A new technique has been developed to immobilize organic chemicals at a Superfund site. In the course of predesign studies in preparing the Remedial Design for the Pioneer Sand Superfund site in Pensacola, Florida, a light, nonaqueous phase liquid (LNAPL) was discovered floating on the groundwater within the on-site landfill. The liquid, with a viscosity similar to SAE 20 motor oil, was made up of heavy organic chemicals and volatile organic chemicals (VOCs), but no pesticides or polychlorinated biphenyls (PCBs). The volatiles present included toluene, ethylbenzene, and xylenes. Regulatory agencies expressed concern over the possibility of LNAPL migration and asked that a method of LNAPL immobilization be devised.  相似文献

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) did not ignore the fifty individual states when establishing responsibility, authority, and liability for cleaning up hazardous waste sites. Although CERCLA gives EPA the ultimate authority to select a remedy for a contaminated site, the law was drafted not only to allow for state activity without EPA, but also for significant state input when EPA is involved. The relationship between a state (and its environmental laws) and EPA can help decide the remedial and financial interests of any potentially responsible party (PRP). This article discusses the relevant CERCLA provisions, recent court decisions, and resolved and unresolved issues in federal-state Superfund involvement, and recommends several common-sense strategies for PRPs when working with a state in a Superfund cleanup.  相似文献

A field demonstration of an enhanced in-situ bioremediation technology was conducted between March 1998 and August 1999 at the ITT Industries Night Vision (ITTNV) Division plant in Roanoke, Virginia. The bioremediation process was evaluated for its effectiveness in treating both chlorinated and nonchlorinated volatile organic compounds (VOCs) in groundwater located in fractured bedrock. Chlorinated compounds, such as trichloroethene (TCE), in fractured bedrock pose a challenging remediation problem. Not only are chlorinated compounds resistant to normal biological degradation, but the fractured bedrock presents difficulties to traditional techniques used for recovery of contaminants and for delivery of amendments or reagents for in-situ remediation. The demonstration was conducted under the U.S. Environmental Protection Agency's Superfund Innovative Technology Evaluation (SITE) program. The SITE program was established to promote the development, demonstration, and use of innovative treatment technologies for the cleanup of Superfund and other hazardous waste sites. This article presents selected results of the demonstration and focuses on understanding the data in light of the fractured bedrock formation. © 2002 Wiley Periodicals, Inc.  相似文献

The United States Environmental Protection Agency/Environmental Response Team (EPA/ERT) has been supporting and implementing the use of phytoremediation to remediate dissolved phase organic compounds at Superfund sites since March 1996. Since then, ERT has applied phytoremediation field plots, both pilot and full scale, to a variety of field conditions. These active sites vary considerably as to depth to groundwater, groundwater transmissivity, contaminant concentrations, contaminant hydrophobicity, climate, planting design, plant selection, planting technique, and type of monitoring. Here we compare the literature and discuss lessons learned at five Superfund sites. Current maintenance and monitoring techniques at these sites are also discussed with recommendations for the maintenance and monitoring of similar sites in the future. © 2003 Wiley Periodicals, Inc.  相似文献

In the early 1980s, the Environmental Protection Agency (EPA) funded research on destruction and removal efficiencies (DREs) at eight hazardous waste incinerators. This research appeared to show that DREs of 99.99% could not be achieved at low waste feed principal hazardous organic constituent (POHC) concentrations. During the mid 1980s and 1990s however, testing at Superfund sites has indicated that DREs of 99.9999% or greater can be achieved at low waste feed POHC concentrations. This paper will summarize testing which includes 32 test runs at five Superfund sites and the EPA's incineration research facility. The tests include POHC concentrations from 6552 parts per million down to 28 parts per million at typical DREs of 6–9 s or greater.  相似文献

On January 13, 1999 a consent decree was signed for the first community settlement ever successfully negotiated for a Superfund site. The 10-square mile groundwater study zone in Rockford, Illinois, is only 20 percent of the area of the city, but represents 60 percent of its industrial capacity. Local government and business leaders took the initiative to negotiate a community-based settlement with the United States Environmental Protection Agency (EPA) and the Illinois Environmental Protection Agency (IEPA) and find financing mechanisms that citizens could back. Rockford dodged the Superfund bullet that has ripped apart so many other communities as bank loans dry up, development ceases, local taxes plunge along with property values, the local economy stagnates, and neighbor is pitted against neighbor in a litigation war.  相似文献

The U.S. Environmental Protection Agency (US EPA) is placing increased emphasis on the selection and implementation of remedies that accommodate the reasonably anticipated future use of contaminated land. These remedies result in the long‐term protection of human health and the environment. Postconstruction reuse of the land can significantly benefit communities in other ways as well. The launching of the Superfund Redevelopment Initiative in 1999 and the Return to Use Initiative in 2004 reflects an evolution in the US EPA's understanding of what actions can be taken to support the reuse of Superfund sites from discovery through long‐term stewardship. Through these initiatives, the US EPA has increased its understanding of site reuse and continues to explore and implement reuse assessment, reuse planning, and other tools effective in integrating reuse considerations with response activities throughout the remedial process. © 2005 Wiley Periodicals, Inc.  相似文献

Clay borrow materials intended for use in a clay liner system were found to be contaminated by low concentrations of volatile organic chemicals (VOCs). The suspected source of contaminants was a nearby Superfund site where similar compounds were found in soil and groundwater. Based on these observations, questions were raised regarding the potential effects of VOCs on the performance of the clay materials as a landfill liner.Laboratory experiments were conducted to evaluate the effects of three levels of soil precontamination and two types of permeants. Atterberg tests showed that the precontaminations (acetone and m-xylene) and the simulated leachate (methylene chloride, trichloroethylene, and toluene), at the concentrations used, did not impact clay-pore fluid interaction. Sedimentation tests showed that the impact of methylene chloride, trichloroethylene, and toluene on sediment volume and rate of settlement was not detectable up to the maximum concentration level of 100 ppm for each chemical.From the permeation tests, acetone in the precontaminated samples was generally flushed out within three pore volumes but m-xylene was not detected (above the detection limit of 0.01 mg 1−1) in the permeant effluent. The stabilized permeabilities of the specimens ranged from 0.2 × 10−7 to 3.0 × 10−7 cms−1. It was found that precontamination of the clay at the levels studied did not affect organic chemical leachate transport/adsorption discernibly when compared with clean clay, and no measurable retardation or adsorption of VOCs in clay liners occurred in either clean clay or precontaminated clay.  相似文献

Enhanced methods of in-situ remediation based on patented technology involving fluid injection with vacuum extraction have been used successfully at the Sand Creek Superfund Site in Commerce City, Colorado. Approximately 177,000 pounds of volatile organic compounds (VOCs) were removed from the subsurface in six months, two months ahead of schedule. Remediation goals were achieved on this thermally enhanced soil vapor extraction project by using vertical and horizontal wells interchangeably in vacuum or pressure service for vapor extraction, dual vacuum extraction, heated vapor reinjection, and air sparging. Although VOCs consisted of mixed chlorinated and petroleum hydrocarbons, the petroleum hydrocarbons, some in the form of nonaqueous phase liquids, had not been fully characterized. This article examines the evolution of the remedial design from that conceptualized in the Record of Decision (ROD) of the U.S. EPA, presents the rationale for the selection of alternative system components, and provides a cost analysis of the selected remedial technology, with comparisons to that of alternatives considered for use at Sand Creek.  相似文献

A microscale solvent extraction (MSE) method was developed for the simultaneous determination of volatile organic compounds (VOCs) and semivolatile organic compounds (SVOCs) in soil. Tests of precision, recovery, and comparability to other Environmental Protection Agency (EPA) methods have been completed, and the MSE method compares well to Soxhlet and sonication extraction. Based on these validation data, EPA has assigned number 3570 to this method. Method 3570 has several advantages, including reduced use of solvent and soil sample, generating much less laboratory waste. Laboratory space and labor requirements are reduced as compared to many other sample preparation methods. Consequently, Method 3570 can provide comparable chemical data at less cost or environmental impact.  相似文献

This article presents a case study of an accelerated cleanup conducted by EPA at the Adams Plating Company (APC) Superfund site near Lansing, Michigan. The APC site remediation was a Superfund EPA-lead project under the remedial program in Region 5. An accelerated cleanup was possible at the APC site by consistently identifying, evaluating, and implementing opportunities to streamline the remedial investigation (RI) and remedial design (RD) process. Streamlining opportunities were discovered and implemented in both the technical and administrative aspects of the project. Streamlining components used to accelerate the remedial process included: (1) extensive use of field screening techniques during the Phase II RI; (2) a focused feasibility study (FS) that evaluated only practical alternatives; (3) maintaining project momentum by initiating the RD concurrent with the issuance of the Record of Decision (ROD); (4) a highly accelerated RD with limited predesign work; (5) elimination of the transition period between RD and remedial action (RA) project phases; (6) frequent and effective communication, coordination, and cooperation between all parties involved (EPA, Michigan Department of Natural Resources (MDNR), technical contractor, PRC Environmental Management, Inc. (PRC), and the public); (7) maintaining a consistent project team throughout project duration; and (8) the setting of aggressive project goals.  相似文献

In July, 1999, EPA announced its Superfund Redevelopment Initiative, the Agency's effort to help communities bring Superfund sites back into productive use in a manner that is protective of human health and the environment. As part of the Superfund Redevelopment Initiative, the Agency is developing reuse design guides that provide technical information related to the design of remedies that safely support reuse. The design guides focus on the reuse of containment sites, and address such topics as settlement, gas control, irrigation, drainage, and operation and maintenance. Case studies of redeveloped sites are also presented in the guides. EPA is currently developing design guides that address the reuse of Superfund sites for commercial purposes, wildlife areas, parking lots, recreational sports fields, and golf courses. This article provides information on the first guide in the series‐the reuse of Superfund sites for recreational purposes.  相似文献

From September through November 1994, the U.S. Environmental Protection Agency (EPA) conducted a field demonstration of the remediation of highly contaminated groundwater at the Nascolite Superfund site located in Millville, New Jersey. Besides high concentrations of the major contaminant, methyl methacrylate (MMA), the groundwater also contained small amounts of volatile and semivolatile organic compounds. ZenoGem® technology, an integrated bioreactor and ultrafiltration membrane system, was employed for this demonstration project. Approximately 30,000 gallons of groundwater containing MMA in concentrations of 567 to 9,500 milligrams per liter (mg/L) and chemical oxygen demand (COD) values ranging from 1,490 to 19,600 mg/L was treated. The demonstration focused on the system's ability to remove MMA and reduce COD from the groundwater. Results of the three‐month demonstration showed that average MMA and COD removal efficiencies were greater than 99.9 and 86.9, respectively. The total cost of treatment, depending on the duration of the project, is estimated to vary from $0.22 to $0.55 (in 1994 dollars) per gallon of groundwater treated. © 2001 John Wiley & Sons.  相似文献

1,4‐Dioxane is a synthetic industrial chemical frequently found at contaminated sites where 1,1,1‐trichloroethane was used for degreasing. It is a probable human carcinogen and has been found in groundwater at sites throughout the United States. The physical and chemical properties and behavior of 1,4‐dioxane create challenges for its characterization and treatment. It is highly mobile and has not been shown to readily biodegrade in the environment. In December 2006, the U.S. Environmental Protection Agency's Office of Superfund Remediation and Technology Innovation (OSRTI) prepared a report titled “Treatment Technologies for 1,4‐Dioxane: Fundamentals and Field Applications.” The report provides information about the chemistry of dioxane, cleanup goals, analytical methods, available treatment technologies, and site‐specific treatment performance data. The information may be useful to project managers, technology providers, consulting engineers, and members of academia faced with addressing dioxane at cleanup sites or in drinking water supplies. This article discusses the use of solidification/stabilization (S/S) to treat soils contaminated with organic and inorganic chemicals at wood preserving sites. Solidification is defined for this article as making a material into a freestanding solid. Stabilization is defined as making the contaminants of concern nonmobile as determined from a leaching test. Microbial communities in trickle bed air biofilters (TBABs) were evaluated under conditions of interchanging the feed volatile organic compounds (VOCs) and VOC mixtures. Three independent TBABs (Biofilter “A,” “B,” and “C”) were run under interchanging VOCs conditions with different initial VOCs. Two aromatic compounds (toluene and styrene) and two oxygenated compounds (methyl ethyl ketone (MEK) and methyl isobutyl ketone (MIBK)) were interchanged as single solutes. Two other TBABs “D” and “E” were run for two VOC mixtures. Biofilter “D” had a VOC mixture with equal molar ratio of the four components and Biofilter “E” received a VOC mixture with its composition based on EPA 2003 emission report. Denaturing gradient gel electrophoresis (DGGE) analysis of 16S rRNA genes was used to assess the microbial richness in TBABs for treating the VOC mixtures and the impact of interchanging VOCs on the bacterial community structure in the biofilters. The results from DGGE indicated that the microbial community structure in the biofilter was different after each interchange of VOCs. Some bands of microbial species faded and some bands were strengthened. For the two TBABs treating VOC mixtures, the microbial species did not show significant difference, but the richness among these species was different from each other.  相似文献

Environmental impacts and gaseous emissions associated to home and industrial composting of the source-separated organic fraction of municipal solid waste have been evaluated using the environmental tool of life cycle assessment (LCA). Experimental data of both scenarios were experimentally collected. The functional unit used was one ton of organic waste. Ammonia, methane and nitrous oxide released from home composting (HC) were more than five times higher than those of industrial composting (IC) but the latter involved within 2 and 53 times more consumption or generation of transport, energy, water, infrastructures, waste and Volatile Organic Compounds (VOCs) emissions than HC. Therefore, results indicated that IC was more impacting than HC for four of the impact categories considered (abiotic depletion, ozone layer depletion, photochemical oxidation and cumulative energy demand) and less impacting for the other three (acidification, eutrophication and global warming). Production of composting bin and gaseous emissions are the main responsible for the HC impacts, whereas for IC the main contributions come from collection and transportation of organic waste, electricity consumption, dumped waste and VOCs emission. These results suggest that HC may be an interesting alternative or complement to IC in low density areas of population.  相似文献

The objective of this study was to characterize recovered soil fines from construction and demolition (C&D) waste recycling facilities for trace organic pollutants. Over a period of 18 months, five sampling trips were made to 14 C&D waste recycling facilities in Florida. Screened soil fines were collected from older stockpiles and newly generated piles at the sites. The samples were analyzed for the total concentration (mg/kg) of a series of volatile organic compound (VOCs) and semi-volatile organic compounds (semi-VOCs). The synthetic precipitation leaching procedure (SPLP) test was also performed to evaluate the leachability of the trace organic chemicals. During the total analysis only a few volatile organic compounds were commonly found in the samples (trichlorofluoromethane, toluene, 4-isopropyltoluene, trimethylbenzene, xylenes, and methylene chloride). A total of nine VOCs were detected in the leaching test. Toluene showed the highest leachability among the compounds (61.3-92.0%), while trichlorofluoromethane, the most commonly detected compound from both the total and leaching tests, resulted in the lowest leachability (1.4-39.9%). For the semi-VOC analysis, three base-neutral semi-VOC compounds (bis(2-ethylhexyl)phthalate, butyl benzyl phthalate, and di-n-butyl phthalate) and several PAHs (acenaphthene, pyrene, fluoranthene, and phenanthrene) were commonly detected in C&D fines samples. These compounds also leached during the SPLP leaching test (0.1-25%). No acid extractable compounds, pesticides, or PCBs were detected. The results of this study were further investigated to assess risk from land applied recovered soil fines by comparing total and leaching concentrations of recovered soil fines samples to risk-based standards. The results of this indicate that the organic chemicals in recovered soil fines from C&D debris recycling facilities were not of a major concern in terms of human risk and leaching risk to groundwater under reuse and contact scenarios.  相似文献

Mercury occurs naturally in the environment and can be found in elemental (metallic), inorganic, and organic forms. Modern uses for mercury include chemical manufacturing, thermometers, and lighting (mercury vapor and fluorescent lamps). The chemical and allied products industry group is responsible for the largest quantity of mercury used in the United States. Mercury, particularly the organic methylmercury form, is a potent neurotoxin capable of impairing neurological development in fetuses and young children and of damaging the central nervous system of adults. Mercury regulations span multiple federal and state environmental statutes, as well as multiple agency jurisdictions. In August 2007, the U.S. Environmental Protection Agency's (US EPA's) Office of Superfund Remediation and Technology Innovation (OSRTI) published a report titled “Treatment Technologies for Mercury in Soil, Waste, and Water.“ The report identifies eight treatment technologies and 57 projects, 50 of which provide performance data. This information can help managers at sites with mercury‐contaminated media and generators of mercury‐contaminated waste and wastewater to identify proven and effective mercury treatment technologies; screen technologies based on application‐specific goals, characteristics, and costs; and apply experiences from sites with similar treatment challenges.     采用泄漏检测与修复(LDAR)技术分析了某精对苯二甲酸生产装置动静密封点的泄漏情况,共完成1 367个密封点的现场LDAR检测,测出28个泄漏点,总泄漏检出率为2.05%。其中储存单元的泄漏点数量较氧化单元和精制单元高,泄漏程度也较严重。泄漏点主要集中在法兰、开口管线和泵三类密封点;涉及轻液的泄漏密封点数量较多。依据LDAR检测结果,采用相关方程法估算设备动静密封点泄漏产生的挥发性有机物(VOCs)排放量约为4.999 t/a。法兰的VOCs泄漏排放量最大,约占63.89%,其次是泵和采样连接系统,占泄漏排放量的20.78%和7.89%。  相似文献
