The aim of this article is to examine the needs of nomadic-pastoral land users with respect to EIA theory, methods and effectiveness based on literature review by applying Retief (2010)’s framework. The article intends to identify these needs and analyse whether EIA addresses them sufficiently and appropriately. Retief (2010)’s framework defines theory, methods (quality) and effectiveness as three main interrelated themes of environmental assessment. Our review was guided by these three themes and moreover, using nomadic pastoralism as a test case, we attempted to expand this broad framework into a four-step approach that can be used to systematically examine EIA literature. The approach first adopts the Retief (2010)’s framework and secondly, identifies issues of nomadic-pastoral land use which matter the most with respect to Retief (2010)’s themes. The next step selected 156 articles for literature review considering the issues identified previously and the fourth step examined the selected articles using a concept-centric review and a content analysis. Nomadic-pastoral land users need EIA theory to incorporate irrational logic and complex and unpredictable socio-ecological features of nomadic-pastoral land use. Decisions made based on the rational decision-making model in EIA cannot sufficiently incorporate the needs of nomadic-pastoral land use due to uncertainties associated with rational decision-making and different power, values and interests of stakeholders in pasture land resources. Furthermore, the needs of nomadic-pastoral land users with respect to EIA methods are related to impact pathways and dynamic character of land use. EIA methods systematically address impact pathways. However, the current EIA methods primarily focus on static land use, and do not address sufficiently and appropriately dynamic nature of land use. For nomadic-pastoral land users, maintaining land quality in nomadic pastoralism and participation in EIA are the most important issues with respect to effectiveness of EIA. However, empirical data are needed to examine whether these needs are addressed in EIA. Nevertheless, the current frameworks for evaluation of effectiveness of EIA are sufficient for assessment of EIA's capacity for addressing the needs of nomadic-pastoral land users. Further studies should aim at incorporating the nature of socio-ecological interaction and dynamics into EIA theories and developing suitable models on herding mobility and strategy for impact prediction in EIA.  相似文献

The use of economic valuation methods to assess environmental impacts of projects and policies has grown considerably in recent years. However, environmental valuation appears to have developed independently of regulations and practice of environmental impact assessment (EIA), despite its potential benefits to the EIA process. Environmental valuation may be useful in judging significance of impacts, determining mitigation level, comparing alternatives and generally enabling a more objective analysis of tradeoffs. In China, laws and regulations require the use of environmental valuation in EIA, but current practice lags far behind. This paper assesses the problems and prospects of introducing environmental valuation into the EIA process in China. We conduct four case studies of environmental economic impact assessment (EEIA), three of which are based on environmental impact statements of construction projects (a power plant, a wastewater treatment plant and a road construction project) and one for a regional pollution problem (wastewater irrigation). The paper demonstrates the potential usefulness of environmental valuation but also discusses several challenges to the introduction and wider use of EEIA, many of which are likely to be of relevance far beyond the Chinese context. The paper closes with suggesting some initial core elements of an EEIA guideline.  相似文献

This paper examines the spread and development of ‘environmental impact assessment’ (EIA) since the enactment of the U.S. Environmental Policy Act on January 1, 1970, which established for the first time under any jurisdiction the formal requirement that an EIA be made and that an ‘environmental impact statement’ (EIS) be filed prior to implementation of certain major development projects. The paper is divided into three parts. In the first part, we briefly review the forms of EIA introduced in the western industrial countries and contrast these with developments in the socialist countries of Eastern Europe, and in the Third World. The approaches to EIA adopted by five countries — the United States, Australia, Canada, the Federal Republic of Germany, and the Soviet Union — are used to illustrate the types of national approaches that have been followed. In the second part of the paper, we use some questions raised by impact assessments as codified in legislation or regulations at the national level to highlight some of the limitations of impact assessment. Finally, we turn to international impact assessments and describe the modest progress made to date. Key impediments to the development of appropriate conceptual and institutional frameworks and methodologies for international EIAs are noted. In conclusion, we offer some suggestions about needed actions at both the national and international levels.  相似文献

At the core of the environmental impact assessment (EIA) process is the identification, prediction and evaluation of impacts, activities that are profoundly marked by case-specific differences and methodological pluralism. Despite difficulties, policy-makers are occasionally attracted to the idea of standardizing EIA methods. The objective of this study was to understand the merits of standardizing methods for impact prediction and significance evaluations, using Brazil as the empirical context. Based on a content analysis of 49 EIA reports, a survey with 126 practitioners, and a critical evaluation of two standardization initiatives, the study shows that, while generally perceived as beneficial, the standardization of EIA methods is likely to remain a rather challenging task in the foreseeable future. The high degrees of discretion taking place in the selection and implementation of impact prediction and significance evaluations are to a large extent a consequence of the difficulty of finding terminology, metrics, criteria, thresholds, boundaries, and values across different settings. Current standardization initiatives in Brazil are targeting some of the easiest methodological issues related to terminology and process. While relevant to administrative efficiency and process predictability, such issues represent a small piece of the complex puzzle of EIA effectiveness. Findings signal the need for clearer policy priorities, capacity building, and more applied research about the actual, long-term effects of standardization initiatives.  相似文献

Environmental impact evaluation is an essential component in environmental impact assessment (EIA) study for any developmental project, wherein importance assignment to various parameters depends on human judgement/experts opinion, which involves a high order of subjectivity. In order to minimise bias and subjectivity in evaluation of impacts, and hence in decision making, three different methods, viz. Battelle environmental evaluation system (BEES), importance scale matrix (ISM), and a combination of both, are considered in the present study. A case study for a development project (setting up a new industry) in an industrial belt situated in a region, which is rich in biological resources with good agricultural productivity and having high potential for further industrial development, is presented. The results of the other two methods are compared with the widely used method of BEES. Both methods are found comparable to the BEES method. However, it is observed that the ISM approach provides a better tool for reducing bias and subjectivity occurring in human judgement.  相似文献

Analytic–deliberative techniques have been suggested as a promising approach to ecosystem service (ES) valuation but are still at an experimental stage. This paper contributes to the development of ES valuation in the environmental impact assessment (EIA) procedure by introducing an analytic–deliberative approach to assessing restoration options for a regulated river in Finland. Multi-criteria decision analysis (MCDA) with a value-focused approach was applied and compared with a desktop application of the ES-focused MCDA approach. We found out that the concept of ES could bring added value to the assessment process by: 1) enabling the framing and valuing especially of provisioning services — final ecosystem services, such as salmon catch in a more understandable way for the stakeholders, and 2) taking into account ecosystem processes and supporting services more precisely. However, some potential dangers of using the ES-based approach could include ES's appearing as a distant mode of thinking to affected groups and other stakeholders, and neglect of the trade-offs between ES and other relevant value and impact categories. Thus, although the ES framework is promising, it should not form a rigid ‘checklist’ way of making assessments but should rather be used to widen perspectives about potential issues in linking ecosystem properties to human benefits and values. It is argued that by combining the ES framework with the interactive MCDA approach, we can form a comprehensive and integrated approach to incorporating ESs into EIA.  相似文献

Environmental Impact Assessment (EIA) procedures have been identified as a major barrier to renewable energy (RE) development with regards to large-scale projects (LS-RE). However EIA laws have also been neglected by many decision-makers who have been underestimating its impact on RE development and the stifling potential they possess. As a consequence, apart from acknowledging the shortcomings of the systems currently in place, few governments momentarily have concrete plans to reform their EIA laws. By looking at recent EIA streamlining efforts in two industrialized regions that underwent major transformations in their energy sectors, this paper attempts to assess how such reform efforts can act as a means to support the balancing of environmental protection and climate change mitigation with socio-economic challenges. Thereby this paper fills this intellectual void by identifying the strengths and weaknesses of the Japanese EIA law by contrasting it with the recently revised EIA Directive of the European Union (EU). This enables the identification of the regulatory provisions that impact RE development the most and the determination of how structured EIA law reforms would affect domestic RE project development. The main focus lies on the evaluation of regulatory streamlining efforts in the Japanese and EU contexts through the application of a mixed-methods approach, consisting of in-depth literary and legal reviews, followed by a comparative analysis and a series of semi-structured interviews. Highlighting several legal inconsistencies in combination with the views of EIA professionals, academics and law- and policymakers, allowed for a more comprehensive assessment of what streamlining elements of the reformed EU EIA Directive and the proposed Japanese EIA framework modifications could either promote or stifle further RE deployment.  相似文献

This study applies a process of detailed assessment to summarize the potential impact of a proposed construction or other activity on the environment before implementation of an investment plan. The aim of the study was to develop a general methodology for analysis and evaluation of environmental issues connected with planned activities and proposed projects (especially buildings and engineering constructions, required implementation of environmental impact assessment process) using a risk analysis method, thus enabling the best option among the proposed activities to be chosen. The methodology was developed for conditions in Slovakia but could be arranged for any other country considering national conditions, requirements, standards and legislative. Application of the developed methodology in environmental impact assessment could create preconditions for more effective implementation of the EIA process. This paper provides a framework for the risk analysis component of the scoping phase within the EIA process. The process outlined in this paper will assist with determination of an estimation of risks to environmental and health of proposed activities.  相似文献

The environmental impact assessment (EIA) has been a tool for decision makers since the enactment of the National Environmental Policy Act (NEPA). Since that time, few analyses have been performed to verify the quality of information and content within EIAs. High quality information within assessments is vital in order for decision makers, stake holders, and the public to understand the potential impact of proposed actions on the ecosystem and wildlife species. Low quality information has been a major cause for litigation and economic loss. Since 1999, wind energy development has seen an exponential growth with unknown levels of impact on wildlife species, in particular bird and bat species. The purpose of this article is to: (1) develop, validate, and apply a quantitative index to review avian/bat assessment quality for wind energy EIAs; and (2) assess the trends and status of avian/bat assessment quality in a sample of wind energy EIAs.This research presents the development and testing of the Avian and Bat Assessment Quality Index (ABAQI), a new approach to quantify information quality of ecological assessments within wind energy development EIAs in relation to avian and bat species based on review areas and factors derived from 23 state wind/wildlife siting guidance documents. The ABAQI was tested through a review of 49 publicly available EIA documents and validated by identifying high variation in avian and bat assessments quality for wind energy developments. Of all the reviewed EIAs, 66% failed to provide high levels of preconstruction avian and bat survey information, compared to recommended factors from state guidelines. This suggests the need for greater consistency from recommended guidelines by state, and mandatory compliance by EIA preparers to avoid possible habitat and species loss, wind energy development shut down, and future lawsuits.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

There is ongoing debate about the effectiveness of impact assessment tools, which matters both because of the threat to future practice of the tools which are frequently perceived to be ineffective, and because of the disillusionment that can ensue, and controversy generated, amongst stakeholders in a decision context where opportunities for meaningful debate have not been provided. In this article we regard debate about the meaning of effectiveness in impact assessment as an inevitable consequence of increased participation in environmental decision-making, and therefore frame effectiveness based on an inclusive democracy role to mean the extent to which impact assessment can accommodate civil society discourse. Our aim is to investigate effectiveness based on this framing by looking at one type of impact assessment – environmental impact assessment (EIA) – in two controversial project proposals: the HS2 rail network in England; and the A4DS motorway in the Netherlands. Documentary analysis and interviews held with key civil society stakeholders have been deployed to identify discourses that were mobilised in the cases. EIA was found to be able to accommodate only one out of four discourses that were identified; for the other three it did not provide the space for the arguments that characterised opposition. The conclusion in relation to debate on framings of effectiveness is that EIA will not be considered effective by the majority of stakeholders. EIA was established to support decision-making through a better understanding of impacts, so its ineffectiveness is unsurprising when its role is perceived to be broader. However, there remains a need to map discourses in different decision contexts and to analyse the extent to which the range of discourses are accommodated throughout the decision process, and the role of impact assessment in those processes, before recommendations can be made to either improve impact assessment effectiveness, or whether it is simply perceptions of effectiveness that need to be improved.  相似文献

Conflicts between economic development and fragile natural resources represent a growing problem among the islands of the Caribbean. Relatively simple methods exist to incorporate environmental impact assessment (EIA) into development planning and review. These methods can save scarce financial resources for island nations, increase their control over the development process, and possibly forestall widespread environmental deterioration and its attendant public cost. Island nations have more power as negotiating partners in the development process than is generally realized. This power can be exercised if EIA is integrated into the national planning process, giving ministries a stronger bargaining position when negotiating with development interests.This paper begins with a discussion of the most prevalent environmental concerns in the region, including oil development, water supply, beach erosion and fisheries depletion, and proceeds to discuss practical solutions to improve local control over economic development and environmental resource management. A hypothetical case study is used to illustrate major obstacles to effective integration of economic development and EIA. Recommendations are included to advance the state-of-the-art of EIA using joint fact-finding, expanding participation in EIA, evaluating cumulative impacts and project alternatives, and conducting post-projecting monitoring.  相似文献

In the last twenty years, both the increase in academic production and the expansion of professional involvement in Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) have evidenced growing scientific and business interest in risk and impact analysis. However, this growth has not brought with it parallel progress in addressing the main shortcomings of EIA/SIA, i.e. insufficient integration of environmental and social factors into development project analyses and, in cases where the social aspects are considered, technical-methodological failings in their analysis and assessment. It is clear that these weaknesses carry with them substantial threats to the sustainability (social, environmental and economic) of projects which impact on the environment, and consequently to the local contexts where they are carried out and to the delicate balance of the global ecosystem. This paper argues that, in a sociological context of complexity and dynamism, four conceptual elements should underpin approaches to socio-environmental risk and impact assessment in development projects: a theoretical base in actor–network theory; an ethical grounding in values which are internationally recognized (though not always fulfilled in practice); a (new) epistemological-scientific base; and a methodological foundation in social participation.  相似文献

Environmental impact assessment (EIA) has been, and remains for the time being, a very important tool of environmental management — though not always for the reasons one would expect. Major achievements of EIA have been through indirect benefits that have had little recognition to date, particularly the achievements of its stimulative and educative roles. However, EIA is evolving as a planning tool and will continue to do so, and we argue that, in time, we will be able to go beyond EIA as a separate stand alone process. We indicate the requirements for its eventual absorption into project planning and design, and the concomitant need to fully incorporate environmental issues in land use planning to address those matters that cannot be addressed on a project-by-project basis.  相似文献

Ecological monitoring is a complementary component of the overall environmental management and monitoring program of any Environmental Impact Assessment (EIA) report. The monitoring method should be developed for each project phase and allow for periodic reporting and assessment of compliance with the environmental conditions and requirements of the EIA. Also, this method should incorporate a variance request program since site-specific conditions can affect construction on a daily basis and require time-critical application of alternative construction scenarios or environmental management methods integrated with alternative mitigation measures. Finally, taking full advantage of the latest information and communication technologies can enhance the quality of, and public involvement in, the environmental management program. In this paper, a landscape-scale ecological monitoring method for major construction projects is described using, as a basis, 20 months of experience on the Baku-Tbilisi-Ceyhan (BTC) Crude Oil Pipeline Project, covering Turkish Sections Lot B and Lot C. This analysis presents suggestions for improving ecological monitoring for major construction activities.  相似文献

Most EIA programs around the world require the consideration of human health impacts. Yet relatively few EIA documents adequately address those impacts. This article examines how, why, and to what extent health impacts are analyzed in environmental impact assessments in the U.S. An empirical study of 42 environmental impact statements found that more than half contained no mention of health impacts. In the others, health impacts were analyzed narrowly, if at all, using risk assessment to quantify the carcinogenic potential of a single substance over a single generation. This analytic focus overlooks other significant morbidity and mortality risks, cumulative and intergenerational effects, and broader determinants of health. This article investigates these problems and provides recommendations to improve human health impact assessment, using strategic environmental assessment, qualitative health data, health outcomes in addition to cancer, and a precautionary approach to risk.  相似文献

In recent decades, noise pollution caused by industrialization and increased motorization has become a major concern around the world because of its adverse effects on human well-being. Therefore, transportation agencies have been implementing noise abatement measures in order to reduce road traffic noise. However, limited attention is given to noise in environmental assessment of road transportation systems. This paper presents a framework for a health impact assessment model for road transportation noise emissions. The model allows noise impacts to be addressed with the health effects of air pollutant and greenhouse gas emissions from road transportation. The health damages assessed in the model include annoyance, sleep disturbance, and cardiovascular disease in terms of acute myocardial infarction. The model was applied in a case study in Istanbul in order to evaluate the change in health risks from the implementation of noise abatement strategies. The noise abatement strategies evaluated include altering pavement surfaces in order to absorb noise and introducing speed limits. It was shown that significant improvements in health risks can be achieved using open graded pavement surfaces and introducing speed limits on highways.  相似文献
