Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. This article discusses the degree to which ICLEI-A/NZ's capacity-building campaigns and other performance-focused initiatives have instilled core environmental values in local government.  相似文献

This paper focuses on the assessment of farm management indicators and argues that typologies are a necessary tool for comprehensive environmental assessments. In the paper Andersen et al., [(2004a). The present paper presents new results on farm management indicators within the framework of an extended typology for all farming sectors. It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). The article analyses the perceptions at municipal level of potentials and problems in implementing integrated catchment management of water resources as proposed in the EU Water Framework Directive, expressed in views on how to reduce nutrient leakage from agricultural production. Heads of environmental authorities, spatial planners and environmental officers are among the professionals that will be key actors when implementing the WFD at the local level. Using a process of active focus group interviews, officials from municipal environmental offices studied, reflected upon and discussed the suggested plan concerning their part of implementing WFD. The municipal officers stressed certain conditions that have to be met to implement WFD in a sustainable manner. The most important conditions are clear environmental goals and management plans with support in legislation, which would put the necessary pressure upon local politicians to prioritize the WFD and take action. The respondents perceived the WFD would offer a changed approach in work routines with farmers towards partnerships for sustainable water resource management.  相似文献

Faced with society's increasing expectations, the Common Agricultural Policy (CAP) review considers environmental management to be an ever more critical criterion in the allocation of farm subsidies. With the goal of evaluating the environmental friendliness of farm practices, France's agricultural research and extension services have built a range of agricultural/environmental diagnostic tools over recent years. The objective of the present paper is to compare the five tools most frequently used in France: IDEA, DIAGE, DIALECTE, DIALOGUE and INDIGO. All the tools have the same purpose: evaluation of the impact of farm practices on the environment via indicators and monitoring of farm management practices. When tested on a sample of large-scale farms in Picardie, the five tools sometimes produced completely different results: for a given farm, the most supposedly significant environmental impacts depend on the tool used. These results lead to differing environmental management plans and raise the question of the methods' pertinence. An analysis grid of diagnostic tools aimed at specifying their field of validity, limits and relevance was drawn up. The resulting comparative analysis enables to define each tool's domain of validity and allows to suggest lines of thought for developing more relevant tools for (i) evaluating a farm's environmental performance and (ii) helping farmers to develop a plan for improving practices within the framework of an environmental management system.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

This study examines the quality of local and regional environmental plans produced under New Zealand's Resource Management Act (RMA) of 1991, which sets forth a national sustainable development strategy. Plan quality characteristics are defined and used as criteria for plan evaluation. A key finding is that planning programmes have significantly advanced since passage of the RMA, but that high quality plans are not necessarily produced by simply passing mandate legislation. Implications of study findings for sustainable development initiatives in other countries and for future research are presented.  相似文献

Globalization and region enlargement has increased the emphasis of local authorities on being competitive for inward investment and taxpayers. This can lead to a subordination of environmental concerns. In order to secure environmental and other national interests, planning and regulation at supra-local level is required, especially if the local authorities have different motivations and goals from the central government. The central government policy guidelines of the Norwegian planning system and the possibility for regional state authorities to make objections are an apparatus to protect national interests in planning. However, there has been a significant change in the central government’s practice when deciding on objections by regional state authorities against municipal plans since the new right-wing Norwegian government came into power. The losers from the changed practice are the environmental interests, widely defined. The new government’s prioritization of local self-determination and planning processes rather than contents resonates with key features of neoliberalism, but also with important elements of communicative planning theory.  相似文献

As the scope and scale of New Zealand (NZ) dairy farming increases, farmers and the industry are being challenged by Government and the New Zealand public to address growing environmental concerns. Dairying has come under increasing scrutiny from local authorities tasked with sustainable resource management. Despite recent efforts of farmers and industry to improve resource use efficiency, there is increasing likelihood of further regulatory constraints on water use and nutrient management. This study uses available data on farm-gate nitrogen (N) surpluses and milk production from the Waikato, New Zealand's largest dairying region, together with a farm scale modeling exercise, to provide a perspective on the current situation compared to dairy farms in Europe. It also aims to provide relevant guidelines for N surpluses and efficiencies under NZ conditions. Waikato dairy farms compare favorably with farms in Europe in terms of N use efficiency expressed as L milk/kg farm-gate N surplus. Achievable and realistic good practice objectives for Waikato dairy farmers could be 15,000 L milk/ha (1200 kg milk fat plus protein/ha) with a farm-gate N surplus of 100 kg/ha giving an eco-efficiency (L milk/kg N surplus) of 150, and long-term average nitrate leaching losses of approximately 25-30 kg/ha/yr. This can be achieved by increasing the N conversion efficiency through lower replacement rates (16 versus 22%), lower stocked (< 3 cows/ha) high genetic merit cows (30 L milk/day at peak) milked for longer (277 versus 240 days), feeding effluent-irrigated, home-grown, low-protein supplements to cows on high-protein, grass-clover pastures to dilute N concentration in the diet, removing some of the urinary N from the paddocks during critical times by standing cows on a loafing pad for part of the day, and through lower N fertilizer rates (50-70 kg/ha/yr compared to the norm of 170-200 kg/ha/yr) and using a nitrification inhibitor and gibberellins to boost pasture growth and the former to reduce N leaching.  相似文献

The international competitiveness of the New Zealand (NZ) dairy industry is built on low cost clover-based systems and a favourable temperate climate that enables cows to graze pastures mostly all year round. Whilst this grazed pasture farming system is very efficient at producing milk, it has also been identified as a significant source of nutrients (N and P) and faecal bacteria which have contributed to water quality degradation in some rivers and lakes. In response to these concerns, a tool-box of mitigation measures that farmers can apply on farm to reduce environmental emissions has been developed. Here we report the potential reduction in nutrient losses and costs to farm businesses arising from the implementation of individual best management practices (BMPs) within this tool-box. Modelling analysis was carried out for a range of BMPs targeting pollutant source reduction on case-study dairy farms, located in four contrasting catchments. Due to the contrasting physical resources and management systems present in the four dairy catchments evaluated, the effectiveness and costs of BMPs varied. Farm managements that optimised soil Olsen P levels or used nitrification inhibitors were observed to result in win-win outcomes whereby nutrient losses were consistently reduced and farm profitability was increased in three of the four case study farming systems. Other BMPs generally reduced nutrient and faecal bacteria losses but at a small cost to the farm business. Our analysis indicates that there are a range of technological measures that can deliver substantial reductions in nutrient losses to waterways from dairy farms, whilst not increasing or even reducing other environmental impacts (e.g. greenhouse gas emissions and energy use). Their implementation will first require clearly defined environmental goals for the catchment/water body that is to be protected. Secondly, given that the major sources of water pollutants often differed between catchments, it is important that BMPs are matched to the physical resources and management systems of the existing farm businesses.  相似文献

工业源挥发性有机物(VOCs)以无组织排放为主,其排放量的确定和申报对现行的以有组织排放管理为主的环境管理模式提出挑战。为顺利实施VOCs排污收费、总量控制、环境影响评价、污染防治管理,切实降低环保部门收集信息、监督管理的成本,促进环境信息的真实性和有效性,我国迫切需要在国家层面结合环境信息公开和公众参与对VOCs排污申报管理模式进行研究和构建。在研究国内外排污申报平台的基础上,提出以VOCs管控为契机,整合环境统计、排污费征收等要求,建立面向企业的唯一开放监督型VOCs排污申报平台,采取数据联审制度,推行信息公开和开放型监督。通过申报功能、试算功能、监督审核功能、决策支持功能、减排技术评价功能、信息公开功能、资料和文件功能、培训和试报功能等平台八大功能的有机融合,建立公众、企业和政府相互监督、制约的三级VOCs排放监督管理新机制,为我国环境管理模式的更新升级提供参考。  相似文献

Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献

This paper examines the Norwegian national authorities’ responses to combined use and protection planning for huge protected areas and their buffer zone in northern Norway. The processes were chaired by county delegates and included a wide range of stakeholders. In-depth semi-structured interviews, participatory observation and document analyses have been conducted to investigate the potential of these processes and response from national environmental authorities. The paper suggests that national environmental authorities partly ignored the potential strengths associated with combined use and protection plans and over-emphasised the potential environmental threats stemming from local management. Moreover, these trade-offs seemed to be guided on a rather vague scientific basis. In conclusion, the paper argues that central environmental administration needs to (i) engage actively in participatory processes, (ii) present clear rationales, if rejecting local initiatives, (iii) acknowledge the potential for man–nature relationships as beneficial for environmental assets, and (iv) relate interpretation of law to integrative policies.  相似文献

This paper considers moves to integrate environmental and economic development policies at local level. It provides a brief review of the EU policy frameworks and funding programmes which give a lead to, and support, local authorities in these efforts. Ecologically based approaches to local economic management are particularly highlighted. Municipalities typically employ a mix of regulatory, financial and voluntary measures to improve the environmental performance of businesses, create jobs and work towards greater local self-reliance. With the help of recent examples, the paper explores the variable scope for action—very much dependent on the national context—and identifies some mechanisms which are being used to good effect elsewhere in Europe but which are currently not easily transferable to the UK. Through programmes encouraging networking and the exchange of experience, UK practitioners can gain access to a range of European practice which demonstrates that greener local economic development is a real possibility.  相似文献

This article investigates the determinants of plan implementation by applying a recently‐developed Plan Implementation Evaluation methodology. The lack of methodology to assess the implementation of plans has so far precluded any systematic analysis of the determinants of the implementation of local environmental plans. The article focuses on the implementation of plans in New Zealand. The key factors of implementation are: the quality of the plan; the capacity and commitment of land developers to implement plans; the capacity and commitment of the staff and leadership of planning agencies to implement plans; and the interactions between developers and the agency. The analysis is based on 353 permits implementing six local environmental plans in New Zealand, and on surveys of the developers who obtained the permits and of the planning agencies that granted the permits. The analysis finds that plan implementation is mainly driven by the resources of the planning agencies and by the quality of the plans, rather than by the characteristics of developers. Investments in plan writing and agency and staff capacity building thus improve the implementation of plans in the long‐run.  相似文献

Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

Health-care waste management in India is receiving greater attention due to recent regulations (the Biomedical Wastes (Management & Handling) Rules, 1998). The prevailing situation is analysed covering various issues like quantities and proportion of different constituents of wastes, handling, treatment and disposal methods in various health-care units (HCUs). The waste generation rate ranges between 0.5 and 2.0 kg bed-1 day-1. It is estimated that annually about 0.33 million tonnes of waste are generated in India. The solid waste from the hospitals consists of bandages, linen and other infectious waste (30-35%), plastics (7-10%), disposable syringes (0.3-0.5%), glass (3-5%) and other general wastes including food (40-45%). In general, the wastes are collected in a mixed form, transported and disposed of along with municipal solid wastes. At many places, authorities are failing to install appropriate systems for a variety of reasons, such as non-availability of appropriate technologies, inadequate financial resources and absence of professional training on waste management. Hazards associated with health-care waste management and shortcomings in the existing system are identified. The rules for management and handling of biomedical wastes are summarised, giving the categories of different wastes, suggested storage containers including colour-coding and treatment options. Existing and proposed systems of health-care waste management are described. A waste-management plan for health-care establishments is also proposed, which includes institutional arrangements, appropriate technologies, operational plans, financial management and the drawing up of appropriate staff training programmes.  相似文献

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans.  相似文献

Environmental planning legislation in New South Wales now requires local government authorities to draw up statutory plans that take into account, among other concerns, both the biophysical and the social environmental issues within their jurisdictions. The SIRO-PLAN method of plan production provides a systematic mechanism for fulfilling this requirement. This article describes the application of the method by planning researchers over 18 months to the production of a Local Environmental Plan for a rural local government in New South Wales. The policy formulation, the purposive data collection, and the deliberate adjustment of plans in order to recognize interest group requirements were all found to be valuable features of the method, while the translation of the ultimately chosen land-use plan into the explicit regulatory controls available to the local government authority was found to require further refinement. The capacity of SIRO-PLAN to quantify the resolution of competing environmental concerns in the final plan, although of value to planning researchers, proved too arcane for traditionally trained planners.  相似文献

Unlike the United States and the European Union, developing countries do not have sufficiently structured legal and institutional systems to apply certain environmental management tools such as ecological risk assessment. However, it is important for countries with valuable environmental and ecological resources to have appropriate tools and to strengthen their environmental management capabilities and capacities for the sake of those resources. The case study described in this paper attempts to be a case study towards developing environmental management plans, especially in developing countries. The problem formulation step of Ecological Risk Assessment applied in this study contributed to the basic elements of an environmental management plan including the following: the partnership-building process, prioritization of the problems and issues of the ecosystem, and development of the action plan. Based on the information provided by participants from a series of workshops held to develop an environmental management plan for Uluabat Lake, ecosystem risks were ranked and an action plan was formed. The results obtained with the aid of fuzzy set theory provided a base for identification of the action steps by allowing scientific information to be included in the process. The degree to which Uluabat Lakes problem formulation fits into the existing legal framework of Turkey is also analyzed in this paper.  相似文献

The Countryside Agency has recommended that national park authorities (NPAs) undertake an environmental appraisal of their national park management plans. A study of the appraisal practices of the NPAs of England and Wales has shown that, despite this guidance, the practice of environmental appraisal is uncommon but that a culture of applying sustainability appraisal is evolving. It is argued that the most likely explanation for this situation is the increasing influence of the concept of sustainable development on the workings of the national park management system. This broad policy development has manifested itself in a variety of ways, including the production of government guidance relating to sustainability appraisal and changes in best practice, each of which have influenced appraisal procedures in national parks. The wider implications of, and drivers behind, the evolution of appraisal procedure towards sustainability appraisal are thus identified and then discussed.  相似文献
