An approach to transportation risk analysis for road and rail transport of dangerous goods is proposed, which is based on the use of geographic information systems (GIS) to manage territorial information, coupled with a product data bank in a risk evaluation tool. Such an approach enables to accurately take into account the local data affecting risk analysis, such as population, accident rate, and weather conditions along all the route, by means of a system which can be easily updated. The resulting risk evaluation tool assists in the step of route identification and allows to rapidly perform an accurate transportation risk analysis, for a single transportation event as well as for multiple substances, trips and itineraries.  相似文献

IntroductionIn this paper, a literature study on risk analysis systems for the transport of hazardous materials was conducted.ResultsThe insights that resulted from this literature review have led to the development of a refined approach to map the risk of hazmat transport in Flanders based on historical accident data. The proposed framework allows setting up an overall risk map for hazmat transport by different transport modes. Additionally, a methodology to calculate a local accident risk, which takes local infrastructure parameters and accident data into account, is being introduced. In the presented framework one of the general principles is that the risk of a catastrophic hazmat incident can be divided into two parts, which can both be validated on the basis of accident data: (a) the calculation of the general probability of the occurrence of an accident based on international accident data of transport of hazardous materials – this is the basis for the global risk map, and (b) the calculation of the local probability of the occurrence of an accident based on accident data and infrastructure parameters of the complete available freight transport in Flanders – this is the basis for the local risk map. The ratio between these two results in a locality parameter, which represents the local specific circumstances that can lead to an accident.ConclusionsThis evaluation framework makes it possible to estimate the risks of hazmat transport along a specific route for transport by road, rail, inland navigation and even pipelines.  相似文献

为合理选择公路运输危险品路线,保障运输安全,将用于求解静态路径规划问题的Diikstra标号法进行推广和改进,提出指标累积值标号法,运用该方法并依据危险品罐车运输事故统计数据,建立了时变条件下以路段泄漏事故率、路侧人口密度及路段运输费用为指标的危险品罐车公路运输路线选择模型.并给出待选路线对比原则.实例应用表明,该模型充分考虑了事故概率、事故后果及运输成本3大危险品运输路线选择影响因素,使用方便且受主观因素影响小,具有较好的实用性.  相似文献

In recent years, hazardous chemicals road transport accidents have occurred frequently, causing huge casualties and property losses, and accident risk assessment has become the focus of researchers' research. To predict the risk probability value of hazardous chemical road transport accidents, first, we compiled data on road transportation accidents of hazardous chemicals in China in the past five years. And the nine nodes in the Bayesian network (BN) structure were defined in combination with relevant classification standards. The optimal Bayesian network structure for hazardous chemical road transport accidents was determined based on the K2 algorithm and the causalities between the nodes. Second, the node conditional probabilities were derived by parameter learning of the model using Netica, and the validity of the model was verified using the 5-fold cross-validation method. Last, the Bayesian network model of hazardous chemical road transport accidents is used to analyze accident examples, and the accident chain of “rear-end-leakage” is predicted, and the accident is most likely to be disposed of within 3–9 h. The study shows that the derived accident prediction model for hazardous chemical road transportation can reason reasonably about the evolution of accident scenarios and determine the probability values of accident risks under different parameter conditions.  相似文献

LPG(液化石油气)属于危险化学品之一,LPG储罐发生火灾爆炸的机率大,造成的损失比较严重,故对其火灾爆炸事故进行研究具有重要意义。LPG储罐爆炸根据其发生机理分为化学爆炸(燃爆)和物理爆炸两种模式。本文通过对LPG储罐燃爆﹑物理爆炸两类事故进行系统分析,建立了以LPG储罐燃爆、物理爆炸为顶事件的事故树。通过对其事故树的定性分析,得到了影响顶事件的各个最小割(径)集。通过计算底事件的结构重要度,确定了影响LPG储罐火灾爆炸事故的主要因素,并提出了相应的改进措施,进而提高LPG储罐的安全性和运行可靠性。  相似文献

Introduction: Vehicular accidents at horizontal curves are over-represented compared to accidents that occur at tangent sections. Investigations have been conducted aimed at identifying the major causes that result in higher accident risk, both in terms of severity and rate, at curved road sections. Excessive or abrupt changes in speeding and improper vertical position are cited as major factors of lane departure, whereas other factors (either human or environmental) have also been documented. However, most research involves 4-wheel vehicles rather than other modes of transport that behave differently. More specifically, while motorcyclist fatalities occur more frequently than passenger vehicles, when accounting for vehicle distance traveled only a limited number of research studies address their behavior at curved road sections. Method: This paper presents the findings of field operational tests carried out by motorcyclists along two-lane rural roads with a wide range of horizontal curves using an instrumented motorcycle. Key objectives of the research included the conditions under which the motorcyclists differentiate their trajectory in regards to the direction of the horizontal curves, the correlation between the trajectory and the geometry of the road, and the impact of the lighting conditions on riders’ behavior. Results: The research showed that motorcyclists tend to ride closer to the centerline of the road, neglect the hazards associated with dim lighting conditions, and maintain constant speed in the left hand and the right-hand horizontal curves.  相似文献

为确定有毒易燃气体道路运输泄漏事故应急救援的应急疏散范围,降低人员伤亡程度,在对泄漏事故及后续次生灾害演化模式分析的基础上,提出了基于多事故模式的应急疏散范围综合确定方法,分析了多事故模式后果预测的相关理论,明确了应急疏散区域综合确定的步骤和流程。以道路运输氨气泄漏事故为例,采用MATLAB软件对不同时间下的中毒和蒸气云爆炸事故伤害范围分别进行了数值模拟研究。结果表明:相较于单一事故模式,基于多事故模式的应急疏散范围综合确定方法更为科学、合理和准确,能为有毒易燃气体道路运输泄漏事故的应急疏散提供更加精确和可靠的决策依据。  相似文献

危险品道路运输量逐年增加,对人类安全健康的危害的风险正在扩大和加深,一旦发生事故,其后果极为严重。笔者从人-机-环境角度分析了危险品道路运输系统的组成要素,基于对运输网、运输风险源、后果影响区域3个层次辨识,分析运输过程中的风险影响因素,提出危险品道路运输路径优化选择的一般方法;并给出危险品道路运输线风险源的可接受个人风险和社会风险标准;探讨了危险品运输约束最优化选线模型。路径优化选择可减少运输沿线影响人员风险和事故概率,优化影响人员风险与运输效率冲突问题,为政府监管部门与危险品运输企业提供了安全管理的基本决策依据。  相似文献

This paper presents a simulation analysis of the explosions following an LPG leak and visualizes the consequences of the accident to reduce the consequences of the LPG leak explosion. Firstly, this paper proposes a CFD numerical simulation-based method for visualizing the consequences of LPG tanker failure. The method combines satellite maps and CFD numerical simulation data to visualize the consequences of LPG leaks and explosions, taking into account the influence of obstacles on the danger range of leaks and explosions; Secondly, this paper applies the method to a liquefied petroleum gas accident that occurred in the Wenling section of the Shenhai Expressway and performs CFD numerical simulation on the accident process and visualizes the consequences of the accident. Therefore, this method can provide a theoretical reference for the prior prevention of LPG accidents and the analysis of the consequences of accidents, as well as certain practical guidance instructive.  相似文献

Risk-based hazmat transportation route evaluation involves risk calculations taking into consideration the probability of collision related accident occurrence and detailed consequence analysis of various event scenarios. Probabilistic hazmat transportation risk assessment mainly depends on three important factors i.e. accident rate, Average Daily Traffic and population density besides route length which has a definite bearing on it. An effort has been made to estimate the route segment specific (location-specific) accident rate instead of aggregate National or State average values in order to bring specificity into the issue of decision making to avoid routes with higher accident rates. Instead of using default accident rate for different highway types developed with the US data, which are not well-comparable when used in Indian situations; the author used site-specific truck accident data. Subsequently, Loss of Containment (LOC) probabilities and spillage probabilities for different route segments have been computed and compared. Finally, route segment-wise total risk is estimated which is a convenient measure of the average number of persons likely to be exposed from all the possible consequence event scenarios resulting from releases of different hazmats being transported along the studied routes. The present study highlights the route evaluation carried out based on total risk computation, without going through detailed event based consequence analysis on two State Highway routes and one major urban road passing through important industrial corridors of Surat District in western India, to enable routing decisions by local authorities and also for planning emergency mitigation purposes.  相似文献

OBJECTIVE: The study evaluated the accident risk of certain driving circumstances and driving motives among novice drivers. METHODS: Self-reported exposure and accidents according to driving circumstances and driving motives were compared between young (n = 6,847) and middle-aged (n = 942) male and female novice drivers. For young drivers, self-reported accidents were further compared to fatal accidents (n = 645) in terms of the driving conditions in which they occurred. The survey was conducted in 2002 and the questions regarding the quantity and quality of driving exposure and accidents covered the first four years of the novice drivers' driving career after licensing. Data on fatal accidents related to the period of 1990 to 2000. RESULTS: Leisure-time driving, driving just for fun, and driving with passengers and during evenings and at night was more typical for young drivers than for middle-aged drivers. For middle-aged drivers, the most typical driving was driving to or from work. Driving on errands was more typical for females than males. Nighttime driving was overrepresented in young drivers' self-reported and fatal accidents, compared to the share of young drivers' driving at night. Slippery road conditions were over-represented in young male drivers' self-reported accidents, but not in their fatal accidents, whereas for young females slippery road conditions seemed to increase the propensity of fatal accidents. CONCLUSIONS: The study concluded that some driving conditions increase the risk of certain types of accidents among certain driver groups, but not among all drivers. For example, slippery road conditions were overrepresented in young male drivers' minor (self-reported) accidents, but not in their fatal accidents. For young female drivers slippery road conditions seem to increase the propensity of fatal accidents. Driving circumstances are different in minor (self-reported) and fatal accidents. When drawing conclusions regarding accident risk, it is important to determine the seriousness of the accidents which take place.  相似文献

统计分析了2008年1月~2010年5月我国发生的485起危险化学品公路运输事故。从事故发生的原因、事故涉及的化学品、事故造成的危害、事故发生的月份分布及年份变化等几个方面,分析了近年来危险化学品公路运输事故的新特点及变化规律。经统计分析,道路交通事故是引发危险化学品运输事故的主要原因之一;侧翻是危险化学品车辆最容易发生的道路交通事故;而随着我国高速公路的迅猛发展,追尾造成的危险化学品运输事故数量呈上升趋势;危险化学品公路运输过程中易燃液体事故起数最多,爆炸品和毒性物质事故造成的人员伤亡最严重;春节前后取代夏季,成为近两年危险化学品运输事故高发期。针对这些特点,对我国危险化学品公路运输安全管理与监控提出了建议。  相似文献

为研究事故车辆影响下城市道路交通的特征,构建考虑车辆抢道行为的元胞自动机交通流模型,研究给定冲突区域长度下不同进车率和不同事故持续时间对城市道路交通流的影响。研究结果表明:事故车辆会诱发交通瓶颈,对城市交通产生显著干扰并形成拥堵带,且拥堵带向事故车辆上游传递。不同事故持续时间下交通流演化存在差异,道路平均车流量、车流平均密度随着事故持续时间的增加而增加,车辆平均速度随之减小。当道路中车辆较少(pin=0.3)且事故持续时间达到15 min时,交通处于严重拥堵状态;当道路中车辆较多(pin=0.5)、事故持续时间达到5 min时,交通即处于严重拥堵状态。研究结果可为优化城市交通事故处理机制提供依据。  相似文献

从消防监管的角度给出了道路运输易燃易爆危险品的火灾危险性分级标准,分析了典型泄漏事故后果场景和常见的泄漏规模类型.介绍了美国消防协会NFPA471、应急响应手册ERG2008危险品运输事故初期区域的确定方法,并提出了基于影响半径的危险品道路运输火灾事故现场应急区域和人员疏散范围的确定方法.提出对于易燃易爆危险品道路运输事故应急区域的确定,在初期可优先采用ERG 2008提供的初期隔离距离与防护距离进行先期处置,然后根据运输危险品的类型、运输量和影响区人员总数进行定量评估分析,以确定适当的应急区域范围.依据运输道路场所环境和事故场景特点,快速而合理的确定事故应急隔离区和疏散区,可较科学地应对突发性灾难事故,采取快速应急响应措施,优化消防警力配备.该文研究提出的方法和研究结论,可为危险品道路运输消防应急力量优化调度,现场指挥员采取有效措施开展抢险救援行动提供技术支持,有利于现场事故应急处置和人员快速安全疏散.  相似文献

通过对液化石油气(LPG)船舶液货舱泄漏事故危险度因素分析,建立液化气液体货物泄漏源强、蒸气释放源强和蒸气扩散计算模型,并制定泄漏事故风险评价流程,基于VB语言编写泄漏事故风险评估系统。利用该系统能够计算得出泄漏事故发生后蒸发气在不同时刻不同区域的蒸发气浓度、爆炸或火灾后对生命财产的伤害半径以及伤害程度等相关参数。对某航行状态下的LPG实船进行模拟分析,结果表明能够对LPG船舶泄漏事故进行有效风险评估,并能对船舶航行安全应急预案的制定和事故后海事鉴定提供一定的技术帮助。  相似文献

针对目前对道路交通事故的预防研究仍停留于技术装备研发、事故起因分析、预防措施探讨的层面,缺乏从整个体系的层面对道路交通事故预防的内在机制与结构框架进行分析和讨论的现状。笔者提出,沿着事故预防体系规划、事故预防管理、事故预防实施为横向研究轴,以规划、管理、实施各阶段的理论体系、技术体系与管理实施体系为纵向探研轴,并在纵横研究的基础上对各子体系间相互关系及各体系的具体研究内容及框架结构进行了分析讨论,从而从体系框架上对道路交通事故预防的研究内容及层次结构予以搭建界定。该体系的建立为现实道路交通事故预防系统的规划、设计、管理与实施提供了参考与依据。  相似文献

A Transportation Risk Analysis (TRA) tool has been used to accurately assess the risk associated to a variety of road and rail transportation cases representative of hazardous materials transport by land in Sicily. Due to the high risk level, some risk mitigation options have been investigated: the possibility of changing route and/or transport modalities have been examined for each transportation activity, all the combinations of road, rail and intermodal (road+rail) transport have been calculated and that minimising the risk has been identified with the aid of the TRA tool.  相似文献

Accidents at work during temporary agency work (TAW) are analysed and compared with those occurring in other industries in Finland on the basis of national statistics databases. The general trend is analysed between 1998 and 2007. The years 2006–2007 are analysed in more detail. Frequency distributions and accident frequencies are calculated for data analysis. Statistically significant differences between TAW and other industries are also tested. The results suggest that the accident risk is increasing in TAW and is higher than in other industries. This might be due to increased use of TAW in traditionally accident prone industries. However, workplace accidents were not so often severe in TAW compared to other industries. The results also indicate that certain work assignments, namely manual work in production and construction, etc. are more common in TAW compared to other industries, which affects the typical kind of accidents. Differences in workplace accidents between TAW and other industries should be taken into account in accident prevention. However, further research is needed to identify the underlying accident mechanisms and their significance in order to guide accident prevention effectively. Information retrieval concerning accidents at work in TAW should continue to be made available in the future.  相似文献
