ABSTRACT: A fundamental problem in protecting surface drinking water supplies is the identification of sites highly susceptible to soil erosion and other forms of nonpoint source (NPS) pollution. The New York City Department of Environmental Protection is trying to identify erodible sites as part of a program aimed at avoiding costly filtration. New York City's 2,000 square mile watershed system is well suited for analysis with geographic information systems (GIS); an increasingly important tool to determine the spatial distribution of sensitive NPS pollution areas. This study used a GIS to compare three land cover sources for input into the Modified Universal Soil Loss Equation (MUSLE), a model estimating soil loss from rangeland and forests, for a tributary watershed within New York City's water supply system. Sources included both conventional data (aerial photography) and Landsat data (MSS and TM images). Although land cover classifications varied significantly across these sources, location-specific and aggregate watershed predictions of the MUSLE were very similar. We conclude that using Landsat TM imagery with a hybrid classification algorithm provides a rapid, objective means of developing large area land cover databases for use in the MUSLE, thus presenting an attractive alternative to photo interpretation.  相似文献

The BOSAWAS Natural Resource Reserve of Nicaragua was established in 1991, to protect a portion of the remaining tropical rain forest and to promote the sustainable use of the region's resources. Information required to effectively manage the reserve includes the extents and locations of present land-cover types and recent land-cover changes in the management use zones that were delineated by local indigenous communities. These zones include areas designated for conservation, limited resource extraction, agriculture, and watershed protection. Land-cover for 1986 and 1995 was identified for three of the communities from remotely sensed images and then input into a geographic information system database to identify land-cover types within these management use zones. For both dates of the analysis, advanced forest was the dominant land cover, with the conservation zones entirely forested. The amount of both agricultural land and scrub/early secondary forest increased between the two dates, with much of these land-cover classes occurring in the agriculture zones. Conflicts between the land-cover present and designated use were identified in some of the limited-use buffer and watershed protection zones. Changes between 1986 and 1995 were identified by overlaying the two land-cover data sets. Three change processes were identified as occurring: deforestation, reforestation, and reconversion. Changes were concentrated in the agriculture zones but were found to occur in every type of zone, except for conservation. The results of this study will establish baseline information for the future management of the BOSAWAS Reserve, an important component in uniting conservation areas along the Central American isthmus.  相似文献

Many pollution sources and heavy runoff often plague urbanizing watersheds. Riparian ecotones can filter pollutants and attenuate runoff; however, changing land cover tends to diminish this buffering capacity. Visualizing riparian ecotone fragmentation at the watershed scale can help prioritize management efforts. A geographic information systems approach was developed to illustrate land cover and soil properties affecting buffering potential along riparian corridors. An application to the Hickory Creek watershed in north‐central Texas shows significant riparian ecotone fragmentation, suggesting high‐priority areas for preservation and restoration.  相似文献

Awareness of groundwater protection has increased substantially in recent decades. In the Province of Quebec, Canada, the Groundwater Catchment Regulation (GWCR) was promulgated in 2002 to protect water quality in public wells. The goal of the present study was to document groundwater protection in the context of emerging regulations and identify factors explaining the propensity of municipalities applying protection strategies. Two types of information were used in this study: data from a questionnaire-based survey conducted among 665 municipalities in the Province of Quebec and complementary information gathered from various sources. Data from the survey revealed that fewer than half of the municipalities have been able to comply with the GWCR, mainly because of financial limitations. Also, close to half of the municipalities have either identified or are expecting land use conflicts to arise between protection areas required by the GWCR and other land usage, with agriculture being the main conflicting activity. Multivariate logistic regression models served to identify factors explaining the likelihood of municipalities to take groundwater protection measures. Those factors were municipality revenue, history of water contamination in distribution systems, land use near wellheads, location of municipalities within a provincial priority watershed and the importance of groundwater use in a region. Results of the study may prove helpful for government authorities in better understanding the groundwater protection issue and in implementing strategies that improve the ability of municipalities to protect groundwater.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

The paper draws on an empirical study of two workshops in which the issues that arise from the use of geographic information systems (GIS) as a planning tool in public participation settings were explored by local residents who take an active interest in local planning matters in their London borough. The paper demonstrates how issues concerned with the democratization of GIS and public participation GIS (PPGIS) informed the structure and conduct of the workshops and the qualitative analysis of the workshop discussions. Key themes raised by participants included: the potential of PPGIS as a means of extending knowledge networks; issues of data ownership and the responsiveness of data providers to public concerns; and the role that institutional norms and practices play in democratizing information availability and the transparency of the decision-making process. The paper concludes that the potential of PPGIS as a planning tool cannot be separated from public concerns about the legitimacy of the planning process or local government.  相似文献

ABSTRACT: Significant land cover changes have occurred in the watersheds that contribute runoff to the upper San Pedro River in Sonora, Mexico, and southeast Arizona. These changes, observed using a series of remotely sensed images taken in the 1970s, 1980s, and 1990s, have been implicated in the alteration of the basin hydrologic response. The Cannonsville subwatershed, located in the Catskill/Delaware watershed complex that delivers water to New York City, provides a contrast in land cover change. In this region, the Cannonsville watershed condition has improved over a comparable time period. A landscape assessment tool using a geographic information system (GIS) has been developed that automates the parameterization of the Soil and Water Assessment Tool (SWAT) and KINEmatic Runoff and EROSion (KINEROS) hydrologic models. The Automated Geospatial Watershed Assessment (AGWA) tool was used to prepare parameter input files for the Upper San Pedro Basin, a subwatershed within the San Pedro undergoing significant changes, and the Cannonsville watershed using historical land cover data. Runoff and sediment yield were simulated using these models. In the Cannonsville watershed, land cover change had a beneficial impact on modeled watershed response due to the transition from agriculture to forest land cover. Simulation results for the San Pedro indicate that increasing urban and agricultural areas and the simultaneous invasion of woody plants and decline of grasslands resulted in increased annual and event runoff volumes, flashier flood response, and decreased water quality due to sediment loading. These results demonstrate the usefulness of integrating remote sensing and distributed hydrologic models through the use of GIS for assessing watershed condition and the relative impacts of land cover transitions on hydrologic response.  相似文献

The availability of spatially continuous data layers can have a strong impact on selection of land units for conservation purposes. The suitability of ecological conditions for sustaining the targets of conservation is an important consideration in evaluating candidate conservation sites. We constructed two fuzzy logic-based knowledge bases to determine the conservation suitability of land units in the interior Columbia River basin using NetWeaver software in the Ecosystem Management Decision Support application framework. Our objective was to assess the sensitivity of suitability ratings, derived from evaluating the knowledge bases, to fuzzy logic function parameters and to the removal of data layers (land use condition, road density, disturbance regime change index, vegetation change index, land unit size, cover type size, and cover type change index). The amount and geographic distribution of suitable land polygons was most strongly altered by the removal of land use condition, road density, and land polygon size. Removal of land use condition changed suitability primarily on private or intensively-used public land. Removal of either road density or land polygon size most strongly affected suitability on higher-elevation US Forest Service land containing small-area biophysical environments. Data layers with the greatest influence differed in rank between the two knowledge bases. Our results reinforce the importance of including both biophysical and socio-economic attributes to determine the suitability of land units for conservation. The sensitivity tests provided information about knowledge base structuring and parameterization as well as prioritization for future data needs.  相似文献

The use of geographic information systems (GIS) technology in natural resource management has expanded rapidly: It is the preferred tool of spatial data analysis addressing large landscapes and is typically the presentation medium for conveying landscape-scale scientific findings to all kinds of audiences. In a case study using the Coastal Landscape Analysis and Modeling Study in western Oregon, it was found that the use of GIS to analyze and display natural resource data in that project produced a variety of responses among different participants and participant groups. The findings offer insights into the workings of groups attempting public involvement in natural resource management.  相似文献

/ Geographic information systems (GIS) allow users to explore possible spatial relations that may exist within their data. At the Missouri Department of Conservation (MDC), GIS data is being used to help make management decisions. Thirteen geographic data layers of the Meramec River Basin, Missouri, were used to help demonstrate the usefulness of GIS for making fisheries management decisions. The data were used to help identify potential acquisition areas within the Meramec River Basin. The basin was separated into 22 strata based on ecoregion boundaries, watershed boundaries, and stream order. Suitability for acquisition was determined for each stratum based on species richness, habitat characteristics, percent of public land, and number of human impacts, such as gravel and ore mining. Eleven strata scored high enough to be recommended as potential acquisition areas. After further evaluation of the 11 strata, three were chosen as areas where available land and willing sellers should be considered. Four strata needed more sampling before land within them should be considered for acquisition. The final four were considered low priority because there was already a considerable amount of public land present in the strata. The analysis was helpful in allowing managers to focus in on a smaller area for acquisition consideration; 91% of the area was eliminated from the analysis. Instead of having to survey every parcel of land that becomes available, parcels that don't fall within the recommended strata can be eliminated without further investigation.  相似文献

We evaluated the relationships between landscape characteristics and lake water quality in receiving waters by regressing four water quality responses on landscape variables that were measured for whole watersheds and three different buffer distances (30, 60, and 120 m). Classical percolation theory was used to conceptualize nutrient pathways and to explain nonlinear responses. The response variables were total nitrogen (TN), total phosphorus (TP), chlorophyll-a (Chl-a), and Secchi transparency (SD). Landscape data were obtained from satellite image-derived maps of 130 watersheds in Iowa using geographic information systems software. We developed regression models with a stepwise protocol selecting the optimal number of significant explanatory variables. Configuration variables such as contagion, the cohesion of cropland and urban land, and the aggregation index of forest were very important and more important than variables assessing landscape composition (e.g., percentage farmland). Whole watershed models predicted between 15 and 67% of the variability in TN, TP, Chl-a, and SD. Proximity-explicit data offered only slightly improved statistical power over land cover data derived from the entire watershed for variables TN, Chl-a. and SD, but not for TP.  相似文献

/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. Abstract: Spatio‐temporal linkages between hydrologic and ecologic dimensions of watersheds play a critical role in conservation policies. Habitat potential is influenced by variation along longitudinal and lateral gradients and land use disturbance. An assessment of these influences provides critical information for protecting watershed ecosystems and in making spatially explicit, conservation decisions. We use an ecohydrologic approach that focuses on interface between hydrological and ecological processes. This study focuses on changes in watershed habitat potentials along lateral (riparian), and longitudinal (stream order) dimensions and disturbance (land use). The habitat potentials were evaluated for amphibians, reptiles, mammals, and birds in the Westfield River Watershed of Massachusetts using geographic information systems and multivariate analysis. We use a polynomial model to study nonlinear effects using robust regression. Various spatial policies were modeled and evaluated for influence on species diversity. All habitat potentials showed a strong influence along spatial dimensions and disturbance. The habitat potential for all vertebrate groups studied decreased as the distance from the riparian zone increased. Headwaters and lower order subwatersheds had higher levels of species diversity compared to higher order subwatersheds. It was observed that locations with the least disturbance also had higher habitat potential. The study identifies three policy criteria that could be used to identify critical areas within a watershed to conserve habitat suitable for various species through management and restoration activities. A spatially variable policy that is based on stream order, riparian distance, and land use can be used to maximize watershed ecological benefits. Wider riparian zones with variable widths, protection of headwaters and lower order subwatersheds, and minimizing disturbance in riparian and headwater areas can be used in watershed policy. These management objectives could be achieved using targeted economic incentives, best management practices, zoning laws, and educational programs using a watershed perspective.  相似文献

ABSTRACT: Integrated watershed management encompasses complex physical and social issues that have impacts on environmental resources. A key aspect of this holistic effort is public education. Most researchers and practitioners agree that an informed public is a crucial part of the environmental management process. Yet, educational programs that provide stakeholders with information about physical processes in watersheds are often unavailable. This paper assesses the effect of an education program for residents of the New York City watershed. Surveys evaluated certain knowledge levels and attitudes of participants and compared three groups: individuals who utilized the educational materials completely (full users), those who received the materials but did not use them completely (partial users), and watershed residents who did not receive the educational program (nonrecipients). Full users displayed a higher level of knowledge concerning specific watershed processes than did partial users and nonrecipients. In terms of applying that knowledge across linked concepts, however, we observed no significant differences between the three readership levels. Furthermore, partial users engaged in less evaluation of issues that related to the broader watershed context. The findings from this project have implications for educational and regulatory institutions and program development relating to watershed protection.  相似文献

Watershed models often estimate annual nitrogen (N) or phosphorus (P) pollutant loads in rural areas with export coefficient (EC) (kg/ha/yr) values based on land cover, and in urban areas as the product of spatially uniform event mean concentration (EMC) (mg/L) values and runoff volume. Actual N and P nonpoint source (NPS) pollutant loading has more spatial complexity due to watershed variation in runoff likelihood and buffering likelihood along surface and subsurface pathways, which can be represented in a contributing area dispersal area (CADA) NPS model. This research develops a CADA NPS model to simulate how watershed properties of elevation, land cover, and soils upslope and downslope of each watershed pixel influence nutrient loading. The model uses both surface and subsurface runoff indices (RI), and surface and subsurface buffer indices (BI), to quantify the runoff and buffering likelihood for each watershed pixel, and generate maps of weighted EC and EMC values that identify NPS pollutant loading hotspots. The research illustrates how CADA NPS model maps and pixel loading values are sensitive to the spatial resolution and accuracy of elevation and land cover data, and model predictions can represent the lower and upper bounds of NPS loading. The model provides managers with a tool to rapidly visualize, rank, and investigate likely areas of high nutrient export.  相似文献

Abstract

Participatory GIS (geographic information systems) is designed to use community mapping exercises to produce spatial representations of local knowledge. The ideals of Participatory GIS revolve around the concept of public participation in the use of spatial data leading to increased community involvement in policy-setting and decision-making (Weiner et al., Community participation and geographic information systems, in: Craig et al., Community participation and geographic information systems, London: Taylor & Francis, 2002). This paper reports on findings from two case studies, one relating to assessments of air quality and how Participatory GIS has been used in the UK to improve local government policy, and the second on assessments of noise pollution. It concludes by discussing a caveat on the use of Participatory GIS for environmental governance, which is that, ideally, only issues on which participants are likely to have direct experiential knowledge should be targeted.  相似文献

Advances in technology and decreases in cost are making remote sensing (RS) and geographic information systems (GIS) practical and attractive for use in coastal resource management. They are also allowing researchers and managers to take a broader view of ecological patterns and processes. Landscape-level environmental indicators that can be detected by Landsat Thematic Mapper (TM) and other remote sensors are available to provide quantitative estimates of coastal and estuarine habitat conditions and trends. Such indicators include watershed land cover, riparian buffers, shoreline and wetland changes, among others. With the launch of Landsat 7, the cost of TM imagery has dropped by nearly a factor of 10, decreasing the cost of monitoring large coastal areas and estuaries. New satellites, carrying sensors with much finer spatial (1-5 m) and spectral (200 narrow bands) resolutions are being launched, providing a capability to more accurately detect changes in coastal habitat and wetland health. Advances in the application of GIS help incorporate ancillary data layers to improve the accuracy of satellite land-cover classification. When these techniques for generating, organizing, storing, and analyzing spatial information are combined with mathematical models, coastal planners and managers have a means for assessing the impacts of alternative management practices.  相似文献

Reed beds of Phragmites australis in the River Amudarya delta near the Aral Sea constitute permanent breeding areas of the Asian Migratory locust, Locusta migratoria migratoria. Every year, thousands of hectares are treated with broad-spectrum insecticides to prevent locust swarms from damaging crops in adjacent areas. To devise efficient locust monitoring and management plans, accurate and updated information about the spatial distribution of reeds is necessary. Given the vast geographic extent of the delta, traditional, ground survey methods are inadequate. Remotely sensed data collected by the MODIS sensor aboard the TERRA satellite provide a useful tool to characterize the spatial distribution of reeds. Multi-temporal MODIS data, collected at different times of the growing season, were used to generate spectral-temporal signatures for reeds and other land cover classes. These spectral-temporal signatures were matched with reed phenology. MODIS information was digitally classified to generate a land cover map with an overall accuracy of 74%. MODIS data captured 87% of the ground-verified reed locations. Estimates derived from MODIS data indicate that 18% of the study area was covered by reeds. However, high commission error resulted from misclassification of reeds mixed with shrubs class and shrubs class as reeds. This could have resulted in overprediction of the area covered by reeds. Additional research is needed to minimize the overlap between reeds and other vegetation classes (shrubs, and reed and shrub mix). Nevertheless, despite its relatively low spatial resolution (250 m), multi-temporal MODIS data were able to adequately capture the distribution of reeds. Instead of blanketing the fragile wetland ecosystem of the Amudarya delta with chemical anti-locust treatments, plant protection specialists can use this information to devise ecologically sound pest management plans aimed at reducing the adverse environmental impact in the zone of the Aral Sea ecological catastrophe. MODIS methodology to identify reed stands can be applicable to the Migratory locust habitats in other geographic areas.  相似文献

Citizen involvement in environmental policy setting is important for insuring policy viability. However, traditional public meetings are criticized for being an ineffective means of conveying information, especially for complex policy issues such as watershed management. An interactive technology-based approach to public meetings provides a promising alternative. This pilot study compares knowledge, commitment and satisfaction levels of two groups of participants at a watershed meeting: one group attended a traditional meeting format and the other attended a technology-based format. Group survey results show technology-based participants report a higher level of meeting satisfaction and a stronger influence of the meeting on watershed attitudes. Comparisons of knowledge and commitment levels may require a multiple meeting format to highlight group differences.  相似文献

Agricultural non-point source (NPS) pollution, primarily sediment and nutrients, is the leading source of water-quality impacts to surface waters in North America. The overall goal of this study was to develop geographic information system (GIS) protocols to facilitate the spatial and temporal modeling of changes in soils, hydrology, and land-cover change at the watershed scale. In the first part of this article, we describe the use of GIS to spatially integrate watershed scale data on soil erodibility, land use, and runoff for the assessment of potential source areas within an intensively agricultural watershed. The agricultural non-point source pollution (AGNPS) model was used in the Muddy Creek, Ontario, watershed to evaluate the effectiveness of management strategies in decreasing sediment and nutrient [phosphorus (P)] pollution. This analysis was accompanied by the measurement of water-quality parameters (dissolved oxygen, pH, hardness, alkalinity, and turbidity) as well as sediment and P loadings to the creek. Practices aimed at increasing year-round soil cover would be most effective in decreasing sediment and P losses in this watershed. In the second part of this article, we describe a method for characterizing land-cover change in a dynamic urban fringe watershed. The GIS method we developed for the Blackberry Creek, Illinois, watershed will allow us to better account for temporal changes in land use, specifically corn and soybean cover, on an annual basis and to improve on the modeling of watershed processes shown for the Muddy Creek watershed. Our model can be used at different levels of planning with minimal data preprocessing, easily accessible data, and adjustable output scales.  相似文献
