Increase in human settlements at the edge of protected areas (PAs) is perceived as a major threat to conservation of biodiversity. Although it is crucial to integrate the interests of surrounding communities into PA management, key drivers of changes in local populations and the effects of conservation on local livelihoods and perceptions remain poorly understood. We assessed population changes from 1990 to 2010 in 9 villages located between 2 PAs with different management policies (access to natural resources or not). We conducted semi‐directive interviews at the household level (n =217) to document reasons for settlement in the area and villager's attitudes toward the PAs. We examined drivers of these attitudes relative to household typology, feelings about conservation, and concerns for the future with mixed linear models. Population increased by 61% from 2000 to 2010, a period of political and economic crisis in Zimbabwe. Forty‐seven percent of immigrants were attracted by the area; others had been resettled from other villages or were returning to family lands. Attitudes toward PAs were generally positive, but immigrants attracted by the area and who used resources within the PA with fewer restrictions expressed more negative attitudes toward PAs. Household location, losses due to wild animals, and restrictions on access to natural resources were the main drivers of this negative attitude. Profit‐seeking migrants did not expect these constraints and were particularly concerned with local overpopulation and access to natural resources. To avoid socio‐ecological traps near PAs (i.e., unforeseen reduced adaptive capacity) integrated conservation should address mismatches between management policy and local expectations. This requires accounting for endogenous processes, for example, local socio‐ecological dynamics and values that shape the coexistence between humans and wildlife. Globally, deforestation continues, and although protected areas effectively protect forests, the majority of forests are not in protected areas. Thus, how effective are different management regimes to avoid deforestation in non‐protected forests? We sought to assess the effectiveness of different national forest‐management regimes to safeguard forests outside protected areas. We compared 2000–2014 deforestation rates across the temperate forests of 5 countries in the Himalaya (Bhutan, Nepal, China, India, and Myanmar) of which 13% are protected. We reviewed the literature to characterize forest management regimes in each country and conducted a quasi‐experimental analysis to measure differences in deforestation of unprotected forests among countries and states in India. Countries varied in both overarching forest‐management goals and specific tenure arrangements and policies for unprotected forests, from policies emphasizing economic development to those focused on forest conservation. Deforestation rates differed up to 1.4% between countries, even after accounting for local determinants of deforestation, such as human population density, market access, and topography. The highest deforestation rates were associated with forest policies aimed at maximizing profits and unstable tenure regimes. Deforestation in national forest‐management regimes that emphasized conservation and community management were relatively low. In India results were consistent with the national‐level results. We interpreted our results in the context of the broader literature on decentralized, community‐based natural resource management, and our findings emphasize that the type and quality of community‐based forestry programs and the degree to which they are oriented toward sustainable use rather than economic development are important for forest protection. Our cross‐national results are consistent with results from site‐ and regional‐scale studies that show forest‐management regimes that ensure stable land tenure and integrate local‐livelihood benefits with forest conservation result in the best forest outcomes.  相似文献

Abstract: Researchers and conservation managers largely agree on the relevance of traditional ecological knowledge for natural resource management in indigenous communities, but its prevalence and role as societies modernize are contested. We analyzed the transmission of traditional knowledge among rural local people in communities linked to protected areas in Doñana, southwestern Spain. We studied changes in knowledge related to local practices in agriculture and livestock farming among 198 informants from three generations that cover the period in which the area transited from an economy strongly dependent on local ecosystem services to a market economy with intensified production systems. Our results suggest an abrupt loss of traditional agricultural knowledge related to rapid transformations and intensification of agricultural systems, but maintenance of knowledge of traditional livestock farming, an activity allowed in the protected areas that maintains strong links with local cultural identity. Our results demonstrate the potential of protected areas in protecting remaining bodies of traditional ecological knowledge in developed country settings. Nevertheless, we note that strict protection in cultural‐landscape‐dominated areas can disrupt transmission of traditional knowledge if local resource users and related practices are excluded from ecosystem management.  相似文献

Territorial user rights for fisheries have been advocated as a way to achieve sustainable resource management. However, few researchers have empirically assessed their potential as ancillary marine conservation instruments by comparing them to no‐take marine protected areas. In kelp (Lessonia trabeculata) forests of central Chile, we compared species richness, density, and biomass of macroinvertebrates and reef fishes among territorial‐user‐right areas with low‐level and high‐level enforcement, no‐take marine protected areas, and open‐access areas in 42 100‐m subtidal transects. We also assessed structural complexity of the kelp forest and substratum composition. Multivariate randomized permutation tests indicated macroinvertebrate and reef fish communities associated with the different access regimes differed significantly. Substratum composition and structural complexity of kelp forest did not differ among access regimes. Univariate analyses showed species richness, biomass, and density of macroinvertebrates and reef fishes were greater in highly enforced territorial‐user‐right areas and no‐take marine protected areas than in open‐access areas. Densities of macroinvertebrates and reef fishes of economic importance were not significantly different between highly enforced territorial‐user‐right and no‐take marine protected areas. Densities of economically important macroinvertebrates in areas with low‐level enforcement were significantly lower than those in areas with high‐level enforcement and no‐take marine protected areas but were significantly higher than in areas with open access. Territorial‐user‐right areas could be important ancillary conservation instruments if they are well enforced. We describe conservation built on local expertise such that it constitutes a hybrid form of traditional and bureaucratic knowledge. Researchers regularly ask how local knowledge might be applied to programs linked to protected areas. By examining the production of conservation knowledge in southern Mexico, we assert local expertise is already central to conservation. However, bureaucratic norms and social identity differences between lay experts and conservation practitioners prevent the public valuing of traditional knowledge. We make this point by contrasting 2 examples. The first is a master's thesis survey of local experts regarding the biology of the King Vulture (Sarcoramphus papa) in which data collection took place in communities adjacent to the Calakmul Biosphere Reserve. The second is a workshop sponsored by the same reserve that instructed farmers on how to monitor endangered species, including the King Vulture. In both examples, conservation knowledge would not have existed without traditional knowledge. In both examples, this traditional knowledge is absent from scientific reporting. On the basis of these findings, we suggest conservation outcomes may be improved by recognizing the knowledge contributions local experts already make to conservation programming. Community‐based conservation programs in developing countries are often based on the assumption that heteronomous motivation (e.g., extrinsic incentives such as economic rewards and pressure or coercion to act) will incite local communities to adopt conservation behaviors. However, this may not be as effective or sustainable as autonomous motivations (e.g., an intrinsic desire to act due to inherent enjoyment or self‐identification with a behavior and through freedom of choice). We analyzed the comparative effectiveness of heteronomous versus autonomous approaches to community‐based conservation programs through a case study of Sumatran orangutan (Pongo abelii) conservation in 3 villages in Indonesia. Each village had a different conservation program design. We surveyed people (n = 240) to determine their motivations for and behavior changes relative to orangutan and orangutan habitat (forest) protection. Heteronomous motivations (e.g., income from tourism) led to greater self‐reporting of behavior change toward orangutan protection. However, they did not change self‐reported behavior toward forest (i.e., orangutan habitat) protection. The most effective approach to creating self‐reported behavior change throughout the community was a combination of autonomous and heteronomous motivations. Individuals who were heteronomously motivated to protect the orangutan were more likely to have changed attitudes than to have changed their self‐reported behavior. These findings demonstrate that the current paradigm of motivating communities in developing countries to adopt conservation behaviors primarily through monetary incentives and rewards should consider integrating autonomous motivational techniques that promote the intrinsic values of conservation. Such a combination has a greater potential to achieve sustainable and cost‐effective conservation outcomes. Our results highlight the importance of using in‐depth sociopsychological analyses to inform the design and implementation of community‐based conservation programs.  相似文献

Ecosystems worldwide have a long history of use and management by indigenous cultures. However, environmental degradation can reduce the availability of culturally important resources. Ecological restoration aims to repair damage to ecosystems caused by human activity, but it is unclear how often restoration projects incorporate the return of harvesting or traditional life patterns for indigenous communities. We examined the incorporation of cultural use of natural resources into ecological restoration in the context of a culturally important but protected New Zealand bird; among award‐winning restoration projects in Australasia and worldwide; and in the peer‐reviewed restoration ecology literature. Among New Zealand's culturally important bird species, differences in threat status and availability for hunting were large. These differences indicate the values of a colonizing culture can inhibit harvesting by indigenous people. In Australasia among award‐winning ecological restoration projects, <17% involved human use of restored areas beyond aesthetic or recreational use, despite many projects encouraging community participation. Globally, restoration goals differed among regions. For example, in North America, projects were primarily conservation oriented, whereas in Asia and Africa projects frequently focused on restoring cultural harvesting. From 1995 to 2014, the restoration ecology literature contained few references to cultural values or use. We argue that restoration practitioners are missing a vital component for reassembling functional ecosystems. Inclusion of sustainably harvestable areas within restored landscapes may allow for the continuation of traditional practices that shaped ecosystems for millennia, and also aid project success by ensuring community support.  相似文献

The social sciences and humanities are essentially absent from most conservation biology or wildlife management courses in the developing world. This is a critical shortcoming because of human dependence on natural resources within protected areas and the escalating conflicts between humans and wildlife and between local communities and state agencies over access to resources. We call for increased input from the social sciences and the humanities in conservation biology and wildlife management curricula in the developing world. We suggest some materials and methods that should ideally be a part of such curricula.  相似文献

Abstract:  It is internationally recognized that conservation policies should respect indigenous cultures and consider the livelihoods of people affected by conservation restrictions. Countering this are concerns that human occupation and use of natural reserves is incompatible with conservation aims. But in China today the continued use and management of natural areas by local communities is likely to deliver better conservation outcomes than the current drive to establish public protected areas. The effectiveness of many protected areas in China is compromised by institutional conflicts, lack of ongoing financial and technical support, confusion between the objectives of generating revenue and conservation, dubious scientific definitions, lack of community trust in policies, and obscure user rights and land tenures. Southwestern China—one of the most biologically and ethnologically diverse areas on Earth—is a good illustration of a place where culture and biological diversity are closely linked. The indigenous people in this area have shown that local livelihood practices can be advantageous for the long-term maintenance of conservation goals. Rather than creating new protected areas, we argue that China is better advised to support ongoing sustainable use of natural areas by the people who have lived and nurtured these environments for generations .  相似文献

Abstract: Conservation development projects combine real‐estate development with conservation of land and other natural resources. Thousands of such projects have been conducted in the United States and other countries through the involvement of private developers, landowners, land trusts, and government agencies. Previous research has demonstrated the potential value of conservation development for conserving species, ecological functions, and other resource values on private lands, especially when traditional sources of conservation funding are not available. Nevertheless, the aggregate extent and effects of conservation development were previously unknown. To address this gap, we estimated the extent and trends of conservation development in the United States and characterized its key attributes to understand its aggregate contribution to land‐conservation and growth‐management objectives. We interviewed representatives from land trusts, planning agencies, and development companies, searched the Internet for conservation development projects and programs, and compiled existing databases of conservation development projects. We collected data on 3884 projects encompassing 1.38 million ha. About 43% of the projects targeted the conservation of specific plant or animal species or ecological communities of conservation concern; 84% targeted the protection of native ecosystems representative of the project area; and 42% provided buffers to existing protected areas. The percentage of protected land in conservation development projects ranged from <40% to >99%, and the effects of these projects on natural resources differed widely. We estimate that conservation development projects have protected roughly 4 million ha of land in the United States and account for about 25% of private‐land conservation activity nationwide.  相似文献

Abstract: Indigenous people inhabit approximately 85% of areas designated for biodiversity conservation worldwide. They also continue to struggle for recognition and preservation of cultural identities, lifestyles, and livelihoods—a struggle contingent on control and protection of traditional lands and associated natural resources (hereafter, self‐determination). Indigenous lands and the biodiversity they support are increasingly threatened because of human population growth and per capita consumption. Application of the Endangered Species Act (ESA) to tribal lands in the United States provides a rich example of the articulation between biodiversity conservation and indigenous peoples' struggle for self‐determination. We found a paradoxical relationship whereby tribal governments are simultaneously and contradictorily sovereign nations; yet their communities depend on the U.S. government for protection through the federal‐trust doctrine. The unique legal status of tribal lands, their importance for conserving federally protected species, and federal environmental regulations' failure to define applicability to tribal lands creates conflict between tribal sovereignty, self‐determination, and constitutional authority. We reviewed Secretarial Order 3206, the U.S. policy on “American Indian tribal rights, federal–tribal trust responsibilities, and the ESA,” and evaluated how it influences ESA implementation on tribal lands. We found improved biodiversity conservation and tribal self‐determination requires revision of the fiduciary relationship between the federal government and the tribes to establish clear, legal definitions regarding land rights, applicability of environmental laws, and financial responsibilities. Such actions will allow provision of adequate funding and training to tribal leaders and resource managers, government agency personnel responsible for biodiversity conservation and land management, and environmental policy makers. Increased capacity, cooperation, and knowledge transfer among tribes and conservationists will improve biodiversity conservation and indigenous self‐determination.  相似文献

Large, intact areas of tropical peatland are highly threatened at a global scale by the expansion of commercial agriculture and other forms of economic development. Conserving peatlands on a landscape scale, with their hydrology intact, is of international conservation importance to preserve their distinctive biodiversity and ecosystem services and maintain their resilience to future environmental change. We explored threats to and opportunities for conserving remaining intact tropical peatlands; thus, we excluded peatlands of Indonesia and Malaysia, where extensive deforestation, drainage, and conversion to plantations means conservation in this region can protect only small fragments of the original ecosystem. We focused on a case study, the Pastaza‐Marañón Foreland Basin (PMFB) in Peru, which is among the largest known intact tropical peatland landscapes in the world and is representative of peatland vulnerability. Maintenance of the hydrological conditions critical for carbon storage and ecosystem function of peatlands is, in the PMFB, primarily threatened by expansion of commercial agriculture linked to new transport infrastructure that is facilitating access to remote areas. There remain opportunities in the PMFB and elsewhere to develop alternative, more sustainable land‐use practices. Although some of the peatlands in the PMFB fall within existing legally protected areas, this protection does not include the most carbon‐dense (domed pole forest) areas. New carbon‐based conservation instruments (e.g., REDD+, Green Climate Fund), developing markets for sustainable peatland products, transferring land title to local communities, and expanding protected areas offer pathways to increased protection for intact tropical peatlands in Amazonia and elsewhere, such as those in New Guinea and Central Africa which remain, for the moment, broadly beyond the frontier of commercial development.  相似文献

Abstract:  The Global Strategy of Plant Conservation states that at least 60% of threatened plant species should be within protected areas. This goal has been met in some regions with long traditions of plant protection. We used gap analysis to explore how particular groups of species of conservation interest, representing different types of natural or anthropogenic rarity, have been covered by protected areas on a national scale in Estonia during the last 100 years. Species-accumulation curves indicated that plant species that are naturally rare (restricted global or local distribution, always small populations, or very rare habitat requirements) needed almost twice as many protected areas to reach the 60% target as plant species that are rare owing to lack of suitable management (species depending on grassland management, moderate forest disturbances, extensive traditional agriculture, or species potentially threatened by collecting). Temporal analysis of the establishment of protected areas suggested that grouping plant species according to the predominant cause of rarity accurately reflected the history of conservation decision making. Species found in very rare habitats have previously received special conservation attention; species dependent on traditional extensive agriculture have been largely ignored until recently. Legislative initiative and new nature-protection schemes (e.g., Natura 2000, network of protected areas in the European Union) have had a positive influence on all species groups. Consequently, the species groups needing similar action for their conservation are sensitive indicators of the effectiveness of protected-area networks. Different species groups, however, may not be uniformly conserved within protected areas, and all species groups should fulfill the target of 60% coverage within protected areas.  相似文献

International case studies of protected area performance increasingly report that conservation and socio‐economic outcomes are interdependent. Effective conservation requires support and cooperation from local governments and communities, which in turn requires that protected areas contribute to the economic well‐being of the communities in which they are sited. Despite increasing recognition of their importance, robust studies that document the socio‐economic impacts of protected areas are rare, especially in the developed world context. We proposed 3 potential pathways through which protected areas might benefit local communities in the developed world: the improved local housing value, local business stimulus, and increased local funding pathways. We examined these pathways by undertaking a statistical longitudinal analysis of 110 regional and rural communities covering an area of approximately 600,000 km2 in southeastern Australia. We compared trends in 10 socio‐economic indicators describing employment, income, housing, business development and local government revenue from 2000 to 2010. New protected areas acquisitions led to an increased number of new dwelling approvals and associated developer contributions, increased local business numbers, and increased local government revenue from user‐pays services and grants. Longer‐term effects of established protected areas included increased local council revenue from a variety of sources. Our findings provide support for each of our 3 proposed benefit pathways and contribute new insights into the cycling of benefits from protected areas through the economy over time. The business and legislative models in our study are typical of those operating in many other developed countries; thus, the benefit pathways reported in our study are likely to be generalizable. By identifying and communicating socio‐economic benefits from terrestrial protected areas in a developed world context, our findings represent an important step in securing local support and ongoing high‐level protection for key components of the world's biodiversity.  相似文献

Abstract:  Under article 8-J of the Convention on Biological Diversity, governments must engage indigenous and local communities in the designation and management of protected areas. A better understanding of the relationship between community heritage sites and sites identified to protect conventional conservation features could inform conservation-planning exercises on indigenous lands. We examined the potential overlap between Gwich'in First Nations' (Northwest Territories, Canada) heritage sites and areas independently identified for the protection of conventional conservation targets. We designed nine hypothetical protected-area networks with different targets for woodland caribou ( Rangifer tarandus caribou ) habitat, high-quality wetland areas, representative vegetation types, water bodies, environmentally significant area, territorial parks, and network aggregation. We compared the spatial overlap of heritage sites to these nine protected-area networks. The degree of spatial overlap (Jaccard similarity) between heritage sites and the protected-area networks with moderate or high aggregation was significantly higher ( p < 0.001) than random spatial overlap, whereas the overlap between heritage sites and the protected-area networks with no aggregation was not significant or significantly lower ( p < 0.001) than random spatial overlap. Our results suggest that protected-area networks designed to capture conventional conservation features may protect key heritage sites but only if the underlying characteristics of these sites are considered. The Gwich'in heritage sites are highly aggregated and only protected-area networks that had moderate and high aggregation had significant overlap with the heritage sites. We suggest that conventional conservation plans incorporate heritage sites into their design criteria to complement conventional conservation targets and effectively protect indigenous heritage sites .  相似文献

Abstract: Ecosystem fragmentation and destruction can lead to restrictive administration policies on traditional harvesting by indigenous peoples from remaining ecosystem tracts. In New Zealand, concerns about endangered species and governmental policies that focus on species and ecosystem preservation have resulted in severely curtailed traditional harvesting rights. Although provision has been made for limited gathering of traditional plants from government‐administered conservation lands, it is unclear how much harvesting is undertaken on these lands and elsewhere and what this harvest might consist of. We interviewed seven expert Maori elders from the Waikato, New Zealand, to identify plant species they currently harvested and from where. We compared these data with the data we collected on permits issued for plant collecting on conservation lands in the same region. We sought to gain information on indigenous plant harvesting to determine the extent of permitted harvesting from conservation lands in the Waikato and to identify issues that might affect plant harvesting and management. Elders identified 58 species they harvest regularly or consider culturally important; over 50% of these species are harvested for medicinal use. Permit data from 1996 to 2006 indicated no apparent relationship between species of reported cultural significance and the number of permits issued for each of these species. Currently, few plant species are harvested from conservation lands, although some unofficial harvesting occurs. Elders instead reported that medicinal plants are frequently collected from urban and other public areas. They reported that plant species used for dyeing, carving, and weaving are difficult to access. Elders also discussed concerns such as spraying of roadsides, which resulted in the death of medicinal species, and use of commercial hybrids in urban planning. Local government may have an increasingly important role in supporting native traditions through urban planning, which takes account of cultural harvesting needs while potentially reducing future harvesting pressure on conservation lands. We suggest that active participation by the Māori community in the development and management of urban harvesting resources will result in positive outcomes.  相似文献

Abstract: To examine differences in land use and environmental impacts between colonist and indigenous populations in the northern Ecuadorian Amazon, we combined data from household surveys and remotely sensed imagery that was collected from 778 colonist households in 64 colonization sectors, and 499 households from five indigenous groups in 36 communities. Overall, measures of deforestation and forest fragmentation were significantly greater for colonists than indigenous peoples. On average, colonist households had approximately double the area in agriculture and cash crops and 5.5 times the area in pasture as indigenous households. Nevertheless, substantial variation in land‐use patterns existed among the five indigenous groups in measures such as cattle ownership and use of hired agricultural labor. These findings support the potential conservation value of indigenous lands while cautioning against uniform policies that homogenize indigenous ethnic groups.  相似文献

For conservation science to effectively inform management, research must focus on creating the scientific knowledge required to solve conservation problems. We identified research questions that, if answered, would increase the effectiveness of conservation and natural resource management practice and policy in Oceania's small‐island developing states. We asked conservation professionals from academia, governmental, and nongovernmental organizations across the region to propose such questions and then identify which were of high priority in an online survey. We compared the high‐priority questions with research questions identified globally and for other regions. Of 270 questions proposed by respondents, 38 were considered high priority, including: What are the highest priority areas for conservation in the face of increasing resource demand and climate change? How should marine protected areas be networked to account for connectivity and climate change? What are the most effective fisheries management policies that contribute to sustainable coral reef fisheries? High‐priority questions related to the particular challenges of undertaking conservation on small‐island developing states and the need for a research agenda that is responsive to the sociocultural context of Oceania. Research priorities for Oceania relative to elsewhere were broadly similar but differed in specific issues relevant to particular conservation contexts. These differences emphasize the importance of involving local practitioners in the identification of research priorities. Priorities were reasonably well aligned among sectoral groups. Only a few questions were widely considered answered, which may indicate a smaller‐than‐expected knowledge‐action gap. We believe these questions can be used to strengthen research collaborations between scientists and practitioners working to further conservation and natural resource management in this region.  相似文献
