Management of water quality in drinking water catchments is of ongoing, high importance as nitrate concentrations are often still very high. We analysed the Augsburg catchment in Germany, a unique example where a result-oriented approach has been implemented. We investigated the historical evolution of the water protection programme, the result-oriented payment contracts with farmers, and farmer satisfaction with the contracts, based on interviews with the water utility and farmers as well as an analysis of the literature. Today, the water protection programme has been successfully implemented, and a significant reduction of nitrate concentration was achieved due to the following factors: (1) investment of non-negligible amounts of money for high compensation and remuneration payments, (2) different contract options, (3) farmers’ participation in the negotiation process for result-oriented payment contracts, (4) involvement of “outside” people and institutions in negotiation processes, (5) anticipation of starting a programme when nitrate levels were still far below legislative thresholds, and (6) a political and legislative framework allowing direct decisions by a water supplier.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

The hydrological modelling capability within the NERC/ESRC Land Use Programme is built around two simulation codes, SHETRAN and ARNO. Together these provide a comprehensive tool for analysing the potential impacts of land use change on the hydrology of a catchment. Both models have been validated for five-year flow simulations on the prototype Tyne catchment. Results from the SHETRAN nitrate simulations are also presented with the limited available validation data. Finally, the value of the hydrology models is discussed in the context of river basin planning.  相似文献

In principle the protection of environmental resources is in every ones interest, yet it is evident that this is not what often occurs. In some cases there is an identifiable person or corporation, whose environmental impact can be tractably regulated either politically or via market forces. In other cases there is cumulative impact on a commonly held or "common pool" resource, from a variety of users, making establishing rights and responsibilities for resource management more difficult. The water of the Ythan catchment is one such 'Common Pool Resource' (CPR). An intensively farmed catchment also sustaining a sizable population, the consequent nitrate inputs to the water are believed to be the cause of algal matting at the estuary mouth, an internationally designated wildlife reserve. This led to its designation as Scotland's first Nitrate Vulnerable Zone (NVZ). Supported by the EU Life Environment fund, the Ythan Project attempted to foster co-operation between farmers and the wider community of the Ythan catchment to protect and restore the river environment. Throughout the project surveys were undertaken concerning the popularity of the Ythan Project's voluntary approach compared with more individualist or state-organised approaches. Taking CPR theory as a framework, key findings from those surveys are presented and discussed as to their implications for organisational intervention in CPR problems.  相似文献

The Water Framework Directive (WFD) calls for various modes of public. These participation and involvement. These are judged as key factors to support the successful implementation in terms of attaining a good water status. This paper aims to explore the role of the 'active involvement' of stakeholders for the effective implementation of the WFD regarding the specific problem of reducing agricultural nitrate pollution of groundwater. Our case of reference is the Hase river catchment in northwest Germany, which is a paradigmatic example of an intensive livestock farming region with high nitrate intakes in groundwater. Emphasis is placed on the various forms of involvement that have recently been or will soon be established in northwest Germany at different spatial and administrative scales. We argue that although the WFD refers to whole river basins as the central unit of governance, it is particularly the regional and local scales that will strongly influence the implementation process. We identify different influencing factors and scenario paths, demonstrating both the uncertainties at stake and the range of possible effects that different outcomes of participatory processes will have. These, in turn, are closely linked to the interests, perceptions and strengths of different actors. Identification of critical paths and decision points enables corridors to be mapped out regarding the anticipated success or failure of regional public participation to reduce diffuse agricultural groundwater pollution.  相似文献

ABSTRACT: The spatial and temporal variability of dissolved oxygen (DO), biochemical oxygen demand (BOD), nitrate concentration and total coliform (TC) were investigated at nine sampling stations distributed along the main rivers of the Piracicaba River Basin, a 12,400 km2 catchment located in São Paulo State, one of the most developed regions of Brazil. Spatially, a downstream impoverishment of water quality conditions was observed, as seen by the decrease of DO, and increase of BOD, nitrate, and TC. These changes were probably caused by accumulating downstream discharge of domestic and industrial sewage. Temporal evaluation of 18 years of data showed that DO decreased with time for the majority of the sampling stations, while BOD, nitrate, and TC increased. A law, approved at the end of 1991, proposed a new water tax for river water extraction for industrial and agricultural use. The amount of this tax is determined according to the water quality of the extracted water. Therefore, the evaluation of the water quality status in this basin is a first step to help resources managers to determine the values for this tax.  相似文献

Analysis of the character and condition of each river style in Bega catchment, and their downstream patterns, are used to provide a biophysical basis to prioritorize river management strategies. These reach-scale strategies are prioritorized within an integrative catchment framework. Conserving near-intact sections of the catchment is the first priority. Second, those parts of the catchment that have natural recovery potential are targeted. Finally, rehabilitation priorities are considered for highly degraded reaches. At these sites, erosion and sedimentation problems may reflect irreversible changes to river structure.  相似文献

The degradation of water quality in many groundwaters of Europe is a major source of concern. Rises in turbidity and nitrate concentrations represent present or potential threats for the quality of drinking water in rural areas. They are for the most part a consequence of agricultural intensification which has considerably affected land cover and land use in recent decades. In our case-study (a karstic catchment) the mechanisms which explain changes in water quality, as far as turbidity and nitrate are concerned, result from a strong continuity between surface and underground waters. The karstic system of the Brionne Basin can be considered as both the focus of rapid horizontal flows (runoff, a rapid process in which rainwater reaches the spring directly through sinkholes) and slow vertical flows (leaching, in which rainwater filters through the soil to the spring). A hierarchical approach to the water pollution problem of the basin suggests that turbidity or nitrate concentrations peak during heavy rain episodes and are short-term events. In terms of management, this implies that the solution to water pollution caused by such events is also short-term and can therefore be addressed at a local scale. The rise of nitrate concentrations during the past twenty years is the main concern. The solution can only be found at a global scale (all the catchment area must be taken in account: land plots and their spatial configuration), and by taking a long-term approach.  相似文献

Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献

While expansion of agricultural land area and intensification of agricultural practices through irrigation and fertilizer use can bring many benefits to communities, intensifying land use also causes more contaminants, such as nutrients and pesticides, to enter rivers, lakes, and groundwater. For lakes such as Benmore in the Waitaki catchment, South Island, New Zealand, an area which is currently undergoing agricultural intensification, this could potentially lead to marked degradation of water clarity as well as effects on ecological, recreational, commercial, and tourism values. We undertook a modeling study to demonstrate science-based options for consideration of agricultural intensification in the catchment of Lake Benmore. Based on model simulations of a range of potential future nutrient loadings, it is clear that different areas within Lake Benmore may respond differently to increased nutrient loadings. A western arm (Ahuriri) could be most severely affected by land-use changes and associated increases in nutrient loadings. Lake-wide annual averages of an eutrophication indicator, the trophic level index (TLI) were derived from simulated chlorophyll a, total nitrogen, and total phosphorus concentrations. Results suggest that the lake will shift from oligotrophic (TLI = 2–3) to eutrophic (TLI = 4–5) as external loadings are increased eightfold over current baseline loads, corresponding to the potential land-use intensification in the catchment. This study provides a basis for use of model results in a decision-making process by outlining the environmental consequences of a series of land-use management options, and quantifying nutrient load limits needed to achieve defined trophic state objectives.  相似文献

The Brisbane River serves multiple functions in both its upper catchment and its lower reaches. The lower reaches are highly urbanized where the river flows through Australia's third largest city, and here the river sustains transport activities, waste water disposal, a port, and both motorized recreation and active and passive non-motorized recreation. In the city the river also serves as a locality for community events, as a cultural icon and as a residential neighbour. Many of these functions are spatially and temporally congruent and, amongst other issues, this congruency has the potential to generate significant levels of noise conflict. This paper describes the approach adopted to assess the nature and extent of noise conflicts and to develop a comprehensive strategy of noise management-allas part of a larger scheme for an integrated approach to manage the Brisbane River and its catchment. Noise management strategies recommended for implementation include noise zoning of the river, planning and approval processes for land-based waterway facilities, noise planning and approval processes for residential and other noise-sensitive uses, codes of practice for rowing and similar activities, as well as the more conventional approach of regulatory limits on river-based noise sources. The paper demonstrates that a wide range of strategies are necessary to handle complex pollution problems of this sort, and provides a model of comprehensive action for management of noise from river-related activities that may find application elsewhere.  相似文献

The diverse distribution of farm categories and objectives found within specific river catchment study areas necessitates a more detailed assessment of individual farm activity than can be provided by a catchment scale economic model. This paper deals with the modelling techniques and the processes of development involved in the construction of a farm-level economic model that can be used within a multi-disciplinary decision support system. Validation procedures show the model to be relatively accurate in estimating historically observed farm activity and also that it may be used with confidence for predicting the likely reactions of farmers to different agricultural policies.  相似文献

While riparin vegetation can play a major role in protecting land, water and natural habitat in catchments, there are high costs associated with tree planting and establishment and in diverting land from cropping. The distribution of costs and benefits of riparian revegetation creates conflicts in the objectives of various stakeholder groups. Multicriteria analysis provides an appropriate tool to evaluate alternative riparian revegetation options, and to accommodate the conflicting views of various stakeholder groups. This paper discusses an application of multicriteria analysis in an evaluation of riparian revegetation policy options for Scheu Creek, a small sub-catchment in the Johnstone River catchment in north Queensland, Australia. Clear differences are found in the rankings of revegetation options for different stakeholder groups with respect to environmental, social and economic impacts. Implementation of a revegetation option will involve considerable cost for landholders for the benefits of society. Queensland legislation does not provide a means to require farmers to implement riparian revegetation, hence the need for subsidies, tax incentives and moral suasion.  相似文献

Two kinds of agricultural Best Management Practices (BMPs) were examined with respect to cost-effectiveness (CE) in reducing sediment, nitrates-nitrogen (NO3–N) and total phosphorus (TP) losses to surface waters of the Arachtos catchment in Western Greece. The establishment of filter strips at the edge of fields and a non-structural measure, namely fertilization reduction in alfalfa, combined with contour farming and zero-tillage in corn and reduction of animal numbers in pastureland, were evaluated. The Soil and Water Assessment Tool (SWAT) model was used as the non-point-source (NPS) estimator, while a simple economic component was developed estimating BMP implementation cost as the mean annual expenses needed to undertake and operate the practice for a 5-year period. After each BMP implementation, the ratio of their CE in reducing pollution was calculated for each Hydrologic Response Unit (HRU) separately, for each agricultural land use type entirely and for the whole catchment. The results at the HRU scale are presented comprehensively on a map, demonstrating the spatial differentiation of CE ratios across the catchment that enhances the identification of locations where each BMP is most advisable for implementation. Based on the analysis, a catchment management solution of affordable total cost would include the expensive measure of filter strips in corn and only in a small number of pastureland fields, in combination with the profitable measure of reducing fertilization to alfalfa fields. When examined for its impact on river loads at the outlet, the latter measure led to a 20 tn or 8% annual decrease of TP from the baseline with savings of 15€/kg of pollutant reduction. Filter strips in corn fields reduced annual sediments by 66 Ktn or 5%, NO3–N by 71 tn or 9.5% and TP by 27 tn or 10%, with an additional cost of 3.1 €/tn, 3.3 €/kg and 8.1 €/kg of each pollutant respectively. The study concludes that considerable reductions of several pollutant types at the same time can be achieved, even at low total cost, by combining targeted BMP implementation strategies only in small parts of the catchment, also enabling policy makers to take local socio-economic constraints into consideration. The methodology and the results presented aim to facilitate decision making for a cost-effective management of diffuse pollution by enabling modelers and researchers to make rapid and reliable BMP cost estimations and thus being able to calculate their CE at the local level in order to identify the most suitable areas for their implementation.  相似文献

ABSTRACT: A mathematical model of agricultural water use and a hydrological and economic simulation model were linked to quantify the economic and hydrological impact of deficit irrigation, increased water application efficiency, and farm storage dams when maintaining an IFR (instream flow requirement) under stochastic water supply conditions. The main finding was that a water conservation policy aimed at reducing the amount of water withdrawn from the river could bring more pressure to bear on stream flow. Water can only be saved if consumptive use is reduced. Increased water application efficiency is detrimental to other users as a result of reduced return flow. The economic cost of maintaining a specific IFR increases with the use of all three strategies as the probability of maintaining the IFR increases. Because of the control that can be exercised over the supply of water, a farm storage dam is the best strategy for minimizing the costs for irrigators. The interaction between water legislation, water policy administration, technology, hydrology, and human value systems necessitates an integrated approach to facilitate water management at catchment level and to formulate policies that will be in the interest of society.  相似文献

Whilst river catchments are axiomatic units to hydrological science, their use as administrative boundaries, even within the water function, is highly dependent upon socio‐political considerations. In moves to accomplish sustainable development, with its emphasis on proactive community procedures, the catchment/basin unit is, however, receiving detailed attention—notably in England/Wales and in Canada. This paper catalogues the patterns and processes of catchment planning on both sides of the Atlantic via case studies in Ontario and southern England (Thames). Conclusions are that scale, tradition (of consultation) and information about land‐use effects on river behaviour are important controls on the rates and styles of implementation.  相似文献

Nitrate pollution has caused serious environmental concerns, but its control is often complicated by its diffuse nature. In most cases, nitrate control has been linked to either nitrogen input or leaching. By incorporating the relationship among land use, fertilizer application, and nitrogen leaching into a linear programming model, this analysis investigates the comparative effectiveness between input and leaching control. The empirical results from a groundwater catchment in eastern England suggest that leaching control can be more cost-effective in nitrate reduction than fertilizer input control. The implications for control of nitrate leaching through incentives systems are discussed.  相似文献

Nitrogen contamination is one of the most serious problems in the Yellow River of China. This study was conducted to analyze monitoring data on nitrogen contamination for the Yellow River basin in the years 1980, 1990, 1997, and 1999. Several significant results have arisen from the study. First, in conjunction with an increase in economic indexes from the Yellow River's upper basin to its lower basin, the nitrogen concentration in the tributaries also showed an increasing trend from the upper to the lower basin, which, in turn, led to an increase in the nitrogen concentration of the mainstream from the upper to the lower reaches. Second, nitrogen in the river water in the mainstream and the tributaries of the Yellow River was attributed mainly to point sources. In spite of the fact that the ratio of point to nonpoint sources decreased from 2.7 in 1990 to 1.8 in 1997 for total inorganic nitrogen in river water at the Tongguan Station in the lower basin, point sources increased more than nonpoint sources. Third, the ammonium nitrogen and total inorganic nitrogen content of the river water increased significantly in the mainstream and the tributaries during the 1980-1999 period, a change caused by an increase in wastewater discharge and nitrogenous fertilizer application in the Yellow River catchment.  相似文献

ABSTRACT: A combined economic and water quality modeling framework was used to evaluate impacts of alternative policies and management practices on reducing nitrate movement to groundwater for dairy farms in Rockingham County, Virginia. The analysis considers three on-farm manure storage options, cost-sharing programs for purchasing manure storage facilities, restrictions on nitrogen application rates, and a tax on commercial fertilizer. The CREAMS model was used to estimate nitrate leaching from the crop root zone for various nutrient (and manure) management practices, based on timing and rate of manure and fertilizer applications. The mixed-integer programming economic model considers water quality, policy, and economic constraints in comparing the profitability of alternative cropping and nutrient management systems that reduce groundwater contamination potential. The study provides both the environmental and economic effects of better management of dairy waste.  相似文献

Environmental, biological, socio-cultural and economic variations in the Himalayas have led to the evolution of diverse and unique traditional agroecosystems, crop species, and livestock, which help the traditional mountain farming societies to sustain themselves. During the recent past, as a result of rapid changes in land use caused by socio-cultural and economic changes and various environmental perturbations, the agrobiodiversity of the Central Himalayan agroecosystems has changed steadily. A recent survey conducted in 150 different villages located along an elevated transect of the Alaknanda catchment of the Central Himalaya revealed that over a period of two decades (1970–74 and 1990–94) the cultivated area under many traditional crops had declined significantly. A micro-level study carried out in 30 villages revealed that a series of changes had occurred in land use practices over a period of 25–30 years.The loss of agrobiodiversity and the changing socio-cultural and economic dimensions and their impacts on the sustainability of Himalayan agroecosystems are emerging as major causes of concern at local/regional/national scale, and appropriate options to meet these challenges are discussed in this paper.  相似文献
