Abstract: Numerous agencies and organizations have adopted the concept of ecosystem management as a guiding principle in natural resource management. Despite this widespread interest, no single definition of ecosystem management has been accepted, and there are no specific guidelines or standards by which to apply the concept. I examined how one federal agency, the U.S. Forest Service, is applying the principles of ecosystem management at a local level. I present a case study examining management of giant sequoia (   Sequoiadendron giganteum ) in Sequoia National Forest, California, to illuminate the challenges of practicing ecosystem management by associating on-the-ground management activities with ecosystem management themes, characteristics, and mechanisms identified in academic, industry, and agency literature. Experience at Sequoia National Forest suggests that the application of ecosystem management is compromised by poor relations between managers and stakeholders, multifarious policy requirements, budgetary uncertainty, and limited ecological research on which to base management decisions. To facilitate successful application of ecosystem management in the future, I recommend that managers (1) build confidence and trust in the process, (2) acknowledge bias, (3) reconcile policy and funding constraints with long-term planning, (4) invest in scientific research, data collection, and monitoring capacity, and (5) explore the relationship between values and science. These recommendations, although based on the U.S. Forest Service experience, are relevant to natural resource management in general.  相似文献

The ecosystem approach—as endorsed by the Convention on Biological Diversity (CDB) in 2000—is a strategy for holistic, sustainable, and equitable natural resource management, to be implemented via the 12 Malawi Principles. These principles describe the need to manage nature in terms of dynamic ecosystems, while fully engaging with local peoples. It is an ambitious concept. Today, the term is common throughout the research and policy literature on environmental management. However, multiple meanings have been attached to the term, resulting in confusion. We reviewed references to the ecosystem approach from 1957 to 2012 and identified 3 primary uses: as an alternative to ecosystem management or ecosystem‐based management; in reference to an integrated and equitable approach to resource management as per the CBD; and as a term signifying a focus on understanding and valuing ecosystem services. Although uses of this term and its variants may overlap in meaning, typically, they do not entirely reflect the ethos of the ecosystem approach as defined by the CBD. For example, there is presently an increasing emphasis on ecosystem services, but focusing on these alone does not promote decentralization of management or use of all forms of knowledge, both of which are integral to the CBD's concept. We highlight that the Malawi Principles are at risk of being forgotten. To better understand these principles, more effort to implement them is required. Such efforts should be evaluated, ideally with comparative approaches, before allowing the CBD's concept of holistic and socially engaged management to be abandoned or superseded. It is possible that attempts to implement all 12 principles together will face many challenges, but they may also offer a unique way to promote holistic and equitable governance of natural resources. In recent years there has been a growing focus on the uncertainties of natural resources management, and the importance of accounting for uncertainty in assessing management effectiveness. This paper focuses on uncertainty in resource management in terms of discrete-state Markov decision processes (MDP) under structural uncertainty and partial observability. It describes the treatment of structural uncertainty with approaches developed for partially observable resource systems. In particular, I show how value iteration for partially observable MDPs (POMDP) can be extended to structurally uncertain MDPs. A key difference between these process classes is that structurally uncertain MDPs require the tracking of system state as well as a probability structure for the structure uncertainty, whereas with POMDPs require only a probability structure for the observation uncertainty. The added complexity of the optimization problem under structural uncertainty is compensated by reduced dimensionality in the search for optimal strategy. A solution algorithm for structurally uncertain processes is outlined for a simple example in conservation biology. By building on the conceptual framework developed for POMDPs, natural resource analysts and decision makers who confront structural uncertainties in natural resources can take advantage of the rapid growth in POMDP methods and approaches, and thereby produce better conservation strategies over a larger class of resource problems.  相似文献

In managed natural resource systems, such as fisheries and rangelands, there is a recognized trade‐off between managing for short‐term benefits and managing for longer term resilience. Management actions that stabilize ecological attributes or processes can improve productivity in the supply of ecosystem goods and services in the short term but erode system resilience at longer time scales. For example, fire suppression in rangelands can increase grass biomass initially but ultimately result in an undesirable, shrub‐dominated system. Analyses of this phenomenon have focused largely on how management actions influence slow‐changing biophysical system attributes (such as vegetation composition). Data on the frequency of management actions that reduce natural ecological variation on 66 private land‐conservation areas (PLCAs) in South Africa were used to investigate how management actions are influenced by manager decision‐making approaches, a largely ignored part of the problem. The pathology of natural resource management was evident on some PLCAs: increased focus on revenue‐generation in decision making resulted in an increased frequency of actions to stabilize short‐term variation in large mammal populations, which led to increased revenues from ecotourism or hunting. On many PLCAs, these management actions corresponded with a reduced focus on ecological monitoring and an increase in overstocking of game (i.e., ungulate species) and stocking of extralimitals (i.e., game species outside their historical range). Positives in natural resource management also existed. Some managers monitored slower changing ecological attributes, which resulted in less‐intensive management, fewer extralimital species, and lower stocking rates. Our unique, empirical investigation of monitoring‐management relationships illustrates that management decisions informed by revenue monitoring versus ecological monitoring can have opposing consequences for natural resource productivity and sustainability. Promoting management actions that maintain resilience in natural resource systems therefore requires cognizance of why managers act the way they do and how these actions can gradually shift managers toward unsustainable strategies.  相似文献

China has come up with ecological civilization as one of major goals to improve its ecological sustainability during development in future. Under this broad framework, social, economic and natural ecosystems are expected to develop in harmony. However, there is lack of evaluation mechanism for this newly proposed strategy. Therefore, in this article, ecosystem services, Ecological Footprint and gross domestic product per capita were selected in order to reflect the resource endowment, human occupation on natural capital, and the economic growth. Thus, an integrated indicator was constructed from the three indexes based on the linear correlation among them, and we provided comprehensive evaluation on ecological civilization construction in the provinces and municipalities in China in 2010. When it comes to the indicator of ecological civilization construction, Hainan province has the greatest value which is 0.5091 and Beijing municipality has the smallest value which is 0.0377. At last, the article analyzed the ecological pressure and efficiency in ecological civilization construction in China. The results contribute to scientific and objective evaluation of regional ecological civilization construction in order to properly make decisions and take actions.  相似文献

We explore the reaction of two resource dependent communities, west Texas ranchers and Gulf Coast oyster fishers, to scientific resource management. We examine the criteria these two social groups use to judge scientific claims, and by extension, scientific resource management. Although scientists rely on factors internal to the scientific enterprise (e.g., methodological rigor), natural resource dependent communities such as ranchers and fishers may rely on factors external to the scientific process. Such factors include the historical relationship the community has had with the managing agency, the extent to which scientific explanations match local experience, the conceptual fit between managers' and communities' views of the appropriate relationship between humans and nature, and the resources available to the community to argue against regulation. We conclude that (1) agencies should explore the possibility of including the experiential knowledge of natural resource users where applicable and (2) agencies should recognize that communication skills can be as important as scientific skills in reaching management goals.  相似文献

I review 10 dominant themes of ecosystem management described in the paper "What is Ecosystem Management?" (Grumbine 1994a) based on feedback received from managers actively implementing ecosystem management projects in the field. My emphasis is on practical advice from working professionals for working professionals. Key points include the importance of managing for ecological integrity, the need for social as well as scientific data, suggestions for implementing cooperation strategies and conservation partnerships, a pragmatic definition of adaptive management, and first steps toward changing the structure of natural resource organizations. As ecosystem management evolves, the pressure for change within traditional resource management agencies appears to be reaching a critical point.  相似文献

An Integrated Approach to the Ecology and Management of Plant Invasions   总被引:18,自引:0,他引:18  
Plant invasions are a serious threat to natural and managed ecosystems worldwide. The number of species involved and the extent of existing invasions renders the problem virtually intractable, and it is likely to worsen as more species are introduced to new habitats and more existing invaders move into a phase of rapid spread. We contend that current research and management approaches are inadequate to tackle the problem. The current focus is mostly on the characteristics and control of individual invading species. Much can be gained, however, by considering other important components of the invasion problem. Patterns of weed spread indicate that many species have a long lag phase following introduction before they spread explosively. Early detection and treatment of invasions before explosive spread occurs will prevent many future problems. Similarly, a focus on the invaded ecosystem and its management, rather than on the invader, is likely to be more effective. Identification of the causal factors enhancing ecosystem invasibility should lead to more-effective integrated control programs. An assessment of the value of particular sites and their degree of disturbance would allow the setting of management priorities for protection and control. Socioeconomic factors frequently play a larger part than ecological factors in plant invasions. Changes in human activities in terms of plant introduction and use, land use, and timing of control measures are all required before the plant invasion problem can be tackled adequately. Dealing with plant invasions is an urgent task that will require difficult decisions about land use and management priorities. These decisions have to be made if we want to conserve biodiversity worldwide.  相似文献

生态系统健康评价可以认识区域生态系统健康状况、识别生态环境问题,为制定科学的生态保护对策提供依据,对提高可持续发展和环境管理具有重要的指导作用。文章由压力-状态-响应(P-S-R)概念模型建立了生态系统健康评价指标体系和评价模型,运用RS和GIS技术及统计学分析法,形成程序化、系统化的生态系统健康评价技术方法体系,并以高平市为案例,运用定量的方法对其生态系统健康进行综合评价及分级研究,通过对压力、状态、响应评价结果及健康综合评价结果的分析,结合高平市生态系统健康的自然条件状况与人类活动影响,探讨了影响区域健康的因素,为高平市资源的合理利用与保护提供科学依据。结果表明该技术对生态系统健康评价是切实可行的。  相似文献

In a rapidly changing climate, conservation practitioners could better use geodiversity in a broad range of conservation decisions. We explored selected avenues through which this integration might improve decision making and organized them within the adaptive management cycle of assessment, planning, implementation, and monitoring. Geodiversity is seldom referenced in predominant environmental law and policy. With most natural resource agencies mandated to conserve certain categories of species, agency personnel are challenged to find ways to practically implement new directives aimed at coping with climate change while retaining their species‐centered mandate. Ecoregions and ecological classifications provide clear mechanisms to consider geodiversity in plans or decisions, the inclusion of which will help foster the resilience of conservation to climate change. Methods for biodiversity assessment, such as gap analysis, climate change vulnerability analysis, and ecological process modeling, can readily accommodate inclusion of a geophysical component. We adapted others’ approaches for characterizing landscapes along a continuum of climate change vulnerability for the biota they support from resistant, to resilient, to susceptible, and to sensitive and then summarized options for integrating geodiversity into planning in each landscape type. In landscapes that are relatively resistant to climate change, options exist to fully represent geodiversity while ensuring that dynamic ecological processes can change over time. In more susceptible landscapes, strategies aiming to maintain or restore ecosystem resilience and connectivity are paramount. Implementing actions on the ground requires understanding of geophysical constraints on species and an increasingly nimble approach to establishing management and restoration goals. Because decisions that are implemented today will be revisited and amended into the future, increasingly sophisticated forms of monitoring and adaptation will be required to ensure that conservation efforts fully consider the value of geodiversity for supporting biodiversity in the face of a changing climate.  相似文献

The evolving concept of ecosystem management is the focus of much current debate. To clarify discussion and provide a framework for implementation, I trace the historical development of ecosystem management, provide a working definition, and summarize dominant themes taken from an extensive literature review. The general goal of maintaining ecological integrity is discussed along with five specific goals: maintaining viable populations, ecosystem representation, maintaining ecological process (ie., natural disturbance regimes), protecting evolutionary potential of species and ecosystems, and accommodating human use in light of the above. Short-term policy implications of ecosystem management for several groups of key actors (scientists, policymakers, managers, citizens) are discussed. Long-term (> 100 years) policy implications are also reviewed including reframing environmental values, fostering cooperation, and evaluating success. Ecosystem management is not just about science nor is it simply an extension of traditional resource management; it offers a fundamental reframing of bow humans may work with nature.  相似文献

Abstract:   Carnivore conservation depends on the sociopolitical landscape as much as the biological landscape. Changing political attitudes and views of nature have shifted the goals of carnivore management from those based on fear and narrow economic interests to those based on a better understanding of ecosystem function and adaptive management. In parallel, aesthetic and scientific arguments against lethal control techniques are encouraging the development of nonlethal approaches to carnivore management. We anticipate greater success in modifying the manner and frequency with which the activities of humans and domestic animals intersect with those of carnivores. Success should permit carnivore populations to persist for decades despite human population growth and modification of habitat.  相似文献

Abstract:  Conservation management is becoming increasingly resource intensive as threats to biodiversity grow through habitat destruction, habitat disturbance, and overexploitation. To achieve successful conservation and sustainable use of natural resources, we need to scientifically evaluate the effectiveness of conservation interventions and provide an efficient framework through which scientific evidence can be used to support decision making in policy and practice. We conducted the first formal assessment of the extent to which scientific evidence is used in conservation management through a questionnaire survey and follow-up interviews of compilers of protected-area management plans from major conservation organizations within the United Kingdom and Australia. Our survey results show that scientific information is not being used systematically to support decision making largely because it is not easily accessible to decision makers. This, in combination with limited monitoring and evaluation of effectiveness of management interventions, results in the majority of decisions being based on experience rather than on evidence. To address this problem we propose using an evidence-based framework adapted from that used in the health services and explain how we are currently putting an equivalent framework into practice by establishing review and dissemination units to serve the conservation sector.  相似文献

New ecosystem management policies at Eglin Air Force Base, Florida, emphasize the need for public education and involvement in the changing focus of natural resource practices. To collect baseline information for ecosystem management, we measured and compared the knowledge, attitudes, and interests of critical Eglin audiences: recreational users and neighboring citizens. Factor analysis of surveys of 700 permitted recreational users and 1000 neighboring citizens revealed four content areas for measuring knowledge and attitudes: (1) native and endangered species, (2) fire ecology, (3) forest resources, and (4) ecosystem management. Overall, both audiences lacked basic ecological knowledge and held neutral to slightly positive attitudes toward the key content areas. Recreational users were significantly more knowledgeable than general citizens about native and endangered species, fire ecology, and forests. However, citizens held significantly more positive attitudes toward native and endangered species conservation and ecosystem management concepts. Eglin's consumptive recreationists (hunters and anglers) held the most negative views. Sociodemographic information from the surveys suggest that the recreational users and neighboring citizens are a stable, educable population that would respond positively to programs aimed at improving knowledge of and attitudes toward ecosystem management goals at Eglin.  相似文献

Natural‐resource managers and other conservation practitioners are under unprecedented pressure to categorize and quantify the vulnerability of natural systems based on assessment of the exposure, sensitivity, and adaptive capacity of species to climate change. Despite the urgent need for these assessments, neither the theoretical basis of adaptive capacity nor the practical issues underlying its quantification has been articulated in a manner that is directly applicable to natural‐resource management. Both are critical for researchers, managers, and other conservation practitioners to develop reliable strategies for assessing adaptive capacity. Drawing from principles of classical and contemporary research and examples from terrestrial, marine, plant, and animal systems, we examined broadly the theory behind the concept of adaptive capacity. We then considered how interdisciplinary, trait‐ and triage‐based approaches encompassing the oft‐overlooked interactions among components of adaptive capacity can be used to identify species and populations likely to have higher (or lower) adaptive capacity. We identified the challenges and value of such endeavors and argue for a concerted interdisciplinary research approach that combines ecology, ecological genetics, and eco‐physiology to reflect the interacting components of adaptive capacity. We aimed to provide a basis for constructive discussion between natural‐resource managers and researchers, discussions urgently needed to identify research directions that will deliver answers to real‐world questions facing resource managers, other conservation practitioners, and policy makers. Directing research to both seek general patterns and identify ways to facilitate adaptive capacity of key species and populations within species, will enable conservation ecologists and resource managers to maximize returns on research and management investment and arrive at novel and dynamic management and policy decisions.  相似文献

Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

The development and application of ecosystem models in estuarine and coastal systems has grown exponentially over the past four decades. Models have become ensconced as major tools for both heuristic study of ecosystem structure and function as well as for informing management decisions, particularly with respect to cultural eutrophication. In recent years an ever-expanding toolbox of modeling approaches is being offered to complement traditional methods. This expansion of modeling in estuarine and coastal science was exemplified by four sessions devoted to modeling at the 2007 biennial conference of the Estuarine Research Federation in Providence, RI. We felt the time was right to propose a special session of Ecological Modelling to synthesize talks from these sessions to present the state of the art in coastal and estuarine modeling. The collection of papers contained in this special issue presents a diversity of traditional and novel modeling approaches, methods for assessing model validity and predictability, and the utility of models in management applications. We believe that together these papers provide an excellent overview of current approaches to modeling estuarine hydrodynamics, water quality, and ecosystem/food web dynamics, applications of complex and relatively simple modeling approaches, applications in both deep and shallow coastal systems, goals relevant for both heuristic and management applications, and perspectives based on traditional mechanistic model development as well as more recent alternative approaches.  相似文献

Achieving Integrative, Collaborative Ecosystem Management   总被引:3,自引:0,他引:3  
Abstract:  Although numerous principles have been identified as being important for successfully integrating social and ecological factors in collaborative management, few authors have illustrated how these principles are used and why they are effective. On the basis of a review of the ecosystem management and collaboration literature, we identified eight factors important for integrative, collaborative ecosystem management—integrated and balanced goals, inclusive public involvement, stakeholder influence, consensus group approach, collaborative stewardship, monitoring and adaptive management, multidisciplinary data, and economic incentives.We examined four cases of successful ecosystem management to illustrate how the factors were incorporated and discuss the role they played in each case's success. The cases illustrate that balancing social and ecosystem sustainability goals is possible. Collaborative efforts resulted in part from factors aimed at making plans economically feasible and from meaningful stakeholder participation in ongoing management. It also required participation in monitoring programs to ensure stakeholder interests were protected and management efforts were focused on agreed-upon goals. Data collection efforts were not all-inclusive and systematic; rather, they addressed the ecological, economic, and social aspects of key issues as they emerged over time. Economic considerations appear to be broader than simply providing economic incentives; stakeholders seem willing to trade some economic value for recreational or environmental benefits. The cases demonstrate that it is not idealistic to believe integrative, collaborative ecosystem management is possible in field applications.  相似文献
