为探索中国最严格水资源管理制度实施成效,本研究运用系统动力学方法构建最严格水资源管理制度政策效果仿真模型,以江苏为例,首先从横向比较研究的视角,设置无政策和政策延续两种情景,分析有无政策时用水总量、用水效率和水功能区纳污的管控效果;然后从纵向比较研究的视角,分析政策实施后2013—2030年用水总量、用水效率和水功能区纳污控制效果的演化情况。结果显示:(1)横向对比,相对于无政策情景,政策延续情景下的区域水资源需求总量、万元GDP用水量以及污废水中的COD排放总量均有不同幅度的下降,且降幅逐年扩大,政策成效显著;(2)纵向对比,政策延续情景下,2030年区域水资源需求总量将超过国家最严格水资源管理制度考核要求近20亿m3,2025年万元GDP用水量降幅低于“十四五”节水型社会建设规划目标近2%,2030年污废水中的COD排放总量将比2021年升高近24%,政策管控水平仍需进一步提升。  相似文献

水资源是本世纪的危机资源.中国的水资源相对贫乏,而且空间分布极不平衡,南多北少,西南地区水资源量约占全国水资源总量的46%.加强该地区的水资源管理,对解决我国的水资源危机具有重大的战略意义.在市场经济条件下,只有将国家宏观调控与市场调节结合起来,充分发挥行政和经济两种手段的作用,才能实现对水资源的有效管理.  相似文献

We assess the potential financial benefits of rooftop rainwater harvesting (RWH) in Mexico City from the perspective of property owners and entrepreneurs. A bottom‐up approach was followed by evaluating RWH at individual buildings and aggregating the results to a borough/city level. We consider sector‐specific water demands, potable and nonpotable uses, and user‐specific water tariffs. We find that RWH is economically most beneficial for nondomestic users rather than for small domestic users, who are often the target of RWH interventions. Based on a net present value analysis, a potable RWH system is not favored for most domestic users under the current subsidized municipal water tariff structure. Our analysis only considers capital and maintenance expenses, and not other benefits related to increased access to water and reliability, or social benefits from a switch to a RWH system. If the initial capital expense for RWH is partly financed by transferring the water subsidy to an entrepreneur, then RWH becomes financially attractive for a wide range of domestic users. To improve water access in Mexico City, RWH is attractive in the most marginalized boroughs where water use is currently lower and precipitation is higher. For domestic users relying on trucked water, RWH can have great financial benefits. Our approach provides quantitative data with high spatial specificity, highlighting the places and types of users that would benefit most from RWH.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00652.x Abstract:  America’s rivers are managed, over long periods of time, based on the most basic ideologies of the United States (U.S.) government. An essential notion of the U.S. government, and thus a necessity of river management, is governing as experiment. This leads to three necessary characteristics of river management: (1) adapting management practices based on experience and thus creating management and agency structures that are highly malleable and that can change directions, (2) overlapping of management roles and responsibilities between agencies which includes intentional redundancy and interagency competition, and (3) federalism — the devolution of responsibilities between national, state, and other unit governments (e.g., municipalities, counties). While these characteristics are often criticized as inefficient, in fact they have provided a surprisingly effective system for river management that has responded to the needs of society at different times and in different places. A key question for river and water resource managers is whether this particular system, so initially unappealing, is best able to meet the future needs of the U.S.  相似文献

ABSTRACT: Severe drought is a recurring problem for the United States, as illustrated by widespread economic, social, and environmental impacts. Recent drought episodes and the widespread drought conditions in 1996, 1998, and 1999 emphasized this vulnerability and the need for a more proactive, risk management approach to drought management that would place greater emphasis on preparedness planning and mitigation actions. Drought planning has become a principal tool of states and other levels of government to improve their response to droughts. For example, since 1982, the number of states with drought plans has increased from 3 to 29. Many local governments have also adopted drought or water shortage plans. Unfortunately, most state drought plans were established during the 1980s and early 1990s and emphasize emergency response or crisis management rather than risk management. This paper presents a substantive revision of a 10‐step drought planning process that has been applied widely in the United States and elsewhere. The revised planning process places more weight on risk assessment and the development and implementation of mitigation actions and programs. The goal of this paper is to encourage states to adopt this planning process in the revision of existing drought plans or, for states without plans, in the development of new plans.  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

ABSTRACT: Exports from the Sacramento‐San Joaquin Delta are an important source of water for Central Valley and Southern California users. The purpose of this paper is to estimate and analyze the effects increased exports to south of Delta users would have on the Sacramento Valley economy and water management if water were managed and reallocated for purely economic benefits, as if there were an ideal Sacramento Valley water market. Current Delta exports of 6,190 thousand acre‐feet per year were increased incrementally to maximum export pumping plant capacities. Initial increases in Delta exports did not increase regional water scarcity, but decreased surplus Delta flows. Further export increases raised agricultural scarcity. Urban users suffer increased scarcity only for exports exceeding 10,393 taf/yr. Expanding exports raises the economic value of expanding key facilities (such as Engle bright Lake and South Folsom Canal) and the opportunity costs of environmental requirements. The study illustrates the physical and economic capacity of the Sacramento Valley to further increase exports of water to drier parts of the state, even within significant environmental flow restrictions. More generally, the results illustrate the physical capacity for greater economic benefits and flexibility in water management within environmental constraints, given institutional capability to reoperate or reallocate water resources, as implied by water markets.  相似文献

ABSTRACT: Changes in watershed management and policy in Hawaii are an instructive case study on the evolution of resource management from a traditional vertically integrated system, to a segmented central government‐based system, and now towards a community and watershed focus. The rise of European social and economic influences coupled with the precipitous decline in the Hawaiian population in the years following European contact led to the destruction of traditional management structures. Subsequently, the dominance of outside interests in Hawaii society and politics, culminating with the sugar industry, facilitated the unrestricted use and privatization of land and water resources. The post‐World War II era ushered in fundamental changes in Hawaii society and politics including renewed appreciation of traditional management practices. Government policies, increased community interest in resource management, and a renaissance in Hawaiian culture have converged in recent years to facilitate the development of new management structures that draw on both traditional and contemporary management. These structures hold great promise for improving Hawaiian watershed management. Our observations suggest that other jurisdictions may find it productive to examine traditional management and policy structures and try to relate them to contemporary community‐based resource management policies and activities.  相似文献

The article states the case for greatly enhanced reliance on desalination in the provision of freshwater. It argues that the concept of integrated water resource management (IWRM), should be expanded to routinely include desalination, and that sea water and brackish water should be listed among available sources of freshwater. In recent years, the price per m3 of freshwater obtained from desalination has steadily declined, and is now within competitive range of conventional sources, especially as extracting water from surface sources (rivers, lakes) is becoming increasingly expensive as well as ecologically harmful, and groundwater in many locations is saline or depleted. With the expectation that by 2020, five billion people will reside in megacities, today's conventional water resources are likely to become insufficient. As many of these megacities are located near ocean coasts, sea water seems a logical solution.  相似文献

ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission.  相似文献

ABSTRACT: Ground-water level decline patterns in parts of Nebraska conform to the circular island concept of Bredehoeft et al. (1982), which indicates how water is derived by wells developed in a circular island. If elongated, the center of the island corresponds to a regional ground-water divide while the shoreline corresponds to a regional river. In both versions, ground-water table elevation is a function of recharge and transmissivity. A dynamic equilibrium exists such that the gradient of the water table will convey all recharge to discharge areas. Withdrawals of ground water result initially in mining, with a new equilibrium attained when pumping equals capture. During early development, capture is an important source of water in discharge areas, while mining is more significant in recharge areas. The pattern observed in many areas shows the greatest ground-water level decline in the vicinity of ground-water divides and the steepest gradient near regional rivers. A similar pattern has been observed adjacent to the Arkansas River in south-central Kansas. Similar decline patterns can be modeled for a hypothetical ground-water basin. This is of major importance to water-resource managers because it dictates that management programs be applied to the entire hydrologic system.  相似文献
