Abstract: Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of systematic conservation planning goals and conservation gains from incentive‐based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003–2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5‐ and 20‐year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5‐year and 9% of 20‐year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged. 相似文献

Abstract: The use of conservation easements as a conservation mechanism for private land has increased greatly in the past decade; conservation easements now protect over 15 million ha across the United States from residential and commercial development. We used a mailed survey and in‐depth telephone interviews to determine factors that motivate private landowners in Iowa, Illinois, Michigan, Ohio, and Wisconsin (U.S.A.) to place conservation easements on their properties. The mailed survey asked about characteristics of landowners, their properties, and their opinions on 9 factors related to the decision to place an easement. A follow‐up telephone interview was completed with 19 mail‐survey participants to gain an in‐depth understanding of the action and to triangulate the results with the questionnaire. Place attachment, which is a measure of personal connection to a location or property, was the greatest motivation for implementation of an easement. Results of a principal components analysis suggested contributing to the public good underlaid several of the strong motivational factors for participation. Financial reasons were the lowest ranked motivational factor; however, financial concerns may facilitate placement of an easement that would otherwise not be realized. We believe that our results may be transferable to places where land protected by easements is not dominated by traditional farming (row crops, pastures, and hay), timber harvesting, or nonextractive uses (e.g., habitat for wild animals, recreation, and protection of ecosystem services). 相似文献

Abstract: Global declines in biodiversity and the widespread degradation of ecosystem services have led to urgent calls to safeguard both. Responses to this urgency include calls to integrate the needs of ecosystem services and biodiversity into the design of conservation interventions. The benefits of such integration are purported to include improvements in the justification and resources available for these interventions. Nevertheless, additional costs and potential trade‐offs remain poorly understood in the design of interventions that seek to conserve biodiversity and ecosystem services. We sought to investigate the synergies and trade‐offs in safeguarding ecosystem services and biodiversity in South Africa's Little Karoo. We used data on three ecosystem services—carbon storage, water recharge, and fodder provision—and data on biodiversity to examine several conservation planning scenarios. First, we investigated the amount of each ecosystem service captured incidentally by a conservation plan to meet targets for biodiversity only while minimizing opportunity costs. We then examined the costs of adding targets for ecosystem services into this conservation plan. Finally, we explored trade‐offs between biodiversity and ecosystem service targets at a fixed cost. At least 30% of each ecosystem service was captured incidentally when all of biodiversity targets were met. By including data on ecosystem services, we increased the amount of services captured by at least 20% for all three services without additional costs. When biodiversity targets were reduced by 8%, an extra 40% of fodder provision and water recharge were obtained and 58% of carbon could be captured for the same cost. The opportunity cost (in terms of forgone production) of safeguarding 100% of the biodiversity targets was about US$500 million. Our results showed that with a small decrease in biodiversity target achievement, substantial gains for the conservation of ecosystem services can be achieved within our biodiversity priority areas for no extra cost. 相似文献

Biodiversity offsets are intended to achieve no net loss of biodiversity due to economic and human development. A variety of biodiversity components are addressed by offset policies. It is required that loss of protected species due to development be offset under the EU Habitats and Birds Directives in Europe. We call this type of offset a species‐equality offset because the offset pertains to the same species affected by the development project. Whether species equality can be achieved by offset design is unknown. We addressed this gap by reviewing derogation files (i.e., specific files that describe mitigation measures to ensure no net loss under the EU Habitats and Birds Directives) from 85 development projects in France (2009–2010). We collected information on type of effect (reversible vs. irreversible) and characteristics of affected and offset sites (i.e., types of species, total area). We analyzed how the type of effect and the affected‐site characteristics influenced the occurrence of offset measures. The proportion of species targeted by offset measures (i.e., offset species) increased with the irreversibility of the effect of development and the conservation status of the species affected by development (i.e., affected species). Not all effects on endangered species (International Union for Conservation of Nature Red List) were offset; on average, 82% of affected species would be offset. Twenty‐six percent of species of least concern were offset species. Thirty‐five percent of development projects considered all affected species in their offset measures. Species richness was much lower in offset sites than in developed sites even after offset proposals. For developed areas where species richness was relatively high before development, species richness at offset sites was 5–10 times lower. The species‐equality principle appears to have been applied only partially in offset policies, as in the EU directives. We suggest the application of this principle through offsets is highly important for the long‐term conservation of biodiversity in Europe. Abstract Spatial prioritization techniques are applied in conservation‐planning initiatives to allocate conservation resources. Although typically they are based on ecological data (e.g., species, habitats, ecological processes), increasingly they also include nonecological data, mostly on the vulnerability of valued features and economic costs of implementation. Nevertheless, the effectiveness of conservation actions implemented through conservation‐planning initiatives is a function of the human and social dimensions of social‐ecological systems, such as stakeholders’ willingness and capacity to participate. We assessed human and social factors hypothesized to define opportunities for implementing effective conservation action by individual land managers (those responsible for making day‐to‐day decisions on land use) and mapped these to schedule implementation of a private land conservation program. We surveyed 48 land managers who owned 301 land parcels in the Makana Municipality of the Eastern Cape province in South Africa. Psychometric statistical and cluster analyses were applied to the interview data so as to map human and social factors of conservation opportunity across a landscape of regional conservation importance. Four groups of landowners were identified, in rank order, for a phased implementation process. Furthermore, using psychometric statistical techniques, we reduced the number of interview questions from 165 to 45, which is a preliminary step toward developing surrogates for human and social factors that can be developed rapidly and complemented with measures of conservation value, vulnerability, and economic cost to more‐effectively schedule conservation actions. This work provides conservation and land management professionals direction on where and how implementation of local‐scale conservation should be undertaken to ensure it is feasible. 相似文献

Abstract: There has been a dramatic increase in the number of conservation organizations worldwide. It is now common for multiple organizations to operate in the same landscape in pursuit of different conservation goals. New objectives, such as maintenance of ecosystem services, will attract additional funding and new organizations to conservation. Systematic conservation planning helps in the design of spatially explicit management actions that optimally conserve multiple landscape features (e.g., species, ecosystems, or ecosystem services). But the methods used in its application implicitly assume that a single actor implements the optimal plan. We investigated how organizational behavior and conservation outcomes are affected by the presence of autonomous implementing organizations with different objectives. We used simulation models and game theory to explore how alternative behaviors (e.g., organizations acting independently or explicitly cooperating) affected an organization's ability to protect their feature of interest, and investigated how the distribution of features in the landscape influenced organizations’ attitudes toward cooperation. Features with highly correlated spatial distributions, although typically considered an opportunity for mutually beneficial conservation planning, can lead to organizational interactions that result in lower levels of protection. These detrimental outcomes can be avoided by organizations that cooperate when acquiring land. Nevertheless, for cooperative purchases to benefit both organizations’ objectives, each must forgo the protection of land parcels that they would consider to be of high conservation value. Transaction costs incurred during cooperation and the sources of conservation funding could facilitate or hinder cooperative behavior. 相似文献

Abstract: In recent decades, various conservation organizations have developed models to prioritize locations for conservation. Through a survey of the spending patterns of 281 conservation nongovernmental organizations (NGOs), we examined the relation between 2 such models and spatial patterns of spending by conservation NGOs in 44 countries in sub‐Saharan Africa. We tested whether, at the country level, the proportion of a country designated as a conservation priority was correlated with where NGOs spent money. For one model (the combination of Conservation International's hotspots and High Biodiversity Wilderness Areas, which are areas of high endemism with high or low levels of vegetation loss respectively), there was no relation between the proportion of a country designated as a priority and levels of NGO spending, including by the NGO associated with the model. In the second model (Global 200), the proportion of a country designated as a priority and the amount of money spent by NGOs were significantly and positively related. Less money was spent in countries in northern and western sub‐Saharan Africa than countries in southern and eastern Africa, relative to the proportion of the country designated as a conservation priority. We suggest that on the basis of our results some NGOs consider increasing their spending on the areas designated as of conservation priority which are currently relatively underfunded, although there are economic, political, cultural, historical, biological, and practical reasons why current spending patterns may not align with priority sites. 相似文献

Abstract: Funding for conservation is limited, and its investment for maximum conservation gain can likely be enhanced through the application of relevant science. Many donor institutions support and use science to pursue conservation goals, but their activities remain relatively unfamiliar to the conservation‐science community. We examined the priorities and practices of U.S.‐based private foundations that support biodiversity conservation. We surveyed 50 donor members of the Consultative Group on Biological Diversity (CGBD) to address three questions: (1) What support do CGBD members provide for conservation science? (2) How do CGBD members use conservation science in their grant making and strategic thinking? (3) How do CGBD members obtain information about conservation science? The 38 donor institutions that responded to the survey made $340 million in grants for conservation in 2005, including $62 million for conservation science. Individual foundations varied substantially in the proportion of conservation funds allocated to science. Foundations also varied in the ways and degree to which they used conservation science to guide their grant making. Respondents found it “somewhat difficult” to stay informed about conservation science relevant to their work, reporting that they accessed conservation science information mainly through their grantees. Many funders reported concerns about the strategic utility of funding conservation science to achieve conservation gains. To increase investment by private foundations in conservation science, funders, researchers, and conservation practitioners need to jointly identify when and how new scientific knowledge will lower barriers to conservation gains. We envision an evolving relationship between funders and conservation scientists that emphasizes primary research and synthesis motivated by (1) applicability, (2) human‐ecosystem interactions, (3) active engagement among scientists and decision makers, and (4) broader communication of relevant scientific information. 相似文献

Abstract: In light of limited conservation funding, global conservation initiatives are increasingly focused on regions of the planet that have been identified as valuable on the basis of their species diversity, the vulnerability of resident species to extinction, or the perceived pristine nature of their ecosystems. Regions that have been resilient to high rates of extinction have not yet been systematically considered in conservation efforts. We used published range maps for 392 vertebrate species to compare historical and current species ranges. We used the results of the comparison to identify regions of the globe in which no known vertebrate species has been extirpated in the past 200 years. In 17 regions, no detectable vertebrate extinctions occurred in the past 200 years. In 6 other regions, reintroductions of species restored the full historic complement of vertebrate species. The effects of humans on a landscape, as measured by the human‐footprint index, although useful, was not a singularly good predictor of faunal intactness because more than 20% of intact land area was in heavily affected areas (50% of Earth's land area), and several regions where humans have had very little effect did not have intact faunas. Only 22% of intact land area was within protected‐area networks. High‐latitude areas were particularly underrepresented; they made up 3 of the 4 least‐protected areas in our analyses. Our results indicate that although protected areas are in some cases associated with the prevention of extinctions, there are many regions in which human activity coexists with intact vertebrate assemblages. In addition, our new approach for assessing the value of global regions for conservation identifies several regions that are not represented in other prioritization metrics. 相似文献

Abstract: There is a growing recognition that conservation often entails trade‐offs. A focus on trade‐offs can open the way to more complete consideration of the variety of positive and negative effects associated with conservation initiatives. In analyzing and working through conservation trade‐offs, however, it is important to embrace the complexities inherent in the social context of conservation. In particular, it is important to recognize that the consequences of conservation activities are experienced, perceived, and understood differently from different perspectives, and that these perspectives are embedded in social systems and preexisting power relations. We illustrate the role of trade‐offs in conservation and the complexities involved in understanding them with recent debates surrounding REDD (Reducing Emissions from Deforestation and Degradation), a global conservation policy designed to create incentives to reduce tropical deforestation. Often portrayed in terms of the multiple benefits it may provide: poverty alleviation, biodiversity conservation, and climate‐change mitigation; REDD may involve substantial trade‐offs. The gains of REDD may be associated with a reduction in incentives for industrialized countries to decrease carbon emissions; relocation of deforestation to places unaffected by REDD; increased inequality in places where people who make their livelihood from forests have insecure land tenure; loss of biological and cultural diversity that does not directly align with REDD measurement schemes; and erosion of community‐based means of protecting forests. We believe it is important to acknowledge the potential trade‐offs involved in conservation initiatives such as REDD and to examine these trade‐offs in an open and integrative way that includes a variety of tools, methods, and points of view. 相似文献

Territorial user rights for fisheries have been advocated as a way to achieve sustainable resource management. However, few researchers have empirically assessed their potential as ancillary marine conservation instruments by comparing them to no‐take marine protected areas. In kelp (Lessonia trabeculata) forests of central Chile, we compared species richness, density, and biomass of macroinvertebrates and reef fishes among territorial‐user‐right areas with low‐level and high‐level enforcement, no‐take marine protected areas, and open‐access areas in 42 100‐m subtidal transects. We also assessed structural complexity of the kelp forest and substratum composition. Multivariate randomized permutation tests indicated macroinvertebrate and reef fish communities associated with the different access regimes differed significantly. Substratum composition and structural complexity of kelp forest did not differ among access regimes. Univariate analyses showed species richness, biomass, and density of macroinvertebrates and reef fishes were greater in highly enforced territorial‐user‐right areas and no‐take marine protected areas than in open‐access areas. Densities of macroinvertebrates and reef fishes of economic importance were not significantly different between highly enforced territorial‐user‐right and no‐take marine protected areas. Densities of economically important macroinvertebrates in areas with low‐level enforcement were significantly lower than those in areas with high‐level enforcement and no‐take marine protected areas but were significantly higher than in areas with open access. Territorial‐user‐right areas could be important ancillary conservation instruments if they are well enforced. Abstract: A price on carbon is expected to generate demand for carbon offset schemes. This demand could drive investment in tree‐based monocultures that provide higher carbon yields than diverse plantings of native tree and shrub species, which sequester less carbon but provide greater variation in vegetation structure and composition. Economic instruments such as species conservation banking, the creation and trading of credits that represent biological‐diversity values on private land, could close the financial gap between monocultures and more diverse plantings by providing payments to individuals who plant diverse species in locations that contribute to conservation and restoration goals. We studied a highly modified agricultural system in southern Australia that is typical of many temperate agriculture zones globally (i.e., has a high proportion of endangered species, high levels of habitat fragmentation, and presence of non‐native species). We quantified the economic returns from agriculture and from carbon plantings (monoculture and mixed tree and shrubs) under six carbon‐price scenarios. We also identified high‐priority locations for restoration of cleared landscapes with mixed tree and shrub carbon plantings. Depending on the price of carbon, direct annual payments to landowners of AU$7/ha/year to $125/ha/year (US$6–120/ha/year) may be sufficient to augment economic returns from a carbon market and encourage tree plantings that contribute more to the restoration of natural systems and endangered species habitats than monocultures. Thus, areas of high priority for conservation and restoration may be restored relatively cheaply in the presence of a carbon market. Abstract: Despite the growing interest in conservation approaches that include payments for environmental services (PES), few evaluations of the influence of such interventions on behaviors of individuals have been conducted. We used self‐reported changes in six legal and illegal forest‐use behaviors to investigate the way in which a PES for biodiversity conservation intervention in Menabe, Madagascar, influenced behavior. Individuals (n =864) from eight intervention communities and five control communities answered questions on their forest‐use behaviors before and after the intervention began, as well as on their reasons for changing and their attitudes to various institutions. The payments had little impact on individuals’ reported decisions to change behaviors, but it had a strong impact on individuals’ attitudes. Payments appeared to legitimize monitoring of behaviors by the implementing nongovernmental organization (NGO), but did not act as a behavioral driver in their own right. Although there were no clear differences between changes in behaviors in the intervention and control communities, the intervention did influence motivations for change. Fear of local forest associations and the implementing NGO were strong motivators for changing behavior in communities with the PES intervention, whereas fear of the national government was the main reason given for change in control communities. Behavioral changes were most stable where fear of local organizations motivated the change. Our results highlight the interactions between different incentives people face when making behavioral decisions and the importance of considering the full range of incentives when designing community‐based PES interventions. 相似文献

Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. Species hybrids have long been undervalued in conservation and are often perceived as a threat to pure species. Recently, the conservation value of hybrids, especially those of natural origin, has gained recognition; however, hybrid conservation remains controversial. We reviewed hybrid management policies, including laws, regulations, and management protocols, from a variety of organizations, primarily in Canada and the United States. We found that many policies are based on limited ethical and ecological considerations and provide little opportunity for hybrid conservation. In most policies, hybrids are either unrepresented or considered a threat to conservation goals. This is problematic because our review of the hybrid conservation literature identified many ethical and ecological considerations relevant to determining the conservation value of a hybrid, all of which are management‐context specific. We also noted a lack of discussion of the ethical considerations regarding hybrid conservation. Based on these findings, we created a policy framework outlining situations in which hybrids could be eligible for conservation in Canada and the United States. The framework comprises a decision tree that helps users determine whether a hybrid should be eligible for conservation based on multiple ecological and ethical considerations. The framework may be applied to any hybrid and is flexible in that it accommodates context‐specific management by allowing different options if a hybrid is a threat to or could benefit conservation goals. The framework can inform policy makers and conservationists in decision‐making processes regarding hybrid conservation by providing a systematic set of decision criteria and guidance on additional criteria to be considered in cases of uncertainty, and it fills a policy gap that limits current hybrid management. 相似文献

Abstract: The importance of biodiversity as natural capital for economic development and sustaining human welfare is well documented. Nevertheless, resource degradation rates and persistent deterioration of human welfare in developing countries is increasingly worrisome. Developing effective monitoring and evaluation schemes and measuring biodiversity loss continue to pose unique challenges, particularly when there is a paucity of historical data. Threat reduction assessment (TRA) has been proposed as a method to measure conservation success and as a proxy measurement of conservation impact, monitoring threats to resources rather than changes to biological parameters themselves. This tool is considered a quick, practical alternative to more cost‐ and time‐intensive approaches, but has inherent weaknesses. I conducted TRAs to evaluate the effectiveness of Kruger National Park (KNP) and Limpopo Province, South Africa, in mitigating threats to biodiversity from 1994 to 2004 in 4 geographical areas. I calculated TRA index values in these TRAs by using the original scoring developed by Margoluis and Salafsky (2001) and a modified scoring system that assigned negative mitigation values to incorporate new or worsening threats. Threats were standardized to allow comparisons across the sites. Modified TRA index values were significantly lower than values derived from the original scoring exercise. Five of the 11 standardized threats were present in all 4 assessment areas, 2 were restricted to KNP, 2 to Limpopo Province, and 2 only to Malamulele municipality. These results indicate, first, the need to integrate negative mitigation values into TRA scoring. By including negative values, investigators will be afforded a more accurate picture of biodiversity threats and of temporal and spatial trends across sites. Where the original TRA scoring was used to measure conservation success, reevaluation of these cases with the modified scoring is recommended. Second, practitioners must carefully consider the need and consequences of generalizing threats into generic categories for comparative assessments. Finally, continued refinement of the methodology and its extension to facilitate the transfer of successful conservation strategies is needed. 相似文献

Abstract: In the United States, voluntary incentive programs that aid conservation of plant and wildlife species on private lands provide a structural solution to the problem of protecting endangered species by reducing costs and enhancing benefits to landowners. We explored the potential for incentives to encourage landowners to manage land cover for the benefit of endangered songbirds in central Texas (U.S.A.) by asking landowners to indicate their preferences for financial incentives, technical assistance, and regulatory assurances. We identified owners of potential songbird habitat and collected data in face‐to‐face interviews and self‐administered questionnaires. We used a latent‐class stated‐choice model to identify 3 classes of landowners whose choices varied on the basis of their attitudes and perceived social norms: (1) strong positive attitude, perceived social pressure to participate, and willing to participate with relatively few incentives, (2) weak positive attitude, perceived no social pressure to participate, and required strongest incentives, and (3) negative attitude, perceived social pressure not to enroll, and unwilling to participate regardless of incentive structure. Given this heterogeneity in preferences, conservation incentives may increase management of land cover to benefit endangered species on private lands to some degree; however, exclusive reliance on incentives may be insufficient. Promoting conservation on private lands may be enhanced by integrating incentives into an approach that incorporates other strategies for conservation, including social networks and collaborative processes that reinforce social norms. 相似文献

Abstract: Systematic conservation assessment (an information‐gathering and prioritization process used to select the spatial foci of conservation initiatives) is often considered vital to conservation‐planning efforts, yet published assessments have rarely resulted in conservation action. Conservation assessments may lead more directly to effective conservation action if they are reoriented to inform conservation decisions. Toward this goal, we evaluated the relative priority for conservation of 7 sites proposed for the first forest reserves in the Union of the Comoros, an area with high levels of endemism and rapidly changing land uses in the western Indian Ocean. Through the analysis of 30 indicator variables measured at forest sites and nearby villages, we assessed 3 prioritization criteria at each site: conservation value, threat to loss of biological diversity from human activity, and feasibility of reserve establishment. Our results indicated 2 sites, Yiméré and Hassera‐Ndrengé, were priorities for conservation action. Our approach also informed the development of an implementation strategy and enabled an evaluation of previously unexplored relations among prioritization criteria. Our experience suggests that steps taken to ensure the closer involvement of practitioners, include a broader range of social data, encourage stakeholder participation, and consider the feasibility of conservation action can improve the relevance of assessments for conservation planning, strengthen the scientific basis for conservation decisions, and result in a more realistic evaluation of conservation alternatives. 相似文献

Abstract: Inventories of tree species are often conducted to guide conservation efforts in tropical forests. Such surveys are time consuming, demanding of expertise, and expensive to perform and interpret. Approaches to make survey efforts simpler or more effective would be valuable. In particular, it would be good to be able to easily identify areas of old‐growth forest. The average density of the wood of a tree species is closely linked to its successional status. We used tree inventory data from eastern Borneo to determine whether wood density can be used to quantify forest disturbance and conservation importance. The average density of wood in a plot was significantly and negatively related to disturbance levels, with plots with higher wood densities occurring almost exclusively in old‐growth forests. Average wood density was unimodally related to the diversity of tree species, indicating that the average wood density in a plot might be a better indicator of old‐growth forest than species diversity. In addition, Borneo endemics had significantly heavier wood than species that are common throughout the Malesian region, and they were more common in plots with higher average wood density. We concluded that wood density at the plot level could be a powerful tool for identifying areas of conservation priority in the tropical rain forests of Southeast Asia. 相似文献

Abstract: Many ecosystems exist primarily, or solely, on privately owned (freehold) or managed (leasehold) land. In rural and semirural areas, local and regional government agencies are commonly responsible for encouraging landholders to conserve native vegetation and species on these private properties. Yet these agencies often lack the capacity to design and implement conservation programs tailored to rural and semirural landholdings and instead offer one program to all landholders. Landholders may elect not to participate because the program is irrelevant to their property or personal needs; consequently, vegetation–retention objectives may not be achieved. We differentiated landholders in Queensland, Australia, according to whether they derived income from the land (production landholders) or not (nonproduction landholders). We compared these two groups to identify similarities and differences that may inform the use of policy instruments (e.g., voluntary, economic, and regulatory) in conservation program design. We interviewed 45 landholders participating in three different conservation agreement programs (price‐based rate [property tax] rebate; market‐based tender; and voluntary, permanent covenant). Production landholders were more likely to participate in short‐term programs that offered large financial incentives that applied to <25% of their property. Nonproduction landholders were more likely to participate in long‐term programs that were voluntary or offered small financial incentives that applied to >75% of their property. These results may be explained by significant differences in the personal circumstances of production and nonproduction landholders (income, education, health) and differences in their norms (beliefs about how an individual is expected to act) and attitudes. Knowledge of these differences may allow for development of conservation programs that better meet the needs of landholders and thus increase participation in conservation programs and retention of native vegetation. 相似文献
