OBJECTIVE: Despite the potential benefits that fleet vehicle purchase decisions could have on road safety, the role that vehicle safety plays in fleet managers' purchase decisions is poorly understood. METHODS: In this study, fleet managers from Sweden and Spain completed a questionnaire regarding the importance of vehicle safety in the new vehicle purchase/lease process and the importance that is placed on safety options/features relative to other convenience and comfort features. RESULTS: The findings of the current study suggest that vehicle safety is generally not the primary consideration in the vehicle purchase process and is consistently outranked by factors such as price and dependability/reliability. For example, when asked to indicate the vehicle factors that are included in their company's criteria for purchasing/leasing a new vehicle, fleet managers from both Sweden and Spain were more likely to list the vehicle's price, reliability, running costs, size, and fuel consumption than the vehicle's safety (defined as the vehicle's EuroNCAP rating/other safety reports). In addition, the findings of this study suggest that the importance of vehicle safety did not differ across the two countries. For example, there was no significant difference in the proportion of fleet managers who indicated that EuroNCAP ratings were part of their official policy across the two countries. CONCLUSION: The findings highlighted the need to educate fleet managers about vehicle safety in the new vehicle purchase/lease process. In addition, vehicle safety information, such as EuroNCAP results or other crash test results need to be promoted more widely and effectively so that they play a more prominent role in their new vehicle choices.  相似文献

Fleet, work-related or occupational road safety has the potential to make a major contribution to reducing both human harm and asset damage. To date, however, there would appear to be a dearth of well researched and evaluated case studies in the public domain in this area.This paper provides an on-going, documented, real-world case study of work-related road safety within an Australian company that has sought to manage, monitor and improve its road safety performance over the last 5 years through a range of proactive, fleet manager, insurance and risk-led initiatives.Roche Australia has successfully implemented a Company Motor Vehicle Safety Program with support from its fleet insurers and risk management advisors. Four key initiatives are set out covering: (1) Driver risk assessment, monitoring and improvement. (2) Policy development and communications. (3) Process and outcomes evaluation. (4) Continuous review and refinement of policies, processes, programs and future developments.The program has led to a range of process and performance-based outcomes. Typical barriers to success in work-related road safety have been identified and overcome. Almost 100% risk assessment and improvement process compliance by drivers has been achieved. A predictive relationship between risk assessment outcomes and collision history has been identified. Reductions in insurance claims, collision costs and claims ratio have been sustained. A detailed project plan is in place to continue the program for the next 3 years.The paper concludes that with effective management, a well developed work-related road safety program can result in performance improvements within the initiating organisation. Several limitations in the case study methodology, as well as areas for further work and lessons for policy makers, researchers and practitioners are also identified.  相似文献

Safety measures and related costs and benefits have been widely discussed and analysed in academic circles and by the authorities and industrial sectors. The study reported in this paper addresses these aspects from a cognitive based perspective. Risk management is about dealing with the conflict between production and safety. Enterprises which spend too much on safety will meet bankruptcy, and those not concerned with safety measures will meet with severe accidents and related damage. Inspired by James Reason’s theoretical framework, managers (n = 106) of commercial transport enterprises were asked about their attitudes towards safety management, what factors have contributed and their belief that further effort and investments in health, environment and safety (HES) measures will pay off. One half of the managers perceive HES work as too expensive and approximately one quarter assess mandatory HES work as compromising their competitiveness. One third of the managers do not find further safety measures than those already implemented necessary or remunerative. They claim that there are no other alternative ways of doing their activities and that there are no technical measures available that could meet outstanding safety challenges. Managers do acknowledge HES work as important for the reputation of the enterprise. The factor analysis gave five HES attitude factors: (I) concerned with formalities, (II) HES work improves health, environment and safety, (III) HES work is ineffective, (IV) HES regulation is appropriate, and (V) HES work can be improved.  相似文献

为改善我国企业安全生产管理状况,解决企业中存在的重生产轻安全,安全责任划分不明确,员工参与安全事务程度不高等问题,从企业管理组织结构入手,基于国内典型煤矿企业安全管理组织结构模式和当前国际企业采用的分散与集中相结合的管理组织结构模式,结合现代企业安全管理理论和管理学组织设计理论,设计了"圆锥型"安全管理组织结构模式。结果表明,"圆锥型"安全管理组织结构模式能够解决目前我国企业安全生产管理中存在的问题,提高了安全管理水平。  相似文献

During the last decade, serious accidents have continued to occur in the process industry. Apparently the scenarios of various undesired events leading to those accidents are still not sufficiently controlled. The key question is how potentially hazardous situations develop, what processes form the basis for this development, and how to control them? Safety level is not static but depends on many risk factors that change in presence and intensity over location and time. Safety level is dependent not only on technical process parameters that have immediate effects on the ‘frequency’ or probability of catastrophic consequences, but also depends on equipment integrity degradation, operational and management quality, attitudes, and cultural processes which may change over a prolonged time. The time and human interaction aspects make dynamic risk assessment complex. This paper will outline a conceptual approach using in addition to the regular process parameter signals received, also weak and slowly changing signals from various safety indicators, enabling to keep track of the risk factors. In theory this could lead to obtaining an instantaneous safety level ‘measure’ making possible forecast alarming for an imminent event to occur. Such concept could be regarded as a ‘writing’ safety barometer, or barograph. However, there are quite a number of problems to be solved which in the paper will be discussed.  相似文献

INTRODUCTION: Several fields are showing increasing interest in safety culture as a means of reducing accidents in the workplace. The literature shows that safety culture is a multidimensional concept. However, considerable confusion surrounds this concept, about which little consensus has been reached. METHOD: This study proposes a model for a positive safety culture and tests this on a sample of 455 Spanish companies, using the structural equation modeling statistical technique. RESULTS: Results show the important role of managers in the promotion of employees' safe behavior, both directly, through their attitudes and behaviors, and indirectly, by developing a safety management system. IMPACT ON INDUSTRY: This paper identifies the key dimensions of safety culture. In addition, a measurement scale for the safety management system is validated. This will assist organizations in defining areas where they need to progress if they wish to improve their safety. Also, we stress that managers need to be wholly committed to and personally involved in safety activities, thereby conveying the importance the firm attaches to these issues.  相似文献

Although research shows that employees’ trust and distrust in management influences their safety behavior, less is known about how these attitudes develop. Based on two-factor models of trust, we hypothesize that distinct trustworthiness qualities precede the development of employees’ trust and distrust in their supervisors. Eighty-five UK construction employees responded to a paired comparison test of trustworthiness qualities, which provided 56 and 53 consistent rankings for trust and distrust, respectively. Consistent with our hypotheses, integrity (measured through honesty) was found to be the most important attitude in the development of both trust and distrust, while a reversed ordering of importance emerged for ability (measured through competence) and benevolence (measured through concern) in the development of trust and distrust. In all cases, only a small number of qualities were most important in the development of each attitude. We discuss how safety initiatives that focus on trust might gain by addressing the qualities that we identify.  相似文献

Introduction: Labor productivity and safety are important topics in the construction industry. Even so, the literature provides little information for project managers trying to determine how management strategies designed to improve labor productivity impact safety. Method: This research addresses the gap by measuring the impact of two groups of management strategies that involve human resource related management strategies and construction related management strategies related to safety performance in construction projects. Data were collected from 111 general construction projects through the survey. Results: The results show that the relationship between the implemented management strategies and safety performance is nuanced with ‘Communication’ harming safety performance while implementation of ‘Labor Management,’ ‘Supervision and Leadership,’ ‘Planning’ and ‘Management of Construction’ strategies improve the level of safety performance. This study took a further step by measuring the impact of the interactions between the two groups of management strategies on safety performance. The results show that the interactions of construction and human related management strategies are not always in the favor of safety. Practical Applications: This paper adds to the literature on the relationship between productivity and safety in the construction industry. The research findings can assist project managers to improve labor productivity without harming the safety of laborers unintentionally.  相似文献

Construction is one of the most hazardous industries due to its unique nature. Measured by international standards, construction site safety records in China are poor. This paper aims to examine the status of safety management in the Chinese construction industry, explore the risk-prone activities on construction sites, and identify factors affecting construction site safety. The findings reveal that the behavior of contractors on safety management are of grave concern, including the lack of provision of personal protection equipment, regular safety meetings, and safety training. The main factors affecting safety performance include ‘poor safety awareness of top management’, ‘lack of training’, ‘poor safety awareness of project managers’, ‘reluctance to input resources to safety’ and ‘reckless operations’. The study also proposes that the government should play a more critical role in stricter legal enforcement and organizing safety training programs.  相似文献

INTRODUCTION: Behavior based safety (BBS) initiatives are the current trend toward improving safety performance. METHOD: This study outlines the framework of the BBS process and summarizes several behavioral safety approaches to accident prevention. RESULTS: Although most of the published research has focused on the improvement of safe behavior in industry, this study is the first to apply the current approach of behavior based safety in a research/educational setting. An experiment conducted at a research institution demonstrated the effectiveness of a well-designed behavior based safety process. A follow-up study indicated that the BBS produced a lasting effect for the experimental group. IMPACT ON INDUSTRY: Results from this study can be the driving force to implement behavior-based safety processes into educational, research, and training organizations.  相似文献

Researchers have been challenged to specify the processes that quality improvement (QI) practices could be expected to generate and to explain how they might contribute to organizational effectiveness. This research article meets that challenge through a study of 97 teams in the health care field. The authors developed a ‘Quality Improvement Practices Index’ and showed that QI practices could be differentiated from traditional team‐level variables, and that such practices affect both directly and indirectly (through team‐level variables) team effectiveness. Two models were tested using structural equation modelling. It was found that the perceptions of the impact of QI practices on team effectiveness varied depending on who was assessing the team's performance—members of the team or managers who were external to the team but responsible for the team's performance. Introduction: Integrating safety climate research with signaling theory, we propose that individual perceptions of safety climate signal the importance of safety in the organization. Specifically, we expect that three work-related organizational practices (training effectiveness, procedure effectiveness, and work pressure) relate to the broader risk control system in the workplace via individual perceptions of safety climate as a broad management signal. Further, we expect this broad management signal interacts with a local environmental signal (co-worker commitment to safety) to amplify or diminish perceived system safety effectiveness. Method: In a field study of oil and gas workers (N = 219; Study 1), we used mediation modeling to determine the relationships between work-related organizational practices, perceived safety climate, and perceived safety system effectiveness. In a field study of railway construction workers (N = 131; Study 2), we used moderated mediation modeling to explore the conditional role of co-worker commitment to safety. Results: We found that training effectiveness, procedure effectiveness, and work pressure predicted perceived system safety effectiveness indirectly via perceived safety climate (Studies 1 and 2) and that these indirect paths are influenced by co-worker commitment to safety (Study 2). Conclusions: Findings suggest that perceived safety climate is driven in part by work practices, and that perceived safety climate (from managers) and co-worker commitment to safety (from the local environment) interact to shape workplace safety system effectiveness. Practical applications: The insight that training, procedures, and work pressure are meaningful predictors of perceived safety climate as a signal suggests that organizations should be cognizant of the quality of work-related practices for safety. The insight we offer on the competing versus complimentary nature of managerial safety signals (perceived safety climate) and co-worker safety signals (co-worker commitment to safety) could also be used by safety personnel to develop safety interventions directed in both areas.  相似文献

Introduction: Safe production is a sustainable approach to managing an organization’s operations that considers the interests of both management and workers as salient stakeholders in a productive and safe workplace. A supportive culture enacts values versus only espousing them. These values-in-action are beliefs shared by both management and workers that align what should happen in performing organizational routines to be safe and be productive with what actually is done. However, the operations and safety management literature provides little guidance on which values-in-action are most important to safe production and how they work together to create a supportive culture. Method: The researchers conducted exploratory case studies in 10 manufacturing plants of 9 firms. The researchers compared plant managers’ top-down perspectives on safety in the performance of work and workers’ bottom-up experiences of the safety climate and their rates of injury on the job. Each case study used data collected from interviewing multiple managers, the administration of a climate survey to workers and the examination of the plant’s injury rates over time as reported to its third party health and safety insurer. Results: The researchers found that plants with four values-in-action —a commitment to safety, discipline, prevention and participation—were capable of safe production, while plants without those values were neither safe nor productive. Where culture and climate aligned lower rates of injury were experienced. Discussion and conclusion: The four value-in-actions must all be present and work together in a self-reinforcing manner to engage workers and managers in achieving safe production. Practical application: Managers of both operations and safety functions do impact safety outcomes such as reducing injuries by creating a participatory environment that encourage learning that improves both safety and production routines.  相似文献

在研讨安全文化和建筑安全文化内涵,分析国内外建筑安全文化研究与国内实施现状的基础上,研究了5家国际建筑企业的安全创新活动,包括:企业背景、方案、实施过程等。结合利害关系者原理、风险管理和安全知识管理,笔者提出:要实现安全行为,应注重塑造员工的安全信念、态度和承诺;应有高层管理人员强有力的支持,将整个建筑业供应链的利害关系者都纳入到安全管理中,风险管理和安全知识管理的运用可促进零事故安全文化的形成。同时提出构建在我国实现零事故的建筑安全文化的流程,即承认-启动-执行-监督-更新的步骤,给出了一种提高员工安全知识、坚定员工安全信念、塑造员工安全态度、形成安全行为并最终打造健全安全文化的整体策略。  相似文献

Questionnaires have not been particularly successful in exposing the core of an organisational safety culture. This is clear both from the factors found and the relations between these and safety indicators. The factors primarily seem to denote an overall evaluation of management, which does not say much about cultural basic assumptions. In addition, methodology requires that levels of theory and measurement are properly recognised and distinguished. That is, measurements made at one level cannot be employed at other levels just like that unless certain conditions are met.Safety management has been described through nine separate processes that together encompass the safety management system (SMS) of an organisation. Policies developed at the organisational level shape the organisational context and working conditions of the group and individual levels and therefore also attitudes within the organisation. The questionnaires seem to expose only those attitudes that are shared throughout the whole of the organisation. The workforce could very well recognise the safety policies of higher management as concern for their well-being and the overall value attached to safety. Pictured this way, safety climate (attitudes) and safety culture are not separate entities but rather different approaches towards the same goal of determining the importance of safety within an organisation.  相似文献

There is a great need for health and safety advisers/managers to act as agents of change, both in respect to the technology of the company and the design of its workplaces, and in the organisation of the company health and safety management system. This article reports on the development of training to meet these increasing needs. The postgraduate masters course ‘Management of Safety, Health and Environment’ of the Delft University of Technology has now introduced a course-module of 1 week, addressing the issue of the learning organisation and the specific role of the safety adviser/manager. The course-module starts from the assumption that for a health and safety adviser/manager his or her personal effectiveness and ability to influence and stimulate others are qualities as important to a company as the quality of a safety and health management system. This paper will describe the development in the role of the safety adviser/manager and the mainstream thinking on change management and training. The consequence for the content and programme features of the course-module is presented as well as the results of the evaluation of its effectiveness.  相似文献
