ABSTRACT: While significant nonpoint source (NIPS) pollution control progress has been made since passage of Section 319 in the 1987 Water Quality Act, existing federal legislation does not provide for the most timely and cost-effective NIPS pollution reduction. In this paper, we use findings from the Rural Clean Water Program and other nationwide agricultural NIPS pollution control programs, building on legislative history to recommend a coordinated and efficient direction for agricultural water quality legislation. A collaborative framework should be established to accomplish the goals of the Clean Water Act (CWA), Coastal Zone Management Act (CZMA), and the Conservation Title of the Farm Bill. Valuable elements of the 1990 CZMA amendments that created a coastal NIPS program should be subsumed into the CWA. The CWA should reemphasize use of receiving water quality criteria and standards and should allow states flexibility to tailor basin-scale NPS program implementation to local needs. Implementation should involve targeting of NIPS pollution control efforts to critical land treatment areas and use of systems of best management practices to address these targeted water quality problems. The 1995 Farm Bill should reorient production incentives toward water quality to support the collaborative framework, implementing ecologically sound source reduction principles. The Farm Bill and the CWA should contain interrelated provisions for voluntary, incentive-assisted producer participation and fallback regulatory measures. Such coordinated national water quality and Farm Bill legislation that recognizes the need for flexibility in state implementation is supported as the most rational and cost-effective means of attaining water quality goals.  相似文献

ABSTRACT: The impact on water quality by agricultural activity in karst terrain is an important consideration for resource management within the Appalachian Region. Karst areas comprise about 18 percent of the Region's land area. An estimated one-third of the Region's farms, cattle, and agricultural market value are on karst terrain. The purpose of this study was to compare fecal bacteria densities in karst groundwater impacted by two primary agricultural land uses in central Appalachia. Fecal bacteria densities were measured in cave streams draining two primary land management areas. The first area was pasture serving a beef cow-calf operation. The second area was a dairy. Neither area had best management practices in place for controlling animal wastes. Median fecal coliform and fecal streptococcus densities were highest in cave streams draining the dairy. Median fecal coliform densities in the dairy-impacted stream were greater than 4,000 CFU/100 ml and the median fecal coliform densities in the pasture-impacted streams were less than 10 CFU/100 ml. Median fecal streptococcus densities in the same streams were greater than 2,000 CFU/100 ml and 32 CFU/100 nil, respectively. A second dairy, with best management practices for control of animal and milkhouse waste, did not appear to be contributing significant amounts of fecal bacteria to the karst aquifer. It was concluded that agriculture was affecting bacterial densities in the karst aquifer. New management practices specifically designed to protect karst groundwater resources may be one way to protect the groundwater resource.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00492.x Abstract: Many public interest groups, government agencies, and professional economists argue that current approaches to water quality trading are a cost‐effective, politically practical innovation for achieving water quality standards, in part by addressing one of the most difficult water quality improvement challenges – limiting the discharge from nonpoint sources. A critical analysis shows that these claims for current water quality trading programs are often unrealized. This rhetoric, without adherence to principles of market‐like reform, can undermine the support of regulated parties for meaningful water quality policy reform, contribute to missed opportunities to implement cost‐effective programs, and postpone successfully meeting the challenge of limiting nonpoint source discharges. A better understanding and application of market‐like principles can result in an improved design of trading as well as general water quality management programs.  相似文献

ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

ABSTRACT: Simulated water quality resulting from three alternative future land‐use scenarios for two agricultural watersheds in central Iowa was compared to water quality under current and historic land use/land cover to explore both the potential water quality impact of perpetuating current trends and potential benefits of major changes in agricultural practices in the U.S. Corn Belt. The Soil Water Assessment Tool (SWAT) was applied to evaluate the effect of management practices on surface water discharge and annual loads of sediment and nitrate in these watersheds. The agricultural practices comprising Scenario 1, which assumes perpetuation of current trends (conversion to conservation tillage, increase in farm size and land in production, use of currently‐employed Best Management Practices (BMPs)) result in simulated increased export of nitrate and decreased export of sediment relative to the present. However, simulations indicate that the substantial changes in agricultural practices envisioned in Scenarios 2 and 3 (conversion to conservation tillage, strip intercropping, rotational grazing, conservation set‐asides and greatly extended use of best management practices (BMPs) such as riparian buffers, engineered wetlands, grassed waterways, filter strips and field borders) could potentially reduce current loadings of sediment by 37 to 67 percent and nutrients by 54 to 75 percent. Results from the study indicate that major improvements in water quality in these agricultural watersheds could be achieved if such environmentally‐targeted agricultural practices were employed. Traditional approaches to water quality improvement through application of traditional BMPs will result in little or no change in nutrient export and minor decreases in sediment export from Corn Belt watersheds.  相似文献

Nitrate-N concentrations were highest in cave streams draining the dairy and a cave stream draining an area of pasture where cattle congregate for shade and water. The dairy contributed about 60 to 70 percent of the nitrogen load increase in the study section of the cave system. It was concluded that agriculture was significantly affecting nitrate concentrations in the karst aquifer. Best management practices may be one way to protect the ground water resource.  相似文献

水质基准与标准是国家环境保护工作的根本,是进行环境管理的重要技术依据。随着我国水环境形势的变化和管理目标的改变,为准确、客观地反映我国当前的地表水环境状况,强化水污染防治,有效引导水环境质量改善的方向,提高水环境管理的效率,要求基于水质基准研究开展《地表水环境质量标准》的修订工作,以满足新的管理需求。预测表明,"十三五"期间我国环保投资将达到约6.8万亿,为达到修订《标准》后的目标,我国水污染防治至少需投资2.04万亿。另外,修订《标准》,将带动工业和城镇水污染防治投资超过一万亿元,能够加快环保产业的技术成果转化与应用推广。水质基准与标准对环保产业创新和社会经济发展具有积极促进作用,将在我国水环境质量改善和科技进步促进方面产生重大而深远的影响。  相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets.  相似文献

Management of agricultural diffuse pollution requires targeting or prioritising critical source areas at various spatial scales within watersheds. This study develops, evaluates and illustrates a risk-based approach for assessment and targeting of source areas at catchment, subarea and individual farm scales. Catchment water quality data are used in conjunction with information on watershed characteristics from the New Zealand Land Resources Inventory at the subarea scale and land use information at the farm scale to assess risk and target source areas. Total phosphorus in the Lake Hayes Catchment, a high country pastoral catchment in the South Island of New Zealand, is used as a case study. Use, comparison and evaluation of several different methodologies for subareas and individual properties showed that a subarea in the upper catchment and one immediately upstream from the lake were the worst source areas. Targeting of other subareas varied dependent on the method used. The worst individual properties were targeted based on the combination of intensity of cattle and sheep grazing, fertilizer usage, bank erosion and location in the worst subareas. Water quality results are critical to successful targeting, particularly for convincing landowners that streams will benefit from best management practices on their properties. In addition to concentrations, average and extreme loadings are important. Data on catchment characteristics, particularly land use, are needed for targeting, but are not always readily available at small scales. This study demonstrated simple but useful methods for application of assessment information for quantitative targeting of contaminant source areas at different spatial scales.  相似文献

ABSTRACT: Water quality controls of storm water runoff and infiltration should be a major part of a nonpoint source control program. Although surface runoff and ground water controls are often approached separately, coordination between the two is essential. For practical reasons, a rather simplified technology-based approach appears to be desirable. Areas affected vary greatly as to their sensitivity to pollution; and the various classes of pollutant source vary greatly as to their potential harmfulness. In effect, a matrix approach appears best, in which both vulnerability of the area and harmfulness of the pollutant source would have weight in determining which level of best management practices (BMP) would be appropriate, whether standard, special, or complete prohibition of the type facility under given circumstances.  相似文献

ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: An evaluation of the intermedia movement of pesticides applied under various land management systems already in place, or to be implemented, under the Conservation Reserve and Conservation Compliance programs is presented. The simulation modeling approach followed in this analysis consists of a mathematical programming model and leaching/surface runoff, Pesticide Root Zone Model (PRZM) models. Special care was taken to ensure that the physical model was sensitive to the chemical characteristics of individual pesticides and the important physical changes brought about by different agricultural practices. Results show that, although these programs as now planned, increase farm income and achieve soil conservation goals, they may adversely affect ground water quality. Also, depending on soil and location characteristics, there are tradeoffs between surface and ground water quality implications. Hence, if these programs are to address water quality problems, the recommended practices must be evaluated for their impact on water quality, particularly in potentially vulnerable areas.  相似文献

ABSTRACT: Proper economic evaluation of alternative plans will maximize the utility achieved from the resources available for water resource management. A knowledge of the frequency of occurrence of the events under study is necessary to fully utilize the advantages of economic evaluation in planning. Frequency information is widely used in flood control and water supply, but relatively unknown in water quality planning. A continuous, dynamic hydrologic and water quality model is presented to develop frequency curves for various water quality criteria. Results from the Denver Regional Water Quality Management Study are discussed as an example of the use of frequency analysis for economic evaluation of water quality management.  相似文献

Bioassessments have formed the foundation of many water quality monitoring programs throughout the United States. Like many state water quality programs, Connecticut has developed a relational database containing information about species richness, species composition, relative abundance, and feeding relationships among macroinvertebrates present in stream and river systems. Geographic Information Systems can provide estimates of landscape condition and watershed characteristics and when combined with measurements of stream biology, provide a useful visual display of information that is useful in a management context. The objective of our study was to estimate the stream health for all wadeable stream kilometers in Connecticut using a combination of macroinvertebrate metrics and landscape variables. We developed and evaluated models using an information theoretic approach to predict stream health as measured by macroinvertebrate multimetric index (MMI) and identified the best fitting model as a three variable model, including percent impervious land cover, a wetlands metric, and catchment slope that best fit the MMI scores (adj-R 2 = 0.56, SE = 11.73). We then provide examples of how modeling can augment existing programs to support water management policies under the Federal Clean Water Act such as stream assessments and anti-degradation.  相似文献

ABSTRACT: Unsustainable withdrawals from regional aquifers have resulted in adverse impacts considerable distances from the point locations of supply wells. In one area of the southeastern (SE) Coastal Plain, conservative estimates for repair/replacement of some residential wells damaged or destroyed by unsustainable yield from the Floridan aquifer system exceeded $4 million. However, a comprehensive assessment of damage/economic loss to private property and public resources due to unsustainable yield from that regional karst aquifer has not been made. Uncalculated direct costs to home‐owners from damage attributed to those withdrawals are associated with destruction of homes from increased sinkhole formation, devalued waterfront property, and removal of diseased and dead trees. Examples of other uncalculated economic burdens resulting from unsustainable aquifer yield in the SE Coastal Plain include: (1) irreversible damage to the aquifer matrix and concomitant increased potential for groundwater contamination, (2) large‐scale wildfires with subsequent degradation of air quality, debilitation of transportation corridors, and destruction of timber, wildlife habitat and property, and (3) destruction of “protected” natural areas. This paper provides a general background of the regional Floridan aquifer system's karst characteristics, examples of known impacts resulting from ground water mining in the SE Coastal Plain, and examples of additional damage that may be related to unsustainable yield from the Upper Floridan aquifer. Costs of these impacts have not been calculated and are not reflected in the price users pay for ground water. Evidence suggests that the classic watershed management approach must be revised in areas with mined regional karst aquifers to include impacts of induced recharge from the surficial aquifer, and subsurface inter‐basin flow. Likewise, associated impacts to surface water and interrelated systems must be calculated. The true cost of groundwater mining to this and future generations should be determined using a multidisciplinary approach.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00520.x Abstract: The simulation of the impact of Escherichia coli loads from watersheds is of great interest for assessing estuarine water quality, especially in areas with shellfish aquaculture or bathing activities. For this purpose, this study investigates a model association based on the Soil and Water Assessment Tool (SWAT) coupled with a hydrodynamic model (MARS 2D; IFREMER). Application was performed on the catchment and estuary of Daoulas area (France). The daily E. coli fluxes simulated by SWAT are taken as an input in the MARS 2D model to calculate E. coli concentrations in estuarine water and shellfish. Model validation is based on comparison of frequencies: a strong relationship was found between calculated and measured E. coli concentrations for river quality (r2 = 0.99) and shellfish quality (r2 = 0.89). The important influence of agricultural practices and rainfall events on the rapid and large fluctuations in E. coli fluxes from the watershed (reaching three orders of magnitude in <24 hours) is one main result of the study. Response time in terms of seawater quality degradation ranges from one to two days after any important rainfall event (greater than 10 mm/day) and the time for estuary to recover good water quality also mainly depends on the duration of the rainfall. In the estuary, three effects (rainfall, tidal dilution, and manure spreading) have been identified as important influences.  相似文献

ABSTRACT: The potential surface water and ground water quality tradeoff implications from the nonpoint source provisions of the 1987 Water Quality Act are investigated in this paper using a national linear programming model developed at Iowa State University and modified by the Economic Research Service and the Leaching Evaluation of Agricultural Chemicals (LEACH) Handbook developed by the U.S. Environmental Protection Agency. The linear programming model is used to maximize net farm revenue using optimal combinations of crop rotations and tillage practices for each region of the United States given natural resource constraints. The LEACH handbook is used to determine the relative potential for pesticides to leach below the root zone for different soil types, hydrologic conditions, pesticides used, and tillage practices. The results indicate that imposing a surface water quality erosion constraint aimed at reducing sediment concentrations results in a larger decrease in farm income than imposing a uniform 5 ton per acre per year erosion constraint. Both constraints could result in regional improvement in ground water quality in some regions of the country while decreasing ground water quality in other regions.  相似文献

ABSTRACT: Surface water in the Long Creek watershed, located in western Piedmont region of North Carolina, was monitored from 1993 to 2001. The 8,190 ha watershed has undergone considerable land use and management changes during this period. Land use surveys have documented a 60 percent decrease in cropland area and a more than 200 percent increase in areas being developed into new homes. In addition, more than 200 conservation practices have been applied to the cropland and other agricultural land that remains in production. The water quality of Long Creek was monitored by collecting grab samples at four sites along Long Creek and continuously monitoring discharge at one site. The monitoring has documented a 70 percent reduction in median total phosphorus (TP) concentrations, with little reductions in nitrate and total Kjel‐dahl nitrogen, or suspended sediment levels. Fecal coliform (FC) and streptococci (FS) levels declined significantly downstream as compared to upstream during the last four years of monitoring. This decrease was attributed to the implementation of waste management practices and livestock exclusion fencing on three dairy operations in the watershed. Annual rainfall and discharge increased steadily until peaking in the third year of the monitoring period and varied while generally decreasing during the last four years of the project. An array of observation, pollutant concentration, and hydrologic data provide considerable evidence to suggest that the implementation of BMPs in the watershed have significantly reduced phosphorus and bacteria levels in Long Creek.  相似文献

The program has overcome challenges facing many of the nation’s water quality trading programs to not only gain consensus on the frameworks needed to authorize trading, but also provide a broad range of ecosystem services. ABSTRACT: The City of Portland's stormwater management program, winner of EPA's Environmental Excellence Award for 1996, is committed to partnership-based, cost-effective, “green” approaches to healthy neighborhoods and water quality. The stormwater program encourages innovative, non-structural pollution reduction techniques like native landscaping, stormwater pollution reduction bioswales and ponds, and public involvement and education. Effectiveness of stormwater best management practices (BMPs) has been difficult to determine on a citywide basis. Recognizing this problem, the City of Portland launched the Parkrose Pilot Project in 1994 to test the effectiveness of a wide range of BMPs in a small watershed in north Portland, the Parkrose catchment, and monitor the results prior to citywide implementation. This catchment was selected because of its small size (144 acres), its representative mix of land uses, and an extensive record of water quality monitoring data. This paper examines the City's strategy in selecting the Parkrose study area as a pilot watershed, the BMPs chosen for use in the watershed, and the results of the program to date. Final success of the Parkrose project will be gauged by the attainment of measurable pollution reduction within the catchment while providing opportunities for meaningful participation by the local community in achieving water quality. Involvement by private citizens in the community is crucial to the success of the project and to ensure compliance with the federal mandate to reduce pollutants to the maximum extent practicable.  相似文献
