Threshold-Based Resource Management: A Framework for Comprehensive Ecosystem Management 总被引:5,自引:0,他引:5
The problems posed by adaptive management for improved ecosystem health are reviewed. Other kinds of science-informed ecosystem
management are needed for those regions of conflict between rapid human population growth, increased resource extraction,
and the rising demand for better environmental amenities, where large-scale experiments are not feasible. One new framework
is threshold-based resource management. Threshold-based resource management guides management choices among four major science
and engineering approaches to achieve healthier ecosystems: self-sustaining ecosystem management, adaptive management, case-by-case
resource management, and high-reliability management. As resource conflicts increase over a landscape (i.e., as the ecosystems
in the landscape move through different thresholds), management options change for the environmental decision-maker in terms
of what can and cannot be attained by way of ecosystem health. The major policy and management implication of the framework
is that the exclusive use or recommendation of any one management regime, be it self-sustaining, adaptive, case-by-case, or
high-reliability management, across all categories of ecosystems within a heterogeneous landscape that is variably populated
and extractively used is not only inappropriate, it is fatal to the goals of improved ecosystem health. The article concludes
with detailed proposals for environmental decision-makers to undertake “bandwidth management” in ways that blend the best
of adaptive management and high-reliability management for improved ecosystem health while at the same time maintaining highly
reliable flows of ecosystem services, such as water. 相似文献

Why do some community-based natural resource management strategies perform better than others? Commons theorists have approached this question by developing institutional design principles to address collective choice situations, while other analysts have critiqued the underlying assumptions of community-based resource management. However, efforts to enhance community-based natural resource management performance also require an analysis of exogenous and endogenous variables that influence how social actors not only act collectively but do so in ways that respond to changing circumstances, foster learning, and build capacity for management adaptation. Drawing on examples from northern Canada and Southeast Asia, this article examines the relationship among adaptive capacity, community-based resource management performance, and the socio-institutional determinants of collective action, such as technical, financial, and legal constraints, and complex issues of politics, scale, knowledge, community and culture. An emphasis on adaptive capacity responds to a conceptual weakness in community-based natural resource management and highlights an emerging research and policy discourse that builds upon static design principles and the contested concepts in current management practice. 相似文献

This paper explores the positive aspects of collaboration in natural resources. Its purpose was to investigate participants'
overall attitudes about keys to successful collaboration. The sample for the study consisted of 671 participants involved
in 30 collaborative initiatives (CI) with the Forest Service. Using a mailed questionnaire, this study profiled the collaborative
initiatives investigating purpose, problems addressed, groups involved, and years in existence. Respondents were queried on
their overall perspectives on keys to successful collaboration. A total of more than 300 comments was collected from respondents
and six categories emerged: development, information exchange, organizational support, personal communication, relationships/team
building, and accomplishments. Continued research will need to explore the short- and long-term impacts of collaboration in

We conducted case studies of three successful examples of collaborative, community-based natural resource conservation and development. Our purpose was to: (1) identify the functions served by interactions within the social networks of involved stakeholders; (2) describe key structural properties of these social networks; and (3) determine how these structural properties varied when the networks were serving different functions. The case studies relied on semi-structured, in-depth interviews of 8 to 11 key stakeholders at each site who had played a significant role in the collaborative projects. Interview questions focused on the roles played by key stakeholders and the functions of interactions between them. Interactions allowed the exchange of ideas, provided access to funding, and enabled some stakeholders to influence others. The exchange of ideas involved the largest number of stakeholders, the highest percentage of local stakeholders, and the highest density of interactions. Our findings demonstrated the value of tailoring strategies for involving stakeholders to meet different needs during a collaborative, community-based natural resource management project. Widespread involvement of local stakeholders may be most appropriate when ideas for a project are being developed. During efforts to exert influence to secure project approvals or funding, however, involving specific individuals with political connections or influence on possible sources of funds may be critical. Our findings are consistent with past work that has postulated that social networks may require specific characteristics to meet different needs in community-based environmental management. 相似文献

There is a growing need to develop methods for analyzing resource suitability that are both legally defensible and accurate. Three approaches to suitability analysis are reviewed: the US Soil Conservation Service capability classification and important farmlands mapping; the McHarg, or Pennsylvania, suitability analysis method; and Dutch approaches to suitability analysis. n -person game theory are most appropriate for these problems because they focus on the conditions for engendering and sustaining
the necessary cooperation among the involved stakeholders. These solution concepts seek to ensure that the allocation is based
on some norm of equity and, most often, also to minimize the incentive for any player to defect from the cooperative venture.
We illustrate these solution concepts with an application to a water resource project in Southern California. We argue how
the rigorous mathematical nature of these solution concepts should not hinder their application to actual situations and how,
with the use of heuristic rules and inexact notions of comparable worths, we can employ these concepts even in approximate
fashion. We remind ourselves that the goal of such an endeavor is to convince stakeholders of the equity of a proposed solution
and, in so doing, maximize the prospect of sustained cooperation. The alternative to cooperation, on the other hand, may be

Few disputes in the annals of US environmentalism enjoy the pedigree of the conservation-preservation debate. Yet, although
many scholars have written extensively on the meaning and history of conservation and preservation in American environmental
thought and practice, the resonance of these concepts outside the academic literature has not been sufficiently examined.
Given the significance of the ideals of conservation and preservation in the justification of environmental policy and management,
however, we believe that a more detailed analysis of the real-world use and understanding of these ideas is needed. In this
paper, we describe the results of a qualitative, semantic study of the concepts of conservation and preservation undertaken
in the context of the Chattahoochee National Forest (CNF), located in northern Georgia (USA). Thirty in-depth interviews were
conducted with scientists and north Georgia residents either interested or involved in the future management of the forest.
Respondents were asked to define conservation and preservation in their own words and to indicate which approach they felt
was more appropriate for the management of the CNF. Qualitative content analysis was used to elicit a set of recurring themes
for each foundational concept. Taken together, these themes help to flesh out the meaning of conservation and preservation
for citizens and scientists today, and illustrate the evolving nature of two of the more significant and venerable ideas animating

/ The role of the public in resource management has undergone aprofound transformation over the past two decades. Public input has evolvedfrom the enthusiasm for the widespread emergence public participation in theearly 1970s, through the realization of the relative effectiveness and costsof lobbying activities in the 1980s, to the emergence of environmentaldispute resolution (EDR) as a promising new alternative for the 1990s.Throughout this changing dynamic, there has been little attention tofundamental conception. This paper addresses this lack of conceptualization.A model of convergence is proposed to explain this transformation and as thebasis for an improved understanding of effective interest representationstrategies. The defining characteristics of lobbying, public participation,and environmental dispute resolution in resources management are outlinedrelative to the publics they involve, interest activity, organization,influence on policy, participatory features, and empowerment. An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. Recent efforts by the United States Department of the Interior (DOI) have the potential to make climate zones the basic geographic
units guiding monitoring and resource management programs in the western U.S. We evaluated a new National Park Service approach
for delineating climate zones that will likely be a model for other DOI agencies. Using the test case of the Greater Yellowstone
Area in Wyoming, Montana and Idaho, we conducted three separate analyses, each based on a different dataset. Cluster analysis
of 1971–2000 temperature and precipitation normals grouped weather stations according to similarities in seasonal patterns.
Principal Components Analysis (PCAs) of 1895–2008 monthly data grouped stations by similarities in long-term variability.
Finally, an analysis of snow data further subdivided the zones defined by the other two analyses. The climate zones produced
by the cluster analysis and the PCAs were roughly similar to each other, but the differences were significant. The two sets
of zones may be useful for different applications. For example, studies that analyze links between climate patterns and the
demography of threatened species should focus on the results of the PCAs. The broad similarity among results produced by the
different approaches supported the application of these zones in climate-related monitoring and analysis. However, since choices
in data and methodology can affect the details of maps depicting zone boundaries, there are practical limitations to their

/ This study evaluates the institutional capacity and performance of the Taipei Water Management Commission. The commission, which manages the Taipei Water Special Area-one of 95 such areas in Taiwan and the only one managed by a supervisory agency-has established a record of water conservation that suggests its utility as a model for managing other protected water resources areas in Taiwan. However, its present institutional structure limits its ability deliver on its mandate. The need for cross-disciplinary scientific inquiries that facilitate improved natural resource management outcomes through increased understanding of both the biophysical and human dimensions of management issues has been widely recognized. Despite this broad recognition, a number of obstacles and barriers still sometimes challenge the successful implementation of cross-disciplinary approaches. Improving understanding of these challenges and barriers will help address them and thereby foster appropriate and effective utilization of cross-disciplinary approaches to solve natural resource management challenges. This research uses a case study analysis of the United States National Estuarine Research Reserve System to improve understanding of the critical factors that influence practitioners’ decisions related to incorporating social science into their natural resource management work. The case study research is analyzed and evaluated within a Theory of Planned Behavior framework to (1) determine and describe the factors that predict practitioners’ intent to incorporate social science into their natural resource related activities and (2) recommend potential strategies for encouraging and enabling cross-disciplinary approaches to natural resource management. The results indicate that National Estuarine Research Reserve practitioners’ decisions related to incorporating social science are primarily influenced by (1) confidence in their own capability to incorporate social science into their work and (2) beliefs about whether the outcomes of incorporating social science into their work would be valuable or beneficial. 相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use. 相似文献

/ Heavy visitor use in many areas of the world have necessitated development of ways to assess visitation impacts. Arches National Park recently completed a Visitor Experience and Resource Protection (VERP) plan. Integral to this plan was developing a method to identify biological indicators that would both measure visitor impacts and response to management actions. The process used in Arches for indicator selection is outlined here as a model applicableto many areas facing similar challenges. The steps were: (1) Vegetation types most used by visitors were identified. Impacted and unimpacted areas in these types were sampled, comparing vegetation and soil factors. (2) Variables found to differ significantly between compared sites were used as potential indicators. (3) Site-specific criteria for indicators were developed, and potential indicators evaluated using these criteria. (4) Chosen indicators were further researched for ecological relevancy. (5) Final indicators were chosen, field tested, and monitoring sites designated. Mediation support systems for facilitating resolution of natural resources conflicts must be able to systematically identify
and use a full complement of data and value sets relevant to the spectrum of issues underlying the conflict. A stepwise computer-supported
procedure for developing and then blending contrasting issue-sensitive stakeholder plans in map form for forest use is described
and demonstrated. The goal is a balanced plan that efficiently satisfies the more important land-use guidelines of each stakeholder
reasonably well. This procedure, SIRO-MED, can be applied at any level of detail compatible with available analytical resources
