This article details a case study of a voluntary, decentralized institutional arrangement for nonpint source water pollution control used in the Root River watershed in southeastern Wisconsin. This watershed was chosen because of its mix of urban, agricultural, and urbanizing land uses. The project objectives were to monitor and draw conclusions about the effectiveness of a voluntary, decentralized institutional system, to specify deficiencies of the approach and suggest means to correct them, and to use the conclusions to speculate about the need for regulations regarding nonpoint source pollution control or the appropriateness of financial incentives for nonpoint source control. Institutional factors considered include diversity of land uses in the watershed, educational needs, economic conditions, personality, water quality, number of agencies involved, definition of authority, and bureaucratic requirements  相似文献

ABSTRACT: Since 1989, the government of Pierce County, Washington, has prepared four watershed action plans. The watersheds cover almost 800,000 acres and include about 600,000 residents and diverse land uses, from the city of Tacoma to Mount Rainier National Park. The primary purpose of these plans was to address water quality impacts from nonpoint sources of pollution and to protect beneficial uses of water. Pierce County has experienced problems such as shellfish bed closures and the Federal Clean Water Act Section 303(d) listing of local water bodies as a result of declining water quality. Pierce County achieved improvements by engaging diverse groups of stakeholders in generating solutions to nonpoint sources of water pollution through our watershed planning process. Using participatory methods borrowed from private industry, Pierce County was able to reach consensus, build trust, maximize participation, facilitate learning, encourage creativity, develop partnerships, shorten time frames for the planning processes, and increase the level of commitment participants had to implementing the plans. As a result, the earliest plans have a high rate of voluntary implementation. This indicates that the process and methodology used to develop watershed plans has a significant, if not critical, impact on their success.  相似文献

ABSTRACT: Karst terrane provides a linkage between surface water and ground water regimes by means of caves, sinkholes and swallets, and sinking streams, and facilitates the inter‐watershed transfer of water and contaminants through these subsurface systems. The goal of this study was to develop procedures to identify the sources of degradation of a creek situated in a complex karst‐water system. The study approach consisted of using dye tracing technique to determine subsurface flow paths through the karst system, a water‐sampling network to identify and characterize pollution sources within the surface watershed and subsurface flow regime, and evaluation of analytical data for several water quality parameters. The results of this study provide an interesting perspective of water and contaminant movement in karst‐water systems and pinpoint the sources of stream contamination for a case study site in southwest Virginia where two springs supply water to a contaminated freshwater stream.  相似文献

Source water protection planning (SWPP) is an approach to prevent contamination of ground and surface water in watersheds where these resources may be abstracted for drinking or used for recreation. For SWPP the hazards within a watershed that could contribute to water contamination are identified together with the pathways that link them to the water resource. In rural areas, farms are significant potential sources of pathogens. A risk-based index can be used to support the assessment of the potential for contamination following guidelines on safety and operational efficacy of processes and practices developed as beneficial approaches to agricultural land management. Evaluation of the health risk for a target population requires knowledge of the strength of the hazard with respect to the pathogen load (massxconcentration). Manure handling and on-site wastewater treatment systems form the most important hazards, and both can comprise confined and unconfined source elements. There is also a need to understand the modification of pathogen numbers (attenuation) together with characteristics of the established pathways (surface or subsurface), which allow the movement of the contaminant species from a source to a receptor (water source). Many practices for manure management have not been fully evaluated for their impact on pathogen survival and transport in the environment. A key component is the identification of potential pathways of contaminant transport. This requires the development of a suitable digital elevation model of the watershed for surface movement and information on local groundwater aquifer systems for subsurface flows. Both require detailed soils and geological information. The pathways to surface and groundwater resources can then be identified. Details of land management, farm management practices (including animal and manure management) and agronomic practices have to be obtained, possibly from questionnaires completed by each producer within the watershed. To confirm that potential pathways are active requires some microbial source tracking. One possibility is to identify the molecular types of Escherichia coli present in each hazard on a farm. An essential part of any such index is the identification of mitigation strategies and practices that can reduce the magnitude of the hazard or block open pathways.  相似文献

Nonpoint source (NPS) pollutants such as phosphorus, nitrogen, sediment, and pesticides are the foremost sources of water contamination in many of the water bodies in the Midwestern agricultural watersheds. This problem is expected to increase in the future with the increasing demand to provide corn as grain or stover for biofuel production. Best management practices (BMPs) have been proven to effectively reduce the NPS pollutant loads from agricultural areas. However, in a watershed with multiple farms and multiple BMPs feasible for implementation, it becomes a daunting task to choose a right combination of BMPs that provide maximum pollution reduction for least implementation costs. Multi-objective algorithms capable of searching from a large number of solutions are required to meet the given watershed management objectives. Genetic algorithms have been the most popular optimization algorithms for the BMP selection and placement. However, previous BMP optimization models did not study pesticide which is very commonly used in corn areas. Also, with corn stover being projected as a viable alternative for biofuel production there might be unintended consequences of the reduced residue in the corn fields on water quality. Therefore, there is a need to study the impact of different levels of residue management in combination with other BMPs at a watershed scale. In this research the following BMPs were selected for placement in the watershed: (a) residue management, (b) filter strips, (c) parallel terraces, (d) contour farming, and (e) tillage. We present a novel method of combing different NPS pollutants into a single objective function, which, along with the net costs, were used as the two objective functions during optimization. In this study we used BMP tool, a database that contains the pollution reduction and cost information of different BMPs under consideration which provides pollutant loads during optimization. The BMP optimization was performed using a NSGA-II based search method. The model was tested for the selection and placement of BMPs in Wildcat Creek Watershed, a corn dominated watershed located in northcentral Indiana, to reduce nitrogen, phosphorus, sediment, and pesticide losses from the watershed. The Pareto optimal fronts (plotted as spider plots) generated between the optimized objective functions can be used to make management decisions to achieve desired water quality goals with minimum BMP implementation and maintenance cost for the watershed. Also these solutions were geographically mapped to show the locations where various BMPs should be implemented. The solutions with larger pollution reduction consisted of buffer filter strips that lead to larger pollution reduction with greater costs compared to other alternatives.  相似文献

The growing scarcity of fresh and clean water is among the most important issues facing civilization in the 21st century. Despite the growing attention to a chronic, pernicious crisis in world's water resources our ability to correctly assess and predict global water availability, use and balance is still quite limited. An attempt is documented here in modeling global world water resources using system dynamics approach. Water resources sector (quantity and quality) is integrated with five sectors that drive industrial growth: population; agriculture; economy; nonrenewable resources; and persistent pollution. WorldWater model is developed on the basis of the last version of World3 model. Simulations of world water dynamics with WorldWater indicate that there is a strong relationship between the world water resources and future industrial growth of the world. It is also shown that the water pollution is the most important future water issue on the global level.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

ABSTRACT: Stresses on water resources in the Southwest take many forms and emanate from many different sources, among which are complex institutional arrangements, significant areal and temporal climatic variability, and high urban growth rates. Further challenges to managing supply and demand in this water‐scarce region are posed by environmental, social, and legal differences within and between the individual urban areas. Analysis of the sensitivity of the urban water sector in the Southwest to climatic variability requires careful consideration of these factors. Such analysis, in turn, provides an essential foundation for effective evaluation of the region's sensitivity to longer term climate change.  相似文献

This study explores the possibility of collective action as an alternative option for reducing water pollution for a cluster of small-scale industries. A case study of the Nandesari Industrial Estate in Gujarat, India, demonstrates the roles played by different agents, such as affected parties, polluters, non-governmental organizations, regulators and the court. The study empirically estimates the 'benefits' and 'costs' of water pollution abatement for a cluster of 250 small-scale industries at Nandesari, and uses these estimates for a social cost-benefit analysis. Benefits are estimated using the contingent valuation method, with a 'willingness to accept' format for the rural areas, and a 'willingness to pay' format for the urban area of the nearby Vadodara city. The article considers costs of command and control, market-based solutions and the option of common effluent treatment as alternative scenarios. It discusses how collective action and joint abatement at a common effluent treatment plant (CETP) by the 250 industries efficiently comply with the State Pollution Control Board norms, which had not been possible for the factories acting individually over the last 20 years. Finally, a detailed social cost-benefit analysis has been undertaken to estimate the net present social benefits with and without CETP. The cost-benefit analysis shows the economic advantage and social desirability of 'collective action' (joint treatment with CETP institutional arrangement) for water pollution abatement with respect to all possible scenarios comprising shadow prices of investment, foreign exchange, unskilled labour and equity considerations.  相似文献

The spatial relationships between land uses and river-water quality measured with biological, water chemistry, and habitat indicators were analyzed in the Little Miami River watershed, OH, USA. Data obtained from various federal and state agencies were integrated with Geographic Information System spatial analysis functions. After statistically analyzing the spatial patterns of the water quality in receiving rivers and land uses and other point pollution sources in the watershed, the results showed that the water biotic quality did not degrade significantly below wastewater treatment plants. However, significantly lower water quality was found in areas downstream from high human impact areas where urban land was dominated or near point pollution sources. The study exhibits the importance of integrating water-quality management and land-use planning. Planners and policy-makers at different levels should bring stakeholders together, based on the understanding of land-water relationship in a watershed, to prevent pollution from happening and to plan for a sustainable future.  相似文献

Establishing aquatic restoration priorities using a watershed approach   总被引:11,自引:0,他引:11  
Since the passage of the Clean Water Act in 1972, the United States has made great strides to reduce the threats to its rivers, lakes, and wetlands from pollution. However, despite our obvious successes, nearly half of the nation's surface water resources remain incapable of supporting basic aquatic values or maintaining water quality adequate for recreational swimming. The Clean Water Act established a significant federal presence in water quality regulation by controlling point and non-point sources of pollution. Point-sources of pollution were the major emphasis of the Act, but Section 208 specifically addressed non-point sources of pollution and designated silviculture and livestock grazing as sources of non-point pollution. Non-point source pollutants include runoff from agriculture, municipalities, timber harvesting, mining, and livestock grazing. Non-point source pollution now accounts for more than half of the United States water quality impairments. To successfully improve water quality, restoration practitioners must start with an understanding of what ecosystem processes are operating in the watershed and how they have been affected by outside variables. A watershed-based analysis template developed in the Pacific Northwest can be a valuable aid in developing that level of understanding. The watershed analysis technique identifies four ecosystem scales useful to identify stream restoration priorities: region, basin, watershed, and site. The watershed analysis technique is based on a set of technically rigorous and defensible procedures designed to provide information on what processes are active at the watershed scale, how those processes are distributed in time and space. They help describe what the current upland and riparian conditions of the watershed are and how these conditions in turn influence aquatic habitat and other beneficial uses. The analysis is organized as a set of six steps that direct an interdisciplinary team of specialists to examine the biotic and abiotic processes influencing aquatic habitat and species abundance. This process helps develop an understanding of the watershed within the context of the larger ecosystem. The understanding gained can then be used to identify and prioritize aquatic restoration activities at the appropriate temporal and spatial scale. The watershed approach prevents relying solely on site-level information, a common problem with historic restoration efforts. When the watershed analysis process was used in the Whitefish Mountains of northwest Montana, natural resource professionals were able to determine the dominant habitat forming processes important for native fishes and use that information to prioritize, plan, and implement the appropriate restoration activities at the watershed scale. Despite considerable investments of time and resources needed to complete an analysis at the watershed scale, the results can prevent the misdiagnosis of aquatic problems and help ensure that the objectives of aquatic restoration will be met.  相似文献

ABSTRACT: Bacterial contamination of surface waters is attributed to both urban and agricultural land use practices and is one of the most frequently cited reasons for failure to meet standards established under the Clean Water Act (CWA) (P.L. 92–500). Statewide modeling can be used to determine if bacterial contamination occurs predominantly in urban or agricultural settings. Such information is useful for directing future monitoring and allocating resources for protection and restoration activities. Logistic regression was used to model the likelihood of bacterial contamination using watershed factors for the state of Maryland. Watershed factors included land cover, soils, topography, hydrography, locations of septic systems, and animal feeding operations. Results indicated that bacterial contamination occurred predominantly in urban settings. Likelihood of bacterial contamination was highest for small watersheds with well drained and erodible soils and a high proportion of urban land adjacent to streams. The number of septic systems and animal feeding operations and the amount of agricultural land were not significant explanatory factors. The urban infrastructure tends to “connect” more of the watershed to the stream network through the creation of roads, storm sewers, and wastewater treatment plants. This may partly explain the relationship between urbanization and bacterial contamination found in this study.  相似文献

Land-use change, dominated by an increase in urban/impervious areas, has a significant impact on water resources. This includes impacts on nonpoint source (NPS) pollution, which is the leading cause of degraded water quality in the United States. Traditional hydrologic models focus on estimating peak discharges and NPS pollution from high-magnitude, episodic storms and successfully address short-term, local-scale surface water management issues. However, runoff from small, low-frequency storms dominates long-term hydrologic impacts, and existing hydrologic models are usually of limited use in assessing the long-term impacts of land-use change. A long-term hydrologic impact assessment (L-THIA) model has been developed using the curve number (CN) method. Long-term climatic records are used in combination with soils and land-use information to calculate average annual runoff and NPS pollution at a watershed scale. The model is linked to a geographic information system (GIS) for convenient generation and management of model input and output data, and advanced visualization of model results. The L-THIA/NPS GIS model was applied to the Little Eagle Creek (LEC) watershed near Indianapolis, Indiana, USA. Historical land-use scenarios for 1973, 1984, and 1991 were analyzed to track land-use change in the watershed and to assess impacts on annual average runoff and NPS pollution from the watershed and its five subbasins. For the entire watershed between 1973 and 1991, an 18% increase in urban or impervious areas resulted in an estimated 80% increase in annual average runoff volume and estimated increases of more than 50% in annual average loads for lead, copper, and zinc. Estimated nutrient (nitrogen and phosphorus) loads decreased by 15% mainly because of loss of agricultural areas. The L-THIA/NPS GIS model is a powerful tool for identifying environmentally sensitive areas in terms of NPS pollution potential and for evaluating alternative land use scenarios for NPS pollution management.  相似文献

ABSTRACT As urban expansion outstrips water supplies, the usual solution is to build pipelines to bring in water from sources farther afield. Such water supplies may act as either a leader of urban development or as a follower. In either case, this engineering approach to the provision of water has fostered less than optimal utilization of regional water and land resources for urban growth. More efficient utilization of these resources is achieved when water supply development and urban growth planning are conjoint activities. Water supply planners and land use planners, working together, are able to generate and evaluate the full range of urban development options, including water demand management through conservation. Preferred regional growth plans are achieved using the best mix of water supply and urban growth. The result is a reduced rate of water supply development and a reduction of urban expansion on prime lands. This partnership approach is demonstrated for the Calgary Region under two levels of water conservation.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

Nonpoint source (NPS) pollution has emerged as the largest threat to water quality in the United States, influencing policy makers and resource managers to direct more attention toward NPS prevention and remediation. In response, the United States Environmental Protection Agency (USEPA) spent more than $204 million in fiscal year (FY) 2006 on the Clean Water Act’s Section 319 program to combat NPS pollution, much of it on the development and implementation of watershed-based plans. State governments have also increasingly allocated financial and technical resources to collaborative watershed efforts within their own borders to fight NPS pollution. With increased collaboration among the federal government, states, and citizens to combat NPS pollution, more information is needed to understand how public resources are being used, by whom, and for what, and what policy changes might improve effectiveness. Analysis from a 50-state study suggests that, in addition to the average 35% of all Section 319 funds per state that are passed on to collaborative watershed groups, 35 states have provided financial assistance beyond Section 319 funding to support collaborative watershed initiatives. State programs frequently provide technical assistance and training, in addition to financial resources, to encourage collaborative partnerships. Such assistance is typically granted in exchange for requirements to generate a watershed action plan and/or follow a mutually agreed upon work plan to address NPS pollution. Program managers indicated a need for greater fiscal resources and flexibility to achieve water quality goals.  相似文献

Increasing urban water self-sufficiency: new era, new challenges   总被引:3,自引:0,他引:3  
Urban water supplies are traditionally based on limited freshwater resources located outside the cities. However, a range of concepts and techniques to exploit alternative water resources has gained ground as water demands begin to exceed the freshwater available to cities. Based on 113 cases and 15 in-depth case studies, solutions used to increase water self-sufficiency in urban areas are analyzed. The main drivers for increased self-sufficiency were identified to be direct and indirect lack of water, constrained infrastructure, high quality water demands and commercial and institutional pressures. Case studies demonstrate increases in self-sufficiency ratios to as much as 80% with contributions from recycled water, seawater desalination and rainwater collection. The introduction of alternative water resources raises several challenges: energy requirements vary by more than a factor of ten amongst the alternative techniques, wastewater reclamation can lead to the appearance of trace contaminants in drinking water, and changes to the drinking water system can meet tough resistance from the public. Public water-supply managers aim to achieve a high level of reliability and stability. We conclude that despite the challenges, self-sufficiency concepts in combination with conventional water resources are already helping to reach this goal.  相似文献
