Conservation buffers have the potential to reduce agricultural nonpoint source pollution and improve terrestrial wildlife habitat, landscape biodiversity, flood control, recreation, and aesthetics. Conservation buffers, streamside areas and riparian wetlands are being used or have been proposed to control agricultural nonpoint source pollution. This paper proposes an innovative strategy for placing conservation buffers based on the variable source area (VSA) hydrology. VSAs are small, variable but predictable portion of a watershed that regularly contributes to runoff generation. The VSA-based strategy involves the following three steps: first, identifying VSAs in landscapes based on natural characteristics such as hydrology, land use/cover, topography and soils; second, targeting areas within VSAs for conservation buffers; third, refining the size and location of conservation buffers based on other factors such as weather, environmental objectives, available funding and other best management practices. Building conservation buffers in VSAs allows agricultural runoff to more uniformly enter buffers and stay there longer, which increases the buffers capacity to remove sediments and nutrients. A field-scale example is presented to demonstrate the effectiveness and cost-effectiveness of the within-VSA conservation buffer scenario relative to a typical edge-of-field buffer scenario. The results enhance the understanding of hydrological processes and interactions between agricultural lands and conservation buffers in agricultural landscapes, and provide practical guidance for land resource managers and conservationists who use conservation buffers to improve water quality and amenity values of agricultural landscape.  相似文献

Nepal has instituted progressive conservation programmes since the 1970s. This move was in reaction to very rapid rates of land clearance in the lowland areas of the country and an opening up to the world that led to nature-based tourism as a major economic enterprise. Formal conservation began with the passage of national legislation in 1973 offering strong protection for national parks and wildlife reserves, but denied usufruct rights to rural communities. From the late 1970s to the 1990s, the legislation was amended several times. Each case was, in several fundamental ways, a loosening of control by government authorities. Nepal now has buffer zone legislation and allows for the designation of conservation areas in addition to the more-strictly defined categories. Beginning in the 1990s, both government and foreign-backed projects have been implementing landscape level conservation approaches; a number of initiatives in trans-boundary protected area management with India and China have also begun and non-governmental organizations have taken an increasingly active role. This paper considers the expansion of the protected areas network in light of historical, cultural and economic factors and concludes that Nepal has been reactive in adopting conservation programmes. Both outside and inside influences have strongly affected the development of conservation programmes and there are several areas in which more work needs to be done. This includes the need for implementing both national and international conservation law and adopting social and biological monitoring programmes in and around protected areas. In addition, factors outside the control of conservation officials (i.e. a Maoist insurgency) have indirectly hindered conservation programmes in recent years and have greatly complicated prospects for further success.  相似文献

Trade-offs between ecosystem conservation and agricultural production can more easily be addressed by shifting the view from the plot scale to the scale of the landscape and integrating biodiversity friendly land use systems into development strategies. The provision of ecosystem services such as watershed protection and carbon sequestration by natural and complex agro-ecosystems can play an important role in making such integrated landscape approaches viable. This special issue brings together papers that were presented at a symposium on agroforestry and landscape scale conservation at the Second World Agroforestry Congress in Nairobi in August 2009. It is divided into two sections focusing on: (1) the biological mechanisms and implications of landscape scale conservation strategies as influenced by land use, especially agroforestry; and (2) the economic drivers and public policies that determine to a large extent the success of agroforestry-based landscape conservation strategies. The contributions provide evidence both for the potential and limitations of agroforestry in landscape scale conservation and development strategies and highlight the importance of economic incentives and policies to promote integrated landscape solutions. This introductory paper summarizes and discusses the contributions and concludes with policy recommendations and research needs.  相似文献

Many living resources in the Chesapeake Bay estuary have deteriorated over the past 50 years. As a result, many governmental committees, task forces, and management plans have been established. Most of the recommendations for implementing a bay cleanup focus on reducing sediments and nutrient flow into the watershed. We emphasize that habitat requirements other than water quality are necessary for the recovery of much of the bay's avian wildlife, and we use a waterbird example as illustration. Some of these needs are: (1) protection of fast-eroding islands, or creation of new ones by dredge deposition to improve nesting habitat for American black ducks(Anas rubripes), great blue herons(Ardea herodias), and other associated wading birds; (2) conservation of remaining brackish marshes, especially near riparian areas, for feeding black ducks, wading birds, and wood ducks(Aix sponsa); (3) establishment of sanctuaries in open-water, littoral zones to protect feeding and/or roosting areas for diving ducks such as canvasbacks(Aythya valisineria) and redheads(Aythya americana), and for bald eagles(Haliaeetus leucocephalus); and (4) limitation of disturbance by boaters around nesting islands and open-water feeding areas. Land (or water) protection measures for waterbirds need to include units at several different spatial scales, ranging from “points” (e.g., a colony site) to large-area resources (e.g., a marsh or tributary for feeding). Planning to conserve large areas of both land and water can be achieved following a biosphere reserve model. Existing interagency committees in the Chesapeake Bay Program could be more effective in developing such a model for wildlife and fisheries resources.  相似文献

Incorporation of aesthetic considerations in the process of landscape planning and development has frequently met with poor results due to its lack of theoretical basis, public involvement, and failure to deal with spatial implications. This problem has been especially evident when dealing with large areas, for example, the Adirondacks, Scenic Highways, and National Forests and Parks. This study made use of public participation to evaluate scenic quality in a portion of the Niagara Escarpment in Southern Ontario, Canada. The results of this study were analyzed using thevisual management model proposed by Brown and Itami (1982) as a means of assessing and evaluating scenic quality. Themap analysis package formulated by Tomlin (1980) was then applied to this assessment for the purpose of spatial mapping of visual impact. The results of this study illustrate that it is possible to assess visual quality for landscape/management, preservation, and protection using a theoretical basis, public participation, and a systematic spatial mapping process.  相似文献

ABSTRACT: This paper is a computer simulation analysis of an agricultural nonpoint pollution problem. Computer modeling is a universally applicable tool that can be used for establishing the linkages between and the quality of agricultural runoff in both surface and subsurface flow. The tradeoffs between the costs of soil conservation practices and water quality are reported, and the economic implications of such tradeoffs are discussed. Soil and nutrient losses resulting from crop production practices are analyzed using a field-scale computer simulation model (CREAMS). No-till planting, reduced tillage, and sod waterway systems are more cost effective than other practices for controlling soil and nutrient runoff losses. Nitrate leaching losses are increased slightly by most soil conservation practices. Terrace systems and permanent vegetative cover impose the greatest societal cost for water quality protection. Public cost sharing and tax incentives encourage farmers to adopt expensive structural practices, and policies are needed to get cost-effective practices implemented on critical acreage. Extensive treatment of land is necessary for agricultural best management practices (BMPs) to significantly improve water quality in areas that are intensively farmed.  相似文献

Comparison of forest protection between regions in Europe is extremely difficult, because there is such wide variation of strategies, procedures and constraints; the way forests have been used historically and their present closeness to nature also varies, and furthermore so does the definition of what constitutes a forest. For the European Ministerial Conference on the Protection of Forests in Europe (MCPFE) in 2003, forest protection has been harmonised into three categories for the sake of comparison: protection to safeguard biodiversity, protection of landscape and specific natural features, and protective forest functions.There is no single, uniform and universal model and no internationally agreed target with respect to the percentage of forests which should be protected. What is more important than a fixed percentage level of forested area (e.g. 5 or 10%) is that the protection network should be biogeographically and ecologically representative and accordingly distributed on a regional basis. Long-term practical experience and research have proved that conservation of different species of organisms can be assured by appropriate silvicultural management of multifunctional production forests. Consequently, the focus of debate in Europe appears to shift more and more from total protection in segregated areas to 'precision protection' and to combining protection and timber production in the holistic, integrated concept of modern management of forest areas.Advances in regional ecological planning and the growing adoption of naturalistic forest management practices have slowed the decline of the biological diversity in the multifunctional production forests. However, this fact is not yet widely and sufficiently acknowledged and appreciated. There is consequently a political and scientific need for continued study of the effects of naturalistic silvicultural management on the biodiversity of forests. Information from such research is crucially needed before new and additional protection networks and schemes are set up on a large-scale. Protection by voluntary contracts between parties is a workable model concept for European forestry based on private forest ownership. In small private forests, patches of forest worth protecting are often small and located within production forests.Forest certification can contribute to the efforts of maintaining biodiversity in multifunctional production forests and offers an instrument of independently monitoring and verifying that forests are managed according to the agreed criteria. Forest certification is not an alternative or a means of increasing forest protection, because as a voluntary process it cannot guarantee the permanence of protected areas or deal with issues of finance and compensation.  相似文献

Organic farming is expected to contribute to conserving national biodiversity on farms, especially remnant, old, and undisturbed small biotopes, forests, and permanent grassland. This objective cannot rely on the legislation of organic farming solely, and to succeed, farmers need to understand the goals behind it. A set of indicators with the purpose of facilitating dialogues between expert and farmer on wildlife quality has been developed and tested on eight organic farms. “Weed cover in cereal fields,” was used as an indicator of floral and faunal biodiversity in the cultivated land, and “uncultivated biotope area” on the farm was used as a general measure of wildlife habitats. Functional grouping of herbaceous plants (discriminating between “high conservation value” plant species and “competitive”/“ruderal” species) and low mobility butterflies were used as indicators of conservation value, especially focusing on the few sites left with considerable remnant conservation value. The dialog processes revealed that the organic farmers’ ideas and goals of conservation of wildlife quality were not necessarily the same as for biologists; the farmers expressed very different opinions on the biological rooted idea, that wildlife quality is related to the absence of agricultural impact. However, farmers also stated that the information given by the indicators and especially the dialogue with the biologist had influenced their perception and awareness of wildlife. We conclude that, combined with a dialogue process, using these indicators when mapping wildlife quality could be an important key component of a farm wildlife management advisory tool at farm level.  相似文献

Human actions towards land, freshwater and oceans have already caused biodiversity to decline. This study aims to investigate attitudes towards the conservation of biological biodiversity among different groups in a Swedish city, Kristianstad. An inquiry including statements measuring attitudes towards the conservation of habitats, animals and plants, to the biological diversity within selected local areas, to global and national areas, and to societal issues, was replied to by 271 persons. Deciduous forests, birds and wild flowers were given highest priority. An area categorized as wetland including lakeshore meadows with a rich bird life was prioritized as most important for conservation while a forest area was chosen as best for recreation. The experts gave lower priority to arable land, urban parks, domestic animals, agricultural and garden plants and to conifer forests compared to the other groups. Knowledge about what people in general value as important could facilitate the future planning of nature areas in the city of Kristianstad.  相似文献

Depletion of vegetation by overgrazing in arid environments has long-lasting effects on the environmental quality over extended geographic areas. An adequate inspection of habitat changes requires scaled up procedures that would allow assessing end-points of environmental status in broad areas that would be based on processes occurring at the plant canopy level. Our purpose was to find indicators of land degradation–conservation status for use in land monitoring programs and in planning management practices that would be amenable to further up-scaling for use with remotely sensed imagery. In several sites of the Patagonian Monte differing in the impact of grazing management, we evaluated vegetation attributes at three spatial scales. At the population scale, we found that the severity of grazing impact was characterized by the reduction of the palatable grass, P. ligularis, outside and inside shrub canopies. At the vegetation patch scale, we found that land degradation by domestic herbivore impact was characterized by changes in attributes of patch shape (radius, height, internal canopy cover) and patch abundance. At the plant community scale, we found that the structure of the plant canopy as described using Fourier analysis of cover data changed after long-term grazing impact consistently with the modifications in plant population and patch structures. We present a conceptual multiscale scenario of structural changes triggered by domestic herbivore impact, and quantitative indicators of plant structure and processes useful to develop management strategies of the Patagonian-Monte that would conserve its natural habitats. The developed end-points are also amenable for use in land conservation assessment through remotely sensed imagery.  相似文献

Sediment mantling the floor of Sydney estuary contains a wide range of chemicals at highly elevated concentrations over extensive areas. Appropriate sediment management decisions are urgently required to prevent further degradation of sediment quality and to minimize resulting adverse ecological effects. The objective of the present work was to provide a systematic, estuary-wide assessment of sediment risk and ecological/conservation value throughout the harbor to guide sediment management decisions. Sediment risk is the likelihood of sediment chemistry causing adverse biological effects to bottom-dwelling animals and was conducted using national sediment quality guidelines (SQGs) for single contaminants and the mean SQG quotient approach to assess chemical mixtures. Sediment risk was negligible at the mouth of the estuary, but increased strongly landwards. The ecological/conservation value assessment was conducted to identify sites that warrant different levels of protection and was conducted using the value of ecological communities and priority waterway use. Consideration of these two parameters combined enabled the estuary to be prioritized for management attention. The prioritization and identification of appropriate management strategies were determined through the use of management matrices also based on sediment risk and ecological/conservation value. A computer package is being developed to provide managers with information on sediment risk, ecological/conservation value, the urgency and the type of management intervention required for any location in Sydney estuary, in real-time. This approach to estuarine management is unique and will greatly improve effective management of Sydney estuary, and other harbors in urgent need of management action and protection.  相似文献

The BOSAWAS Natural Resource Reserve of Nicaragua was established in 1991, to protect a portion of the remaining tropical rain forest and to promote the sustainable use of the region's resources. Information required to effectively manage the reserve includes the extents and locations of present land-cover types and recent land-cover changes in the management use zones that were delineated by local indigenous communities. These zones include areas designated for conservation, limited resource extraction, agriculture, and watershed protection. Land-cover for 1986 and 1995 was identified for three of the communities from remotely sensed images and then input into a geographic information system database to identify land-cover types within these management use zones. For both dates of the analysis, advanced forest was the dominant land cover, with the conservation zones entirely forested. The amount of both agricultural land and scrub/early secondary forest increased between the two dates, with much of these land-cover classes occurring in the agriculture zones. Conflicts between the land-cover present and designated use were identified in some of the limited-use buffer and watershed protection zones. Changes between 1986 and 1995 were identified by overlaying the two land-cover data sets. Three change processes were identified as occurring: deforestation, reforestation, and reconversion. Changes were concentrated in the agriculture zones but were found to occur in every type of zone, except for conservation. The results of this study will establish baseline information for the future management of the BOSAWAS Reserve, an important component in uniting conservation areas along the Central American isthmus.  相似文献

/ Environmental settings were defined, through an overlay process, as areas of coincidence between categories of three mapped variables\Mland use, surficial geology, and soil drainage characteristics. Expert judgment was used in selecting factors thought to influence sediment and nutrient concentrations in the Albemarle-Pamlico drainage area. This study's findings support the hypothesis that environmental settings defined using these three variables can explain variations in the concentration of certain sediment and nutrient constituents. This finding underscores the importance of developing watershed management plans that account for differences associated with the mosaic of natural and anthropogenic factors that define a basin's environmental setting. At least in the case of sediment and nutrients in the Albemarle-Pamlico region, a watershed management plan that focuses only on anthropogenic factors, such as point-source discharges, and does not account for natural characteristics of a watershed and the influences of these characteristics on water quality, may lead to water-quality goals that are over- or underprotective of key environmental features and to a misallocation of the resources available for environmental protection.KEY WORDS: Environmental setting; Water quality; Watershed management; Nutrients; Sediment  相似文献

ABSTRACT: In order to plan for land use in a lake basin to maintain or improve lake water quality, municipal planners need a method of evaluating lakeshore and watershed land use that is technically sound, objective, reasonably quick, and cheap enough to be incorporated into their time and dollar budgets. Such a system is presented. It consists of measuring and rating four lakeshore land use characteristics (type of sewage disposal system, lot size, road proximity, and intensity of public use areas), and three upland watershed land use characteristics (intensity of development, forest cover, and agriculture and open space). These seven characteristics are measured, rated, and then combined to provide a two-digit index number. This number, when compared with the indexes of other lakes in the region and interpreted with assistance from officials of the State Health and Water Resources Department, indicates on a relative basis the degree to which various land uses are contributing to accelerated, cultural eutrophication. Interpretation of the index suggests land use controls necessary to improve lake water. It supplements, and should be used with, an index of lake vulnerability to accelerated eutrophication and a comparative measure of present water quality.  相似文献

This work analyses land cover changes occurring between 1990 and 2000 within a Natural Protected Area, southwest of Madrid (Spain). We develop a new methodology that considers the net change in different land cover categories in each municipality of the study area. Our methodology, which uses Factorial Correspondence Analysis, allows identification of the most important changes at the municipality level and groups the municipalities where land use dynamics are similar. This method is a powerful tool for synthesis and can potentially be applied to non-spatial geographical data sources (e.g. agrarian census statistics). Our results show that the land cover around SW Madrid is highly dynamic. The shrub vegetation, arable land, heterogeneous agricultural and human-created area categories show the highest total change. The dynamics of the changes detected are dominated by decreases in the area of different types of crops and increases in forest areas. These changes may have indirect effects on the conservation of natural resources and wildlife if not managed appropriately.  相似文献

ABSTRACT: In the environmental and agricultural conservation planning process, more efficient and effective tools are needed for planners to assist private landowners with making wiser land use decisions. Current methods are slow, inefficient, and costly. Scientific techniques have not been fully implemented within the planning process, yet such plans are increasingly needed to meet water quality and Total Maximum Daily Load (TMDL) requirements. The objectives of this study are to (a) utilize the web for accessing an integrated science‐based land use decision support system; (b) link decision tools, models, and databases to the user via the web; (c) link distributed models and databases for enhanced planning efficiency; and (d) integrate the above into an easily usable and readily accessible system. The procedures resulting in the initial design involved planning expertise and focus groups' input. The system was developed in partnership with the Natural Resources Conservation Service of the U.S. Department of Agriculture and several state agencies. A survey of 150 certified conservation planners, the end users, was conducted to identify the data sets and planning tools needed. Data, tools, and models then were selected and integrated into a web accessible system. Specifically, the first generation used a web interactive Geographic Information System (GIS) that overlaid onto digital orthoquads and/or soils polygons field boundaries, transportation, hydrologic features (such as drains, rivers, lakes, etc.), and high pesticide risk runoff or infiltration areas. Conservation planners found they could save time with the system. Clients could access the system quickly to help them prepare for meeting with their planner. Previously acquiring GIS maps in some cases had been a lengthy process that limited use of the information in land use decisions.  相似文献

Human influence associated with land use may cause considerable biodiversity losses, namely in oceanic islands such as the Azores. Our goal was to identify plant indicator species across two gradients of increasing anthropogenic influence and management (arborescent and herbaceous communities) and determine similarity between plant communities of uncategorized vegetation plots to those in reference gradients using metrics derived from R programming. We intend to test and provide an expedient way to determine the conservation value of a given uncategorized vegetation plot based on the number of native, endemic, introduced, and invasive indicator species present. Using the metric IndVal, plant taxa with a significant indicator value for each community type in the two anthropogenic gradients were determined. A new metric, ComVal, was developed to assess the similarity of an uncategorized vegetation plot toward a reference community type, based on (i) the percentage of pre-defined indicator species from reference communities present in the vegetation plots, and (ii) the percentage of indicator species, specific to a given reference community type, present in the vegetation plot. Using a data resampling approach, the communities were randomly used as training or validation sets to classify vegetation plots based on ComVal. The percentage match with reference community types ranged from 77 to 100 % and from 79 to 100 %, for herbaceous and arborescent vegetation plots, respectively. Both IndVal and ComVal are part of a suite of useful tools characterizing plant communities and plant community change along gradients of anthropogenic influence without a priori knowledge of their biology and ecology.  相似文献

This paper illustrates a landscape ecology approach for land trusts undertaking conservation at the watershed scale. A conservation plan was created for the Grand Traverse Regional Land Conservancy (GTRLC) in the headwaters of Michigan's Manistee River Watershed (USA). Eight conservation drivers were devised to identify Conservation Focus Areas (CFAs) of highest ecological importance. The CFAs were ranked based on ecological importance, feasibility of protection and size. Parcels were ranked, totalling nearly 5000 ha, within the three highest-ranking CFAs in one key county. This approach is useful to land trusts trying to operationalize three distinct goals in conservation planning: to find areas of high ecological importance, to promote the landscape's spatial integrity and to delineate threats to ecological systems and processes.  相似文献
