利用经济学上的“投入—产出”分析方法 ,结合气候变化对农业产量影响的计算机模拟系统 ,研究了当气候变化影响农业生产和产量时 ,江苏省农业产值的变化及与农业部门相联系的国民经济各个部门产出量的变化。考虑江苏省的经济发展速度和产业结构 ,预测了未来不同气候变化情景下 ,为使经济发展达到预期目标 ,社会需对各经济部门追加的资金投入量及各经济部门之间相互投入量的变化 ,提出了适应气候变化的相应对策。研究结果反映了国民经济各部门之间及部门与整体的相互联系 ,从而对制定区域经济平衡发展规划提供了理论依据和建议。  相似文献

资源与环境是人类社会赖以生存和发展的物质基础,利用投入产出技术,能定量地研究国民经济发展与资源环境的关系,指导国民经济产业结构向着资源与环境可持续方向健康发展。以作者所编制的2002年江苏省水资源利用、水污染防治投入产出表为基础,通过计算2002年江苏省国民经济各部门直接用水系数与完全用水系数以及COD直接排放系数与完全排放系数,深入分析了各部门对水资源的使用情况和水环境的消耗情况;利用投入产出价格模型,分析和测度了水资源费与排污费征收标准单独变动及同时变动等5种不同情况下江苏省国民经济各部门产品价格的变化率,进一步分析研究了水资源费与排污费征收标准调整对国民经济各部门的影响;最后依据上述计算分析结果,给出了江苏省国民经济不同行业今后调整的一些建议和意见.  相似文献

本文基于气候变化影响与适应领域的研究,重点聚焦国家第三次气候变化评估报告发布以来的最新成果,从全国尺度评估气候变化对我国社会经济可持续发展重点领域的影响,揭示气候变化对各重点领域影响的时空格局及区域差异,预估未来气候变化风险,为国家应对气候变化宏观政策制定和促进社会经济可持续发展提供科技支撑。本文评估了重点领域的影响和风险、重大工程和脆弱区的影响和风险、综合风险与适应三个方面,分析了气候变化对农业、水资源、海洋与海岸带、自然生态系统、人体健康和环境、重大工程、脆弱区的影响与风险及区域综合风险和适应的最新研究进展。气候变暖在改变区域水热资源分配的同时,对农业、水资源、海洋与海岸带、人体健康等相关敏感领域和区域产生了十分明显影响,并且将在未来进一步加剧这些领域和区域的风险,特别是农牧交错带和黄土高原风险较为突出,同时气候变化将对青藏铁路、南水北调等重大工程产生不利影响。我国在适应气候变化领域战略研究和实践上有了长足的进步,提出了有序适应气候变化的理念并设计了实施路线图,但是在综合风险和适应领域的研究整体上还比较薄弱,综合风险和适应研究仍无法有效支撑气候变化应对工作。气候变化在某种程度上带来气候资源,对自然系统和社会经济的负面影响明显。研究再次表明,气候变化利弊共存,总体上弊大于利。  相似文献

粮食生产系统对气候变化的响应:敏感性与脆弱性   总被引:1,自引:0,他引:1  
气候变暖延长了作物适宜生长季,缩短了实际生育期,改变了作物的种植界线;在一些区域促进了产量增高,给作物品质带来负面影响,并改变了气象灾害与病虫害的规律,导致损失增加。未来粮食生产系统对气候变化表现出较强的敏感性,如温度增高1℃,冬小麦生育期日数平均缩短17d左右,水稻和玉米平均缩短7-8 d,但地区之间存在差异。气候变化将威胁作物产量的稳定性,并影响作物品质。脆弱性主要是面对极端事件的影响,特别是在减小暴露度和提高适应能力两个方面,因为雨养农业的暴露度明显高于灌溉农业。为此,本文提出了相应的对策建议,以降低粮食生产系统对气候变化的脆弱性。一是加强对敏感性的评估能力建设,包括完善和改进各类评估指标体系和模型,创新和发展评估方法和工具;结合实地观测和案例研究,科学评估气候变化的影响与敏感性,识别和降低研究中的不确定性;提高人类对气候系统及其变化的认识,提高气候变化影响及相应领域敏感性的认识。二是加强粮食生产系统适应能力建设,包括对已有的农田基础设施进行改造,增强对气象灾害的防御能力;通过调整农业生产结构,有计划地选用抗旱涝、抗高低温和抗病虫害等抗逆品种和新品种;发展节水农业,加强推广旱作农业技术;综合多学科的理论方法,进一步开展粮食生产系统与气候变化有关的影响和适应研究。三是加强自然和社会系统体系和功能建设,包括加强高新技术和适用技术的推广,加快科技创新和技术引进步伐;通过立法、行政、财政税收等方式,积极推进农业保险,探索农业政策保险与商业保险相结合的风险分担机制;通过调整经济结构、提高能源效率,增加粮食生产系统固碳减排能力,维护良好的生态环境。  相似文献

运用协整检验和Granger因果检验方法,考察了三峡库区重庆段1992-2009年经济发展与农业面源污染之间的相互关系。研究结果表明:①经济增长是影响三峡库区重庆段农业面源污染的主要原因,且种植业、养殖业和农村生活三大类污染源排放量与农村经济发展之间都具有协整关系;②短期内农业生产总值的变化引起三类农业污染源排放量的同方向变动,长期来看,农村经济发展对农业面源污染有减缓作用,这与传统的环境—经济增长库兹涅茨倒U型曲线所揭示的一般规律相同;③农业经济的发展和种植业、养殖业的污染排放量具有双向的因果关系,但是经济发展是农村生活污染排放量增长的原因,农村生活污染排放量不是经济增长的原因,它们之间是单向因果关系。因此,我们要密切关注库区经济增长对环境质量带来的负面效应,必须依赖科学技术进步,提高种植业中化肥、农药、农膜和秸秆等的利用率,根据当地农业发展的特点以及与河流的远近,规划好农业、林业、畜牧业的结构,大力发展环保型、生态型农业,以减轻农业面源污染,实现农业经济增长与保持环境质量之间的相互协调。  相似文献

农业是对气候变化反应最为敏感和脆弱的领域之一,任何程度的气候变化都会给农业生产及其相关过程带来潜在的或显著的影响,而提高适应能力是农业领域应对气候变化的主要对策。气候变化对农业领域的主要影响包括:气候变暖使我国年平均气温上升,农业生产所需的热量资源都有不同程度的增加,延长了气候生长季,气候变化对农业气候资源产生影响;气候变化使我国的种植制度和农业布局发生改变,导致种植区和种植制度分界线北移;气候变化对农作物产量和品质产生影响;气候变化还对农业旱涝及病虫害等气候灾害及粮食安全和农产品贸易产生影响。中国幅员辽阔,受气候变化影响的农业领域区域差异特征显著,开展适应措施与对策研究已成为农业领域科学应对气候变化的重要内容。当前主要适应技术措施包括:调整农业种植制度和布局;选育优良农作物品种;加强农业气候灾害防控;加强农业基础设施建设等。在此基础上,本文分析了农业领域在适应气候变化中存在适应技术薄弱分散,尚未建立完善的适应技术清单;评估方法中缺少对适应技术的成本效益分析以及资金和政策障碍等问题。提出将来应对气候变化中农业领域适应技术措施的发展趋势和方向,主要包括通过对气候变化影响的科学系统研究,减少不确定性,提升农业在全球气候谈判中地位;建立适应技术清单和技术集成体系以及建立科学选择和评估适应技术的方法步骤,在一定程度上通过增强适应能力来减轻气候变化的不利影响,以促进我国农业的可持续发展。  相似文献

气候变化对江苏省城市系统用电量变化趋势的影响   总被引:8,自引:1,他引:7  
江苏省是长江流域经济发展领先的地区,在其社会经济快速发展、人民生活水平迅速提高和电力供应有限的情况下,气候变化加剧了电力需求的紧张局面。根据江苏省50年来的用电量资料和1985年以来夏季平均温度距平资料,分析了城市系统用电量在随社会经济发展增长的同时,因气候异常特别是因夏季高温波动而引起的居民和城市系统用电量的变化。结果发现,夏季高温异常是居民和城市系统用电量增加的重要气候因子,指出未来气候变暖可能导致电力需求更加严峻的形势。对于现阶段长江流域各地区电力工业和国民经济的可持续发展具有科学意义和参考价值。  相似文献

城市之间经济联系是区域经济发展的重要研究内容。本文采用区域间相互作用的引力模型,选取2002、2007和2012年的就业人口数、GDP以及山东省主要城镇公路里程等数据,对山东省17城市的经济联系量、城市间经济联系隶属度进行测算。本文的研究结论包括:山东省各主要城市间的经济联系量绝对量保持增长;各城市的占总体比重隶属度结构在2002-2007年存在较大变化,2007-2012年基本不变。济南、淄博、威海等城市比重下降,与其他城市联系总体有所减弱;菏泽、济宁、聊城、临沂比重上升;主要形成"济南-泰安、淄博-济南-东营-潍坊;烟台-威海市;枣庄-临沂市"三大经济联系紧密带的格局。从山东省总体空间范围来看,中、北部城市间联系紧密,而西部和沿海城市之间联系较弱。本文最后对山东省的新型城镇化战略及区域经济一体化发展提出了相关启示建议。  相似文献

通过梳理现有文献表明,全球气候变化对社会经济和自然生态系统造成了重大影响,气候变化将显著地改变森林生态服务的供给水平和质量,对森林和以林为生的人口都会造成重要的生态、经济和社会影响,甚至威胁到人类的生存.我国是受气候变化影响较大而适应能力较弱的发展中国家,森林适应气候变化的科学、社会经济及对策研究相对滞后,因此,笔者从气候变化对历史上森林生态系统的影响着手,阐述了气候变化对森林分布、森林演替、森林生产力、生物多样性、森林火灾、森林水文调节和水质、森林生态系统的未来、森林生态服务的水平和质量等方面产生的影响,分析了现有气候变化对森林影响的研究存在的不足:忽略了其它环境因子的作用;忽略了不同物种之间的竞争机制;缺乏对极端气候事件的考虑;缺乏森林自身变化对气候变化的反馈;缺乏森林生态系统对全球气候变化相应机制更深入的认识;研究模型及数据的不完善性.文章最后提出了可将气候变化对森林造成的危害降到最低限度的政策建议.  相似文献

气候变化对中国南方水稻产量的经济影响及其适应策略   总被引:5,自引:0,他引:5  
文章通过构建经济-气候模型(简称C-D-C模型),运用计量经济模型实证分析气候变化对南方水稻产量的影响,并对未来气候变化情景的影响进行了模拟评估。结果表明,气候对南方地区水稻产量有显著负影响,且气候对各区域影响存在差异,降水对华南、华中和华东地区有负的作用,而对西南地区有一定正影响;温度对西南、华南、华东和华中地区都有负的影响,未来气候变化情景对南方水稻产量的影响以减产为主,应引起政府和农户的高度重视。最后,根据实证分析结果,提出了南方地区水稻生产适应气候变化的对策建议。  相似文献

This study uses information from the input–output tables 2008, national accounts, household survey, and environmental pollutant emissions to elaborate an environmentally extended social accounting matrix for Chile. A linear multisector model is then generated in order to determine the effects that a sectoral shock on demand would have on economic development. The results show the typical economic trade-offs, concluding that it is necessary to consider economic relationships in order to assess the full impact of a sector on economic activity, income distribution, and pollution. The sectors commerce, construction, and food industry strongly increase economic growth and employment and decrease inequality. Nonetheless, when also considering the environmental effects, no sectors can be identified that contribute systematically and significantly to all the areas of economic development.  相似文献

江苏省交通运输业能源消费碳排放及脱钩效应   总被引:2,自引:0,他引:2  
通过自上而下的计算方法,测算了江苏省1995~2010年交通运输行业能源消费碳排放量和人均碳排放量,并结合行业自身发展特点,扩展了Kaya恒等式,运用LMDI分解法进行分解分析。同时,在上述基础上采用Tapio模型对江苏省交通碳排放与交通运输业经济发展的脱钩关系进行了探讨。研究发现:(1)江苏省交通碳排放量与人均碳排量均呈明显上升趋势,其中石油制品类能源消费碳排放表现突出;(2)正向驱动交通碳排放量增加的因素为经济产出、人口规模和产业结构,负向驱动因素为交通能源结构和交通能源强度。其中,拉动碳排放量增长的决定性因素是经济产出规模的扩大,而促使碳排放减少的主要因素是交通能源强度的降低,相对于正向驱动因素,负向驱动因素抑制交通碳排放增加作用有限;(3)交通碳排放量变化与运输业经济发展之间的脱钩状态以扩张负连接、扩张负脱钩和弱脱钩为主,脱钩关系总体呈先恶化后改善的趋势,但要完全实现两者的绝对脱钩,依然任重道远  相似文献

To be effective, climate change adaptation needs to be mainstreamed across multiple sectors and greater policy coherence is essential. Using the cases of Malawi, Tanzania and Zambia, this paper investigates the extent of coherence in national policies across the water and agriculture sectors and to climate change adaptation goals outlined in national development plans. A two-pronged qualitative approach is applied using Qualitative Document Analysis of relevant policies and plans, combined with expert interviews from non-government actors in each country. Findings show that sector policies have differing degrees of coherence on climate change adaptation, currently being strongest in Zambia and weakest in Tanzania. We also identify that sectoral policies remain more coherent in addressing immediate-term disaster management issues of floods and droughts rather than longer-term strategies for climate adaptation. Coherence between sector and climate policies and strategies is strongest when the latter has been more recently developed. However to date, this has largely been achieved by repackaging of existing sectoral policy statements into climate policies drafted by external consultants to meet international reporting needs and not by the establishment of new connections between national sectoral planning processes. For more effective mainstreaming of climate change adaptation, governments need to actively embrace longer-term cross-sectoral planning through cross-Ministerial structures, such as initiated through Zambia’s Interim Climate Change Secretariat, to foster greater policy coherence and integrated adaptation planning.  相似文献

Incorporating climate change concerns into national development planning allows adaptation to happen in harmony with the sustainable development of a country. Cambodia has received international support to enable climate change-resilient development; “mainstreaming climate change” is one of the key recent strategies. This article aims to identify entry points for integrating climate change concerns into national development planning, especially for the water resources and agriculture sectors. The study uses institutional ethnography research methods with informants drawn from government organisations, local academic institutions, and development partners, together with content analysis of key policy documents. It was found that the Cambodian national planning process restricts the involvement of other actors such as researchers, civil society, and private sector; yet flexible, in that it provides opportunities for the inclusion of climate change and other related concerns. The study identified specific entry points in key policy documents, such as the National Strategic Development Plans, and ministries’ plans. Other entry points were identified in the development planning process, for example, in the process of development departments and ministries’ plans, and actors such as department planners, and departments of planning of line ministries. Climate-informed planning is now plausible; more significant integration of concerns with future climate change, however, will require more commitment and stronger connections among national planning stakeholders, adaptation actors, and research communities.  相似文献

Despite recent calls to limit future increases in the global average temperature to well below 2 °C, little is known about how different climatic thresholds will impact human society. Future warming trends have significant global food security implications, particularly for small island developing states (SIDS) that are recognized as being among the most vulnerable to global climate change. In the case of the Caribbean, any significant change in the region’s climate is likely to have significant adverse effects on the agriculture sector. This paper explores the potential biophysical impacts of a +?1.5 °C warming scenario on several economically important crops grown in the Caribbean island of Jamaica. Also, it explores differences to a >?2.0 °C warming scenario, which is more likely, if the current policy agreements cannot be complied with by the international community. We use the ECOCROP niche model to estimate how predicted changes in future climate could affect the growing conditions of several commonly cultivated crops from both future scenarios. We then discuss some key policy considerations for Jamaica’s agriculture sector, specifically related to the challenges posed to future adaptation pathways amidst growing climate uncertainty and complexity. Our model results show that even an increase less than +?1.5 °C is expected to have an overall negative impact on crop suitability and a general reduction in the range of crops available to Jamaican farmers. This observation is instructive as increases above the +?1.5 °C threshold would likely lead to even more irreversible and potentially catastrophic changes to the sustainability of Jamaica’s agriculture sector. The paper concludes by outlining some key considerations for future action, paying keen attention to the policy relevance of a +?1.5 °C temperature limit. Given little room for optimism with respect to the imminent changes that SIDS will need to confront in the near future, broad-based policy engagement by stakeholders in these geographies is paramount, irrespective of the climate warming scenario.  相似文献

如何协调经济发达区农村城镇化发展过程中土地占用需求的不断增长与土地占用供给的相对有限性之间的矛盾是关系到经济发达地区社会经济能否实现可持续发展的关键,以经济发达区江苏省江阴市为例,系统描述了苏南地区江阴市经济发展阶段农村城镇化过程中用地结构转换的动态变化过程,伴随着这一过程区域经济产业结构明显升级,土地利用效率也相应提高,但是,从目前江阴市城镇建设与土地资源利用管理现状来看,仍然存在着城镇用地结构与规模不合理,城镇发展与经济发展水平不相适应等问题,必须从这几方面着手,即进一步完善城镇发展规划,合理协调城镇发展与村庄建设的关系;深化城镇土地使用制度改革,提高城镇土地使用效率,调整工业用地布局,促进工业用地的集约利用,制定城镇生产环境发展规划,改善城镇人居环境。  相似文献

Climate change can be particularly hard-hitting for small underdeveloped countries, relying heavily on natural resources for the economy and livelihoods. Nepal is one among these countries, being landlocked, with diverse physiographical characteristics within a relatively small territory and with rugged terrain. Poverty is widespread and the capacity of people and the country to cope with climate change impact is low. The country is dominated by the Asian monsoon system. The main occupation is agriculture, largely based on rain-fed farming practices. Tourism based on high altitude adventures is one of the major sources of income for the country. Nepal has a large hydropower potential. While only 0.75% of the theoretical hydropower potential has been tapped, Nepal can greatly benefit from this natural resource in the future. Climate change can adversely impact upon water resources and other sectors of Nepal. The source of water is mainly summer monsoon precipitation and the melting of the large reserve of snow and glaciers in the Himalayan highlands. Observations show clear evidences of significant warming. The average trend in the country is 0.06°C per year. The warming rates are progressively higher for high elevation locations. The warming climate has resulted in rapid shrinking of majority of glaciers in Nepal. This paper presents state-of-knowledge on the glacial dynamics in the country based on studies conducted in the past in Shorong, Khumbu, Langtang, Dhaulagiri and Kanchenjunga regions of Nepal. We present recent trends in river flow and an overview of studies on expected changes in the hydrological regime due to climate change. Formation, growth and likely outburst of glacial lake are phenomena directly related to climate change and deglaciation. This paper provides a synopsis of past glacial lake outburst floods impacting Nepal. Further, likely impacts of climate change on other sectors such as agriculture, biodiversity, human health and livelihoods are discussed.  相似文献

In the Maghreb and North African regions, the interannual climate variability causes severe impacts on agriculture through long drought episodes. Impacts are expected to increase due to projected climate change. Decreasing water availability will have a direct impact on the agriculture sector and could endanger the socioeconomic development and social stability in Tunisia where rain-fed agriculture represents the main occupancy and means of subsistence for the large rural population.  相似文献

Threats of climate change and future energy price uncertainty have led to a global debate on energy efficiency, particularly the energy efficiency of housing projects. This serious global problem calls for improvement in energy efficiency from all sectors, especially the building sector which is considered a major energy consumer. Adoption of energy efficiency design practices in the housing sector has been perceived to have a significant potential to contribute greatly to the sustainable building process. Additionally, most studies indicate that the understanding and integration of stakeholder requirements has an enormous potential towards increasing the sustainability perspectives that relate to social, environmental, economic and technical issues of buildings. However, there is enough evidence from several studies suggesting a lack of common perspective on stakeholder requirements towards building energy efficiency (BEE) in housing development. Hence it is argued that stakeholders’ alignment for energy efficiency improvement is crucial and a fundamental challenge that needs to be addressed if the goal of energy use reduction in buildings is to be achieved. The aim of this paper is to identify the important building energy requirements among stakeholders of mass housing projects and their impact on technical characteristics of mass housing projects. Through a survey of building industry stakeholders and using the House of Quality model for analysis of the data obtained, the study identified five (5) most rated BEE stakeholders’ requirements in respect of housing development. The study gives a new insight into the considerations of building stakeholders regarding energy efficiency. This insight is useful towards achieving sustainable building solutions that meet the sustainability features of housing development in Ghana and other countries with similar energy and housing challenges.  相似文献
