This paper presents a novel cleaner production process for producing sodium chlorite by reducing sodium chlorate with hydrogen peroxide. In the new process, chlorine dioxide is generated by reducing chlorate ions with hydrogen peroxide in the presence of sulfuric acid: it then reacts with aqueous sodium hydroxide solution and hydrogen peroxide to produce sodium chlorite. The reaction conditions that were experimentally investigated included: reaction temperatures, concentrations of sodium chlorate solution, molar ratio of NaClO3:H2SO4:H2O2, and acidity. Waste acid in the chlorine dioxide generator is dramatically reduced with recycling in the new process. The by-produced sodium sulfate in sulfuric acid is minimized and reclaimed. 相似文献

An evaluation of different hydrogen production technologies based on renewable raw materials and/or renewable energy is presented. The evaluation comprises alkaline electrolysis, steam reforming of both biogas and gasification gas, the coupled dark and photo fermentation as well as the coupled dark and biogas fermentation. Each technology is investigated with different plant layouts and/or different raw materials. All examined technologies are designed to produce hydrogen in a quality suitable for the use in mobile fuel cells. The presented evaluation is based on the hydrogen production efficiency and the energy efficiency of the processes. 相似文献

This paper presents a new tool for promoting business sustainability — indicators of sustainable production. It first introduces the concept of sustainable production as defined by the Lowell Center for Sustainable Production, University of Massachusetts Lowell. Indicators of sustainable production are discussed next, including their dimensions and desirable qualities. Based on the Lowell Center Indicator Framework, the authors suggest a new methodology of core and supplemental indicators for raising companies' awareness and measuring their progress toward sustainable production systems. Twenty-two core indicators are proposed and a detailed guidance for their application is included. An eight-step model provides a context for indicator implementation. The paper concludes with a summary of the strengths and weaknesses of the methodology as well as recommendations for testing the indicators. 相似文献

The Massachusetts’ Toxics Use Reduction Act (TURA) of 1989 set an important milestone in the roadmap to Clean Production. The Act’s focus on a clear definition, methodology, and mandatory planning requirements have proved successful in getting companies in Massachusetts to reduce their use of toxic chemicals in manufacturing processes. Such results are inspirational for government officials and advocacy groups attempting to reduce toxic emissions in their communities and set progressive chemicals use policies. This paper will summarize three initiatives where TURA was a catalyst and continues to impact international chemicals policy: the Sewer Use By-law in Toronto, Canada; the European Union’s REACH chemicals legislation and the international campaign by Greenpeace in Asia and Latin America to achieve zero discharge of hazardous substances into rivers. The example of Toronto and REACH show how one or more essential aspects of TURA were incorporated into legislation. In the case of REACH TURA’s requirement of mandatory planning became an important example and NGO demand during the formation of Europe’s new chemicals regulation and resulted in the first substitution assessment planning requirement in EU wide legislation. Work is now ongoing to promote TURA type legislation in Latin America and Asia. However the ability to transfer the TURA framework to regions with inadequate government oversight and cheap disposal costs is seriously hampered. Although NGO campaigns in Asian and Latin America advocate zero discharge of hazardous emissions through toxics use reduction and elimination, much training and accountability will be needed within government and companies to understand the benefits of toxics use reduction and actually implement all or parts of the TURA framework. The Toxics Use Reduction Act came into force in 1989 with high environmental awareness, an engaged citizenry and a responsive government entity. This study proposes a new approach for diosgenin production from Dioscorea zingiberensis C. H. Wright tubers with respect to resources utilization and clean production. This process consisted of two successive parts, i.e., recovery of starch from raw material, and microbial hydrolysis of the residue to produce diosgenin by Trichoderma reesei. In the first step, about 75.4% of hemicellulose and 98.0% of starch were removed from the tubers. In the second step, about 90.2% of diosgenin was released from saponins by T. reesei at 30 °C, at an aeration of 0.80 vvm and agitation rate of 300 rpm in a 5.0 L bioreactor. Significant reduction of pollutant production was detected by replacing the traditional approach with the proposed new method. About 99.2% of reducing sugar, 99.4% of chemical oxygen demand, 99.2% of total organic carbon, 100% of SO42?, and 100% of acid was reduced in the new processing wastewater. 相似文献

Industrial ecology (IE) is an emerging framework adopted in the manufacturing, construction, and process industries to provide innovative solutions in strategic planning, leading to cleaner operation and production. An IE framework integrates a large number of processes, economic constraints, and environmental, health and safety considerations for optimized resource utilization. This paper provides a review of environmental management practices in the mining and minerals industry, emphasizing two concepts: IE and cleaner production. The mining and minerals industry provides primary materials for industrial activities; as such, it is an important component in the “industrial ecosystem.” This industry is subject to very stringent social and environmental scrutiny, while providing society with required natural resources to meet essential sustainable development requirements. In the implementation of water policies, such as the European water framework directive (WFD), good interaction between policy development and implementation, and the science is of crucial importance. This requires new knowledge and insights to be taken into account in the policy design and development. It also requires the results of Research and Technology Development (RTD) projects, including ICT decision supporting instruments such as tools and models, to be transferred towards policy implementation. These science–policy interrelationships are, however, at this moment not as efficient as it should/could be. This is due to limited operational links with water managers in many water-related RTD projects, such that the needs of policy makers are not taken into account at a sufficient level. Due to this and other reasons, newly developed tools from the research community most often insufficiently transfer to operational use by water managers. Better research integration consequently is required at the various stages of policy developments (identification, design, implementation and review).Within the framework of the Harmoni-CA project for the European Commission, the development of a science–policy interfacing instrument is initiated in order to meet the above-mentioned science–policy gap problems [Quevauviller, Ph., Balabanis, P., Fragakis, C., Weydert, M., Oliver, M., Kaschl, A., Arnold, G., Kroll, A., Galbiati, L., Zaldivar, J.M., Bidoglio, G., 2005. This paper describes a concept developed by the authors, on how the science–policy interfacing technically can be supported through the bi-directional linking of various types of information sources identified as potential means for enhancing the interfacing mechanism. The information sources identified are policy implementation tasks (at the policy side), and ICT tools, methodologies and guidances (as results of RTD projects). As is demonstrated by a great deal of scientific literature on the subject, an ever-increasing number of businesses are adopting cleaner production as a strategy to minimise the impact of their activities and their products on the environment. However, the range of approaches which are grouped together and given the common name ‘cleaner production’ is quite broad and diversified and includes a variety of innovative solutions that lead to very different results. Indeed, varying results have been obtained; the improvements in that industry has achieved in its environmental performance, both on a single business basis and in the overall product life cycle, as well as in the financial and economic returns. The present study proposes a quantitative method of classification, cleaner production innovations based on technical and economic criteria. The method proposed here is based on improvements made to the environment and the economic benefits to both the single business and to the overall socio-economic system as well as on the inter-relations between these variables. 相似文献

The importance of cleaner production (CP) has motivated leaders of different countries at diverse levels of industrial development to establish national strategies or programs for speeding up the implementation of CP. In this article a proposed framework for the national program to promote CP in Iran is presented. Based on the strategic planning approach, a SWOT analysis was conducted pertaining to the factors influencing the potential cleaner production implementation in Iran. Then, the various levels of the plan, including the Mission, Targets, Strategies, and Actions, were determined, followed by an executive structure for its implementation. The most important characteristic of the proposed program is its emphasis upon the role of the non-governmental sectors in the implementation of CP, in order to avoid governmental bureaucracy. 相似文献

财政补贴是顺利推进北方地区冬季清洁取暖试点工作的重要保障。本文综合运用双重差分(Difference in Differences,DID)等计量模型统计方法,量化评估了清洁取暖补贴措施对试点城市空气质量的改善效果。研究发现:清洁取暖补贴对试点城市采暖月CO、PM_(10)和PM_(2.5)浓度均有显著改善作用,且对第一批试点城市的贡献更大,使得第一批试点城市采暖月CO、PM_(10)和PM_(2.5)浓度分别较补贴前显著降低0.411mg/m~3、22.53μg/m~3和15.45μg/m~3,对污染物浓度下降的贡献度分别为56.0%、65.2%和49.8%;清洁取暖补贴对第一批试点城市采暖月SO_2浓度的改善效果不显著,却使第二批试点城市采暖月SO_2浓度较补贴前显著降低24.53μg/m~3,对SO_2浓度下降的贡献度为55.2%;清洁取暖补贴效果是地方重视程度、治理能力、一系列污染防治措施以及气象条件等共同作用的结果。建议:第一,构建和完善差异化补贴机制;第二,优化调整清洁取暖补贴资金使用方式;第三,引导地方政府探索建立中长期清洁取暖财政补贴机制。 相似文献

选用合适的民用清洁煤技术是提高居民生活用煤能源利用效率、减少环境污染的重要途径之一,本文利用笔者提出的清洁煤技术定量评价方法对民用清洁煤技术进行了定量评价与筛选,评价结果表明,在标准状态下各种民用适用清洁煤技术的单位综合成本分别为选煤48元/GJ,民用型煤45.73元/GJ,炼焦制气28.53元/GJ,加压气化联产甲醇54.73元/GJ,加压气化联产油蜡50.71元/GJ,两段炉气化88.66元/GJ,直立炉气化38.84元/GJ,其中炼焦制气是单位综合成本最小的民用清洁煤技术.敏感度分析表明,煤气化将是民用清洁煤技术的主要发展方向 相似文献

The Kyoto Protocol created the Clean Development Mechanism (CDM) to allow industrial countries to reach part of their greenhouse gas (GHG) emission reduction through projects in developing countries. To calculate the achieved emission reduction a reference scenario has to be developed – the baseline. Despite efforts to develop realistic baselines, a certain degree of uncertainty regarding actual reductions will be inevitable. It is therefore necessary to compare the costs (including transaction costs) of developing a baseline against the informational benefit it can be expected to produce. While project-related baselines are already being applied, the proponents of country-related baselines have still to show the applicability of their approach for the CDM. The possibility of quantifying indirect effects and considering market distortions and subsidies through aggregation in the country-related baselines is weighed up by the manipulability and uncertainty of the assumptions required in such a baseline. Thus project-specific baselines are recommended. In cases of severely distorted markets undergoing liberalization or subsidy phase-out, a country-related baseline can be helpful. Sectoral or programme baselines would be suited to large-scale energy and sequestration projects. Moreover it has to be considered whether emission reductions are generally achieved in the context of relocation or done in the context of global emitting capacity expansion. 相似文献
