Nonpoint source pollution, environmental quality, and ecosystem health in China: introduction to the special section 总被引:1,自引:0,他引:1
The rapid economic and industrial growth of China, exemplified by a 10-fold increase in its gross domestic product in the past 15 years, has lifted millions of its citizens out of poverty but has simultaneously led to severe environmental problems. The World Health Organization estimates that approximately 2.4 million deaths in China per year could be attributed to degraded environmental quality. Much of China's soil, air, and water are polluted by xenobiotic contaminants, such as heavy metals and organic compounds. In addition, soil quality is degraded by erosion, desertification, and nutrient runoff. Air quality is further compromised by particulates, especially in heavily populated areas. Research shows that 80% of urban rivers in China are significantly polluted, and poor water quality is a key contributor to poverty in rural China. Economic and industrial growth has also greatly expanded the demand for water sources of appropriate quality; however, pollution has markedly diminished usable water resource quantity. Desertification and diminishing water resources threaten future food security. In recent years, China's government has increased efforts to reverse these trends and to improve ecosystem health. The Web of Science database showed that the percentage of articles on China devoting to environmental sciences increased dramatically in recent years. In addition, the top 25 institutes publishing the papers in environmental sciences were all in China. This special issue includes seven articles focusing on nonpoint source pollution, environmental quality, and ecosystem health in China. The major issues, and results of these studies, are discussed in this introduction. 相似文献

Goals and performance targets are commonly used as tools in the policy-implementation process. In Sweden, environmental policy is operationalized through a system of environmental quality objectives that were adopted by the Swedish Riksdag in the late 1990s. The objectives describe what level of environmental quality Sweden should aim for within a generation, and are designed to guide decision making in all sectors of society. However, to guide decision making toward improved environmental quality, these objectives should satisfy a set of rationality (functionality) criteria; they should be precise, evaluable, approachable, motivating and coherent. In this paper, five Swedish environmental quality objectives are investigated through an application of the suggested criteria: (1) a balanced marine environment, flourishing coastal areas and archipelagos; (2) a magnificent mountain landscape; (3) a non-toxic environment; (4) natural acidification only; and (5) a good built environment. The aim of the paper is to bring the rationality of the objectives up for discussion, and to illustrate the range of issues and difficulties that are involved in choosing and assessing environmental policy goals. 相似文献

The characteristics of self-organizing systems are described and their implications for environmental management are discussed.
It is concluded that the aim of management should be to enhance the capacity of the system for self-management, with active
intervention being used only to steer it away from large discontinuities. Environmental managers must view ecosystems and
themselves as parts of a larger sociobiophysical system, cultivate the capacity of environmental systems for self-management,
and learn to live with change and uncertainty. Practical consequences of this approach for plans, policies, programs, and

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives. 相似文献

Because management is driven largely by financial concerns, determining the cost of environmental quality is a critical step in developing an environmental TQM program for which management will actively demonstrate commitment and support. Costs of environmental quality can be grouped into three categories: failure, prevention, and appraisal. Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support. 相似文献

In 1995 the authors spent a considerable amount of time conducting audits and audit training classes all over the world. In rolling out Colgate-Palmolive's reengineered environmental audit program, they coupled a two-day training program with a three-day audit. Whether in Asia-Pacific, South America, Europe, or the United States, auditors, especially those newly trained, always seemed to fall into the same traps time and again. In order to facilitate the learning process, the authors prepared a list of 20 tips to use at the beginning and end of all training programs and audits. A role for technical environmental assessment in perceptions of environmental quality and well-being
There is growing interest in including measures of external reality in models of person-environment transactions. That step is necessary to avoid circularity in reasoning and to change environments in desired ways. This study tests the utility of technical assessments of environmental quality, derived independently of the judgements of respondents or observers. Nine components based on objective facts about the residential environment, nine components based on person charactertistics, plus age and sex were used to predict 13 criteria which reflect the residents' perceptions of various aspects of their environment and of its impact on their well-being. The technical environmental assessment indices made statistically significant independent contributions which cross-validated with all of the 13 criteria. The person components plus age and sex also made independent contributions which cross-validated with 12 of the 13 criteria. The results support the idea that technical environmental assessments can play a constructive role in clarifying person-environment transactions, and that they are complementary to rather than redundant with personal characteristics of respondents in affecting environmental perceptions. 相似文献

The field of environmental risk management is relatively new and has developed rapidly over the past several years. There has been, however, a significant lack of integration of seemingly dissimilar disciplines into a meaningful context for top management risk decisions—until now. A new holistic approach, centered on the ISO 14001 standard for environmental management systems, addresses many of the issues that have kept environmental risk management focused on technical rather than strategic issues. This article describes the risk management process, illustrates how the ISO 14001 standard can be used by organizations to integrate and assess technical environmental information, and shows how to place this information in a strategic risk management context. It also explains how key ISO 14001 concepts such as policy implementation, operational control, and continuous improvement form the basis of a systems approach, and why the systems approach is the preferred, cost-effective structure for controlling environmental risk. 相似文献

Environmental quality assessment has to focus more on the quality of whole ecosystems, instead of focusing on the direct effects of a specific stressor, because of a more integrated environmetal policy approach. Yet, how can the ecosystem quality be measured? Partly this is a normative question, a question of what is considered good and bad. At the same time, it is a scientific question, dealing with the problem of low the state of a system as complex as an ecosystem could be measured. Measuring all abiotic and biotic components, not to mention their many relationships, is not feasible. In this article we review several approaches dealing with this scientific question. Three approaches are distinguished; they differ in type of variable set and ecosystem model used. As a result of this, the information about the state of the ecosystem differs: ultimate breadth, comprising information about the whole ecosystem, is at the expense of detail, while ultimate detail is at the expense of breadth. We discuss whether the resultant quality assessments differ in character and are therefore suitable to answer different policy questions. 相似文献

The private-sector marketplace has identified the reengineering of the structure and management of the supply chain as a great untapped business opportunity. In traditional supply chains poorly structured operational and financial decision making institutionalized the poor management of material resources. This nonoptimized management process results in the generation of impaired material resources, which leads to solid and hazardous waste, as well as additional operating costs throughout the supply chain. The way in which the marketplace is addressing the issue of impaired material resources is by transferring the ownership and liability of impaired resources from the customer back to the supplier. The marketplace is also implicitly saying that the supplier must redesign its products to eliminate/minimize waste, or if the supplier fails to accomplish this goal, the supplier will be forced to absorb the costs associated with managing impaired material resources. The ramifications of this change are truly of historical proportions. The utility of a material resource to create wealth has throughout the centuries almost always required its ownership. Ownership has also denoted that the owner accept any liabilities created by the material resource. This is now all about to change. To support this change, a vastly expanded infrastructure and new management systems will have to be developed. This article shows how to manage the supply chain and impaired material resources. The new system that will operationally and financially manage these changes as well as create new organizational decision-making drivers is Reverse Logistics Management (RLM). 相似文献

Understanding the molecular-scale complexities and interplay of chemical and biological processes of contaminants at solid, liquid, and gas interfaces is a fundamental and crucial element to enhance our understanding of anthropogenic environmental impacts. The ability to describe the complexity of environmental biogeochemical reaction mechanisms relies on our analytical ability through the application and developmemnt of advanced spectroscopic techniques. Accompanying this introductory article are nine papers that either review advanced in situ spectroscopic methods or present original research utilizing these techniques. This collection of articles summarizes the challenges facing environmental biogeochemistry, highlights the recent advances and scientific gaps, and provides an outlook into future research that may benefit from the use of in situ spectroscopic approaches. The use of synchrotron-based techniques and other methods are discussed in detail, as is the importance to integrate multiple analytical approaches to confirm results of complementary procedures or to fill data gaps. We also argue that future direction in research will be driven, in addition to recent analytical developments, by emerging factors such as the need for risk assessment of new materials (i.e., nanotechnologies) and the realization that biogeochemical processes need to be investigated in situ under environmentally relevant conditions. 相似文献
