As an energy-intensive industry, the industrial sector consumes 70% of energy consumption and causes serious environmental pollution in China. Also, the government emphasized the promotion of R&D investment in the industrial sector in China's National Plan on Climate Change (2014–2020). It is meaningful and contributes to assessing energy and environmental performance, as well as R&D and industrial pollution control (IPC) investment strategies of China's industrial sector. A non-radial DEA model, as with natural and managerial disposability, was adopted to evaluate this from provincial and regional perspectives during the 2008–2012 period. Energy and environmental performance was evaluated by unified efficiency under natural disposability (UEN), unified efficiency under managerial disposability (UEM), and unified efficiency under natural and managerial disposability (UENM). The empirical results indicated that Shandong and Hainan were efficient under natural and managerial disposability, while other provinces had the potential to improve their energy and environmental performance. The number of provinces that was fit for investments of R&D and IPC increased from 2008 to 2010, then decreased in 2011 and 2012. In spite of this, many provincial industrial sectors should make efforts to reduce pollution by investment on technology. Tianjin, Heilongjiang, Jiangxi and Henan were especially the best investment objects because investments of R&D and IPC turned to be effective for them during the whole study period. Moreover, western China had the highest average UENM, followed by eastern China and central China. Eastern China and central China were rewarding to expand investments. Coal consumption was the main factor to negatively affect unified efficiency whereas the increase in economic development level was primarily responsible for the improvement of unified efficiency. According to the results, differentiated suggestions to further improve energy and environmental performance were proposed.  相似文献

In this paper, we use a stochastic integrated assessment model to evaluate the effects of uncertainty about future carbon taxes and the costs of low-carbon power technologies. We assess the implications of such ambiguity on the mitigation portfolio under a variety of assumptions and evaluate the role of emission performance standards and renewable portfolios in accompanying a market-based climate policy. Results suggest that climate policy and technology uncertainties are important with varying effects on all abatement options. The effect varies with the technology, the type of uncertainty, and the level of risk. We show that carbon price uncertainty does not substantially change the level of abatement, but it does have an influence on the mitigation portfolio, reducing in particular energy R&D investments in advanced technologies. When investment costs are uncertain, investments are discouraged, especially during the early stages, but the effect is mitigated for the technologies with technological learning prospects. Overall, these insights support some level of regulation to encourage investments in coal equipped with carbon capture and storage and clean energy R&D.  相似文献

The impact of the investment in absorptive capacity on transboundary pollution is studied by considering two countries, each of them regulating a firm. Firms can invest in inventive research and in absorptive research to lower their pollution intensity. The absorptive research enables a firm to capture part of the inventive research made by the other one. We show that by means of adequate emission taxes, original and absorptive research and development (R&D) subsidies, regulators can reach the non-cooperative social optimum. Interestingly, we show that the investment in absorptive research enables non-cooperating regulators to better internalize transboundary pollution. The higher is the learning parameter of absorption, the greater is the proportion of transboundary pollution internalized. Therefore, it is recommended for the international community to make the patent laws more flexible and enabling learning from the research made by others more interesting. Moreover, the investment in absorptive R&D may lead to multiple equilibria necessitating non-cooperating countries to coordinate on an equilibrium, which constitutes an incentive for them to cooperate.  相似文献

This paper looks at the interplay between human capital and innovation when climate and educational policies are implemented. Following recent empirical studies, human capital and general purpose research and development (R&D) are introduced in an integrated assessment model used to study the dynamics of climate change mitigation. Our results suggest that climate policy stimulates general purpose as well as clean R&D but reduces the incentive to invest in human capital formation. Both innovation and human capital have a scale effect, which increases pollution, as well as a technique effect, which saves emissions for each unit of output produced. While the energy-saving effect prevails when innovation increases, human capital is pollution-using, also because of the gross complementarity between the labor and energy input. When the role of human capital is the key input in the production of general purpose and energy knowledge is accounted for, the crowding-out of education induced by climate policy is mitigated, though not completely offset. By contrast, a policy mix that combines educational as well as climate objectives offsets the human capital crowding-out, at moderate and short-term costs. Over the long run, the policy mix leads to global welfare gains.  相似文献

Expert elicitations are a promising method for determining how R&D investments are likely to have an impact on technological advance in climate change energy technologies. But, expert elicitations are time consuming and resource intensive. Thus, we investigate the value of the information gained in expert elicitations. More specifically, given baseline elicitations from one study, we estimate the expected value of better information (EVBI) from revisiting and improving these assessments. We find that the EVBI is very large in comparison with the cost of performing expert elicitations. We also find that EVBI is higher on technologies with larger budgets and with net values that are not too high or too low.  相似文献

Continuing industrial development has created large quantities of construction and demolition (C&D) waste, which has led to severe environmental and social problems. The aim of this study was to investigate the decision-making behaviours of stakeholders involved in C&D waste management. Based on evolutionary game theory, stakeholder decision-making behaviours in C&D waste management were analysed, and their influencing factors were identified, including government supervision costs, public participation costs, government penalties, government incentives, government supervisory intensity, probability of contractors conducting illegal dumping, probability of public participation, and probability of illegal dumping being detected. The results also revealed how government penalties and incentives impacted the decision-making behaviours of the contractors and public. Penalties and incentives can effectively reduce illegal C&D waste dumping behaviours, while excessive penalties and incentives have limitations in controlling illegal dumping. The model proposed in this research provides an experimental simulation platform to determine the appropriate values for government penalties and incentives for C&D waste management based on stakeholder decision-making behaviours. In addition, the research results for the stable strategy point of a three-party evolutionary game model demonstrated the importance of public participation in C&D waste management. These results may inform research hypotheses for future empirical studies and provide a simple model for developing appropriate government penalties and incentives in practice.  相似文献

Factor-Augmenting Technical Change: An Empirical Assessment   总被引:1,自引:0,他引:1  
This paper estimates factor-specific technical change and input substitution using a structural approach. It contributes to the existing literature by introducing various technology drivers for factor productivities and by assessing the impact of endogenous technical change on the elasticity of substitution. The empirical results suggest that factor productivities are indeed endogenous. In addition, technology drivers are factor-specific. Whereas the R&D stock and machinery imports are important determinants of energy and capital productivity, the education stock is statistically related to labour productivity. The rate of energy-augmenting technical change is larger than that of either labour or capital. By contrast, the productivity of these two factors grows at similar rates. Estimates of the elasticity of substitution are within the range identified by previous literature. In addition, we show that endogenous technical change reduces substitution. Because the elasticity of substitution is lower than one, knowledge and human capital can ultimately have an energy-using effect. The estimated structure of endogenous technical change suggests that Integrated Assessment models focusing on energy-saving technical change might underestimate climate policy costs.  相似文献

Sustainable development may mean different things to people with different worldviews. We sketch four worldviews, drawing on a schema developed by Bryan Norton. Of these four worldviews, i.e. exploitist, utilitist, integrist and inherentist, the third is the most consistent with the Brundtland Report (WCED 1987) and the Great Lakes Water Quality Agreement (GLWQA 1987).The integrist perspective combines analytic reductionistic study with comparative contextual study, with emphasis on the latter. This integrative approach moves from over-reliance on utilist information services such as impact assessment towards transactive study. Our own compromise emphasizes a stress-response approach to a partial understanding of complex cultural-natural interactions within ecosystems. Both cultural and natural attributes of ecosystems must be addressed.Currently the federal Canadian government tends toward an exploitist worldview; current government R&D funding and subsidies reflect this view. Old-fashioned scientists who rely on a monocular analytical vision of the world's minutiae may find contextual historical study offensive; these scientists hold sway on some advisory boards and hence research funding. Difficulty in finding funding for integrist information services should not be interpreted as a lack of need for this information; rather this difficulty results from resistance to a changing worldview.  相似文献

This paper provides a comprehensive characterization of mineral waste such as fly ash, bottom ash, slag and construction demolition (C&D) collected from four different thermal power plants, three steel plants and three C&D waste generation sites in India. To determine utilisation potential and environmental concerns, as received fly ash, bottom ash, slag and C&D waste were analysed for physico-chemical, mineralogical and morphological properties. The physico-chemical properties analysed include pH, moisture content, acid insoluble residue, loss on ignition(LOI), carbon content, fineness, chloride content, sulphate content, reactive silica content, XRF and heavy metal analysis. Morphological and mineralogical characteristics were investigated using scanning electron microscopy–energy dispersive X-ray. Particle size distribution was obtained using particle size analyser. The material analysed has different compositions and were selected with a view to determine their suitability for different applications in cement and concrete industry and for further research studies.  相似文献

The primary purpose of Sustainable Building Assessment (SBA) tools is for behavioral changes in public building practice. In the Web 3.0 era, even non-experts may have the capacity to select and use Information & Communication Technology (ICT) tools to solve complicated problems in sustainable building decision making without any expert help. It is clear that the R&D of these tools which directly target project decision makers is a significant project for researchers and policy makers who are tasked with the challenge of changing individual building practice for regional sustainability. The purpose of the study is to suggest a tool and its development process for sustainable building assessment by project decision makers, especially targeting non-expert groups. This study defines an SBA tool for project decision makers based on a typology and suggests a “3-layer development process framework”. For the theoretical Background, we integrate interdisciplinary methods and principles such as cognitive problem-solving and sustainable building delivery, including long-term community benefits in a region and an information system development process. This framework is based on Boehem's spiral model for information system development processes and especially emphasizes the first cycle to develop a core set of indicators fit for the non-expert user's problem solving process. This presents an iterative and gradual process with the aim of approaching the tool type from passive tools such as checklists and guidelines, to interactive software, especially interactive DSS (Decision Support Systems) online ICT platforms. The development process is comprised of 8 stages: This includes the use of mixed-method sequential design, including interviews, workshops, the Delphi survey technique, FD-AHP weight analysis, and scenario analysis. In addition, the study presents a case study of the application of the first cycle to develop a core set of indicators and discusses its effectiveness. This study may help researchers by providing a clear and effective method to understand interdisciplinary approaches to develop appropriate tools for sustainable building practice in a regional context.  相似文献

Soil vapor extraction (SVE) and bioremediation (BR) are two of the most common soil remediation technologies. Their application is widespread; however, both present limitations, namely related to the efficiencies of SVE on organic soils and to the remediation times of some BR processes. This work aimed to study the combination of these two technologies in order to verify the achievement of the legal clean-up goals in soil remediation projects involving seven different simulated soils separately contaminated with toluene and xylene. The remediations consisted of the application of SVE followed by biostimulation. The results show that the combination of these two technologies is effective and manages to achieve the clean-up goals imposed by the Spanish Legislation. Under the experimental conditions used in this work, SVE is sufficient for the remediation of soils, contaminated separately with toluene and xylene, with organic matter contents (OMC) below 4 %. In soils with higher OMC, the use of BR, as a complementary technology, and when the concentration of contaminant in the gas phase of the soil reaches values near 1 mg/L, allows the achievement of the clean-up goals. The OMC was a key parameter because it hindered SVE due to adsorption phenomena but enhanced the BR process because it acted as a microorganism and nutrient source.  相似文献

Results from two 'Mussel Watch'-type monitoring programs were compared: the Réseau National d'Observation de la qualité du milieu marin (RNO), the French monitoring network, and the Mussel Watch Project of the U.S. National Status and Trends (NS&T) Program. 80 RNO sites (47 for mussels and 33 for oysters) and 89 NS&T sites (45 for mussels and 44 for oysters) provided a basis for the comparison of median concentrations of commonly measured trace metals (mercury, lead, zinc, cadmium and copper) and organic chemicals. Lower lead and lindane concentrations in the U.S. were explained by their respective history of use. Differences in Zn and Cu, essential elements for both mussels and oysters, could be due to specific internal regulation processes. Higher cadmium concentrations in the U.S. are possibly related to U.S. coastal areas being richer in nutrients or to a lesser use of this element as a general anticorrosive in France. We could not find any plausible explanation for higher mercury concentrations in France. This first attempt of a comparison of national chemical monitoring programs raises the need for deeper understanding of possible contamination sources.  相似文献

使用固相柱对底质中的7种农残进行净化。结果表明,在相同淋洗条件下,使用氟罗里硅土柱比硅胶柱净化效果好。比较了不同溶剂体系、不同溶剂配比下2种萃取柱的净化效果,选择乙醚-正己烷(体积比1∶2)或丙酮-正己烷(体积比1∶4)作为净化溶剂,较小的收集体积都可满足所有目标化合物的回收率要求;相比较而言,丙酮-正己烷(体积比1∶4)作为净化溶剂,洗脱液的杂质干扰更小,净化效果更好。使用氟罗里硅土柱和丙酮-正己烷(体积比1∶4)对样品净化,方法简单,快速,净化效果好,适合大批量底质样品的前处理净化过程。  相似文献

An optimized extraction and clean-up method for the analysis of chlortetracycline, doxycycline, oxytetracycline, and tetracycline antibiotics in soil is presented in this work. Soil extraction using different solvents was performed, but the use of a 50 : 50 (v/v) methanol : acetate buffer (pH 8) solvent mixture in a pressurized liquid extraction (PLE) system proved to give the best extraction efficiency and reproducibility. The effect of soil composition on the PLE extraction efficiency was also examined, and results indicated that recovery data for one soil is not necessarily consistent with other soil types containing different compositions of clay and organic matter content. The percent recoveries of the optimized PLE method varied between the soils and ranged from 22-99%, depending on soil type, and more specifically clay content. In addition, the extent of ionization suppression caused by co-extracted humic acids was examined in an ion trap mass spectrometer (MS), and a single quadrupole MS. It was found that under positive electrospray ionization, the single quadrupole MS was less susceptible to ionization suppression than the ion trap MS. Therefore, various sample clean-up procedures were evaluated to selectively reduce the amount of co-extracted humic acids in the soil extracts. The most effective clean-up was obtained from the use of StrataX sorbent in combination with a strong anion exchange cartridge.  相似文献

This paper illustrates a step-by-step approach for evaluating chemical monitoring data in air and deposition and for prioritizing chemicals to be included in long-term air monitoring programs. The usability of the method is shown by application to data generated within the Swedish screening program. The suggested prioritization approach uses a novel methodology by combining empirical data on occurrence in air and deposition with publicly available quantitative structure activity relationship estimation tools that predict atmospheric persistence and bioaccumulation. A selection tree is presented, which may be used by regulatory bodies to prioritize chemicals for long-term air monitoring. A final ranking list is presented proposing a prioritization order for inclusion in monitoring programs. Based on the suggested strategy, the chemicals identified as most relevant to include in Swedish long-term monitoring programs were short-chain chlorinated paraffins(C10-C13), perfluorooctane sulfonate, octachlorostyrene, hexabromocyclododecane, hexachlorobenzene, pentachloroanisole, decamethylcyclopentasiloxane, octamethylcyclotetrasiloxane, pentachlorobenzene, 1,2,3,4-tetrachlorobenzene, hexachlorobutadiene, dodecamethylcyclohexasiloxane, perfluorodecane sulfonate, 1,2,4,5-tetrachlorobenzene, and pentabromophenol.  相似文献

The concentration of heavy metals in the bottom sediment and interstitial water collected from two reservoirs in Singapore was found to be enriched. A distribution coefficient,K d , was used to assess the chemical stability of heavy metals in the sediments. Numerical models were used to assess (1) the redistribution of heavy metals in a changing environment, and (2) long-term self clean-up capabilities of a reservoir.  相似文献

This paper describes concentration amounts of arsenic (As), particulate mercury (Hg), nickel (Ni) and lead (Pb) in PM10 and PM2.5, collected since 1993 by the Technological and Nuclear Institute (ITN) at different locations in mainland Portugal, featuring urban, industrial and rural environments, and a control as well. Most results were obtained in the vicinity of coal- and oil-fired power plants. Airborne mass concentrations were determined by gravimetry. As and Hg concentrations were obtained through instrumental neutron activation analysis (INAA), and Ni and Pb concentrations through proton-induced X-ray emission (PIXE). Comparison with the EU (European Union) and the US EPA (United States Environmental Protection Agency) directives for Ambient Air has been carried out, even though the sampling protocols herein – set within the framework of ITN's R&D projects and/or monitoring contracts – were not consistent with the former regulations. Taking this into account, 1) the EU daily limit for PM10 was exceeded a few times in all sites except the control, even if the number of times was still inferior to the allowed one; 2) the EU annual mean for PM10 was exceeded at one site; 3) the EPA daily limit for PM2.5 was exceeded one time at three sites; 4) the EPA annual mean for PM2.5 was exceeded at most sites; 5) the inner-Lisboa site approached or exceeded the legislated PMs; 6) Pb levels stayed far below the EU limit value; and 7) concentrations of As, Ni and Hg were also far less than the reference values adopted by EU. In every location, Ni appeared more concentrated in PM2.5 than in coarser particles, and its levels were not that different from site to site, excluding the control. The highest As and Hg concentrations were found in the neighbourhood of the coal-fired, utility power plants. The results may be viewed as a “worst-case scenario” of atmospheric pollution, since they have been obtained in busy urban-industrial areas and/or near major power-generation and waste-incineration facilities.  相似文献
