Optimal retrofit of water conservation networks   总被引:1,自引:0,他引:1  
This paper presents a new general mathematical programming model for the optimal retrofit of material conservation networks considering recycle, reuse and regeneration schemes (notice that most of the previously reported methods only have considered the synthesis case, and nowadays it is very important to have strategies for the retrofit of water networks because several existing water network are functioned under suboptimal conditions because these were synthesized using inefficient approaches or because the process and environmental constraints have changed). The model considers the reconfiguration of existing networks to satisfy stricter process and environmental constraints considering the repiping for the network, the reuse of the existing treatment units, the modification for the capacity and performance of the existing units and the installation of new treatment units to reduce the overall operating cost through the reduction of the use of fresh sources. The objective function accounts for the minimization of the total annual cost associated to the retrofit process. This retrofit process involves simultaneously economic (because the reduction of the fresh sources costs) and environmental (because the reduction of the waste streams discharged to the environment and with a better quality) improvements. The applicability of the proposed model is proved through a set of example problems addressed, where no numerical complications were observed. In addition, the proposed approach is general and it can be applied to any specific case with the information required.  相似文献

The EU is presently in a transition phase from environmental policy-making by law towards other governance approaches based upon networking, voluntary commitments, benchmarking and other forms of “soft law”. Those new governance approaches often claim to lead to “better regulation”, while adopting a more consensus-oriented and participatory style, taking economic aspects more seriously into account, allowing for more flexibility and autonomy for the private sector and Member States alike, mobilising a broader knowledge base or adopting more integrated and holistic approaches than previous sectoralised and compartmentalised policies.While the limitations of traditional regulatory approaches are widely accepted and cited, it is far from evident, that “new modes of governance” have greater capacity to solve problems than the old ones. There is an argument, that “better regulation” might by synonymous to a withdrawal and weakening of the regulatory state and hence effectively of the aspirations and objectives of environmental policies.An interesting case for an approach, combining the strengths of the old and the new approaches is the ongoing reform of chemicals policies. While some observers claim, that the proposed directive, “REACH” might belong to the outdated category of overcomplex and bureaucratic regulation, a closer look shows that there are many new forms of governance in REACH. This mixture or old and new may open a more realistic and promising perspective on the reform of European policy-making.In our paper we assess the effects and the interplay of the combination of different modes of governance using the example of REACH. We are particularly concerned with the question in how far the representation of interests may change when new modes of governance are introduced.  相似文献

Despite the fact that all successful, documented cases of industrial symbiosis to this day have been self-organizing, some authors and development officials have suggested that increased public planning might deliver better results in this respect than spontaneously evolved market coordination. This paper takes an historical approach to suggest that comprehensive planning is unlikely to live up to the expectations of its proponents.The essay is structured as follows. The first section provides short case studies of industrial symbiosis in highly different economic and institutional settings, the essentially free-market regime of Victorian England and communist Hungary (1948–1989). The available evidence suggests that market coordination proved much more favorable to the emergence of industrial symbiosis, despite the elaboration of a comprehensive policy to that effect in Hungary. Insights derived from the so-called “Austrian” critique of central planning are then used to explain this paradox. The analysis presented suggests that the Hungarian planners’ failure was not so much the result of the bad implementation of sound policies, but the logical outcome of a top-down approach’s shortcomings. Policy implications for the public planning of industrial symbiosis in a mixed economy are then derived and the case for self-organization is found more compelling. The creation of more innovative institutions that will force firms to “internalize their externalities” while leaving them the necessary freedom to innovate is viewed as an urgently needed and promising path towards increased, sustainable reuse of industrial by-products.  相似文献

Much has been said about the need and benefits of consensus building for resolving disagreements about water and environmental management. Less has been said about how to better convene and facilitate those processes. This paper focuses on the latter, examining the challenges and breakthroughs encountered when decision-makers convene consensus building processes that seek an agreement among stakeholders who believe they have “apparently irreconcilable differences.” The research described here analyzes two multi-stakeholder, collaborative processes convened by the CALFED Bay-Delta Program (CALFED) on the issue of agricultural water use efficiency in the Sacramento and San Joaquin river watersheds of California. The first process made very little progress; however, stakeholder representatives in the second were able to forge an agreement that included significant innovation and surprising risk taking by all sides. Analyzing the two processes, this paper shows that the stakeholders, conveners, and facilitators in these processes had to do much more than make the discrete trades across interests envisioned in consensus building theory or reframing as described in theories about conflict and frames. Looking at the data, this paper shows how several concepts from outside consensus building—including boundary objects and interlanguage—along with less well-known concepts and issues within the consensus building literature—bricolage and representation—can provide insights into how the Steering Committee accomplished what it did. This paper introduces these additional concepts, how they mattered in this CALFED process, and suggests a complex set of interrelated insights into how future collaborative and integrative environmental programs can approach the most difficult environmental policy and management conflicts.  相似文献

Water integration studies have focused on reducing the amount of water used by a process on the assumption that environmental impact is reduced through efficient water reuse. However, the environmental impact of retrofitting the water network through the installation of pumps and pipes and energy for their utilization which may even lead to a network with a higher environmental cost as measured using a more comprehensive metric, is rarely, if at all, considered. Using the Sustainable Process Index (SPI) as a means of measuring environmental impact, this study addresses the question on water integration and environmental impact and shows that there is a balance that must be struck between water savings and water network modifications.  相似文献

Governance and planning of ecosystem and water management within the California Bay-Delta, a critical component of California's water economy, have been characterized by a range of innovations in collaboration and conflict resolution. Despite legal mandates to incorporate environmental justice, the California Bay-Delta Authority's (CBDA) policy-development process and the subsequent Delta Vision process have systematically marginalized the role of environmental justice in California's water policy. We suggest that environmental justice in Bay-Delta planning can be understood as a “third party” with a tenuous seat at the CALFED water management table. As such environmental justice is a useful lens through which to assess the state's broader commitments and capacities relative to equity as a planning principal and outcome. We interpret the fate of environmental justice within Bay-Delta planning as indicative of the inherent tensions between systems based on increasing market dominance and state legitimation and the values of environmental justice based on distributive, procedural, and cognitive justice. We construct a model of marginalization and environmental injustice in collaborative planning to illustrate these tensions. We draw upon experiences of members of the Environmental Justice Sub-Committee of CBDA's Bay Delta Public Advisory Committee, as well as interviews with other key environmental justice interests, and a comprehensive review of internal and public CBDA documents relating to the environmental justice program including budgets and program plans, and ethnographic field work. We conclude that by learning from the mistakes of Bay-Delta planning, a positive model of collaborative, environmental justice-based planning for water and ecosystem management is possible.  相似文献

The environmental and social impact derived from treated wastewater reuse is an intrinsically complex multidimensional process, which involves multiple criteria and multiple stakeholders. This paper presents the use of multicriteria decision through the TOPSIS method, applied to six different methodologies concerning the disinfection of treated wastewater before reusing. Results have shown that the best disinfection technique for treated wastewater has been chlorination with 4 ppm, if this water is to be destined to an urban, agricultural or industrial use, due to a large weight given to cost and environmental criteria. Conversely, in recreational and environmental uses, the alternative of ultraviolet light disinfection was the chosen alternative. Economic criteria showed priority in the most entrepreneurial uses of the water, although social and political cost had a greater weight in the case of environmental or recreational uses. The inclusion of environmental and social assessment in the disinfection technique decision support clearly provides a cleaner and more sustainable production.  相似文献

In this paper we deal with the problem of identifying environmental principles for the design and operation of supply chains. The operations that are included in supply chains are briefly described along with the approaches that are applied in order to improve their environmental performance. A background of environmental principles for achieving eco-efficiency and building of environmentally friendly organizational systems is presented and emphasis is put on the application of such principles “from cradle to grave”. Then, environmental principles applicable to particular objects of logistics networks planning are identified and commented upon. In addition, selective case studies from the literature, which show the applicability of the formulated principles and their relevance to practice, are discussed. The paper concludes with some remarks regarding the benefits for companies and societies, in general, that occur as a result of the application of the formulated principles.  相似文献

This paper addresses a measurement of corporate environmental performance, and its application to the analysis of efficiency in the petroleum firms. In order to measure firms' environmental performance, we suggest a framework called “Gscore” that consists of five categories, namely general environmental management (GEM), input, process, output, and outcome. Gscore is a proxy measure of corporate environmental performance based on voluntary environment, health, and safety (EHS) report and is calculated by aggregating the points of the above five-categories. We apply our measurement framework to the data of 39 firms' voluntary EHS reports which are available on the internet. Ten of them, on which efficiency analysis was conducted with Gscore, assets, employee, and profits, are in petroleum and refining industry. According to our results: (1) a gap is found between rhetoric and practical environmental management stemming from calculating the relation between GEM and data part in 39 EHS reports. (2) On the whole, EHS reports of petroleum firms have something in common, but there are significant differences in the type and amounts of disclosed data among the EHS reports. (3) From the results of efficiency analysis, it is found that the number of employee exerts a considerable influence on determining the relative efficiency of petroleum firms, then Gscore, profits, and assets in sequence. Furthermore, Exxon, Ashland, Phillips Petroleum, and ARCO are shown to be efficient among 10 petroleum firms.  相似文献

This paper investigates the circumstances under which “environmental supply chain dynamics” (ESCD) emerge. ESCD are a phenomenon where environmental innovations diffuse from a customer firm to a supplier firm. Its relevance is based on the argument that systemic approaches are needed to understand the environmental implications of industrial systems, of which supply chains are a key component. Furthermore, buyer–supplier relationships play a critical role in the decision-making processes of most suppliers, which in turn has the potential to stimulate environmental change within the supply chain. Based on case studies in the British and Japanese food retail sector and the British aerospace industry, it will be shown that ESCD emerge if there is a channel leader with sufficient channel power over their suppliers, technical competencies, and are themselves under specific environmental pressure.  相似文献

提出一种污水分散处理与景观水体修复相结合的城市景观湖泊补水模式,探讨了该模式的经济效益和环境效应.结果表明,采用该补水模式,污水回用成本为常规补水工艺的12%~35%.在高温雨季,分散处理系统出水能够直接满足景观湖泊补水要求;而在低温旱季,沿景观湖泊水流方向,湖泊水质迅速从V类变为III类,污染物集中在分散处理系统以及景观湖泊前端(HRT<2d)去除,大部分湖区可作为全身接触性娱乐类景观功能区.  相似文献

The environmental impact of the tanning industry is generally significant with outputs of wastes, i.e. high concentrations of organics, salts and heavy metals (chromium compounds), both in solid and liquid form, as a result. In order to bring the tanning industry more in line with present environmental thinking, various methods have been devised to reduce impacts.The underlying study proposes a modification of the method for unhairing–liming of hides where the unhairing–liming liquids are reused several times after being recharged by reduced quantities of chemicals. The study, therefore, aims at reducing both the economic and environmental costs of the unhairing–liming process.Experiments were carried out at lab scale with a simulation apparatus designed for the purpose. Life cycle assessment was used to evaluate the net environmental benefits of the modified method. The present value approach was used to evaluate the economic feasibility of the modified method. The quality of the produced leather was assessed by experts from the tanning sector (tanners).On the environmental level, the modified method reduced the environmental impact of the process by 24%, COD was reduced by 50% as well as sulfide which was reduced by 73% when the process water was recycled four times.The modified method requires some investment in new equipment and is a little more labor intensive as compared with the conventional method but does permit for savings in water up to 58% and chemicals up to 28% as well as wastewater treatment cost which was reduced by 58%. The modified method allowed for four times reuse of the unhairing–liming liquor without visibly affecting the quality of the final product of leather.It was concluded that both the economic and the environmental costs of the unhairing–liming process were reduced relative to the same of the conventional method.  相似文献

Ten out of the 12 new EU members, used to belong to the so-called “former eastern block”, with a post WWII environmental policy radically different from the tendencies followed in Western Europe. The lack of conservation regulations has resulted in a rather harmful industrialization, regarding natural resources and environmental quality. While air pollution transfer is a phenomenon of transboundary level, there is a particular interest in examining the contribution of the new EU member states to the environmental pressure faced by the older member states and vice versa. The current study utilises the official data for almost 20 years published by the European Monitoring and Evaluation Program concerning the transboundary transfer of NOx and SO2 in order to analyse the situation and discuss the present and future environmental policy regarding air pollution.  相似文献

The application of ecological concepts to the industrial setting has been touched upon by literature across several disciplines. Two emerging ecological planning approaches, landscape ecology and industrial ecology, are applied here to look at alternative ways of planning industrial parks. As an emerging field, landscape ecology provides different viewpoints from the traditional approach of natural conservation, which mainly focuses on the protection of nature. The approach of landscape ecology regards the environment as a land mosaic, a mixture of natural and urban environment, which concerns a manageable human-scale environment across one or two human generations. Industrial ecology, on the other hand, goes beyond the traditional “end of pipe” idea of pollution control and learns from the ecosystem concept. The current paper is an attempt to reconcile these two fields as an integrated approach to the planning of industrial areas. Using a case study of Singapore’s Jurong Island industrial park, two fundamental issues behind the idea of landscape ecology and industrial ecology are raised. If raw materials, energy and by-products are more easily replaced or reused by technology and management, then research on industrial ecology and related knowledge will be crucial for developing natural resource substitution by innovative technology and new ways of environmental management. Where it is difficult to substitute natural resources, the skills of planning and managing natural resources will take priority over other strategies. In this situation, the knowledge of landscape ecology needs to be applied to the prediction, design and evaluation of ecologically optimum resource uses, patterns and processes in the mixture of natural, urban and industrial environment. A new concept, “nurtured landscape”, is proposed for mediating between the natural ecosystem and the urban/industrial environment. The nurtured landscape provides a basis for the development of new ecological technology using landscape to ameliorate the polluting effects of the urban/industrial neighbourhood. The planning of Singapore’s Jurong Island industrial park provides a test of applying the principles of landscape ecology and industrial ecology to the possible transformation of an industrial area.  相似文献

The paper presents the main results of a recent study on sustainable use of products. It reveals that strategies of use intensification and useful life extension are environmentally beneficial. Moreover, analysis of household washing and winter sports illustrated that successful implementation of sustainable use patterns occurs as a shift of use regimes. Such regimes are the result of a complex interplay of supply and demand side factors, relationship among actors, technical trajectories, organisational structures etc. One decisive factor is the presence of strategic players, so called “change agents”. In addition, four user types have been identified in a representative survey (“ownership-oriented”, “open-minded”, “consumption-oriented”, “low interest”) to which use intensification and useful life extension can be targeted.  相似文献

The number of indoor air quality (IAQ)-related health complaints in commercial buildings, and the frequency of litigation over the effects of poor IAQ is increasing. These increases have ramifications for insurance carriers, which pay for many of the costs of health care and general commercial liability. However, little is known about the actual costs to insurance companies from poor IAQ in buildings. This paper reports on the results of a literature search of buildings-related, business and legal databases, and interviews with insurance and risk management representatives aimed at finding information on the direct costs to the insurance industry of poor building IAQ, as well as the costs of litigation. The literature search turned up little specific cost information, but indicated that there is a strong awareness and growing concern over the “silent crisis” of IAQ and its potential to cause large industry losses. The source of these losses includes both direct costs to insurers from paying health insurance and professional liability claims, as well as the cost of litigation. In spite of the lack of data on how IAQ-related health problems affect their business, the insurance industry has taken the anecdotal evidence about their reality seriously enough to alter their policies in ways that have lessened their exposure.  相似文献

随着对环境要求的日益严格,传统方法对废水中痕量重金属和溶解性有机物的去除已经不能满足需要或必须付出昂贵的代价才能达到要求.为此人们开发出了表面活性剂应用和超滤相结合的胶团强化超滤技术(MEUF).该技术能耗低,工艺简便,可以有效地去除工业废水中的低浓度金属离子和溶解性小分子有机物,具有很好的应用前景.本文对胶团强化超滤的原理,主要影响因素及表面活性剂和膜的选择做了介绍,综述了近年来胶团强化超滤应用的最新研究成果,并探讨了浓缩液和渗透液中表面活性剂的回收和回用.  相似文献
