Agricultural water management needs to evolve in view of increased water scarcity, especially when farming and natural protected areas are closely linked. In the study site of Doñana (southern Spain), water is shared by rice producers and a world heritage biodiversity ecosystem. Our aim is to contribute to defining adaptation strategies that may build resilience to increasing water scarcity and minimize water conflicts among agricultural and natural systems. The analytical framework links a participatory process with quantitative methods to prioritize the adaptation options. Bottom-up proposed adaptation measures are evaluated by a multi-criteria analysis (MCA) that includes both socioeconomic criteria and criteria of the ecosystem services affected by the adaptation options. Criteria weights are estimated by three different methods—analytic hierarchy process, Likert scale and equal weights—that are then compared. Finally, scores from an MCA are input into an optimization model used to determine the optimal land-use distribution in order to maximize utility and land-use diversification according to different scenarios of funds and water availability. While our results show a spectrum of perceptions of priorities among stakeholders, there is one overriding theme that is to define a way to restore part of the rice fields to natural wetlands. These results hold true under the current climate scenario and even more so under an increased water scarcity scenario.  相似文献

Many new forms of water governance are emerging in response to economic and social needs and wants, as well as water-related problems such as scarcity, injustice, and conflict. However, there is little evidence on how sustainable these governance regimes are, which would be critical for making progress toward sustainable and just water governance. In this article, we present the results of a transdisciplinary multi-criteria sustainability assessment of alternative governance regimes for Guanacaste Province, Costa Rica. The assessment specifies differences between sustainable and unsustainable governance regimes, while also pinpointing how the current water governance regime performs in comparison to those alternatives. The findings indicate that those governance regimes with just and deliberative stakeholder involvement, secure groundwater reserves, and healthy dry tropical ecosystems were considered sustainable and just. In contrast, the current state of water governance was found to be at high risk of digressing toward unsustainable systems where rural communities lack rights and influence, where economies favor agro-industry and high impact tourism at the expense of rural livelihoods, and where water scarcity overwhelms weak governance. This assessment study clarifies water sustainability goals, asserts the need for transformational change, and offers a pragmatic foundation for actions toward sustainable water governance.  相似文献

Since the 1970s, precipitation in the Sahel has decreased and become very irregular, leading to widespread drought, whilst the human need for water has rapidly increased. A new “dispositions”-based approach was adapted in order to analyse human interactions with environmental hazards and applied to the case of Hombori village in north-eastern Mali. This article explores how the population and political stakeholders perceive, live with and respond to the increasing scarcity of water. It also explores how their current vulnerability and ability to cope with variations in available water resources indicate future adaptability to climate shocks. On the one hand, this research shows how the population copes with variations in water resource availability: the population’s socio-spatial organisation explains the inhabitants’ exposure to this problem and some of the factors affecting vulnerability, the elderly and women being the hardest hit. The water issue is generally managed on a “day-to-day” basis and considered a big problem only in the dry season, thus lowering any incentive for self-protection. The main two variables that could explain this kind of risk management are the conflicting local governance and current social rules. On the other hand, the discussion of results, based on a conceptual model of social responses, explains why these current “social dispositions” to cope with and even address the water scarcity issue do not guarantee future adaptability to climate change.  相似文献

Community-based approaches are pursued in recognition of the need for place-based responses to environmental change that integrate local understandings of risk and vulnerability. Yet the potential for fair adaptation is intimately linked to how variations in perceptions of environmental change and risk are treated. There is, however, little empirical evidence of the extent and nature of variations in risk perception in and between multiple community settings. Here, we rely on data from 231 semi-structured interviews conducted in nine communities in Western Province, Solomon Islands, to statistically model different perceptions of risk and change within and between communities. Overall, people were found to be less likely to perceive environmental changes in the marine environment than they were for terrestrial systems. The distance to the nearest market town (which may be a proxy for exposure to commercial logging and degree of involvement with the market economy), and gender had the greatest overall statistical effects on perceptions of risk. Yet, we also find that significant environmental change is underreported in communities, while variations in perception are not always easily related to commonly assumed fault lines of vulnerability. The findings suggest that there is an urgent need for methods that engage with the drivers of perceptions as part of community-based approaches. In particular, it is important to explicitly account for place, complexity and diversity of environmental risk perceptions, and we reinforce calls to engage seriously with underlying questions of power, culture, identity and practice that influence adaptive capacity and risk perception.

This study links climate change impacts to the development of adaptation strategies for agriculture on the Mediterranean region. Climate change is expected to intensify the existing risks, particularly in regions with current water scarcity, and create new opportunities for improving land and water management. These risks and opportunities are characterised and interpreted across Mediterranean areas by analysing water scarcity pressures and potential impacts on crop productivity over the next decades. The need to respond to these risks and opportunities is addressed by evaluating an adaptive capacity index that represents the ability of Mediterranean agriculture to respond to climate change. We propose an adaptive capacity index with three major components that characterise the economic capacity, human and civic resources, and agricultural innovation. These results aim to assist stakeholders as they take up the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.  相似文献

This paper investigates how the agency of local residents can affect persistent and unsustainable practices in urban water supply governance. Using a case study from Bangalore, India, we analyze a social–ecological trap which developed after a shift to external water provision paired with rapid urbanization. The reluctance of forsaking initial investments in infrastructure and competence, and the subsequent loss of the local network of lakes built for harvesting rainwater, reinforced dependence on external sources while undermining groundwater levels in the city. These feedbacks made water scarcity a structurally persistent feature of Bangalore. This situation started to change when local residents recently started organizing to preserve and restore Bangalore’s lakes. By entering collaborative management agreements with municipal authorities, these lake groups have restored and established effective protection of five lakes. Through a case study of this civic engagement we show that the lake restorations have the potential to counteract trap mechanisms by restoring ecological functions, and by reducing water scarcity as groundwater levels rise and authorities are relieved from maintenance and monitoring tasks. Importantly, these lake groups have also created opportunities for over a dozen similar groups to form across the city. This demonstrates that social movements can be an important source of change in social–ecological traps.  相似文献

Public engagement and support is essential for ensuring adaptation to climate change. The first step in achieving engagement is documenting how the general public currently perceive and understand climate change issues, specifically the importance they place on this global problem and identifying any unique challenges for individual communities. For rural communities, which rely heavily on local agriculture industries, climate change brings both potential impacts and opportunities. Yet, to date, our knowledge about how rural residents conceptualise climate change is limited. Thus, this research explores how the broader rural community—not only farmers—conceptualises climate change and responsive activities, focussing on documenting the understandings and risk perceptions of local residents from two small Australian rural communities. Twenty-three semi-structured interviews were conducted in communities in the Eden/Gippsland region on the border of New South Wales and Victoria and the north-east of Tasmania. There are conflicting views on how climate change is conceptualised, the degree of concern and need for action, the role of local industry, who will ‘win’ and ‘lose’, and the willingness of rural communities to adapt. In particular, residents who believed in anthropogenic or human-induced factors described the changing climate as evidence of ‘climate change’, whereas those who were more sceptical termed it ‘weather variability’, suggesting that there is a divide in rural Australia that, unless urgently addressed, will hinder local and national policy responses to this global issue. Engaging these communities in the twenty-first-century climate change debate will require a significant change in terminology and communication strategies.  相似文献

An integrated approach based on multiple indicators and individual and combinational evaluation methods is proposed to evaluate water scarcity. Four evaluation methods are employed, and their results are joined through three combination methods in order to obtain a consistent evaluation. This iterative-correction approach has been applied to Yunnan Province in China for water scarcity evaluation. The results demonstrate the capability of the iterative-correction framework to provide insightful analyses of water scarcity. Diqing Tibetan Autonomous Prefecture (Diqing) and Nujiang Li Autonomous Prefecture (Nujiang) ranked 1st and 2nd, indicating the best situation for water scarcity evaluation, while Yuxi and Zhaotong ranked 15th and 16th, indicating the worst situation. Two types of major water scarcities were observed in Yunnan Province. One was a typical representative of lack of water quality in the central part of Yunnan, and the other was a typical engineering type in the western part of Yunnan. The water scarcity has been found to arise from non-judicious water use, rapid urbanization and lack of protective measures for water resources. Therefore, it is necessary to conduct more water conservancy projects in future to alleviate the water scarcity issue.  相似文献

An increasing demand for the development and implementation of low carbon energy systems has furthered the need to understand the factors that influence a community's support for or opposition to local energy developments. Carbon dioxide capture and geological storage (CCS) is one such energy system where it is widely acknowledged that public perceptions and acceptance of CCS technologies are critical to their implementation. CCS refers to the capture of carbon dioxide emissions from industrial sources and the long-term storage of these emissions in stable underground reservoirs. This case study examines how place attachment and community networks factored into resident's perceptions of a proposed CCS project that was ultimately canceled due to local opposition. Participants were concerned about preserving shared places, spaces, and interactions that were valued by community members. Results demonstrate the need to ascertain how locally affected populations view CCS or other energy developments, especially with regard to their ideas about community, sense of place (ties to area and local relationships), and how they communicate about those factors. Such factors are important given the initiative to develop low carbon energy systems in rural areas.  相似文献

Comparing agricultural management practices across scales and in different cultural settings can reveal shared insights into the capacity to adjust and respond to change and uncertainty. Differences make comparisons in environmental risk perceptions and responses particularly interesting and valuable, with obtained similarities being in many ways more interesting than found differences, which might be readily expected in places with remarkable geographical and demographic differences. People’s perception of climatic risks and hazards appears to be important to understand the context in which adaptation strategies to climate change emerge. Our intention, rather than compare the two case studies at the local scale, one in Mexico and one in Spain, is to identify existing common mechanisms to perceive climate change and to address adaptation among two very different geographical and cultural contexts. The study aims first to explore people’s perceptions of climate change and its outcomes; second to analyse the adaptation measures that they have developed and develop some preliminary ideas about their strategies; and third to consider the capacity of people to cope and adapt endogenously, in terms of the measures that people think that their governments should take to enhance/strengthen them at the local scale.  相似文献

Effective communication about climate change and related risks is complicated by the polarization between “climate alarmists” and “skeptics.” This paper provides insights for the design of climate risk communication strategies by examining how the interplay between climate change and flood risk communication affects citizens’ risk perceptions and responses. The study is situated in a delta area with substantial geographic variations in the occurrence and potential impact of flood risk, which has led to initiatives to make the area more “climate proof.” We developed a research model that examines individual differences in processing information about climate change related flood risk, based on the postulate that individuals often make an implicit trade-off between motivation to know “what is real” and motivation to maintain prior beliefs. A field experiment, embedded in a survey (n = 1887), sought to test out how the participants responded to risk frames in which a story on flood was either or not combined with climate change information. The results show that it was possible to increase the participants’ local climate risk perception in combination with increased motivation for flood damage prevention, despite a certain level of climate change skepticism. A general implication of our study is that relevant and diagnostic information about local climate-related flood risks can stimulate citizens’ need to know “what’s real” and their willingness to take responsibility for preparedness.  相似文献

Climate change will have an impact on various sectors, such as housing, infrastructure, recreation and agriculture. Climate change may change spatial demands. For example, rising temperatures will increase the need for recreation areas, and areas could be assigned for water storage. There is a growing sense that, especially at the local scale, spatial planning has a key role in addressing the causes and impacts of climate change. This paper promotes an approach to help translate information on climate change impacts into a guiding model for adaptive spatial planning. We describe how guiding models can be used in designing integrated adaptation strategies. The concept of guiding models has been developed in the 1990s by Tjallingii to translate the principles of integrated water management in urban planning. We have integrated information about the present and future climate change and set up a climate adaptation guiding model approach. Making use of climate adaptation guiding models, spatial planners should be able to better cope with complexities of climate change impacts and be able to translate these to implications for spatial planning. The climate adaptation guiding model approach was first applied in the Zuidplaspolder case study, one of the first major attempts in the Netherlands to develop and implement an integrated adaptation strategy. This paper demonstrates how the construction of climate adaptation guiding models requires a participatory approach and how the use of climate adaptation guiding models can contribute to the information needs of spatial planners at the local scale, leading to an increasing sense of urgency and integrated adaptation planning process.  相似文献

Water is a critical natural resource for sustaining human life. Media representations are a factor in the formation of public risk perceptions and could influence water conservation and health promotion behaviors. The objective of this research is to identify how newspaper media in four Western U.S. states frame the public health risks associated with water resources. Researchers conducted a content analysis of 326 newspaper articles from eight major newspapers focusing on water resource issues published during a three-year period between January 2012 and December 2014. Results indicate that health risks associated with water are seldom mentioned, and that the risks most frequently covered with regard to water resources are those with direct and immediate impacts to area residents. Findings suggest that media coverage may not be consistent with the nature of health impacts associated with water, which often are long-term.  相似文献

Human communities inhabiting remote and geomorphically fragile high-altitude regions are particularly vulnerable to climate change-related glacial hazards and hydrometeorological extremes. This study presents a strategy for enhancing adaptation and resilience of communities living immediately downstream of two potentially hazardous glacial lakes in the Upper Chenab Basin of the Western Himalaya in India. It uses an interdisciplinary investigative framework, involving ground surveys, participatory mapping, comparison of local perceptions of environmental change and hazards with scientific data, identification of assets and livelihood resources at risk, assessment of existing community-level adaptive capacity and resilience and a brief review of governance issues. In addition to recommending specific actions for securing lives and livelihoods in the study area, the study demonstrates the crucial role of regional ground-level, community-centric assessments in evolving an integrated approach to disaster risk reduction and climate change adaptation for high-altitude environments, particularly in the developing world.  相似文献

Many climate change adaptation scholars recognise the complexities in the governance of adaptation. Most have used the concept of ‘barriers to adaptation’ in an attempt to describe why governance of adaptation is challenging. However, these studies have recently been critiqued for over simplifying complex governance processes by referring to the static concept of barriers, thereby ignoring dynamic complexity as a root explanatory cause. This paper builds the argument that how barriers are currently used in the literature is insufficient to explain why the governance of adaptation often proves difficult. We adopt a so-called mechanism-based approach to investigate how and why the governance of ecosystem-based adaptation (EbA) reaches impasses in five cases in Thailand and the Netherlands. Our findings show six causal mechanisms that explain impasses in the five case studies: (1) frame polarisation, (2) timing synchronisation, (3) risk innovation, (4) rules of the game, (5) veto players and (6) lost in translation. Several of these causal mechanisms are recurring and emerge under specific contextual conditions or are activated by other mechanisms. Our findings provide valuable insights into the impasses in the governance of EbA and allow for critical reflections on the analytical value of the mechanism-based approach in explaining why the governance of adaptation proves difficult and how this can be overcome.  相似文献

Crop diversity is central to traditional risk management practices on the Andean Altiplano and may find renewed importance in adapting to climate change. This study explored the role of crop diversity in farmers’ adaptation actions in eight Aymara communities on the northern Bolivian Altiplano. Using a combination of quantitative and qualitative methods, including multifactor analysis and a community resilience self-assessment, we investigated how farmers’ use of diversity in adaptation is related to their perceptions of crop and variety tolerances and other environmental, social, and economic factors. Few crops and varieties were perceived as tolerant to increasingly intense and unpredictable drought, frost, hail, and pest and disease outbreaks. Some local crops and varieties were perceived as vulnerable to emerging conditions (e.g. oca, papalisa, isaño), whereas bitter potatoes and wild relatives of quinoa and cañahua were perceived as highly stress tolerant and provide food in harsh periods. A total 19% of households surveyed (N = 193) had introduced new crops or varieties—often disease resistant or early maturing—as an adaptive action. Introduction of commercial crops was a common adaptation action, reflecting farmers’ response to warming temperatures and changing economic opportunities, but greater sensitivity of the introduced crops may cause maladaptation. Despite intensification of cropping systems, households continue to maintain a median four potato varieties with different tolerance traits, yet this risk management practice was not perceived as adaptation. Strengthening resilience will require a combination of actions, including maintaining and expanding crop portfolios and restoring soil and ecosystem health, using both traditional and innovative approaches.  相似文献

‘Environmental cognitive stress’ a hybrid model combining environmental stress and cognitive determinants of pro-environmental behavior is explored among Australians living in contrasting ‘micro’ climates in the same river catchment system. Peoples’ climate risk perceptions are mediated by their connections to local environment, observations of environmental change and personal weather experiences. A longitudinal study randomly sampled 1,162 Hunter Valley coastal and rural residents in New South Wales. Telephone interviewers (2008) recruited lakeside homeowners ‘at risk’ of sea level rise, nearby ‘control’ residents and a comparable farming area group. Follow-up interviews (2011) located 81.5 % of the original sample. Fifty-six items based on the model asked about climate change observations, concerns, impacts and actions. Statistically significant rural–suburban and time differences were found. The rural sample was attuned to conditions affecting agricultural productivity: They worried about drought and heat, saw trees dying and changes to seasons and natural rhythms. They anticipate the impact of water scarcity, conserve water and value protecting plants and animals. Compared to higher elevation residents, lake dwellers observed marine life loss, worry about sea level rise and predict the decline of property values. Across time, all groups’ perceptions of warming indicators declined. Concerns and impacts were high and generally stayed high, as did actions related to energy use. No differences emerged in beliefs about climate warming. Climate change observations, along with concerns and actions, have important implications for the environmental cognitive stress model. Overall, dynamic changes in residents’ understandings are related to a changing policy environment, the vicissitudes of climate debates and weather experiences, including extreme swings from inundation to drought.  相似文献

It is urgent in science and society to address climate change and other sustainability challenges such as biodiversity loss, deforestation, depletion of marine fish stocks, global ill-health, land degradation, land use change and water scarcity. Sustainability science (SS) is an attempt to bridge the natural and social sciences for seeking creative solutions to these complex challenges. In this article, we propose a research agenda that advances the methodological and theoretical understanding of what SS can be, how it can be pursued and what it can contribute. The key focus is on knowledge structuring. For that purpose, we designed a generic research platform organised as a three-dimensional matrix comprising three components: core themes (scientific understanding, sustainability goals, sustainability pathways); cross-cutting critical and problem-solving approaches; and any combination of the sustainability challenges above. As an example, we insert four sustainability challenges into the matrix (biodiversity loss, climate change, land use changes, water scarcity). Based on the matrix with the four challenges, we discuss three issues for advancing theory and methodology in SS: how new synergies across natural and social sciences can be created; how integrated theories for understanding and responding to complex sustainability issues can be developed; and how theories and concepts in economics, gender studies, geography, political science and sociology can be applied in SS. The generic research platform serves to structure and create new knowledge in SS and is a tool for exploring any set of sustainability challenges. The combined critical and problem-solving approach is essential.  相似文献

Knowledge of climate change vulnerability and impacts is a prerequisite for formulating locally relevant climate change adaptation policies. A participatory approach has been used in this study to determine climate change vulnerability, impacts and adaptation aspects for the Kangsabati River basin, India. The study approach involved engaging with stakeholders representing state (sub-national), district and community levels, through an interactive brainstorming method, to understand stakeholder perceptions regarding (a) local characteristics which influence vulnerability, (b) climate change impacts and (c) relevant adaptation options. The study reveals that vulnerability varies across upstream, midstream and downstream sections of the river basin. Suggested adaptation options, in this predominantly agricultural basin, are found to be applicable across spatial scales. Stakeholder perceptions, regarding vulnerability and impacts, vary with the level of interaction, academic background and type of experience. Interaction confirms the notion that stakeholders have inherent knowledge regarding adaptation, reveals their preferences and ability to think unconventionally. We discuss limitations of the approach while demonstrating its ability to deliver locally relevant and acceptable adaptation options, which could facilitate implementation. We conclude that engaging stakeholders at multiple levels was highly effective in assessing locally relevant aspects of climate change vulnerability, impacts and applicable adaptation options in the Kangsabati River basin. Based on this assessment, a sub-basin scale is recommended for evaluating these aspects, especially for water resources and agricultural systems, through multi-level stakeholder input.  相似文献

Understanding how individuals perceive their ability to adapt to climate change is critical to understanding adaptation decision-making. Drawing on a survey of 483 smallholder farmer households in the Loess Plateau region of China, we examine the factors that shape smallholder farmer perceptions of their ability to adapt to climate change and their stated intent to do so. We apply a proportional odds ordered logistic regression model to identify the role that determinants of adaptive capacity play in shaping smallholders’ perceived self-efficacy and adaptation intent. Our study provides further evidence that self-efficacy beliefs are a strong, positive predictor of adaptation intent. Our study suggests that human capital, information and technology, material resources and infrastructure, wealth and financial capital, and institutions and entitlements all play an important role in shaping smallholder perceived self-efficacy, while state-society dependencies may reduce smallholder perceived self-efficacy. In addition, our study suggests that perceiving climate change risks and impacts do not necessarily lead to an intention to adapt. Overall, our findings highlight the importance of incorporating both the objective determinants of smallholders’ adaptive capacity and their subjective perceptions of these objective determinants into future climate change adaptation programs and policies in order to facilitate adaptive actions. Identifying factors that cause individuals to have a low estimation of their adaptive ability may allow planned adaptation interventions to address these perceived limitations and encourage adaptive behavior.  相似文献
