Environmental considerations have become central to future developments in the Australian mineral industry and have affected the level of federal involvement in the industry. The Environmental Impact Statement (EIS) is now an important stage in the assessment of proposed mining projects. This paper examines two major federally sponsored inquiries into Australian mining projects — Fraser Island sand-mining and the Ranger uranium project — and then discusses subsequent events and future prospects.  相似文献

Research clearly shows that the environment is not going to go away as an issue of public concern. In fact, for many people, the environment is no longer simply an issue—it is a way of life. This is not likely to change. What has changed, however, is today's consumer. Today we are faced with a different type of consumer: one who is more knowledgeable on environmental issues—and more demanding. Ten years ago, environmental problems were easy to define: The Hudson and Potomac were polluted; Los Angeles had lousy air; some waste dumps were highly toxic. Solutions were also relatively straightforward: the Clean Air Act for dirty airsheds; the Clean Water Act for dirty rivers; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, better known as Superfund) for hazardous waste sites. 山西省某区块煤层气采出水水质均值为COD 170 mg/L,BOD529.7 mg/L,氨氮5.36 mg/L,氟化物6.59 mg/L,4个污染物指标超过GB 3838—2002《地表水环境质量标准》Ⅳ类水质限值要求。文章针对该地区煤层气采出水的可生化性差(BOD5/COD≤20%)、氯离子含量较高等特点,采用“电絮凝+电氧化”法进行中试试验,处理后水质COD≤17 mg/L,氨氮≤0.1 mg/L,氟化物≤1.0 mg/L,试验结果表明:采用该方法可以有效降低COD、氨氮、氟化物等主要污染物指标,使该区块煤层气采出水达到GB 3838—2002标准Ⅳ类水质要求(COD≤30 mg/L、氨氮≤1 mg/L、氟化物≤1 mg/L)。应用中试试验研究成果,采用“双电+保障(过滤)”工艺在该区块建成了煤层气采出水处理示范工程,水处理站建成投运后出水水质稳定,始终满足GB 3838—2002《地表水环境质量标准》Ⅳ类水质要求。  相似文献

This article presents a case study regarding initiatives, apparent failures, and successes that the Avery Dennison Materials Group organization encountered over the last five years in creating and sustaining environmental awareness throughout its organization. This awareness encompasses considerations thought to position the organization to compete against the core elements proposed within the ISO 14001 environmental management system protocol. While Avery Dennison's Materials Group has undertaken many initiatives which strive to achieve business integration, this article focuses primarily on three environmental management systems believed to be the foundation for a manufacturing or service organization—a foundation built on sustainable compliance, incorporation of quality management concepts, and the fulfillment of environmental performance expectations driven by the community at large. Those three programs are (1) an Environmental Stewardship Policy with specific environmental operating principles, (2) Environmental Control Instructions (ECIs), which establish accountability for proper operation, and (3) an Environmental Management System Assessment similar to the Global Environmental Management Initiatives (GEMI) environmental self-assessment tool. These cornerstones provide a basis for the construction of a management program pyramid, the top of which results in a quality process for making effective business decisions by integrating core environmental operating principles.  相似文献

Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. This article discusses the degree to which ICLEI-A/NZ's capacity-building campaigns and other performance-focused initiatives have instilled core environmental values in local government.  相似文献

Protection of culturally important indigenous landscapes has become an increasingly important component of environmental management processes, for both companies and individuals striving to comply with environmental regulations, and for indigenous groups seeking stronger laws to support site protection and cultural/human rights. Given that indigenous stewardship of culturally important sites, species, and practices continues to be threatened or prohibited on lands out of indigenous ownership, this paper examines whether or not indigenous people can meaningfully apply mainstream environmental management laws and processes to achieve protection of traditional sites and associated stewardship activities. While environmental laws can provide a “back door” to protect traditional sites and practices, they are not made for this purpose, and, as such, require specific amendments to become more useful for indigenous practitioners. Acknowledging thoughtful critiques of the cultural incommensurability of environmental law with indigenous environmental stewardship of sacred sites, I interrogate the ability of four specific environmental laws and processes—the Uniform Conservation Easement Act; the National Environmental Policy Act and the California Environmental Quality Act; the Pacific Stewardship Council land divestiture process; and Senate Bill 18 (CA-2004)—to protect culturally important landscapes and practices. I offer suggestions for improving these laws and processes to make them more applicable to indigenous stewardship of traditional landscapes.  相似文献
