The Hponkanrazi Wildlife Sanctuary, North Myanmar and three contiguous protected areas, comprise some of the largest expanses
of natural forest remaining in the region. Demand for wildlife products has resulted in unsustainable exploitation of commercially
valuable species resulting in local extirpation of vulnerable species. Camera trap, track and sign, and questionnaire-based
surveys were used to examine (a) wildlife species targeted by hunters, (b) the importance of wild meat for household consumption,
and (c) the significance of hunting as a livelihood activity for resident villages. Certain commercially valuable species
highly preferred by hunters were either completely absent from hunt records (tiger, musk deer and otter) or infrequently obtained
during actual hunts (bear, pangolin). Species obtained by hunters were commonly occurring species such as muntjacs with low
commercial value and not highly preferred by hunters. Fifty eight percent of respondents (n = 84) indicated trade, 27% listed subsistence use and 14% listed human-wildlife conflict as the main reason for hunting (n = 84). Average amount of wild meat consumed per month is not significantly higher during the hunting season compared to the
planting season (paired t-test, P > 0.05). Throughout the year, the average amount of fish consumed per month was higher than livestock or wild meat (Friedman
test, P < 0.0001). Hunting is driven largely by trade and wild meat, while not a critical source of food for a large number of families
could potentially be an important, indirect source of access to food for hunting families. Findings and trends from this study
are potentially useful in helping design effective conservation strategies to address globally prevalent problems of declining
wildlife populations and dependent human communities. The study provides recommendations to reduce illegal hunting and protect
vulnerable species by strengthening park management through enforcement, increasing the opportunity costs of poaching, establishing
no-take zones and research to determine the economic significance of hunting for livelihoods. 相似文献

Measuring the Social Recreation Per-Day Net Benefit of the Wildlife Amenities of a National Park: A Count-Data Travel-Cost Approach 总被引:2,自引:0,他引:2
In this article, we apply count-data travel-cost methods to a truncated sample of visitors to estimate the Peneda-Gerês National
Park (PGNP) average consumer surplus (CS) for each day of visit. The measurement of recreation demand is highly specific because
it is calculated by number of days of stay per visit. We therefore propose the application of altered truncated count-data
models or truncated count-data models on grouped data to estimate a single, on-site individual recreation demand function,
with the price (cost) of each recreation day per trip equal to out-of-pocket and time travel plus out-of-pocket and on-site
time costs. We further check the sensitivity of coefficient estimations to alternative models and analyse the welfare measure
precision by using the delta and simulation methods by Creel and Loomis. With simulated limits, CS is estimated to be €194
(range €116 to €448). This information is of use in the quest to improve government policy and PNPG management and conservation
as well as promote nature-based tourism. To our knowledge, this is the first attempt to measure the average recreation net
benefits of each day of stay generated by a national park by using truncated altered and truncated grouped count-data travel-cost

We reconstructed the history of Chatthin Wildlife Sanctuary (CWS) to understand how social and economic events, and policy changes affected the sanctuary's condition. We surveyed 25 villages surrounding CWS to evaluate past and present ecological conditions, compare the results with historical accounts and identify causal relationships. During the first half of the 20th century, the primary threat was the government's reduction of old growth forest to supply fuel wood for the British-built railway. The railroad opened the area to colonization, but the villagers' impact on timber and wildlife was low. From 1945 to 1988, villagers became the primary force of landscape degradation. The post-war windfall of firearms increased hunting pressure, and populations of large mammal started to decline. With the economic decline of the 1970s and 1980s, the community's demand for game and forest products intensified, and the large mammal fauna was reduced from eleven to four species. From 1988-2003, the forests surrounding the sanctuary were fragmented and degraded. The absence of large predators rendered the park safe for livestock, and the combined effects of grazing and removal of forest products seriously degraded habitat within CWS. Major threats to CWS during the past two decades have resulted from land use decisions in which government-planned economic enterprises caused encroachment by villagers. Stabilization and recovery of this sanctuary will require management compatible with human needs, including expanded buffer zones, better core area protection, community forestry projects, and probably relocation of villages within the park. 相似文献

A century ago, tigers were considered pests in Myanmar. Hunters claimed thousands, yet populations persisted. In the past
century, because of habitat loss and prey depletion, coupled with the recent demand for traditional medicines, tiger populations
have been reduced to a few hundred individuals. As a first step toward long-term planning for tigers, and to guide efforts
to increase protected area coverage, the Myanmar government in 1998 initiated a project to develop a revised National Tiger
Action Plan. Extensive surveys confirmed tigers in only 4 of 17 survey locations. Significant populations are thought to persist
in the far North and far South of the country, where large, intact forests offer the potential for tiger recovery. With partnerships
and collaborations, tiger populations can be protected in the short term (<5 years) by expanding protected areas and corridors,
mobilizing enforcement staff to reduce poaching of tigers and prey, and amending existing wildlife legislation in accordance
with international laws. Over the long term (5–20 years), recovery of Myanmar’s tiger populations will depend on increasing
support from local people, zoning tiger areas to reduce habitat loss and disturbance, and maintaining connectivity of existing
national and transboundary forests. This article reviews the development of a new National Tiger Action Plan for the Union
of Myanmar and discusses a blueprint for conservation measures aimed at saving tigers from extinction. 相似文献

Geyser basins provide high value recreation, scientific, economic and national heritage benefits. Geysers are globally rare,
in part, because development activities have quenched about 260 of the natural endowment. Today, more than half of the world’s
remaining geysers are located in Yellowstone National Park, northwest Wyoming, USA. However, the hydrothermal reservoirs that
supply Yellowstone’s geysers extend well beyond the Park borders, and onto two “Known Geothermal Resource Areas”—Island Park
to the west and Corwin Springs on the north. Geysers are sensitive geologic features that are easily quenched by nearby geothermal
wells. Therefore, the potential for geothermal energy development adjacent to Yellowstone poses a threat to the sustainability
of about 500 geysers and 10,000 hydrothermal features. The purpose here is to propose that Yellowstone be protected by a “Geyser
Protection Area” (GPA) extending in a 120-km radius from Old Faithful Geyser. The GPA concept would prohibit geothermal and
large-scale groundwater wells, and thereby protect the water and heat supply of the hydrothermal reservoirs that support Yellowstone’s
geyser basins and important hot springs. Proactive federal leadership, including buyouts of private groundwater development
rights, can assist in navigating the GPA through the greater Yellowstone area’s “wicked” public policy environment. Moreover,
the potential impacts on geyser basins from intrusive research sampling techniques are considered in order to facilitate the
updating of national park research regulations to a precautionary standard. The GPA model can provide the basis for protecting

Implementing effective conservation requires an understanding of factors affecting deforestation and forest degradation. Previous studies have investigated factors affecting deforestation, while few studies have examined the determinants of both of deforestation and forest degradation for more than one period. To address this gap, this study examined factors influencing deforestation and forest degradation during 1989–2000 and 2000–2005 in the Popa Mountain Park, Myanmar. We applied multinomial logistic regression (MNL) using land cover maps derived from Landsat images as the dependent variables as well as spatial and biophysical factors as the independent variables. The MNL models revealed influences of the determinants on deforestation and forest degradation changes over time. For example, during 1989–2000, deforestation from closed forest was positively correlated to the distance from the park boundary and was negatively correlated with distance from villages, roads, the park circular road, slope, western aspect and elevation. On the other hand, during 2000–2005, deforestation of closed forest was positively correlated with distance from villages, roads, the park circular road, slope and western aspect, and negatively correlated with distance from the park boundary and elevation. Similar scenarios were observed for the deforestation of open forest and forest degradation of closed forest. The study also found most of the determinants influenced deforestation and forest degradation differently. The changes in determinants of deforestation and forest degradation over time might be attributable to the general decrease in resource availability and to the effect of conservation measures conducted by the park. 相似文献

Developing a Monitoring Protocol for Visitor-Created Informal Trails in Yosemite National Park,USA 总被引:1,自引:0,他引:1
Informal trails created or perpetuated by visitors is a management challenge in many protected natural areas such as Yosemite
National Park. This is a significant issue as informal trail networks penetrate and proliferate into protected landscapes
and habitats, threatening ecological integrity, aesthetics, and visitor experiences. In order to develop effective strategies
for addressing this problem under an adaptive management framework, indicators must be developed and monitoring protocol must
be established to gather timely and relevant data about the condition, extent, and distribution of these undesired trail segments.
This article illustrates a process of developing and evaluating informal trail indicators for meadows in Yosemite Valley.
Indicator measures developed in past research were reviewed to identify their appropriateness for the current application.
Information gaps in existing indicator measures were addressed by creating two new indices to quantify the degree of informal
trailing based on its land fragmentation effects. The selected indicator measures were applied to monitoring data collected
between 2006 and 2008. The selected measures and indices were evaluated for their ability to characterize informal trail impacts
at site and landscape scales. Results demonstrate the utility of indicator measures in capturing different characteristics
of the informal trail problem, though several metrics are strongly related to each other. The two fragmentation indices were
able to depict fragmentation without being too sensitive to changes in one constituent parameter. This study points to the
need for a multiparameter approach to informal trail monitoring and integration with other monitoring data. Implications for
monitoring programs and research are discussed. 相似文献

Recreational use of streams in the Great Smoky Mountains National Park has increased remarkably during recent years. To better manage the stream resource for visitor needs and at the same time preserve it for future generations, a user study was initiated in 1978. Use patterns, both spatial and temporal, and possible accompanying ecological impacts at three streams were investigated. Sampling was conducted at several sites per stream. The findings indicated that use was concentrated during afternoons and at certain streams and study sites. In addition, different types of users partitioned the streams according to stream morphology (form or structure of pools, riffles, etc.). Major impacts observed were soil compaction and erosion along the streambanks and physical disturbance of the stream bottoms by moving and placing stones to construct dams and raceways. 相似文献

The premise of this article is that the planning and design of new rest camps in conservation areas should be based on ecological
principles in such a way that the plant ecology within the camp be an integral part and extension of the natural ecology of
its immediate vicinity. This is desirable so that visitors to the camp will be provided not only with facilities for resting,
eating, and sleeping, but also be able to enjoy and study the natural environment in a relaxed atmosphere. The Berg-en-Dal
rest camp, which was established in Kruger National Park, was planned in such a way and designed according to the principles
outlined by the authors in a companion article.
The planning included six zones: a control zone, day visitor zone, overnight visitor zone, staff accommodation zone, recreation
zone, and service zone. The point is stressed that plant species selected to be used as additional vegetation to those already
growing in the camp were endemic to the nine landscape facets identified in the camp. The design allowed for separation of
the various land-use zones in such a way that they would complement each other rather than be a hindrance to each other. The
camp has been built according to the plans included in this article and has proved to be a great success. The conclusion is
drawn that the planning principles are sound and should be used in the future for the planning and design of rest camps for

A Dynamic Simulation Model of Land-Use, Population, and Rural Livelihoods in the Central Rift Valley of Ethiopia 总被引:1,自引:0,他引:1
The dynamic interactions between society and land resources have to be taken into account when planning and managing natural
resources. A computer model, using STELLA software, was developed through active participation of purposively selected farm
households from different wealth groups, age groups and gender within a rural community and some members of Kebelle council.
The aim of the modeling was to study the perceived changes in land-use, population and livelihoods over the next 30 years
and to improve our understanding of the interactions among them. The modeling output is characterized by rapid population
growth, declining farm size and household incomes, deteriorating woody vegetation cover and worsening land degradation if
current conditions remain. However, through integrated intervention strategies (including forest increase, micro-finance,
family planning, health and education) the woody vegetation cover is likely to increase in the landscape, population growth
is likely to slow down and households’ income is likely to improve. A validation assessment of the simulation model based
on historical data on land-use and population from 1973 to 2006 showed that the model is relatively robust. We conclude that
as a supporting tool, the simulation model can contribute to the decision making process. 相似文献

The recreational-use value of hiking in the Bellenden Ker National Park, Australia has been estimated using a zonal travel cost model. Multiple destination visitors have been accounted for by converting visitors’ own ordinal ranking of the various sites visited to numerical weights, using an expected-value approach. The value of hiking and camping in this national park was found to be $AUS 250,825 per year, or $AUS 144,45 per visitor per year, which is similar to findings from other studies valuing recreational benefits. The management of the park can use these estimates when considering the introduction of a system of user pays fees. In addition, they might be important when decisions need to be made about the allocation of resources for maintenance or upgrade of tracks and facilities. 相似文献

Maintaining national parks is an integral policy tool to conserve rare habitats. However, because national parks are funded by taxpayers, they must also serve the needs of the general public. Increasingly, and thanks to today's diverse society, there is evidence that this creates challenges for park managers who are pulled in two opposing directions: to conserve nature on the one hand and to meet different visitor expectations on the other. This tension was explored in the Peak District National Park, a rural landscape dominated by heather moorland and sheep farming in Northern England where research was conducted to determine how social class and ethnicity shaped perceptions of the park. Results uncovered that social class played a very strong role in shaping perceptions of this region with 'middle class' respondents reacting far more favourably to the park than people from more working class backgrounds. We observed ethnicity playing a similar role, though our results are less significantly different. 相似文献

To facilitate forest planning and management on National Wildlife Refuges, we synthesized multiple data sources to describe
land ownership patterns, land cover, landscape pattern, and changes in forest composition for four ecoregions and their associated
refuges of the Upper Midwest. We related observed patterns to ecological processes important for forest conservation and restoration,
with specific attention to refuge patterns of importance for forest landbirds of conservation priority. The large amount of
public land within the ecoregions (31–80%) suggests that opportunities exist for coarse and meso-scale approaches to conserving
and restoring ecological processes affecting the refuges, particularly historical fire regimes. Forests dominate both ecoregions
and refuges, but refuge forest patches are generally larger and more aggregated than in associated ecoregions. Broadleaf taxa
have increased in dominance in the ecoregions and displaced fire-dependent taxa such as pine (Pinus spp.) and other coniferous species; these changes in forest composition have likely also affected refuge forests. Despite
compositional changes, larger forest patches on refuges suggests that they may provide better habitat for area-sensitive forest
landbirds of mature, compositionally diverse forests than surrounding lands if management continues to promote increased patch
size. We reason that although fine-scale research and monitoring for species of conservation priority is important, broad
scale (ecoregional) assessments provide crucial context for effective forest and wildlife management in protected areas. 相似文献

Defining Indicators and Standards for Tourism Impacts in Protected Areas: Cape Range National Park,Australia 总被引:2,自引:0,他引:2
Visitors’ perceptions of impacts and acceptable standards for environmental conditions can provide essential information for
the sustainable management of tourist destinations, especially protected areas. To this end, visitor surveys were administered
during the peak visitor season in Cape Range National Park, on the northwest coast of Western Australia and adjacent to the
iconic Ningaloo Reef. The central focus was visitors’ perceptions regarding environmental conditions and standards for potential
indicators. Conditions considered of greatest importance in determining visitors’ quality of experience included litter, inadequate
disposal of human waste, presence of wildlife, levels of noise, and access to beach and ocean. Standards were determined,
based on visitors’ perceptions, for a range of site-specific and non-site-specific indicators, with standards for facilities
(e.g., acceptable number of parking bays, signs) and for negative environmental impacts (e.g., levels of littering, erosion)
sought. The proposed standards varied significantly between sites for the facilities indicators; however, there was no significant
difference between sites for environmental impacts. For the facilities, the standards proposed by visitors were closely related
to the existing situation, suggesting that they were satisfied with the status quo. These results are considered in the context
of current research interest in the efficacy of visitor-derived standards as a basis for protected area management. 相似文献

Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June
1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped
on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans;
10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet
season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha
burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area
that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared
to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished
primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent
and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial,
as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning
of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial
effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating

/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. In much of the Third World, access to secure water for irrigation, particularly groundwater, reduces vulnerability, stabilizes livelihoods,alleviates poverty and 'entitles' populations to education and other forms of capital accumulation. Water resource development can, as a result, be used as a key tool for addressing the social roots of instability. The reverse is also true — problems such as groundwater overdraft contribute to poverty and are often at the root of forced migration and the creation of underemployed and unstable displaced populations. Water is fundamental to regional as well as local security.
The benefits of water resource development and the risks associated with unsustainable use patterns are particularly critical in arid regions. Patterns of water use that are unsustainable can play a positive role in the transition of populations from nomadic or migratory to stable communities, where people have access to education and asset accumulation. The exit is, however, as important as the entry. In many regions, the majority of the population now need to make the transition from agriculture to non–agricultural livelihoods. Many people, particularly the wealthy, may already be doing this. Understanding and enabling transition represents one of the most important policy challenges for coming decades.
Using examples from India, Yemen, Saudi Arabia and other countries, this article documents some of the connections between water and security and clarifies the importance of effective solutions to water problems and to social transition in arid regions. 相似文献

The Terai-Duar savanna and grasslands, which once extended along most of the Himalayan foothills, now only remain in a number
of protected areas. Within these localities, grassland burning is a major issue, but data on frequency and distribution of
fires are limited. Here, we analysed the incidence of active fires, which only occur during the dry season (Nov.–Mar.), within
a significant area of Terai grasslands: the Manas National Park (MNP), India. We obtained locations of 781 fires during the
2000–2008 dry seasons, from the Fire Information for Resource Management System (FIRMS) that delivers global MODIS hotspot/fire
locations using remote sensing and GIS technologies. Annual number of fires rose significantly from around 20 at the start
of the study period to over 90 after 2002, with most (85%) detected between December and January. Over half of the fires occurred
in tall grasslands, but fire density was highest in wetland and riverine vegetation, dry at the time. Most burning took place
near rivers, roads and the park boundary, suggesting anthropogenic origins. A kernel density map of all recorded fires indicated
three heavily burnt areas in the MNP, all within the tall grasslands. Our study demonstrates, despite some technical caveats
linked to fire detection technology, which is improving, that remote fire data can be a practical tool in understanding fire
concentration and burning temporal patterns in highly vulnerable habitats, useful in guiding management. 相似文献
