面向生态文明的中国环境管理学:历史使命与学术话语

中国环境管理面临实践困境和学科认同危机的双重考验。本文在回溯其环境学和公共管理的学科渊源基础上,分析了当下中国环境管理学的基本概念、学科归属、功能与定位,认为新时期应基于生态文明思想,重构中国环境管理学的规范价值、知识体系、政策工具与制度机制,提出了重构中国环境管理学的5项建议,包括须注意环境管理的回应性与前瞻性,学科专业性与跨学科协作并重,创新环境管理学的知识生产方式,搭建环境管理学同政治与大众对话的平台和机制,以及形成环境管理的理论、制度与实践相互转化的研究能力等。最后,提出以生态文明思想为引领,树立中国环境治理的道路自信、理论自信、制度自信、文化自信。     

土壤环境质量管理体系构建的战略思考

经过数十年的努力,国家土壤环境质量管理体系正在从无到有,从弱到强,从偏到正,在国家环境质量管理体系中的地位越来越显著。在土壤环境质量管理体系中,土壤环境质量是体系的决策核心和实现目标,是衡量实施力度和保障措施的直接标尺;政府主导、企业担责、公众参与、市场调节是土壤环境质量管理体系的组织执行主体,共同开启了"四元共治"的局面;法律完善、风险管控、高效实施、强力监管、科技应用是实现土壤环境质量改善、土壤环境质量体系完善的保障手段。本文旨在根据土壤环境质量保护历程和基础理论,从决策核心、执行主体、保障手段三个层面提出了土壤环境质量管理体系的建设构想,在新的形势下,土壤环境质量管理体系的构建更需要统筹规划和创新设计。     

环保项目经费管理系统浅析

国家环境保护部信息中心是国家环境保护部的网络中心,数据中心、应用中心,每年都承担着大量的财政项目,随着项目的增多,项目经费的额度也越来越大,为了提高整体的工作效率,信息中心建设了项目经费管理系统,进一步规范和加强了环保项目专项经费的管理,提高了资金的使用效益,保证了项目工程全面推进阶段工作的顺利实施。本文介绍了该系统的构成及系统特点等。经费管理信息系统对于提高信息中心的管理水平,加强科研管理具有十分重要的现实意义。

United Nations Interregional Seminar on Land Information Management in the Developing World

The Interregional Seminar on Land Information Management in the Developing World was jointly hosted by the United Nations and the Government of Australia. The seminar sought to highlight the achievements, issues and developments relating to Land Information Management (LIM) with particular reference to developing countries and formulated a series of recommendation on future uses of LIM in the context of the needs of developing countries.

ESTABLISHING WATERSHED MANAGEMENT IN LAW: NEW ZEALAND'S EXPERIENCE1

ABSTRACT: New Zealand is one of the first countries in the world to enshrine the concept of watershed management in law, through institutional arrangements and the Resource Management Act of 1991 ‐ a law constructed on a watershed management legacy begun in 1941. This paper outlines the development of New Zealand's Resource Management Act (as it applies to water management) and the lessons that have been learned in its implementation.

最近颁布的《建设项目环境保护管理条例》,使我国环境影响评价制度在法制化的轨道上又向前迈进了一步,对我国环境影响评价工作的开展将产生重大影响。本文就原《建设项目环境保护管理办法》与新条例作出分析比较。     

THE ROLE OF AGRICULTURAL GROUNDWATER CONSERVATION IN ACHIEVING ZERO OVERDRAFT IN ARIZONA1

ABSTRACT: The elimination of groundwater overdraft was a key feature of the 1980 Arizona Groundwater Management Act. To achieve this goal, the Arizona Department of Water Resources identified several Active Management Areas and developed urban, industrial, and agricultural water conservation plans. This study examines the reductions in groundwater use through agricultural water conservation in the Phoenix Active Management Area (AMA). Linear programming models are developed to analyze changes in groundwater use and net returns to agriculture over a 38-year period, 1990 to 2025, for farming areas in the Phoenix AMA. Results indicate that the agricultural conservation program provides only modest groundwater savings under a wide range of scenarios. The low level of savings is partly due to the current economically efficient use of water. Other policy measures such as retiring agricultural land may be necessary if the Phoenix AMA is to meet its overdraft reduction goals; even if urban water conservation goals are met.     

Discourses on sustainable forest management and effects of Natura 2000: a case study of Catalonia,NE Spain

This study analyzed discourses influencing the meaning of Sustainable Forest Management in Catalonia (Spain) and the effects of the European Natura 2000 policy on these discourses. It focused on the Montseny area and on the Administration and Practitioner stakeholder groups. Based on literature review and interviews, we found six discourses influencing the meanings of Sustainable Forest Management. Two of these discourses underwent changes due to the effects of Natura 2000 implementation while the others did not, showing the substantial role played by local elements and actors in shaping the discursive framework of Sustainable Forest Management. Based on empirical findings, the study provided conclusions valid at European level: (1) implementing Natura 2000 does not mean revolutionizing local nature conservation systems, but rather adapting them to European requirements; (2) in order to increase local policy impact, the implementation of European environmental policies needs to be backed up by economic compensation of local actors.
