Today's international business environment has forced many firms to focus on supply chain management to gain a competitive advantage. During recent years, supplier selection process in the supply chain has become a key strategic consideration. With the growing worldwide awareness of environmental protection and the corresponding increase in legislation and regulations, green purchasing has become an important issue for companies to gain environmental sustainability. Traditionally, companies consider criteria such as price, quality and lead time, when evaluating supplier performance and do not give enough attention to environmental criteria as a means to evaluate suppliers. Now, many companies have begun to implement green supply chain management (GSCM) and to consider environmental issues and the measurement of their suppliers’ environmental performance. This paper examines GSCM to propose a fuzzy multi criteria approach for green suppliers’ evaluation. We apply fuzzy set theory to translate the subjective human perceptions into a solid crisp value. These linguistic preferences are combined through fuzzy TOPSIS to generate an overall performance score for each supplier. A numerical example is presented to demonstrate the effectiveness of the proposed approach.  相似文献

Effective decision making for sustainability requires consideration of multiple evaluation criteria. A numerical weight, assigned to each criterion, is the most common tool used to formalize preferences in Multiple Criteria Decision Making (MCDM). However, there are methods other than applying weights, which can be used to explore and articulate preferences. Two such groups have been identified as aspirational and holistic methods. The authors are interested in establishing if the different approaches to MCDM vary in their ability to facilitate a learning environment. There has been little examination of how this might best be achieved. An attempt is made to set out some hypotheses about which characteristics of MCDM tools may best support such learning. Additionally, three MCDM tools, representing the weighting, aspirational and holistic methods, are evaluated through a workshop for their ability to support individual learning. This includes a new tool, referred to as Target Ordering, which explores preferences through criteria targets rather than applying a weight to the criteria themselves.  相似文献

In order to achieve improved sustainability, local authorities need to use tools that adequately describe and synthesize environmental information. This article illustrates a methodological approach that organizes a wide suite of environmental indicators into few aggregated indices, making use of correlation, principal component analysis, and fuzzy sets. Furthermore, a weighting system, which includes stakeholders’ priorities and ambitions, is applied. As a case study, the described methodology is applied to the Reggio Emilia Province in Italy, by considering environmental information from 45 municipalities. Principal component analysis is used to condense an initial set of 19 indicators into 6 fundamental dimensions that highlight patterns of environmental conditions at the provincial scale. These dimensions are further aggregated in two indices of environmental performance through fuzzy sets. The simple form of these indices makes them particularly suitable for public communication, as they condensate a wide set of heterogeneous indicators. The main outcomes of the analysis and the potential applications of the method are discussed.  相似文献

The complex and controversial task of selecting a dam site in a river basin can be successfully achieved using science-informed multi-criteria decision-making (MCDM) techniques. In this paper, we describe the application of the group fuzzy TOPSIS model for optimal ranking of the case study of Kandoleh dam sites in Kermanshah province, Iran, involving 18 input criteria. In this study, decision-making committee was made up of 20 involved decision makers. The comments of four non-biased, external experts in dam site selection were also used. The triangular fuzzy numbers were used to apply experts’ opinions on the selection criteria. In total, four alternative sites were assessed based on the technical, economic, social and environmental considerations and the data were analyzed using fuzzy TOPSIS MCDM model. Ranking results were compared with multi-criteria decision-making models, including the ELimination and Choice Expressing the REality and simple additive weighting. This logical, open and transparent framework provides a science-informed decision-making approach for complex problems such as optimal dam site selection. Finally, using sensitivity analysis, local studies and group discussions, we demonstrated the multiple benefits of the proposed novel method for a science-informed, open and transparent method for optimal ranking of the dam site candidates.  相似文献

They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

The achievement of sustainable development demands the integration of environment and development. To achieve sustainable development requires a close collaboration and cooperation between environmentalists and the decision-makers. The evidence is that in developing countries (Egypt, as an example) the gap is widening rather than closing. Intensive research programs are needed, for instance in the field of sustainable development and urban environmental management, to narrow that gap. Environmental Impact Assessment (EIA) has become a management tool for achieving acceptable forms of environmentally sound development and sustainability; at best it is proving nothing more than a permit to move a project ahead.It is recommended that indicators for sustainable development and their progress be fully monitored. Performance indicators should always be established, not only for project implementation, but also during and after the implementation process to make sure that all mitigation measures are satisfactorily implemented. This can be achieved by linking the license granting authority for action to the actual implementation of these measures. To secure the environmental sustainability of an environmental project, it is also important to have the EIA document as an integral part of the license application document, and to make it available to inspectors during their necessarily frequent inspection visits.  相似文献

Following its rise to international prominence, sustainability has become an official principle or goal in many countries. Due to contextual differences, countries have followed different paths in the pursuit of sustainability. Approachescan be classified into three categories: green planning; institutional reform; and social mobilization. None of these courses on its own is likely to achieve sustainability. Yet, countries often appear to develop a path dominated by one of these approaches. This paper focuses on Australia, sketches the extent to which green planning, institutional reform and social mobilization have been playing a role in the pursuit of sustainability, and illustrates the difficulties of developing a pathway that combines these approaches.  相似文献

Sustainability has become an increasingly significant issue, although practical implementation remains difficult. In Italy, promoting sustainability is particularly problematic at the provincial and municipal level, where the lack of resources and expertise, and the effects of uncoordinated policies make it difficult to achieve minimum requirements to make sustainable policies operational. One essential requirement is knowledge of baseline environmental conditions in each municipality. In the province of Reggio Emilia (Northern Italy) Legambiente, an environmental association, launched an initiative called 'Ecopaese' aimed at gathering data on environmental conditions and stimulating local administrations to implement sustainable policies. To this end, the state of the environment in the 45 municipalities within the province has been monitored using 25 indicators. Their values have been used to rank the municipalities by multiple criteria analysis (MCA). The results of this comparative approach provide information about the level of sustainability attained in the province as a whole as well as in the single municipalities. It is hoped that it will provide the basis for direct action plans at the provincial level by identifying areas for remedial action, as recommended by Agenda 21, the declaration adopted by many countries attending the Rio Summit in 1992.  相似文献

Consensus-based multi-stakeholder forms of environmental governance involving government, private and civil society actors, have become popular for advancing sustainability, but have been criticized for failing to achieve procedural justice objectives including recognition, participation and strengthening capabilities. Yet, how such models have functioned within non-governmental organizations dedicated to advancing sustainability has been underexplored. This paper assesses the procedural elements of consensus-based multi-stakeholder models used within Canadian biosphere reserves and model forests, two organizations working to address environment and sustainability issues. We draw on strategic documents and semi-structured interviews from five organizations in Canada to analyze their governance structures and processes against a framework for procedural justice. We find the organizational structure reproduces elitism and professionalism associated with stakeholder models more generally and reproduces challenges associated with recognition, participation and building capabilities found in other stakeholder approaches. Meeting broader sustainability challenges requires organizations to address procedural justice issues in addition to their traditional environmental concerns.  相似文献

Wetlands are critical natural resources in developing countries where they perform a range of environmental functions and provide numerous socio-economic benefits to local communities and a wider population. In recent years, however, many wetlands throughout eastern Africa have come under extreme pressure as government policies, socio-economic change and population pressure have stimulated a need for more agriculturally productive land. Although wetland drainage and cultivation can make a key contribution to food and livelihood security in the short term, in the long term there are concerns over the sustainability of this utilization and the maintenance of wetland benefits. This article draws upon recent research carried out in western Ethiopia, which addressed the sustainability of wetland agriculture in an area of increasing food insecurity and population pressure. It discusses the impacts of drainage and cultivation on wetland hydrology and draws attention to local wetland management strategies, particularly those characterized by multiple use of wetlands, where agriculture exists alongside other wetland uses. The article suggests that where multiple wetland uses exist, a range of benefits can be sustained with little evidence of environmental degradation. Ways of promoting and empowering such sustainable wetland management systems are discussed in the context of the wider need for water security throughout the region.  相似文献

This paper focuses on the exergetic sustainability indicators of a medium-range commercial aircraft engine for constant reference environment and ground running conditions. First, a detailed exergy analysis of turbofan engine have been performed based on engine test cell parameters. Starting from the sustainability considerations and the second law of the thermodynamics, the paper presents six exergy-based sustainability indicators. The indicators of the turbofan engine developed here in conjunction with exergetic analysis and sustainable development are exergy efficiency, waste exergy ratio, exergy destruction factor, recoverable exergy rate, environmental effect factor, and exergetic sustainability index. The investigated sustainable indicators have been calculated by using exergy analysis outputs for aircraft ground running condition. Results from this study show that values of exergy efficiency, waste exergy ratio, exergy destruction factor, recoverable exergy rate, environmental effect factor, and exergetic sustainability index of investigated turbofan engine are found to be 0.315, 0.685, 0.408, 0, 2.174, and 0.460, respectively. These parameters are expected to quantify how the turbofan engine and aircraft become more environmentally benign and sustainable.  相似文献

As advancing technology and increasing demands for natural resources continue to mount pressure on the environment, environmental conservation and sustainable management have become ever more important. Individual countries have been increasingly taking action to reduce environmental destruction caused by human activities in an attempt to find a balance in between the necessary exploitation of resources and environmental conservation. In Turkey, the struggle between environmental conservation and mining activities is set within the legal context, with the requisite legal regulations (which describe various procedures) in the midst of being updated or renewed. The legal environmental risk analysis (LERA), beginning by discussing the main legal regulations of environmental conservation in relation to mining activities, defines basic environmental components which form the basis of environmental conservation in relation to mining, and analyzes the impact of mining on each component. The analysis (LERA) finishes with an evaluation of the components as they currently stand and makes some suggestions for the improvement of insufficient regulations.  相似文献

This paper shows how Multi-criteria Decision Analysis (MCDA) can help in a complex process such as the assessment of the level of sustainability of a certain area. The paper presents the results of a study in which a model for measuring sustainability was implemented to better aid public policy decisions regarding sustainability. In order to assess sustainability in specific areas, a methodological approach based on multi-criteria analysis has been developed. The aim is to rank areas in order to understand the specific technical and/or financial support that they need to develop sustainable growth.The case study presented is an assessment of the level of sustainability in different areas of an Italian Region using the MCDA approach. Our results show that MCDA is a proper approach for sustainability assessment. The results are easy to understand and the evaluation path is clear and transparent. This is what decision makers need for having support to their decisions. The multi-criteria model for evaluation has been developed respecting the sustainable development economic theory, so that final results can have a clear meaning in terms of sustainability.  相似文献

While the concept of sustainable development brings together concepts of economic, environmental and social sustainability, much has been said regarding inherent tensions between them. Conflicts between economic and environmental objectives, in particular, have been noted as restraining efforts to instigate transitions to environmental sustainability, with growth ambitions limiting environmental policy to “win–win” cases. This paper argues that they can also play complementary roles in managing transitions by creating inclusive visions for rallying actors and resources. This is explored by looking at a case of sustainable regeneration in Wales, UK. Using as a case study the Arbed scheme, an area-based project established in 2009 to retrofit housing stock for energy efficiency, this paper shows how the scheme explicitly addresses economic, environmental and social aspects of sustainability; and, in particular, how sustainable development aims constituted a guiding vision that supported the formation of actor and resource networks necessary for large-scale retrofitting.  相似文献

This paper aims to establish a framework in which potential methods for evaluating environmental impacts can be considered, with particular reference to the UK planning system. To do this a number of complementary ways of conceptualising sustainable development and making it more practical are outlined. Some basic arguments about the meaning of sustainability are reviewed; and some common misconceptions about the concept exposed. The concept of sustainability constraints is outlined and a functional distinction between quantitative and qualitative constraints is proposed. The adoption of sustainability constraints based on measures of environmental capacity is proposed. These suggest significant reductions in consumption of most environmental resources. The efficiency and sufficiency strategies that would be needed to meet the proposed quantified constraints are outlined. In conclusion, evaluation processes and indicators of sustainability, including environmental foot-printing and environmental impact assessment, are discussed, offering some pointers towards the type of measures that will be needed to help implement sustainability strategies.  相似文献

This paper explores similarities and differences in the knowledge, beliefs and actions that comprise the environmental attitudes of senior secondary school students in Australia and Brunei. Utilising data from a wider international study in Asia and the Pacific (Yencken et al. , 2000), the paper uses findings from these two countries to illustrate the pervasiveness of global environmental concerns over local cultural influences in the construction of youth environmental attitudes in Australia and Brunei. Thus, young people in these countries, as they do in all parts of the Asia-Pacific region, have very similar levels of environmental awareness and knowledge, sources of environmental, beliefs, systems or world views about the environment, and levels of perceived control over environmental trends. They also have a shared desire for schools to do more in the area of environmental education. The paper concludes that much more effort needs to be made in certain areas. The first is to encourage teachers and others who have influence over young people to develop their own knowledge and skills to be able to teach environmental education effectively. The second is in the area of curriculum and pedagogical reform so that young people explore the many possible ways in which current systems can change to support sustainability, in which current lifestyles reflect these systems, and in which their own actions can contribute to a sustainable future.  相似文献

The advent of democracy in South Africa in 1994 has resulted in a radical law reform process, new systems of governance, and significantly transformed planning and decision-making processes. At the same time, principles of sustainability, integration, participation, social and environmental justice have also been placed squarely on the South African political agenda. Local government has become the intended focal point for addressing the socio-economic needs of local communities and sustainable service delivery, with the principal tool for achieving these developmental objectives the Integrated Development Plan (IDP). This paper examines the available policy frameworks, including those at the national level, guiding incorporation of environmental sustainability considerations into IDPs and highlights difficulties of achieving this in practice. Ideas for moving beyond rhetoric to practical mainstreaming of environmental sustainability considerations in IDPs are provided.  相似文献

Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献
