影响汽车驾驶安全的各国道路交通系统以及驾驶员的驾驶行为等存在着差异性 ,许多差异可以通过统计数据的分析 ,或者其他定量研究方法获取 ,但仍然有许多影响驾驶安全的因素难以发现。笔者通过焦点团体座谈会的方法 ,从驾驶者的角度 ,搜集并分析了中美两国驾驶安全的主要影响因素 ,以及具有美国驾驶经历会对我国驾驶员有何影响。通过中美两国定性数据的对比分析 ,得出了主要影响因素 ,与此同时 ,通过问卷调查定量地分析了这些因素的严重程度。  相似文献

This editorial reviews the evolution of the concepts of safety and quality that have been used in the traditional workplace. The traditional programs of safety are explored showing strengths and weaknesses. The concept of quality management is also viewed. Safety management and quality management principles, stages, and measurement are highlighted. The concepts of quality and safety guarantee are assessed. Total Quality Management concepts are reviewed and applied to safety quality. Total safety management principles are discussed. Introduction: While road traffic accidents and fatalities are a worldwide problem, the rates of road traffic accidents and fatalities show differences among countries. Similarly, driver behaviors, traffic climate, and their relationships also show differences among countries. The aim of the current study is to investigate the moderating effect of driving skills on the relationship between traffic climate and driver behaviors by country. (Turkey and China). Method: There were 294 Turkish drivers and 292 Chinese drivers, and they completed the Traffic Climate Scale, the Driving Skills Inventory, and the Driver Behavior Questionnaire. The moderated moderation analyses were conducted with Hayes PROCESS tool on SPSS. Results: The results showed that safety skills moderated the relationship between internal requirements and violations both in Turkey and China. Safety skills also moderated the relationship between internal requirements and errors only in China and the relationship between functionality and violations in Turkey. Perceptual-motor skills moderated the relationships between external affective demands and errors, and also the relationship between internal requirements and positive driver behaviors in Turkey. It can be inferred that driving skills has different influences on traffic climate-driver behaviors relationship in different cultures and there might be cultural differences in the evaluation of drivers’ own driving skills. Practical Applications: Among driving skills, safety skills have a more critical role to increase road safety by decreasing number of violations. Interventions to increase safety skills of drivers might be promising for road safety.  相似文献

中国和美国都是煤炭生产和消费大国,但是中国的煤矿安全却与美国存在巨大差距。笔者首先从两国历年来煤矿安全数据分析入手,认为:美国煤矿安全经历了严重恶化、小幅波动和安全稳定3个阶段;而中国的煤矿经历了改革开放前大起大落和其后的小幅波动两个阶段,迄今为止,还没有进入安全稳定时期。然后从法规、监察、采矿权、安全投入、矿工及工会、教育及培训、科技进步等7个方面对两国的煤矿安全进行了比较。最后,借鉴美国进入第3阶段的成功经验,提出一些改善中国煤矿安全的相应对策建议,如完善法规、加强监管、明晰采矿权、设立安全投入预算资金、改善矿工的弱势地位、加强教育与培训、依靠科技进步等。  相似文献

突发事件对人们的生命财产和社会稳定有着巨大威胁.传统应急演练通过构建突发事件场景,使人们熟悉突发事件并提高应对能力,对应对突发事件有着重要的作用,但传统应急演练自身所具有的缺陷也大大限制了其使用范围与规模.分析了传统应急演练的优势和不足以及现有计算机技术的发展现状,研究开发一种基于计算机虚拟现实技术、应用广泛的应急演练系统.对该系统的技术可行性、系统结构、运营模式及系统优势进行了探讨,最终得出本练系统可与传统应急演练优势互补,从而充分挖掘应急演练在生产安全与社会安全中的巨大潜力的结论.  相似文献

With the rapid development in economics, subway systems have been constructed in many big cities of China. Computer evacuation models developed overseas are commonly applied in working out safety management scheme. However, input evacuation parameters are not compiled from surveying passenger behavior in China. In fact, very few studies were conducted on justifying such parameters. Staircases in subway stations, particularly those connecting the platform and the ticket hall, are identified as the ‘bottleneck’ during evacuation in the subway stations. The maximum upstairs speed and the average minimum width of staircase utilized per person are the two key parameters affecting the evacuation through the staircase. Effect of varying these two parameters will be studied in this paper by taking two subway stations in China as examples. Evacuation performance is predicted with the software buildingEXODUS. The default values in the software are used and adjusted through field survey. Effect of varying either or both of the two parameters is discussed. The possible causes on the differences and the factors to affect such effect are explored. It is found that changing both parameters simultaneously would reduce the overall evacuation time by 50%. The effect of varying the two parameters on the overall evacuation performance of the whole station depends also on the occupancy density in the station; and the travel distance from the outlet of the staircase between the platform and the ticket hall to the inlet of the staircase between the ticket hall and the ground surface.  相似文献

Risks to human beings arise from an inherent characteristic to make plans and try to make them happen, while external forces resist and tend to move our endeavours away from the plan. Any such “endeavour” is a complex ensemble of a bewildering variety of interacting elements which together form something “whole”, usually called a “system” (e.g. a chemical process plant, a nuclear power plant, the stock market, air traffic control). A system has a certain state in the present and subsequent states in the future. There are deterministic and probabilistic systems and corresponding approaches to analyse them, that is to make their current states apparent and predict their future behaviour. In this paper, it is shown in which ways both analyses appear in risk analysis and it is hypothesised that both approaches are modelling the same process, though probabilistic analysis may reveal more information since it explicitly incorporates uncertainty in the form of numbers (and “there is safety in numbers”). The overall objective of this paper is to make clear what the differences between the two approaches really are. Their respective main strengths and weaknesses are discussed. A more refined objective is to discuss the specific role of probabilities in risk analysis. Examples of both approaches are given from applications in the nuclear power and chemical process industries, and some of the main problems encountered thereby are identified. Further, the challenge to system analysis posed by “chaos theory” is discussed. Due to its non-linear dynamic character, the future behaviour of a “chaotic system” is difficult to predict over a long period of time because it depends on arbitrarily small and thus not observable variations in the current state. Such behaviour might have serious consequences for human operators involved in the control of such systems. The paper concludes that, although both approaches to risk analysis can provide adequate safety levels to systems if applied in a correct and non-biased way, probabilistic methods seem to be more cost-effective and the results easier to communicate to decision- and policy-makers.  相似文献

The International Center for Alcohol Policies (ICAP) has developed an international program to reduce drink driving as part of its strategy for Global Actions on Harmful Drinking. The program focuses on capacity building, training, and the implementation, monitoring, and evaluation of regional and local pilot projects in 6 participating low- and middle-income countries. The first step in developing an effective program that addresses specific problems in a region or country is to assess the current drink driving situation. In order to meet this key requirement, ICAP developed a situation assessment approach based largely on the recommendations of Chapter 2 of the good practice manual on drinking and driving produced by the Global Road Safety Partnership (GRSP) under the auspices of the United Nations (UN) Road Safety Collaboration. The aim of the assessment was to provide the foundation for preparing a prioritized and effective suite of projects using the good practice recommended by the GRSP/UN manual. Its output is intended to assist with determining program objectives, design, and evaluation so that the benefits from the investments in drink driving programs can be maximized and data led, focusing on the priorities identified by the assessment. The situation assessment approach was produced as a set of guidelines containing a detailed and structured list of questions. The questions are organized into 6 main groups or elements and they enable a comprehensive and systematic collection of existing information about the extent and nature of the drink driving problem, the strengths and weaknesses of the current prevention practices, and the capacity for improvements. Situation assessments using these guidelines have been completed in the 6 focus countries and the resulting information is now being used for capacity building and developing appropriate and relevant pilot projects, taking into consideration the country's culture with respect to transportation, enforcement, health care, and alcohol consumption.  相似文献

PURPOSE: The Federal Highway Administration (FHWA) proposed guidelines for highway design to increase the safe driving ability of older drivers; however, little empirical evidence exists to support the effectiveness of these guidelines. The purpose of this study was to investigate the effects of implementing these guidelines (in 4 pairs of intersections) on safe driving performance of older and younger drivers using a high-fidelity driving simulator. DESIGN AND METHODS: We replicated four intersection pairs (improved versus unimproved) in a high-fidelity, virtual reality driving simulator. Simulator scenarios were created from actual road locations, replicating road geometrics and traffic control devices. The simulator's controls were integrated with an actual vehicle to make the driving experience as realistic as possible. Kinematic measures were obtained from the simulator in conjunction with driving errors recorded by trained driving evaluators sitting in the cab of the car. Thirty-nine subjects, 19 younger and 20 older adults, participated in the study. RESULTS: For the kinematic data we found greater lateral control, as indicated by significantly smaller maximum yaw during the turn phase, at all of the improved intersections when compared to the unimproved intersections. We found some significant age differences, but mostly in only one of the intersection-pairs. For the behavioral data, there were significant differences in driving errors between improved and unimproved intersections in two intersection-pairs; however, there were no significant differences in driving errors between the older and younger drivers. IMPLICATIONS: The findings suggest that both young and older drivers may benefit from roadways with safety features recommended by the FHWA guidelines as indicated by the increased lateral control of the vehicle when negotiating these intersections. These findings generate critical information for those involved in the design of roadway systems.  相似文献

ProblemTeens and young drivers are often reported as one driver group that has significantly lower seatbelt use rates than other age groups.ObjectiveThis study was designed to address the questions of whether and how seatbelt-use behavior of novice teen drivers is different from young adult drivers and other adult drivers when driving on real roads.MethodDriving data from 148 drivers who participated in two previous naturalistic driving studies were further analyzed. The combined dataset represents 313,500 miles, 37,695 valid trips, and about 9500 h of driving. Drivers did not wear their seatbelts at all during 1284 trips. Two dependent variables were calculated, whether and when drivers used seatbelts during a trip, and analyzed using logistic regression models.ResultsResults of this study found significant differences in the likelihood of seatbelt use between novice teen drivers and each of the three adult groups. Novice teen drivers who recently received their driver's licenses were the most likely to use a seatbelt, followed by older drivers, middle-aged drivers, and young drivers. Young drivers were the least likely to use a seatbelt. Older drivers were also more likely to use seatbelts than the other two adult groups. The results also showed that novice teen drivers were more likely to fasten their seatbelts at the beginning of a trip when compared to the other three adult groups.SummaryNovice teen drivers who were still in the first year after obtaining their driver's license were the most conservative seatbelt users, when compared to adult drivers.Practical applicationFindings from this study have practical application insights in both developing training programs for novice teen drivers and designing seatbelt reminder and interlock systems to promote seatbelt use in certain driver groups.  相似文献

OBJECTIVES: To compare drivers who were: (1) exposed to Maryland's sobriety "Checkpoint Strikeforce" campaign; (2) not exposed but were aware of it; and (3) neither exposed nor aware of it. This six-month campaign involved periodic road-side sobriety checkpoints, in which police attempted to detect and arrest drunk drivers and a series of radio Public Service Announcements (PSAs) that promoted public awareness. METHODS: A statewide sample of 1725 drivers were interviewed by telephone to determine their exposure to and awareness of this campaign, as well as their beliefs and behaviors concerning drunk driving and seat belt usage. RESULTS: Relatively few people (9.6%) were exposed in any way to the campaign; however almost 30% were aware of it. Significant increases in perceived vulnerability to arrest for drinking and driving were found among those who were exposed. There were no differences in reported drinking and driving, but seat belt usage in the last 30 days was higher among those who were exposed. There were no differences among those people who had been directly exposed to the campaign (i.e., personally gone through a sobriety checkpoint) and those who were indirectly exposed (i.e., knew a family member or someone else who went through a checkpoint). CONCLUSIONS: Exposure to a sobriety checkpoint was associated with increased perceptions of drink-driving risk (i.e., likelihood of getting caught by the police), which was not dependent upon having personally experienced it. Awareness without exposure appears to be insufficient to change perceived risk. The need to increase the reach and frequency of the sobriety "Checkpoint Strikeforce" campaign is indicated.  相似文献

Global economic expansion and increasing concentration of people in the large cities, especially in developing countries leads to some environmental issues such as air pollution. Relocation of the firms as a great air pollutant can be an appropriate alternative for diminishing these pollutions. Yet, there is a lack of research about factors precluding firm relocation with respect to decision making factors when determining whether or not to relocate. Thus, the purpose of this case study is to examine firm relocation decision-making factors and to apprehend the role of environment issues in making them using a combination of SWOT matrix and Analytic Hierarchy Process (AHP). The combination yields analytically determined priority factors and makes them commensurable. The results indicated that decision makers at this firm consider weaknesses, more importantly than strengths, opportunities and threats. Specifically, eradicating from a large market is the most significant factor for decision makers and notably diminishing air pollution as a governmental concern ranked third.  相似文献

IntroductionThe aim of this study was to assess the prevalence of people with insulin-treated diabetes mellitus (ITDM) who have discussed issues related to diabetes and driving with their health care providers (HCPs). We also sought to determine the safe driving practices that are currently employed by this group. Finally, we investigated the factors that might increase the risk of motor-vehicle collisions (MVCs) among this group in Saudi Arabia.MethodThis cross-sectional study surveyed a representative sample of 429 current male drivers with ITDM using a structured questionnaire in Saudi Arabia.ResultsMost of the participants (76.5%) never discussed topics regarding diabetes and driving with their HCPs. The majority of the participants (61.8%) reported at least never doing one of the following: (a) carrying a blood glucose testing kit while driving, (b) testing their blood glucose level before driving or during a journey, or (c) having thought of a specific threshold of blood glucose level that would preclude driving. Three factors were associated with a higher risk of MVCs among participants with ITDM: (a) being on a basal/boluses regimen, (b) never having a discussion regarding diabetes and driving with their HCPs, and (c) having experienced hypoglycemia during driving.ConclusionsThe majority of people with ITDM had not had a discussion regarding diabetes and driving with their HCPs, which was reflected by a lack of safe driving practices. People with ITDM should be encouraged to take precautions while driving in order to prevent future MVCs.Practical applicationsThis research highlights the importance of investing more effort in educating drivers who have diabetes about safe driving practices by their health care providers. Also, it will attracts the attention of policymakers for an urgent need to establish clear policies and procedures for dealing with drivers who have diabetes.  相似文献

Introduction: This study aims to explore the influence of Big Five personality traits in combination with various socio-demographic factors and experiences of accident involvement on aberrant driving behaviors. The study also compares the effects of the level of development (i.e., developed or developing) of three countries on the personality traits and driving behaviors. Method: The four-factor Driver Behavior Questionnaire was used to collect data on aberrant driving behaviors, while a short version of the 10-item Big Five Inventory was used to collect data on personality traits. Responses were collected from Japan (1,250 responses), China (1,250), and Vietnam (1,000). A latent variable model was applied after controlling data in each category (e.g., age). Results: This study revealed that respondents who experienced accidents in the past and scored higher on Agreeableness were less likely to commit aggressive violations in Japan, China, and Vietnam. Further, Japanese and Vietnamese female drivers who scored high on Conscientiousness were found to be less likely to commit ordinary violations. Neuroticism was positively correlated with aggressive violations only in the case of Vietnamese drivers, irrespective of the history of accident involvement. Conclusions: Drivers with particular personality types that are linked with aberrant driving behavior may need to receive additional training on behavior management. Practical Applications: This study may help road traffic policymakers predict future driving behaviors of Vietnamese and Chinese drivers based on those of Chinese and Japanese drivers, respectively, and act accordingly.  相似文献

Work-related psychological health problems have become a major challenge for occupational health and safety (OHS) management. Hard and soft policy systems could be employed to guarantee that this issue is taken seriously and solved effectively. However, in China, compared with the European Union (EU) and Australia, few experts have reviewed the policies related to this area. Thus, a comparative analysis was performed to investigate the hard and soft law policies associated with safety-related psychological health in the workplace based on approved criteria. A total of 21 policies (16 hard and 5 soft) were evaluated, and the current realities were discovered. Then, by comparing the actual situation in China with that of countries with well-developed policy systems in this area, extant gaps and future challenges were observed. The results showed that both hard and soft policies addressed the topic, but all of them had rather low scores. The policy system is far from perfect and is still in its infancy in China, and there are great gaps between China and countries with more developed systems related to this topic. Filling these gaps may involve encountering some challenges in the future. Based on the analysis, some specific suggestions are recommended to promote the policy system and improve OHS management from the perspective of psychological health related to work.  相似文献

Introduction: The ability to remain safe behind the wheels can become arduous with aging, yet important for sustaining local travel needs. This review aimed to explore safe mobility issues involving older adults and gain a broad understanding of older drivers' self-regulatory driving practices and motivators behind such behavioral changes, including strategies adopted to reduce or cease driving while maintaining safe mobility. Methods: A systematic literature search was performed on 11 online databases for quantitative studies describing self-regulation of driving amongst older adults aged 60 years and above from database inception until December 2018. Data were described narratively and, where possible, data were pooled using random-effects meta-analysis. Results: Of the 1556 studies identified, 54 studies met the inclusion criteria and 46 studies were included in the meta-analyses. All included studies examined car drivers only. Older adults who were single or female were found to be at higher odds of driving cessation. Physical fitness, mental health, social influence, and support systems received by older adults were important driving forces influencing mobility and adjustments made in their travel patterns. Conclusions: Driving self-regulation amongst older adults is a multifaceted decision, impacting mobility and mental health. Therefore, future interventions and support systems should not only create opportunities for retaining mobility for those who have ceased driving, but also promote better psychological and social well-being for regulators and for those who are transitioning from driving to non-driving status. Practical applications: (a) Engage and educate older adults about self-regulation, including strategies that can be adopted and non-car mobility options available. (b) Expand the research focus to explore potential interactions of factors facilitating or hindering the transition process to develop a more comprehensive framework of self-regulation. (c) Encourage ongoing research to formulate, monitor, and evaluate the effectiveness of policies and interventions implemented. (d) Expand the research horizon to explore and understand the perspectives of older adults from developing countries.  相似文献

ProblemAs our driving population continues to age, it is becoming increasingly important to find a small set of easily administered fitness metrics that can meaningfully and reliably identify at-risk seniors requiring more in-depth evaluation of their driving skills and weaknesses.MethodSixty driver assessment metrics related to fitness-to-drive were examined for 20 seniors who were followed for a year using the naturalistic driving paradigm. Principal component analysis and negative binomial regression modeling approaches were used to develop parsimonious models relating the most highly predictive of the driver assessment metrics to the safety-related outcomes observed in the naturalistic driving data.ResultsThis study provides important confirmation using naturalistic driving methods of the relationship between contrast sensitivity and crash-related events.Practical applicationsThe results of this study provide crucial information on the continuing journey to identify metrics and protocols that could be applied to determine seniors' fitness to drive.  相似文献

IntroductionThe social influence on drunk driving has been previously observed in several countries. It is noteworthy, however, that the prevalence of alcohol in road fatalities is not the same in all countries. The present study aimed to explore whether cultural values and the number of roadside breath tests moderate the link between the perceived drunk driving of one's peers and self-reported behavior.MethodsBased on the European survey SARTRE 4, the responses of 10,023 car drivers from 15 countries were analyzed. Two cultural values, “tradition” and “conformism,” were identified as possibly being linked to social influence. Country scores for these values were taken from the European Social Survey. The number of random roadside breath tests per inhabitant was used as an indicator of drunk-driving enforcement in each country.ResultsA hierarchical multilevel modeling analysis confirmed the link between friends' drunk driving and one's own drunk driving in all countries, but the strength of the link was much stronger in some countries (e.g., Italy, Cyprus, and Israel) than in others (e.g., Finland, Estonia, and Sweden). Both the measured value of “tradition” and the number of alcohol breath tests were found to moderate the link between friends' and one's own drunk driving.Practical ApplicationsEuropean stakeholders should take into account cultural specificities of target countries when designing campaigns against drunk driving.  相似文献

This study is concerned with how car and steel workers in different countries see their work and what features of their work they feel important. The material is drawn from two international projects, namely the car and steel industry studies, both coordinated by the Vienna Centre. The former study was carried out in 15 countries, comprising in all 126 production units from 38 plants and 3214 interviews of workers. The latter study was carried out in 10 countries, in 24 plants and 47 production units, 1576 workers were interviewed. Clear differences were found between countries in how critically the workers were oriented to the burdens and challenges of their work. This was interpreted to reflect country-specific work assessment standards. However, differences should be seen as differences in emphasis rather than as manifestations of work cultures, which substantially differ from each other. The order of importance among work characteristics was roughly the same from country to country: matters related to physical and economic security were widely considered the most important aspects of work.  相似文献
