The use of life cycle assessment (LCA) as a sustainability assessment tool for agro-bioenergy system usually has an industrial agriculture bias. Furthermore, LCA generally has often been criticized for being a decision maker tool which may not consider decision takers perceptions. They are lacking in spatial and temporal depth, and unable to assess sufficiently some environmental impact categories such as biodiversity, land use etc. and most economic and social impact categories, e.g. food security, water security, energy security. This study explored tools, methodologies and frameworks that can be deployed individually, as well as in combination with each other for bridging these methodological gaps in application to agro-bioenergy systems. Integrating agronomic options, e.g. alternative farm power, tillage, seed sowing options, fertilizer, pesticide, irrigation into the boundaries of LCAs for agro-bioenergy systems will not only provide an alternative agro-ecological perspective to previous LCAs, but will also lead to the derivation of indicators for assessment of some social and economic impact categories. Deploying life cycle thinking approaches such as energy return on energy invested-EROEI, human appropriation of net primary production-HANPP, net greenhouse gas or carbon balance-NCB, water footprint individually and in combination with each other will also lead to further derivation of indicators suitable for assessing relevant environmental, social and economic impact categories. Integrating human health into prospective impact assessments is known to be challenging. This is true for both approaches: dedicated health impact assessments (HIA) as well as inclusion of health into more general impact assessments. Acknowledging the full range of participatory, qualitative, and quantitative approaches, this study focuses on the latter, especially on computational tools for quantitative health modelling. We conducted a survey among tool developers concerning the status quo of development and availability of such tools; experiences made with model usage in real-life situations; and priorities for further development. Responding toolmaker groups described 17 such tools, most of them being maintained and reported as ready for use and covering a wide range of topics, including risk & protective factors, exposures, policies, and health outcomes. In recent years, existing models have been improved and were applied in new ways, and completely new models emerged. There was high agreement among respondents on the need to further develop methods for assessment of inequalities and uncertainty. The contribution of quantitative modeling to health foresight would benefit from building joint strategies of further tool development, improving the visibility of quantitative tools and methods, and engaging continuously with actual and potential users. 相似文献

Integrated assessment (IA) can be defined as a structured process of dealing with complex issues, using knowledge from various
scientific disciplines and/or stakeholders, such that integrated insights are made available to decision makers (J. Rotmans,
Enviromental Modelling and Assessment 3 (1998) 155). There is a growing recognition that the participation of stakeholders
is a vital element of IA. However, only little is known about methodological requirements for such participatory IA and possible
insights to be gained from these approaches. This paper summarizes some of the experiences gathered in the ULYSSES project,
which aims at developing procedures that are able to bridge the gap between environmental science and democratic policy making
for the issue of climate change. The discussion is based on a total of 52 IA focus groups with citizens, run in six European
and one US city. In these groups, different computer models were used, ranging from complex and dynamic global models to simple
accounting tools. The analysis in this paper focuses on the role of the computer models. The findings suggest that the computer
models were successful at conveying to participants the temporal and spatial scale of climate change, the complexity of the
system and the uncertainties in our understanding of it. However, most participants felt that the computer models were less
instrumental for the exploration of policy options. Furthermore, both research teams and participants agreed that despite
considerable efforts, most models were not sufficiently user-friendly and transparent for being accessed in an IA focus group.
With that background, some methodological conclusions are drawn about the inclusion of the computer models in the deliberation
process. Furthermore, some suggestions are made about how given models should be adapted and new ones developed in order to
be helpful for participatory IA.

Assessing the major atmospheric issues – acidic deposition, climatechange, ozone depletion, smog, hazardous airpollutants and suspended particulate matter – together rather than individually provides many advantages. But to be successful, this integration requires a common method for relating theseissues to one another. This is a scientific question.In order to successfully resolve the atmospheric issues (a policy question) requires communication of the relevant science to non-scientists in plain language. Non-scientists need to be part of the development of the structure of the communications vehicle. The objective for multi-issueassessment, and thus for the development of an index to trackthe state of the environment in an integrated way, is of courserelated to the desire to achieve environmentally sustainable development.Sustainability can be represented by a 3-legged stool and is an aptsymbol of the struggle of Canadians to balance their ecological,economic and social needs. Although the environment is the basisof all life, humankind has created society and has defined how thatsociety will function (the economy). The three legs of the stool(ecosystem, economy, society) represent the three parts of thesustainability balance. The seat of the stool represents thegovernance process and the three legs are deeply embedded in thisgovernance process because it is the governance which ensures thestability of the system over time. The challenge then is to measure the stability of the stool in a waywhich all can understand. This measure of sustainability must respondto individual and collective actions which improve or degrade the environment. This paper presents such a framework for a sustainability index andoutlines the next steps that need to be taken.The framework starts from the premise that ecosystem, economy andsociety are equal parts of sustainability. Ecosystem indices arerepresentative measures of the state of the environment while economicindices are representative measures of the state of the economy. Socialindices in some way have to measure the state of society. The trick,for a successful sustainability index, will be to ensure that the importantaspects of the ecosystem, the economy and society, are included. Tiering of information and decisions from more strategic plans to more specific projects (and sometimes the other way) can streamline plan-making and assessments, and improve decisions at each planning tier. In particular, it can lead to more consistent and comprehensive impact mitigation at the lower tiers. In practice, however, tiering of assessments is carried out only sporadically. This paper reviews the international literature and case studies on Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) tiering, and presents the findings of interviews with 14 SEA/EIA experts. It concludes that a conscious and explicit transfer of information from the SEA level, and an explicit receipt of this information at the EIA level are necessary prerequisites for effective tiering. SEAs must be carried out with local actions in mind, in order for mitigation measures to support environmental protection on the ground. Lower-tier decision-makers must also be willing to be bound by decisions by the higher-tier SEA, focusing on implementation of these decisions. 相似文献

The significant role and impact of humans in fostering environmental change, at all spatial-temporal scales, has been formally recognised by the development and inclusion of the Anthropocene epoch into the standardised geological time scale. Due to the role and impacts that humans are having, it is necessary to develop an understanding of the co-evolutionary relationship between humans and the environment in the Anthropocene – Specifically, in relation to the fundamental dynamics of sustainability and unsustainability. This requires the development of approaches which are capable of developing new holistic knowledge concerning the fundamental dynamics of sustainability/unsustainability operating at any specified spatial-temporal scale(s) in the Anthropocene. Henceforth, this paper proposes a holistic quantitative framework - the Sustainability Dynamics Framework. The framework integrates and extends four fundamental theories concerning the environment-human relationship into a single framework. The framework is then demonstratively applied for the first time to determine and analyse the fundamental dynamic relationships between indicated levels of sustainability (S-values) and various influencing factors, significantly expanding upon previously obtained results and analysis in Phillips (2015). The demonstrative application indicates that the SDF has a potential contribution towards advancing knowledge concerning the dynamics of sustainability/unsustainability in the Anthropocene. This will be demonstrated through the future applications of the SDF to newly developed case studies of a multi spatial-temporal nature. 相似文献

The international, interdisciplinary biodiversity research project BIOTA AFRICA initiated a standardized biodiversity monitoring network along climatic gradients across the African continent. Due to an identified lack of adequate monitoring designs, BIOTA AFRICA developed and implemented the standardized BIOTA Biodiversity Observatories, that meet the following criteria (a) enable long-term monitoring of biodiversity, potential driving factors, and relevant indicators with adequate spatial and temporal resolution, (b) facilitate comparability of data generated within different ecosystems, (c) allow integration of many disciplines, (d) allow spatial up-scaling, and (e) be applicable within a network approach. A BIOTA Observatory encompasses an area of 1?km2 and is subdivided into 100 1-ha plots. For meeting the needs of sampling of different organism groups, the hectare plot is again subdivided into standardized subplots, whose sizes follow a geometric series. To allow for different sampling intensities but at the same time to characterize the whole square kilometer, the number of hectare plots to be sampled depends on the requirements of the respective discipline. A hierarchical ranking of the hectare plots ensures that all disciplines monitor as many hectare plots jointly as possible. The BIOTA Observatory design assures repeated, multidisciplinary standardized inventories of biodiversity and its environmental drivers, including options for spatial up- and downscaling and different sampling intensities. BIOTA Observatories have been installed along climatic and landscape gradients in Morocco, West Africa, and southern Africa. In regions with varying land use, several BIOTA Observatories are situated close to each other to analyze management effects. 相似文献

For the health and safety of the public, it is essential to measure spatiotemporal distribution of air pollution in a region and thus monitor air quality in a fine-grain manner. While most of the sensing-based commercial applications available until today have been using fixed environmental sensors, the use of personal devices such as smartphones, smartwatches, and other wearable devices has not been explored in depth. These kinds of devices have an advantage of being with the user continuously, thus providing an ability to generate accurate and well-distributed spatiotemporal air pollution data. In this paper, we review the studies (especially in the last decade) done by various researchers using different kinds of environmental sensors highlighting related techniques and issues. We also present important studies of measuring impact and emission of air pollution on human beings and also discuss models using which air pollution inhalation can be associated to humans by quantifying personal exposure with the use of human activity detection. The overarching aim of this review is to provide novel and key ideas that have the potential to drive pervasive and individual centric and yet accurate pollution monitoring techniques which can scale up to the future needs. 相似文献

The mountain rivers of the Indian Himalaya possess a vast potential for hydropower generation. After decades of comparatively modest development recent years have seen a major intensification in the construction of new hydropower dams. Although increasingly portrayed as a form of renewable energy generation, hydropower development may lead to extensive alterations of fluvial systems and conflicts with resource use patterns of local communities. To appraise and reduce adverse effects is the purpose of statutory Environmental Impact Assessments (EIA) and corresponding mitigation plans. However, in the light of ambitious policies for hydropower expansion conventional approaches of environmental assessment are increasingly challenged to keep up with the intensity and pace of development. This paper aims to explore the systemic limitations of environmental assessment for hydropower development in the Indian state of Himachal Pradesh. Based on a qualitative methodology involving interviews with environmental experts, document reviews and field observations the study suggests that the current practice of constraining EIAs to the project level fails to address the larger effects of extensive hydropower development. Furthermore, it is critically discussed as to what extent the concept of Strategic Environmental Assessment (SEA) might have the potential to overcome existing shortcomings. 相似文献

Climate change is supposed to exacerbate conflicts arising from resource scarcity and contrasting objectives. Some European authors highlighted already the need to look at conflicting interests when elaborating and applying adaptation and mitigation strategies. This study analysed the level of consideration of these emerging topics arising through increased competition of resources, contrasting interests, climate change adaptation as well as mitigation measures for Austria and Southern Germany in detail. Furthermore, it surveyed the application of possible approaches for conflict prevention and mitigation in an international perspective and additionally examined the particular role of SEA as one of the instruments to cope with conflicts related to climate change. The results express the strong need to look at emerging conflicts in cross-sectoral and sectoral adaptation early enough and a strategic perspective. Based on the content analysis of the Austrian and German adaptation and mitigation documents, expert interviews as well as the international literature review, a rather low consideration of these emerging topics as well as approaches to cope with them became evident. In response to these deficiencies, the paper introduces a first framework to identify and tackle emerging and exacerbated conflicts related to climate change. This novel framework is internationally applicable. In the final step of the framework approaches to prevent and minimize conflicts are the key topic. Among these approaches, SEA could take a leading role in case mandatory planning instruments cover the topics related to potential or existing exacerbated fields of conflicts. Overall a mix of formal and informal instruments and a more cross-sectoral perspective seems necessary. In this article, we provide a critical review of the place of paradigm in health impact assessment (HIA) research and practice. We contend that most HIA practitioners have given insufficient attention to paradigm positioning when developing and applying HIA methodologies and that some concerns about current HIA practice can be attributed to this. We review HIA literature to assess the extent and nature of attention given to paradigm positioning and these related concerns. We then respond to our critique by exploring the implications, opportunities and challenges of adopting a critical realist paradigm, which we believe has the potential to help HIA practitioners to develop HIA methodology in a way that addresses these issues. 相似文献

PurposeFor over 20 years the feasibility of including man-made impacts on biodiversity in the context of Life Cycle Assessment (LCA) has been explored. However, a comprehensive biodiversity impact assessment has so far not been performed. The aim of this study is to analyse how biodiversity is currently viewed in LCA, to highlight limitations and gaps and to provide recommendations for further research.MethodFirstly, biodiversity indicators are examined according to the level of biodiversity they assess (genetic, species, ecosystem) and to their usefulness for LCA. Secondly, relevant pressures on biodiversity that should be included in LCA are identified and available models (in and outside of an LCA context) for their assessment are discussed. Thirdly, existing impact assessment models are analysed in order to determine whether and how well pressures are already integrated into LCA. Finally, suggestions on how to include relevant pressures and impacts on biodiversity in LCA are provided and the necessary changes in each LCA phase that must follow are discussed.ResultsThe analysis of 119 indicators shows that 4% of indicators represent genetic diversity, 40% species diversity and 35% ecosystem diversity. 21% of the indicators consider further biodiversity-related topics. Out of the indicator sample, 42 indicators are deemed useful as impact indicators in LCA. Even though some identified pressures are already included in LCA with regard to their impacts on biodiversity (e.g. land use, carbon dioxide emissions etc.), other proven pressures on biodiversity have not yet been considered (e.g. noise, artificial light).ConclusionFurther research is required to devise new options (e.g. impact assessment models) for integrating biodiversity into LCA. The final goal is to cover all levels of biodiversity and include all missing pressures in LCA. Tentative approaches to achieve this goal are outlined. 相似文献

Water quality indice are necessary for resolving lengthy, multi-parameter, water analysis reports into single digit scores. This, in turn, is essential for comparing the water quality of different sources and in monitoring the changes in the water quality of a given source as a function of time and other influencing factors.In this paper we present the computer-automated tool QUALIDEX (water QUALIty inDEX), which has been developed by us to generate and operate water quality indice. Several popular indice – such as the Oregon Water Quality Index developed in the 1970s by Oregon Department of Environmental Quality and later updated in 1995, the Aquatic Toxicity Index developed by Wepener and coworkers for protection of aquatic life at the Olifants river, Kruger National Park, South Africa, the water quality index developed by Dinius in 1987, the Overall Index of Pollution (of surface waters) developed at the National Environmental Engineering Research Institute (NEERI), and the water quality index of the Central Pollution Control Board (CPCB) – have also been added to QUALIDEX in modular form. There is also a New
water quality index sub-module which enables the user to generate his or her own index and compare its performance with these well-known indice. The package is also capable of analyzing the variations in the water quality of different sites at different times. A majority of the native medicinal plants that are commercialized in Brazil are harvested from natural populations. In addition to this essentially unrestrained collecting, these plants have been heavily impacted by the cutting and the fragmentation of forest formations throughout the country. Considering the limited availability of natural resources, threats to species diversity, and the necessity of conservation efforts in light of the rapid exhaustion of natural ecosystems, it is becoming exceedingly important to establish conservation priorities. The present work sought to identify the native medicinal plants harvested for industrial purposes and to establish conservation priorities for the species of highest commercial value. To that end, a survey of Brazilian industrial products that use medicinal plants was undertaken in 54 shops in the city of Recife (Pernambuco, NE Brazil). The survey noted information concerning the commercial name of the product, its plant composition and pharmaceutical presentation, therapeutic indications, as well as the laboratory that produced it. Only native species were considered. A total of 74 different native species used to produce more than 300 types of products were encountered in the present survey. Twelve species demonstrated significant versatility (Species which had the highest numbers of different therapeutic indications and body systems), and 58.33% of these plants were trees. Destructive collecting predominates (58.11%), greatly affecting taxa collected exclusively from wild populations (86.49%). The intensive use of exclusively wild species and the destructive harvesting techniques employed in gathering them create serious problems that will threaten the availability of these resources to future generations. 相似文献

Current demand analysis methods do not formally cover the case of chronic deficits in quantity or quality of water and sanitation
services. These services include drinking water supply (DWS), wastewater and sewage treatment (WST), and municipal solid waste
management (MSW). Formal analysis of this case would, at minimum, define the deficit state and evaluate appropriate options
for reducing it. This paper proposes for a formal analytical model for municipal sanitation systems (MSS) that operate with
deficits in at least one of the constituent services of DWS, WST, or MSW. The model introduces definitions and notation for
describing the deficit state for conducting demand analysis on municipal sanitation systems. This model of demand analysis
for systems with chronic deficits will hereinafter be referred to as deficit analysis. A case study for Bacoor, Philippines is presented as an example. 相似文献

Recently, the SEA research community has started to pay attention to countries of the Global South. Yet, the international literature has rarely explored Latin American Environmental Assessment (EA) systems in contrast to EA systems in countries of the Global North. This article aims at analysing the Peruvian Strategic Environmental Assessment (SEA) system. Research was conducted in 2015 as part of the project ‘ProAmbiente’ initiated by the German-Peruvian development co-operation (APCI and GIZ) with the objective to analyse and strengthen the SEA practice in Peru. A combination of methods was used for meta- and micro-level analyses, characterising both the intended SEA system and practical performance. Ultimately, the analysis of the SEA implementation was based on a review of state-of-the-art international literature and led to the formulation of a set of recommendations. Actors in the field of international development co-operation supporting the development of EIA legislation in developing countries often do not achieve the results envisaged. The performance of EIA in these countries often remains weak. One reason, we assume, is that often those actors support the establishment of overly ambitious EIA legislation that cannot achieve its objectives in the light of constraining contexts. To provide more effective support we need to better understand the enabling and constraining contextual factors that influence the development of EIA legislation and to which support actors should align itself. In this article a new analysis framework for classifying, characterizing and explaining the development of EIA legislation is described, measured in terms of ambition levels. Ambitions are defined as intentions the EIA authorities aim to fulfill, expressed in formal EIA legislation. Three country cases, Yemen, Georgia and Ghana are used to illustrate the usefulness of our framework and as a first test to refine the framework. We have formulated the following five hypotheses that complement and refine our analysis framework. One, EIA legislation may develop multilinearly in terms of ambition levels. Two, ambitions in EIA legislation seem to be influenced to a great extent by the power and capacity of, on the one hand, the environmental authorities supporting EIA and, on the other hand, the sector authorities hindering the development of EIA. Three, the political system is the most important context factor influencing the rules of policy-making and the power of the different actors involved. Four, the importance of context factors on the development of ambitions is dependent on the phase of EIA system development. Five, some ambitions seem to be influenced by particular factors; for instance the ambitions for the object of study seem to be influenced by the level of environmental awareness of the sector ministries and parliament.The analysis framework may also assist actors involved in the development of EIA legislation in setting ambitions for EIA legislation that are feasible within the context in which it will be developed and implemented. Application of a country-specific EIA model would seem to be the preferred model to develop EIA legislation because by taking capacities of actors and context factors as a starting point, it offers more potential to well-performing EIA systems. 相似文献
