Corporations often become potentially responsible parties (PRPs) at hazardous waste sites because of their past transportation or disposal of hazardous substances at such sites. Determining a PRP's potential liability for the assessment and cleanup of hazardous waste sites is a challenging effort and often results in disputes among other PRPs regarding appropriate allocation of response action costs to each party. Further, public companies have an obligation to report probable and reasonably estimable costs under Generally Accepted Accounting Principles (GAAP) for environmental liabilities at their current or prior hazardous waste sites. The first step in such an evaluation is to determine whether or not a PRP can extricate themselves from any association with the subject site or, alternatively, demonstrate de minimis status. This article describes the methods by which PRPs can extricate themselves from liability associated with response action costs at contaminated sites, including: evaluating a PRP's prior settlements or indemnifications with other PRPs; identifying insurance coverage or other financial assurance instruments for the disposal facility; and examining applicable statutes of limitations against when a PRP received notification from the regulatory agency. The article also presents a case study discussing how a PRP with a portfolio of 72 hazardous waste disposal sites was able to extricate itself from the majority of these sites, resulting in only four sites where the PRP was determined to be a PRP and where an associated allocable share was assigned. © 2014 Wiley Periodicals, Inc.  相似文献

Sandia National Laboratories' Environmental Restoration (ER) Project remediated the Radioactive Waste Landfill and Chemical Disposal Pits (RWL/CDPs) sites located in Albuquerque, New Mexico. The remediation was conducted in 1996 using conventional excavation, as well as hybrid remote robotic manipulation technology at a cost of approximately $3 million. Wastes generated included approximately 73 cubic meters (m3) of debris (including thermal batteries, spark gap tubes, radioactive sources, weapons components, and some classified material), 535 m3 of plutonium-contaminated soil, and 2,294 m3 of soil contaminated with thorium, cesium, uranium, and tritium. The remediation was successful since the project goal of risk reduction was accomplished and no injuries or negative occurrences resulted. This cleanup is one example of the Department of Energy's (DOE's) accelerated approach to environmental restoration. The remediation was performed as a voluntary corrective measure to reduce schedule and budget, compared with the traditional approach following Resource Conservation and Recovery Act (RCRA) regulations.  相似文献

Natural remediation is moving toward the forefront as engineers clean groundwater at the Savannah River Site (SRS), a major Department of Energy (DOE) installation near Aiken, South Carolina. This article reviews two successful, innovative remediation methods currently being deployed: biosparging to treat chlorinated solvents and phytoremediation to address tritium in groundwater. The biosparging system reintroduces oxygen into the groundwater and injects nutrient compounds for in‐situ remediation. The system has greatly reduced the concentrations of trichloroethylene (TCE) and vinyl chloride in wells downgradient from a sanitary landfill (SLF). Phytoremediation is an emerging technology that promises effective and inexpensive cleanup of certain hazardous wastes. Using natural processes, plants can break down, trap and hold, or transpire contaminants. The ability of near‐surface disposal facility cover designs to meet percolation performance criteria can be influenced by naturally occurring climatic mechanisms as well as anthropogenic forcing. This study was conducted to determine the effect of climate‐induced events on percolation based, probabilistic distributions derived from historical climate data. Water balance predictions were evaluated using the HELP model, employing several variations of degradation in a traditional RCRA disposal facility cover design over a 100‐year simulation period. Results demonstrated that changes in precipitation and temperature can influence performance. The analysis also revealed that when both precipitation and temperature are increased, warmer temperatures tend to offset some of the impact from greater precipitation. ©2015 Wiley Periodicals, Inc.  相似文献

Biological barriers are a beneficial application of biofilms that aim at reducing the hydraulic conductivity (K) in geological formations. Several studies have shown the potential benefits of creating such barriers either by stimulating the indigenous microbial community (biostimulation) or injecting bacteria (bioaugmentation). For example, laboratory experiments show that groundwater microorganisms attached to a ceramic surface and generated a biofilm as thick as 1,100 μm. In a limestone fracture, this bacterial community clogged a single fracture up to 99.2 percent within 22 days. At the field scale, applications in porous aquifers led to a five‐fold decrease in K after 2.5 days of biostimulation, and a bioaugmentation with a starved, adapted bacterial culture decreased K by 99.4 percent. One promising development of the biobarrier concept is a field application at a fractured bedrock site. Using a multidisciplinary approach and focusing on a well‐characterized fracture system, a field trial was undertaken in Southern Ontario to measure the extent of bioclogging and the stability over time. This article focuses on the literature pertinent to the preparation of this field trial and presents the innovative approach selected to monitor the bioclogging in such a challenging environment.  相似文献

An economic simulation model was used to understand the local and interregional economic impacts of four alternative waste management technologies proposed for the US Department of Energy's Savannah River nuclear weapons site. The simulations of the four technologies, each of which will cost at least a billion dollars, were done for the period 2000-2015. The analyses show that differences in project costs are not directly reflected in local economic impacts because of differences among the technologies during the design, testing and construction phases; differences in locations where the design and pilot-testing would occur; and choices about how any of the technologies would be funded.  相似文献

Environmental professionals are often tasked with projecting the cost to bring a contaminated site or portfolio of sites to regulatory closure. Fortunately, there are a number of useful guidance documents and industry publications available to assist in such cost projections. However, the usefulness of such tools is limited when adequate costing information is lacking, such as (a) the nature and extent of contamination; (b) regulatory requirements; (c) the remedial approach to be implemented; and/or (d) the duration of operation, maintenance, and monitoring activities. Despite the lack of such information, cost‐to‐closure estimates are nevertheless routinely needed and generated for internal assessments or audits, regulatory disclosures, property acquisitions, insurance claims, litigation, and other business transactions. Cost estimates are also often needed in bankruptcy proceedings where the trier of fact must estimate the total future costs associated with an environmental legacy portfolio to determine the overall value (or solvency in the case of evaluating the potential bankruptcy) of a company. This article presents a solution for developing cleanup costs for single sites or a portfolio of sites using a comprehensive, three‐tiered method that is effective over a wide range of site information. Real‐world examples of the successful application of this method are then provided, based on detailed environmental analyses that were completed for a recent bankruptcy proceeding and a case in which an estimated cleanup cost was needed in a legal proceeding. © 2013 Wiley Periodicals, Inc.  相似文献

The distribution of air around injection wells is an important determinant of the effectiveness, design, and cost of air sparging remediation systems. High-level air sparging field tests were conducted at two sites for the purpose of determining the pattern of airflow under widely different subsurface conditions. One site consisted of relatively homogeneous dune sand (Site A). The other consisted of highly heterogeneous glacial till (Site B). At both sites, cross-borehole electrical resistance tomography (ERT) was used to image the principal region of airflow in the saturated zone. The response of conventional monitoring data was compared with the ERT results. At Site A, the principal region of airflow was approximately symmetric about the sparge well and only 2.4 m in radius. At Site B, the pattern of airflow was much more complex and had a major horizontal component. In both site studies, conventional monitoring data provided a much more ambiguous indication of the region of airflow in the saturated zone than did ERT. The investigations at these two sites demonstrate that, while the exact distribution of injected air is not readily discernible by conventional monitoring, the character of the airflow pattern can be recognized when appropriate physical response data are collected. Such response data can be used to evaluate site suitability for air sparging and to improve the system design and operation.  相似文献

Greenhouse gas emissions assessments for site cleanups typically quantify emissions associated with remediation and not those from contaminant biodegradation. Yet, at petroleum spill sites, these emissions can be significant, and some remedial actions can decrease this additional component of the environmental footprint. This article demonstrates an emissions assessment for a hypothetical site, using the following technologies as examples: excavation with disposal to a landfill, light nonaqueous‐phase liquid (LNAPL) recovery with and without recovered product recycling, passive bioventing, and monitored natural attenuation (MNA). While the emissions associated with remediation for LNAPL recovery are greater than the other considered alternatives, this technology is comparable to excavation when a credit associated with product recycling is counted. Passive bioventing, a green remedial alternative, has greater remedial emissions than MNA, but unlike MNA can decrease contaminant‐related emissions by converting subsurface methane to carbon dioxide. For the presented example, passive bioventing has the lowest total emissions of all technologies considered. This illustrates the value in estimating both remediation and contaminant respiration emissions for petroleum spill sites, so that the benefit of green remedial approaches can be quantified at the remedial alternatives selection stage rather than simply as best management practices. ©2015 Wiley Periodicals, Inc.  相似文献

Waste management in the building industry in Hong Kong has become an important environmental issue. Particularly, an increasing amount of construction and demolition (C&D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C&D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006–2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C&D waste.  相似文献

Characterizing and remediating contaminated groundwater in fractured rock are often the most difficult challenges facing environmental professionals. The U.S. Environmental Protection Agency (EPA), other U.S. federal agencies, and the Ontario Ministry of Environment recently supported a workshop, held an international conference, and developed a Web site to promote the understanding of the state of the practice. Field practitioners and researchers were surveyed and questioned concerning their experiences. Although the release or threatened release of hazardous substances into the environment often creates liability for both cleanup costs and natural resource damages liability, the process of planning and conducting cleanup and the process of assessing natural resource damages are most often conducted separately. However, the substantial similarities between the two processes often present opportunities to integrate significant steps in each. Such integration has the potential to reduce both the cost of measuring and, often, resolving the full range of environmental claims at a given cleanup site and the time it takes to do so. It can also lead to faster restoration of injured natural resources and the services they provide to the public and the environment. One key reason for the lack of integration is the fact that cleanup managers generally know little if anything about the natural resource damage assessment process, while the public officials authorized to assess damages to natural resources know little about the cleanup process. This article identifies the similarities between the cleanup and natural resource damage assessment processes and provides guidance on when and how to integrate the two. © 2013 Wiley Periodicals, Inc.  相似文献

As the United States and other countries move toward a greater reliance on nuclear energy, it becomes increasingly important to characterize the environment around such facilities to protect society, human health, and the environment. This article presents an ecological, multidisciplinary approach to gathering the information needed to establish baselines, site new nuclear facilities, protect existing nuclear facilities and nuclear wastes, improve the basis for emergency planning, devise suitable monitoring schemes to ensure continued protection, provide data to track local and regional response changes, and provide for mitigation, remediation, and decommissioning planning. We suggest that there are five categories of information or data needs: (1) geophysical, sources, fate and transport; (2) biological systems; (3) human health; (4) stakeholder and environmental justice; and (5) societal, economic, and political. All of these categories are influenced by temporal and spatial patterns, vulnerabilities, and global changes. These informational needs are more expansive than the traditional site characterization but encompass a suite of physical, biological, and societal needs to protect all aspects of human health and the environment, not just physical health. We suggest that technical teams be established for each of the major informational categories, with appropriate representation among teams and with a broad involvement of a range of governmental personnel, natural and social scientists, Native Americans, environmental justice communities, and other stakeholders. Although designed for nuclear facilities, the templates and information teams can be adapted for other hazardous facilities. © 2013 Wiley Periodicals, Inc.  相似文献

The chemistry, mineralogy and morphology of two soil profiles developed on till material of granitic and gneissic composition in south-western Sweden were studied in relation to podzolization processes. These soils were used for treatments with lime and wood ash. The profiles do not show characteristic Podzol morphology but qualify as Spodosols under Soil Taxonomy criteria and are probably typical for the coniferous forest soils of south-western Sweden. Podzolization features are clear but less well expressed than in classic Podzols. The distribution of major elements shows podzolization features with accumulation of sesquioxides in the B horizons and depletion in the eluvial horizons. Quartz and feldspars dominate the bulk soils reflecting the clear relationship between the composition of the soil and the underlying bedrock. Low amounts of clay contain an interlayered vermiculitic phase as the main phyllosilicate in which the degree of interlayering, known to be pH dependent, varies with depth and is at a maximum in the Bhs horizon. In the B horizons there are small but significant amounts of imogolite-type material which affect the adsorption of sulphate.  相似文献

A combination of survey and experimental studies is being conducted to determine the ecological risks associated with disposal of oiled beach material (OBM) in coastal sand dunes and dune pastures. Past incidence of burial close to shoreline spill locations was less than expected and the two sites located in Britain showed very different patterns of oil degradation and site recovery. Field scale experiments revealed that breakdown of hydrocarbons within OBM began very quickly after deposition, even in nutrient-poor sand, leading to almost complete degradation of crude oil. There appears to be no lateral or vertical loss of oil or its breakdown products and recolonization of deposited OBM does occur naturally, though supplementary planting helps in stabilizing the sand surface. The application of this method in practical terms is constrained by the availability of suitable sites where it is possible to minimize physical disturbance to dune systems by lorries or other equipment employed in the removal process.  相似文献

便携式电池包括一次电池和二次可充式电池,含有多种有色金属成分,如Ni,Cd,Mn,Li,Co,Cu,,Ag等。我国已成为世界电池生产、消费和出口大国,电池的生产消耗了大量的有色金属资源,其中包括国内紧缺的镍、钴金属等。分析了不同废旧电池的成分,介绍了废旧电池处理的主要方法。通过了解发达国家或地区,如欧盟、日本、美国、加拿大,以及国内在废旧便携式电池管理方面的立法和循环利用现状,发现国内废旧便携式电池的回收管理和循环利用工作存在很大差距。其主要原因是缺乏有效的收集设施,还没有建立基本的回收体系,法律监管力度不够,责任明细不清,公民回收意识薄弱等。  相似文献

An intermediate bulk container (IBC) was punctured during its handling, releasing a refined oil product onto land at a large construction site in an environmentally sensitive region of Australia. Understanding and controlling the risks from fuel, oil, and chemical spills on the current project was of critical importance as part of the project's overall approval, and ongoing compliance depended on the project committing to minimizing all chemical and petroleum hydrocarbon spills on the site. The telehandler (forklift) did not pierce the plastic of the IBC directly (as was expected to be the case) but rather one of the tynes caught on the underside of the metal base plate (pallet belly plate), despite numerous controls being in place at the time of spill (to limit the risks of damaging the IBC), revealing a previously unreported mechanism for a fluid spill from handling of petroleum hydrocarbons and related chemicals. The investigation team used a root cause analysis (RCA) technique, based on the fishbone (Ishikawa) diagram, which was undertaken with 12 expert contributors (from the project) to identify the underlying cause: The inspection process was inadequate. A statistical survey of households based upon questionnaires distributed via primary schools has been carried out in five wards of Dar es Salaam, Tanzania, to estimate disposal frequencies (number of items disposed per week) for newsprint, metal cans, glass and plastic containers and plastic shopping bags. Plastic shopping bags are disposed most frequently while glass containers are disposed least frequently. The statistical distribution of disposal frequencies, which seems to be influenced by household income, is well described by Poisson distribution. Disposal frequencies are mutually correlated at 95% level of probability despite the differences in disposal patterns of individual households.  相似文献
