

China-Africa development cooperation in the rural sector has received an increased attention by researchers and policy-makers given the advantages and disadvantages of China’s contribution to the local economy. However, there is a lack of more reliable and nuanced findings to provide greater insights into the major issues concerning rural development and resource use. This paper aims to position land tenure and foreign investments linkages as a new research angle for understanding the role of land in sustainable resource use and investments. The paper provides a brief overview of China-Africa cooperation in rural development especially concerning agriculture to illustrate the neglect of critical land and resource use issues in policy and practice. The paper briefly discusses the ongoing land tenure reforms in Africa and the policy gaps to be filled through further research. It also discusses how China’s own development model, especially concerning land tenure reform, shares similar trajectories with Africa, which has important implications for the effectiveness of Chinese investments in African land. The paper concludes that there is an urgent need for lesson learning among Chinese and African policy-makers and investors towards tailoring development cooperation to more appropriate land tenure systems for sustainable resource use to the mutual benefit of Chinese and African stakeholders.  相似文献

There are hardly any critical discussions of sustainable development indicator sets designed for use at the national level. This article aims at rectifying this omission in critical academic research by contributing to the discourse on environmental sustainability with an assessment of the indicator set used for the measurement of sustainable development in Germany. It will evaluate to what extent the sustainable development concept is reflected in the structure of the strategy and analyse in how far fundamental environmental issues are covered by the indicator set. The discussion will show that the environmental dimension of the sustainability concept is not sufficiently integrated in the German National Sustainable Development Strategy. Although the strategy??s indicator set contains a range of environmental indicators, gaps in the German indicator set become apparent when contrasted with important issues of sustainability. It will be concluded that the environmental dimension of the sustainable development concept is not the recurrent theme in either the strategy or the indicator set.  相似文献

The 17 Sustainable Development Goals announced by the United Nations are important guides for the development processes of developing countries. However, achieving all of these goals is only possible if the goals are consistent with each other. It has been observed in the literature that possible contradictions between these goals are ignored. Therefore, the main purpose of this study is to investigate whether two sustainable development goals (SDGs) of the UN are contradictory or supporting each other in low-income countries. These SDGs are “Good Health and Well-Being” (SDG3) and “Partnerships for the Goals” (SDG17). For this purpose, the role of globalization and democracy in life expectancy is empirically investigated in 16 low-income countries over the period 1970–2017. While globalization has been used as an indicator of the partnership between countries, democracy has been used as an indicator of accountability and cooperation between governments and societies. According to estimations of the continuous-updated fully modified (CUP-FM) and bias-adjusted ordinary least squares (BA-OLS), globalization and its subcomponents such as economic, social, and political globalization affect life expectancy positively. Democracy also increases life expectancy in those countries. The GDP per capita is also used as a control variable. Our results show that a higher level of per capita income is positively associated with higher levels of life expectancy. In conclusion, no contradiction was found between SDG3 and SDG17 in those countries. Achieving a healthier society requires economic, social, and political integration between governments and societies.

The contribution of scientific knowledge and innovation to sustainability is demonstrated. Theory, discoveries, programmes and activities in both the natural as well as social sciences fields have greatly helped with the environmental, economic and social challenges of the past and current centuries, especially in the past 50 years or so. Nowadays, we increasingly realize the intimate link between science and society, and the need not only for science to inform policy but also to address requests by governments and the multiple stakeholders confronted with the challenge to achieve sustainable development. Current barriers to how science is conceived and related education is delivered hamper true interdisciplinarity, and the emerging field of sustainability science attempts inter alia to clarify how ‘a new generation of science’ can be designed so as to promote more integrated thinking to tackle complex societal issues. At the international level, and more specifically in the context of the United Nations, the practice of science has always entailed the need to solve problems such as climate change, ozone depletion, disaster risk, lack of food security, biodiversity loss, social instability and ineffective governance—to cite a few. In this regard, science in an intergovernmental context is by definition science that has to assist with the struggle for sustainability. Yet, a higher level of integration and cross-fertilization among disciplines as well as of participation among concerned stakeholders in the design and implementation of science-based programmes and activities carried out by the United Nations (and, in this article, the specific case of its Educational, Scientific and Cultural Organization—UNESCO—is presented) seems to be needed. The debate on sustainability science carried out in the academic circle and the experience of UNESCO in this area can be mutually supportive in further elucidating how, practically, the approach of sustainability science can enhance the achievement of sustainable development at multiple scales.  相似文献

The principle of sustainable development is now 15-year-old. There are a lot of definitions and models for its explanation — ranging from triangles and prisms to eggs — but still its sense is diffuse. Moreover, important aspects like equity are not sufficiently taken into account.The following article takes a critical look on sustainable development. It shows logical, systemic, philosophic and ethic reasons for the re-development of substantial parts of the principle of sustainability. Abstract

This article discusses holistic well-being in a balanced work system theory framework. Holistic well-being is a combination of well-being in both work and non-work domains. Theories of balanced work systems and balanced organisations are retold in light of holistic well-being to show how different individuals in organisations can contribute to achieving desired outcomes at different process levels. Environmentally sustainable development is one of the key challenges faced by societies today. Yet it is not a new challenge; throughout history, societies have faced the need to live within environmental constraints. Some have done so well, and some poorly. One society which did well for tens of thousands of years is that of Aboriginal Australia. This paper explores some lessons from Aboriginal Australia which have resonance in the modern world and shows that countries which have learned those lessons are in fact more sustainable than those which have not. It thus suggests that there is much that the pantheon of human experience can teach the modern world as it endeavours to create a sustainable future.  相似文献

With globalization, virtual exchanges of natural resources embodied in traded commodities redistribute geographically land use and its environmental impacts. Benefits of national forest protection may be undermined at the global-scale by leakage through international trade. We studied land use displacement associated with national policies to protect forests in Bhutan. This case study provides a simple situation: a dominant forest cover almost unaffected by agricultural expansion, a rural economy dominated by the primary sector, centralized forest conservation policies, and a dominant trading partner. We assessed the net effects at the international level of the Bhutanese forest protection policies by accounting for trade in wood products with India. Our results show that these policies have been effective in maintaining a high forest cover, but have been accompanied by an increasing displacement of forest use to India. In 1996–2011, the difference between the total volume of wood imported from India and the total volume exported from Bhutan—i.e., the net displacement—corresponds to 27 % of the total volume consumed in Bhutan. In 2011, 68 % of the total forest area required to produce the wood consumed in Bhutan was located in India. The wood imported by Bhutan was likely originating from tree plantations in the northeastern Indian states. Since Bhutan has few tree plantations and very valuable natural forests, the net international-level ecological impacts of this land use displacement is arguably positive. Most of the wood imports of Bhutan were wood charcoal for its emerging chemical industries. This case of displacement reflects functional upgrading in the value-chain rather than an externalization of consumption-based environmental costs. Through its government policies, Bhutan has managed to support its economic development while protecting its forests and leapfrogging the negative impacts on forests generally associated with the early stages of modernization.  相似文献
