Myanmar's water‐related sectors are subject to intensive changes, as the country's abundant land and water resources provide substantial scope for development. Recent steps towards economic reform in Myanmar have led to a surge of foreign investment directed towards intensified natural resource extraction. Both the agricultural and the energy sector are increasingly affected by foreign investments that will impact the status of water, energy and food security in the country. With these on‐going developments, Myanmar's future is largely dependent on how its natural resources are managed and how the benefits from the resource extraction are shared. With various institutional changes and new actors welcomed to the sectors, existing livelihoods and ecosystems dependent on the land and water resources are to face increasing competition for the shared resources, while lacking secured access to them. There are increasing concerns that this sectoral development is occurring at the expense of environmental and social sustainability. As one way to tackle these challenges, the water‐energy‐food nexus approach could help in finding synergies and co‐benefits across sectors by addressing the imbalances along the nexus and externalities derived from the on‐going intensification. 相似文献

Major disasters, such as bushfires or floods, place significant stress on scarce public resources. Climate change is likely to exacerbate this stress. An integrated approach to disaster risk management (DRM) and climate change adaptation (CCA) could reduce the stress by encouraging the more efficient use of pooled resources and expertise. A comparative analysis of three extreme climate-related events that occurred in Australia between 2009 and 2011 indicated that a strategy to improve interagency communication and collaboration would be a key factor in this type of policy/planning integration. These findings are in accord with the concepts of Joined-up Government and Network Governance. Five key reforms are proposed: developing a shared policy vision; adopting multi-level planning; integrating legislation; networking organisations; and establishing cooperative funding. These reforms are examined with reference to the related research literature in order to identify potential problems associated with their implementation. The findings are relevant for public policy generally but are particularly useful for CCA and DRM. 相似文献

Although the impacts of federalism on environmental policy-making are still contested, many policy analysts emphasise its advantages in climate policy-making. This applies to the mitigation of climate change, in particular when federal governments (as in the U.S.) are inactive. More recently, federalism is also expected to empower sub-national actors in adapting to local impacts of climate change. The present paper analyses the role federalism in Austria played in greening the decentralised building sector (relevant for mitigation) on the one hand, and in improving regional flood risk management (relevant for adaptation) on the other. In line with the so-called matching school of the environmental federalism research strand we conclude that Austrian federalism proved to be more appropriate for regional flood protection than for mitigating climate change. We highlight that it is not federalism per se but federalism embedded in various contextual factors that shape environmental policy-making. Among these factors are the spatial scale of an environmental problem, the nitty-gritty of polity systems, and national politics (such as federal positions on climate change mitigation). 相似文献

Situations of water scarcity challenge sustainability and threaten small users' access to water. In response to this problem, there has been a search for a method of hydrological analysis that can better represent the needs of small water users. While this search is rooted in the debate favouring a more participatory and inclusive allocation of the resource, it also requires a new focus on smallholder hydrology that can confront the gaps and biases found in current hydrological practices in many countries. This article looks at past hydrological practices and also at results of recent studies, highlighting the perspective of smallholder irrigators in surface water planning in Zimbabwe, and groundwater planning in India. These case studies show that wider social forces, not always best science, drive hydrological practices. However, new frameworks focusing on the water user can emerge for more equitable and sustainable water management. 相似文献

Increasing water scarcity and stress are leading many nations to securing supplies for present and future water uses. National objectives are more and more pointed towards water security and the close links with food security and other macro-economic and sectoral aspects. Water security is seen as an important aspect of national and regional security and international positions on water often have a political dimension that reflects broader national objectives. Available options for sharing transboundary resources are established on the basis of general legal principles such as equitable utilization and absence of appreciable harmful transboundary effects downstream and others such as established historical utilization. These principles and doctrines must be fully understood by the advisers serving on the negotiating teams of international water treaties and agreements. From these perspectives, the paper recognizes the importance of the structural and strategic uncertainty in international relations. Co-ordination or harmonization of national policy, as an integrated part of, and administrated under existing frameworks for, regional co-operation are proposed as realistic, efficient and practicable approaches, alternative to more intensive co-operation and complicated planning and coordinating mechanisms. The article also highlights the need for training of legal specialists in countries which contemplate negotiating or re-negotiating water treaties or agreements. 相似文献

Drawing up environmental policy options is a complex activity which involves defining and weighing the merits and risks of various alternative courses of action governments could pursue. In its modern version, this task typically involves formal policy analysis or ‘policy appraisal’, that is, policy work specifically undertaken to generate and evaluate policy options in order to address problems or issues on a policy agenda. Indicators play a powerful but under-investigated role in this process. To shed light on this issue, the paper conducts a case study of the design and evolution of policy indicators in water security policy formulation, examining both their utilization and impact. The paper documents the origins of water security policy indicators; assesses their relevance and influence in policy formulation and identifies the reasons for the emergence of certain preferred indices, despite their having several well-known limitations. In particular, the discussion flags the significance of the political advantages surrounding their ease of use and interpretation, rather than their technical merits, as a key factor affecting the continued utilization and influence of specific indicators in environmental policy and planning. 相似文献

For purposes of suggesting adaptive and policy options regarding the sustained use of forestry resources in Botswana, an analysis
of the whole countrywide satellite data (showing the mean present distribution of vegetation in terms of species abundance
and over all density) and the projection of vegetation cover changes using a simulation approach under different climatic
scenarios were undertaken. The analysis revealed that changes in vegetation cover types due to human and natural causes have
taken place since the first vegetation map was produced in 1971. In the southwest, the changes appear to be more towards an
increasing prevalence of thorn trees; in the eastern part of the country where widespread bush encroachment is taking place,
the higher population density suggests more human induced (agrarian-degradation) effects, while in the sparsely settled central
Kalahari region, changes from tree savanna to shrubs may be indicative of the possible influence of climate with the associated
effects of fires and local adaptations. Projection of future vegetation changes to about 2050 indicates degeneration of the
major vegetation types due to the expected drying. Based on the projected changes in vegetation, current adaptive and policy
arrangements are not adequate and as such a shift from the traditional adaptive approaches to community-based types is suggested.
Defining forestry management units and adopting different management plans for the main vegetation stands that are found in

This paper presents the experience of Mercy Corps’ “Community Based Initiatives for Water Demand Management” project, a five year project (2006–2011), in terms of community-based initiatives for water management. This project was designed to build the capacity of local community-based organizations (CBOs) to raise the awareness level around water demand management (WDM) and engage community members in water management measures. It showed how local solutions decrease the reliance on public water systems and ultimately help in facing the water shortage on a national level. This paper also showed that on-site rainwater harvesting Cisterns funded through this project have been able to harvest 88,335 m3 annually. The paper found that rainwater harvesting at household level was able to save an average of 24% in potable water per year. 相似文献

Climate change vulnerability is disproportionately distributed between different population segments in society. This study qualitatively explores how key stakeholders in municipalities (i.e. planning and operational staff in municipalities and the vulnerable themselves) construct social vulnerability in relation to climate change with a specific focus on thermal stress (i.e. heat waves) and which adaptive responses they identify at different levels. The empirical material consists of five focus groups with actors in a large Swedish municipality where the “Vulnerability Factor Card Game” was used as stimulus material to create 10 fictional individuals. The results show that there is a substantial amount of local knowledge about vulnerability drivers and inter-relations between social factors and vulnerability. Local decision-makers also defined a wide range of possible adaptation measures at different municipal levels. Our study clearly indicates that contextualised knowledge, which could complement the quantitative approaches in research, is abundant among municipal planners, staff employed at municipal operations such as health care, and among the vulnerable themselves. This knowledge remains untapped by research to a great extent and only seems to have an insignificant influence on policy-making. In particular, how impacts vary between different social and demographic groups and how adaptation strategies that target the most vulnerable could be defined are of great interest. The present study clearly indicates that social hierarchy may produce increased inequality in the specific context of climate change, vulnerability and adaptive responses at different levels. 相似文献

Recently, both consumers and producers ofbiotechnology products have insisted thatcommunication between the two be improved. The formerdemand more democratic participation in the riskassessment process of biotechnology products. Thelatter seek to correct misinformation regardingalleged risks from these products. One way to resolvethese concerns, I argue, is through the use ofbiotechnology labels. Such labeling fosters consumerautonomy and moves toward more participatory decisionmaking, in addition to ensuring that informed consentfrom consumers is maintained. This article analyses the lifetimes of reserves of three dozen important minerals. Despite the high rate of their extraction in the past 30 years, the recorded reserves of these non-renewable materials were higher in 1981 than in 1950 and they seem to meet foreseeable demand for a long time to come, as indicated by the estimated static lifetime for each of the minerals covered. The dynamic nature of ‘reserves’ is emphasized: further exploration and scientific and technological advance will add to the present proven reserves, and at a higher price further resources will be ‘upgraded’ into commercially exploitable reserves. Apparent long-term security can be disturbed by natural disasters, political events or other factors, especially in the case of minerals whose reserves and production are highly concentrated in one country. However, any such interruption in the continuity of supply is likely to be short-lived. 相似文献

Given the record of success of these two programmes in reducing vulnerability to climate change, this study provides an opportunity to explore certain attributes of adaptive management, including: what attributes make policy and programmes responsive; how government can frame programmes facilitating adaptation to climate change; what types of mechanisms can or should be used to engage with producers; and perhaps most importantly, what producers expect of government, government policies and programmes in relation to adaptation to climate change. 相似文献

This paper examines how political risk taking is necessary for gains in sustainability. It provides a personal perspective covering some of the key turning points in Australia (and some global examples) to demonstrate how policy innovation in sustainability will always require political leaders to go out on a limb and then in hindsight the policy will be seen as obvious and normal. The key components of sustainability (vision, interdisciplinary, geographical and sectoral synergies) are used to illustrate stories of tree climbing. Problems of fuel ethanol production have been the subject of numerous reports, including this analysis. The conclusions are that ethanol: does not improve U.S. energy security; is uneconomical; is not a renewable energy source; and increases environmental degradation. Ethanol production is wasteful of energy resources and does not increase energy security. Considerably more energy, much of it high- grade fossil fuels, is required to produce ethanol than is available in the energy output. About 72% more energy is used to produce a gallon of ethanol than the energy in a gallon of ethanol. Ethanol production from corn is not renewable energy. Its production uses more non- renewable fossil energy resources in growing the corn and in the fermentation/distillation process than is produced as ethanol energy. Ethanol produced from corn and other food crops is also an unreliable and therefore a non-secure source of energy, because of the likelihood of uncontrollable climatic fluctuations, particularly droughts which reduce crop yields. The expected priority for corn and other food crops would be for food and feed. Increasing ethanol production would increase degradation of agricultural land and water and pollute the environment. In U.S. corn production, soil erodes some 18- times faster than soil is reformed, and, where irrigated, corn production mines water faster than recharge of aquifers. Increasing the cost of food and diverting human food resources to the costly and inefficient production of ethanol fuel raise major ethical questions. In recent years, due to public concern over perceived and actual environmental impacts, the global mining industry has been moving towards a more sustainable framework. For gold mining, there are a number of fundamental issues with regard to assessing sustainability. Commonly perceived as a finite and non-renewable resource, long-term gold production trends include declining ore grades and increasing solid wastes (tailings, waste rock) and open cut mining. Conversely, core sustainability issues include water, energy and chemical consumption and pollutant emissions—also known as ‘resource intensity’. It is important to recognise the links between gold production trends and resource intensity, as this is critical for understanding future sustainability challenges. This paper links data sets on historic gold mining production trends with emerging sustainability reporting to estimate resource intensity, demonstrating the sensitivity of ore grade for gold production and sustainability. Final judgement of the sustainability of gold mining must take account of the sensitivity of the ore grade in the resource intensity of gold production. This has implications for environmental policy and sustainability reporting in the gold mining sector. 相似文献

The link between environmental and economic performance has been widely debated in the literature for the last ten to fifteen years. One view is that improved environmental performance mainly causes extra costs for the firm and thus reduces profitability. However, also the opposite has been argued for: improved environmental performance would induce cost savings and increase sales and thus improve economic performance. Theoretical and empirical research have provided arguments for both positions and have not been conclusive so far. This article discusses reasons for the different views and the differences in empirical research and presents a theoretical framework to explain the coexistence of the conflicting views. It is argued that not merely the level of environmental performance, but mainly the kind of environmental management with which a certain level is achieved, influences the economic outcome. The model presented provides implications for both empirical research and company management in practice. Research and business practice should focus less on general correlations and more on causal relationships of eco-efficiency, i.e. the effect of different environmental management approaches on economic performance. 相似文献
