Modern strains of broiler chicken are capable of achieving a 2.4 kg liveweight at 42d of age. This extremely fast growth is accomplished in part by balanced diets containing pharmaceutical growth promoting compounds. Over the last few years, a number of ethical questions have arisen regarding the use of such compounds. Such fast growth rate is accompanied by reduced bird welfare related to morbidity and mortality of a proportion of the birds. In two trials we have shown that acceptable growth rate can be achieved in diets without these compounds, and that economics of production are not adversely affected. It is concluded that future management programs for broiler chickens should consider a tempering of growth rate and that this could lead to improved bird well-being.  相似文献

Abstract: Mapping stream channels and their geomorphic attributes is an important step in many watershed research and management projects. Often insufficient field data exist to map hydromorphologic attributes across entire drainage basins, necessitating the application of hydrologic modeling tools to digital elevation models (DEMs) via a geographic information system (GIS). In this article, we demonstrate methods for deriving synthetic stream networks via GIS across large and diverse basins using drainage‐enforced DEMs, along with techniques for estimating channel widths and gradient on the reach scale. The two‐step drainage enforcement method we used produced synthetic stream networks that displayed a high degree of positional accuracy relative to the input streams. The accuracies of our estimated channel parameters were assessed with field data, and predictions of bankfull width, wetted width and gradient were strongly correlated with measured values (r2 = 0.92, r2 = 0.95, r2 = 0.88, respectively). Classification accuracies of binned channel attributes were also high. Our methodology allows for the relatively rapid mapping of stream channels and associated morphological attributes across large geographic areas. Although initially developed to provide salmon recovery planners with important salmon habitat information, we suggest these methodologies are relevant to a variety of research and management questions.  相似文献

The ethical matrix approach was developed by Prof Ben Mepham and his colleagues at the University of Nottingham in the early 1990s. Since then the approach has received increasing attention and has been used by several researchers in different projects related to assessing ethical impacts of different food production technologies and other policy options of societal concern. The ethical matrix is sometimes understood simply as a checklist of ethical concerns, but might also be seen as a guide to coming to conclusions on moral questions. The problem I discuss in this paper relates to how using the ethical matrix method as a decision guide can be combined with respecting pluralism. The aim of the paper is to suggest a framework making it possible to – at the same time – enhance public justification of judgments and respect pluralism. I argue that pluralism is fundamental to the ethical matrix approach; I distinguish between intuitionist principled pluralism and societal value pluralism; and I show how both kinds of pluralism imply restrictions on how conclusions can be made. No substantive moral decision principles can be allowed. Still, I argue, decision principles of a more epistemological or procedural character can be acceptable even within pluralism. The pragmatist principle of inquiry is defended as an account of moral problem solving compatible with both principled pluralism and value pluralism. When an ethical matrix is used within such a participatory inquiry process substantive conclusions can be drawn.  相似文献

If the search for values lies at the kernel of the philosophical ethical inquiry, then Lynch's monumental work, A Theory of Good City Form must be regarded as shaping the contours of an environmental design and planning ethic. The explicit connection between human values and settlement form in Lynch's theory reaches far in the realm of environmental design and planning, with ethical, legal, and procedural implications. Furthermore, the universal (performance) dimensions of the theory offer an accountability of the contingency of the particular (historical) conditions specific to place and society. A close scrutiny of the key theoretical dimensions suggests the possibility of bridging the procedure vs. substance, object vs. subject and means vs. ends chasms. Thus, certain ethical, legal, and procedural dilemmas encountered in competing theoretical perspectives are reconciled.  相似文献

This special issue of the Journal of Agricultural and Environmental Ethics presents so-called ethical tools that are developed to support systematic public deliberations about the ethical aspects of agricultural biotechnologies. This paper firstly clarifies the intended connotations of the term “ethical tools” and argues that such tools can support liberal democracies to cope with the issues that are raised by the application of genetic modification and other modern biotechnologies in agriculture and food production. The paper secondly characterizes the societal discussion on agricultural biotechnology and defends the thesis that normative perspectives fuel this discussion, so one cannot come to grips with this discussion if one neglects these perspectives. The paper thirdly agrues that no such thing exists as “one” societal debate in which these issues should be discussed. There are several interwined debates, and different actors participate in different discourses. Some practical instruments are necessary in order to include the right issues in these debates. These instruments will be coined as “ethical tools,” since they are practical instruments that can be used (tools) in order to support debates and deliberative structures for a systematic engagement with ethical issues (hence, ethical tools). Finally, the paper clarifies the ethics of these ethical tools and presents the tools as discussed in the remainder of this special issue: 1) tools to include ethical issues in public consulation and involvement; 2) tools to support systematic reflection upon ethical issues in decision-making; and 3) tools to support explicit communication about values in the food chain.  相似文献

An elaborate set of criteria have been developed by fish managers and regulators to assure the accuracy, precision, representativeness, and robustness of survival compliance studies coordinated within the Federal Columbia River Power System in the northwestern USA. Dam passage survival, defined as survival from the dam face to the tailrace mixing zone, must be ≥96 % for spring out migrating juvenile salmonids [i.e., yearling Chinook salmon (Oncorhynchus tshawytscha) and steelhead (O. mykiss)] and ≥93 % for summer outmigrants (i.e., subyearling Chinook salmon). Survival must be estimated with a standard error ≤1.5 %. However, these quantitative benchmarks are only part of a multifaceted set of criteria, including representative dam operations, river discharge levels, and fish selection, along with tests of model validity that must be satisfied. These criteria are illustrated using acoustic-tag survival compliance studies conducted at The Dalles Dam on the Columbia River, 2010–2012. The results suggest evaluation criteria for survival compliance tests must balance the needs for rigor and robustness with the ability to reasonably perform the tests in naturally varying riverine systems.  相似文献

We evaluate a proposal to double sockeye salmon production from the Fraser River and conclude that significant changes will be required to current management processes, particularly the way available catch is allocated, if the plan is to be consistent with five major principles embodied in the concept of sustainable development. Doubling sockeye salmon production will not, in itself, increase economic equity either regionally or globally. Developing nations may actually be hindered in their attempts to institute other, nonsalmon fisheries in the North Pacific Ocean as a result of the possible interception of salmon. Further, other users of the Fraser River basin will have to forgo opportunities so that salmon habitat can be conserved. If doubling sockeye salmon production is to meet the goal of doing more with less, it will be necessary to develop more efficient technologies to harvest the fish. If increasing salmon production is to reflect the integration of environmental and economic decision making at the highest level, then a serious attempt must be made to incorporate environmental assets into national economic accounting. Finally, to promote biodiversity and cultural self-sufficiency within the Fraser River basin, it will be important to safeguard the small, less-productive salmon stocks as well as the large ones and to allocate a substantial portion of the increased production to the Native Indian community.  相似文献

Liberal societies are characterized by respect for a fundamental value pluralism; i.e., respect for individuals’ rights to live by their own conception of the good. Still, the state must make decisions that privilege some values at the cost of others. When public ethics committees give substantial ethical advice on policy related issues, it is therefore important that this advice is well justified. The use of explicit tools for ethical assessment can contribute to justifying advice. In this article, I will discuss one approach to ethical assessment, the ethical matrix method. This method is a variant of intuitionist balancing. Intuitionism is characterized by stressing the existence of several (at least two) fundamental prima facie moral principles, between which there is no given rank order. For some intuitionist approaches, coherentism has been proposed as a model of justification. This article will discuss justification of ethical advice and evaluate the appropriateness of coherentism as a justificatory approach to intuitionist tools.  相似文献

In order to take ethical considerations of patenting biological material into account, the so-called “ordre public or morality clause” was implemented as Article 6 in the EC directive on the legal protection of biotechnological inventions, 98/44/EC. At first glance, this seems to provide a significant advantage to the European patent system with respect to ethics. The thesis of this paper argues that the ordre public or morality clause does not provide sufficient protection against ethically problematic uses of the patent system within the area of life. On the contrary, there are worrisome obstacles to any effective and comprehensive critical analysis of the ethical aspects of bio-patenting, especially in the field of agriculture. These obstacles can be seen as indirect consequences of the implementation of ethical considerations in form of the ordre public and morality clause in the EC Directive. Therefore, Article 6 of the EC Directive on the legal protection of biotechnological inventions seems to ultimately weaken the position of ethics in the debate concerning bio-patenting because the ordre public and morality clause is usually interpreted in an exclusively bio-ethical way in the sense of an “intrinsic ethics,” which is primarily interested in questions regarding the moral status of particular entities. It is argued that an important cause of this phenomenon is that the decisive reasons against bio-patenting are concerns of social ethics, and not bio-ethics.  相似文献

Advancement of modern agricultural biotechnology has brought various potential benefits to humankind, but at the same time ethical concerns regarding some applications such as genetically modified foods (GMF) have been raised among the public. Several questions are being posed; should they utilize such applications to improve quality of their life, or should they refrain in order to save themselves from any associated risk? What are the ethical principles that can be applied to assess these applications? By using GMF as a case study, this paper discusses possible answers to these questions from Islamic perspective. Such answers are based on the understanding of the Islamic concept of maslahah (benefit) and mafsadah (harm) as well as the Islamic principles of priority. There is no specific GMF that has been declared as unlawful by Muslim scholars thus far. Nevertheless, they generally state that any GMF that contains unlawful substance is prohibited in Islam. Such statement can be understood since Islam puts highest priority to preserve shari’ah (Islamic law) which prescribes the lawful and unlawful things in human life. Priorities have also been given to preserve human health and environment therefore any GMF that may inflict harm on both entities is also considered as unlawful.  相似文献

The Columbia River Basin is the scene of a massive effort to restore populations of Pacific salmon (Oncorhynchus spp.) and steelhead (O. mykiss). Efficient restoration is confounded by a high level of complexity, competing sociopolitical goals and values, and uncertainty about key system properties. Simulation models and other tools of systems analysis are important to development of a comprehensive, regionally acceptable strategy. Hierarchy theory provides a useful paradigm for organized complexity within the Columbia Basin and the basis for a trilevel hierarchical structure for organizing and integrating models. Life-stage models compose the most basic simulation units at the lowest level in the proposed hierarchical modeling structure. Each life-stage model simulates a distinct period in the life cycle of anadromous salmonids. Population models at the intermediate level simulate the complete life cycles of salmon and steelhead populations. At the highest level in the hierarchy, interpopulation models simulate extensive, long-term processes that affect multiple species and stocks. A hierarchical system of models is preferable to a single model or to a group of models lacking formal structure. A principal advantage is that models have the correct spatial and temporal resolution for analyzing questions at different scales. A hierarchical structure also facilitates the flow of information among models, and aids in understanding the impacts of uncertainty. Constructing a hierarchy of models should involve both bottom-up and top-down perspectives that maintain logical consistency among models, while allowing unique model structures appropriate for each level in the hierarchy.  相似文献

Agricultural technologies are non-neutral and ethical challenges are posed by these technologies themselves. The technologies we use or endorse are embedded with values and norms and reflect the shape of our moral character. They can literally make us better or worse consumers and/or people. Looking back, when the world’s developed nations welcomed and steadily embraced industrialization as the dominant paradigm for agriculture a half century or so ago, they inadvertently championed a philosophy of technology that promotes an insular human-centricism, despite its laudable intent to ensure food security and advance human flourishing. The dominant philosophy of technology has also seeded particular ethical consequences that plague the well-being of human beings, the planet, and farmed animals. After revisiting some fundamental questions regarding the complex ways in which technology as agent shapes our lives and choices and relegates food and farmed constituents into technological artifacts or commodities, I argue that we should accord an environmental virtue ethic of care—understood as caretaking—a central place in developing a more conscientious philosophy of technology that aims at sustainability, fairness, and humaneness in animal agriculture. While technology shapes society, it also is socially shaped and an environmental virtue ethic of care (EVEC) as an alternative design philosophy has the tools to help us take a much overdue inventory of ourselves and our relationships with the nonhuman world. It can help us to expose the ways in which technology hinders critical reflection of its capacity to alter communities and values, to come to terms with why we may be, in general, disengaged from critical ethical analysis of contemporary agriculture and to consider the moral shape and trajectory and the sustainability of our food production systems going into the future. I end by outlining particular virtues associated with the ethic of care discussed here and consider some likely implications for consumers and industry technocrats as they relate to farming animals.  相似文献

Improvements in production methods over the last two decades have resulted in aquaculture becoming a significant contributor to food production in many countries. Increased efficiency and production levels are off-setting unsustainable capture fishing practices and contributing to food security, particularly in a number of developing countries. The challenge for the rapidly growing aquaculture industry is to develop and apply technologies that ensure sustainable production methods that will reduce environmental damage, increase productivity across the sector, and respect the diverse social and cultural dimensions of fish farming that are observed globally. The aquaculture industry currently faces a number of technology trajectories, which include the option to commercially produce genetically modified (GM) fish. The use of genetic modification in aquaculture has the potential to contribute to increased food security and is claimed to be the next logical step for the industry. However, the potential use of these technologies raises a number of important ethical questions. Using an ethical framework, the Ethical Matrix, this paper explores a number of the ethical issues potentially raised by the use of GM technologies in aquaculture. Several key issues have been identified. These include aspects of distributive justice for producers; use of a precautionary approach in the management of environmental risk and food safety; and impacts on the welfare and intrinsic value of the fish. There is a need to conduct a comparative analysis of the full economic cycle of the use of GM fish in aquaculture production for developing countries. There is also a need to initiate an informed dialogue between stakeholders and strenuous efforts should be made to ensure the participation of producers and their representatives from developing nations. An additional concern is that any national licensing of the first generation of GM fish, i.e., in the USA, may initiate and frame an assessment cycle, mediated by the WTO, which could dominate the conditions under which the technology will be applied and regulated globally. Therefore, an integrated analysis of the technology development trajectories, in terms of international policy, IPR, and operational implications, as well as an analysis of a broader range of ethical concerns, is needed.  相似文献

Aquaculture is the fastest growing animal producing sector in the world and is expected to play an important role in global food supply. Along with this growth, concerns have been raised about the environmental effects of escapees and pollution, fish welfare, and consumer health as well as the use of marine resources for producing fish feed. In this paper we present some of the major challenges salmon farming is facing today. We discuss issues of relevance to how to ensure sustainability, by focusing on animal production systems, breeding approaches, sources for feed ingredients, and genetic engineering strategies. Other crucial issues such as animal welfare, environmental quality, and ethics are elaborated with regard to relevance for the sustainability of aquaculture. Additionally, we comment on socio-economic distributive implications by intellectual property rights (IPR) strategies on access to genetic material and traceability. To improve sustainability of salmon farming we suggest that there is a need for new approaches to guide research, for identification of ethical issues, and for engaging stakeholders in resolving these challenges.  相似文献

ABSTRACT: Present guidelines for selecting a method to determine instream flow requirements and evaluating the validity of the results from a particular method are insufficient. This paper contributes to the efforts of researchers to develop a guide and critique for instream flow methods. A review of instreani flow methods and recommendations for their application is supplemented by a summary of a comparison of four independent analyses. The four analyses: the Physical Habitat Simulation System approach of the Instream Flow Incremental Methodology by the U.S. Fish and Wildlife Service, the Montana Method by Tennant, and two methods by Orsborn (Maximum Spawning Area Flow and Maximum Spawning Area) represent resource intensive and simplistic data collection and analysis methods. Each analysis was used to independently determine flows to support spawning by chinook salmon (Oncorhynchus tshawytscha) in Willow Creek, Alaska. Results of these analyses indicate that each method can be used independently or collectively to generate instream flow recommendations, if calibrated to the site or area studied. Once adjusted to the species and basin of interest, methods similar to the Montana and two Orsborn methods should be used to determine flow recommendations for areas where competition for water is minimal. The Instream Flow Incremental Methodology or similar methods should be applied when competition for water is keen or when detailed evaluations of the responses of species/life phases to flow variations are required.  相似文献

Here, I investigate the challenges involved in addressing ethical questions related to food policy, food security, and climate change in a public engagement atmosphere where “experts” (e.g., scientists and scholars), policy-makers and laypersons interact. My focus is on the intersection between food and climate in the state of Alaska, located in the circumpolar north. The intersection of food security and climate represents a “wicked problem.” This wicked problem is plagued by “unruliness,” characterized by disruptive mechanisms that can impede how ethical issues in policy-making are broached. Unruliness is exacerbated by conditions of engagement that can be characterized as occurring in a “fog.” In this fog, interlocutors encounter both moral and epistemological conundrums. In considering how to mitigate unruliness, a bottom-up approach is recommended. I discuss “taming” strategies for addressing these ethical concerns; modest suggestions on what should be taken into count when confronting issues of science and ethics within the context of promoting greater deliberative discourse regarding food security issues at more local levels. My recommendations are made in light of developments in food policy in Alaska and may be instructive for other regions pursuing cold climate agricultural expansion, for example.  相似文献

Fraser River sockeye salmon have been the basis for a major commercial fishery shared by Canada and the United States, and an important cultural foundation for many aboriginal groups; they are also of huge ecological significance throughout the Fraser Basin. The potential for altered aquatic habitat and temperature regimes due to climate change is an important concern for Fraser River sockeye salmon. This paper characterizes the vulnerability of Fraser River sockeye salmon to future climate change using an approach that is novel on three counts. First, previous efforts to assess the vulnerability of salmon to climate change have largely focused on only part of the life cycle, whereas we consider climate vulnerability at all stages in the life cycle. Second, we use the available scientific literature to provide a basis for structuring and eliciting judgments from fisheries science and management experts who research and manage these systems. Third, we consider prospects for mitigating the effects of climate change on sockeye salmon. Tests showed that participants’ judgments differentiated in statistically significant ways among questions that varied in terms of life stages, spawning regions and climate scenarios. The consensus among participants was that Fraser River sockeye are most vulnerable to climate change during the egg and returning adult stages of the life cycle. A high temperature scenario was seen as imposing the greatest risk on sockeye stocks, particularly those that migrate to the upper reaches of the Fraser River system and spawn earlier in the summer. The inability to alter water temperature and the highly constrained nature of sockeye management, with competing gear types and sequential fisheries over a long distance, suggest the potential to mitigate adverse effects is limited. Fraser River sockeye already demonstrate a great deal of adaptive capacity in utilizing heterogeneous habitats in different river sub-basins. This adaptability points to the potential value of policies to make stocks more resilient to uncertain futures.  相似文献

Salmon are perhaps the quintessential icon of the Pacific Northwest, affecting the region's culture, politics, and economy. The importance Oregonians place on salmon recovery and their willingness to pay for salmon recovery efforts was assessed biennially between 1996 and 2002 through the Oregon Population Survey. Based on these data, we found that Oregonians appear to have become less supportive toward salmon recovery and salmon recovery efforts over that time period; they were less likely to say salmon recovery is important and chose lower willingness to pay responses in 2002 than in 1996.Attitudes do appear to be related to the economic conditions and demographic composition of residents of the state. In particular, we found that local unemployment rates, age of respondent, and rural county residence are significantly negatively correlated with the respondent's expressed support for salmon recovery efforts. Attributes positively correlated with expressions of support for salmon include male gender, graduate-level education, and American Indian identity. We found that a significant portion of the decline in support is unexplained by the variables included in the analysis.  相似文献
