India has good reasons to be concerned about climate change as it could adversely affect the achievement of vital national development goals related to socio‐economic development, human welfare, health, energy availability and use, and infrastructure. The paper attempts to develop a framework for integrated impact assessment and adaptation responses, using a recently built railroad coastal infrastructure asset in India as an example. The framework links climate change variables — temperature, rainfall, sea level rise, extreme events, and other secondary variables — and sustainable development variables — technology, institutions, economic, and other policies. The study indicates that sustainable development variables generally reduce the adverse impacts on the system due to climate change alone, except when they are inadequately applied. The paper concludes that development is a vital variable for integrated impact assessment. Well crafted developmental policies could result in a less‐GHG intensive future, enhanced adaptive capacities of communities and systems, and lower impacts due to climate change. 相似文献

This study aims at comparing broadly the environmental concerns and opinions between Hong Kong and Beijing students. This is based on an earlier study in Australia which adopted a qualitative approach, using five open-ended question items. In their written comments the children's environmental opinions and concerns were explored. In general, upper primary students tended to be concerned more about the social environment relating to society, while junior and senior secondary students expressed more concern about the social environment relating to the nation and global issues. 相似文献

Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes. 相似文献

In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level. 相似文献

In recent decades, protected-area management in many developing countries has been molded to win the support and participation
of local people. Increasingly, research initiatives are undertaken to enhance understanding of the perceptions and attitudes
of rural stakeholders. The effectiveness of the expanding protected-area system in China is critically constrained by similar
considerations of community mentality. This paper provides an empirical assessment of local responses towards conservation
efforts based on a case study of the recently established Shimentai Nature Reserve (SNR) situated in Yingde, Guangdong Province,
China. Questionnaire surveys, face-to-face interviews, and group discussions were employed to gauge local residents' knowledge,
perceptions, and expectations towards the SNR. The study covered seven villages situated in and around the reserve, grouped
into far-zone (floodplain) and near-zone (upland) categories, accommodating Hakka (Han) and minority Yao peoples. Many respondents
had inadequate knowledge, understanding, and perceptions of the reserve. Although most respondents welcomed the expected park-related
dividends, the most affected near-zone villagers anticipated losses due to restriction on traditional resource-extraction
activities in the forest. The local expectations were influenced by place of residence, emigration of rural young, and household
affluence. The lack of local participation in management and inadequate dissemination of information posed obstacles to effective
conservation. The high expectation of accruing benefits from development projects, including tourism, might be misplaced and
might not be realized. The present honeymoon period of positive attitudes could end soon if the hopes remain unfulfilled for
too long. The need to win sustained local support and provide alternative means of livelihood is emphasized. 相似文献

Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale. 相似文献

Internationally and in South Africa, mining companies are increasingly referring to corporate social responsibility (CSR) and partnerships in terms of the business case, or the expectation that being responsible and collaborating with stakeholders is good for profits. Based on a case study of platinum and chrome mining in South Africa, this article argues that the business case is circumscribed by companies’ institutional context. In the past, mining companies’ dominant interpretation of CSR has been in terms of charitable donations and support to good causes. These efforts have not alleviated the contribution of mining companies to growing social problems around the mines, primarily because they have not impacted on core business practices and have not contributed to necessary cross‐sectoral collaboration. Recently, however, there has been an important transition involving the broadening of the interpretation of CSR and increasing commitment to these issues amongst corporate leadership. Though market‐based incentives have contributed to this, the key driver has been the State's legislated transformation programme premised on State sovereignty over mineral resources. Hence, while the interrelationship between companies and their institutional context has, in the past, brought about a vicious cycle of irresponsibility and minimal collaboration, this cycle may be reversed into a virtuous one, driven in particular by the State. The broader implication is that references to a business case for CSR and partnerships cannot be relied upon independently of continued efforts at shaping the public sector context of companies. 相似文献

Backward linkages refer to the various inter-firm relationships connecting an industry with its supply chain. Demand–supply interactions between producer firms and suppliers of original equipment, strategic inputs, components and specialised services have played an important role in the evolution of the South African mining sector, contributing indirectly to employment creation, new business growth and expansion, improved efficiency of mining operations, and new knowledge generation. This paper presents a case study of backward linkage development in the South African platinum group metals (PGM) industry and draws on the findings from a quantitative and qualitative analysis of the sector undertaken in 2007. Linking landscapes to socio-economic benefits necessarily requires considering the usability of landscape structure. To do so, however, depends on the interaction between users and producers of landscape-related services. We illustrate this interaction with a Bayesian Belief Network (BBN) in a case study analysing the connection between residents' perceptions of landscape structure and agritourism restaurants in the eastern lowlands of Ferrara (Italy). We use estimates of prior and conditional probabilities from a mix of different data: land use, survey data, regional statistics, and expert judgements to show the likely effects of the landscape structure on the local economy by using intermediate forms of services (i.e. second-order services). The second-order service is highly influenced by the agritourism density and by the frequency with which customers dine at agritourism restaurants and less by landscape attractiveness, confirming the importance of the supply and demand of second-order services in the provision of landscape-related services. 相似文献

The aim of this paper is to understand how Local Agenda 21 (LA21) is contributing to update local policy and decision making towards sustainable development in Portugal. Departing from a theoretical view of governance for sustainable development – its core values and challenges – and the role of LA21 in its endorsement, the paper presents the main results of a questionnaire survey submitted to Portuguese municipalities, with the purpose of understanding how far LA21 is being incorporated into planning and management. Construction waste minimization at the design stage is a key strategy in effective waste reduction. However, it seems that few studies focus on exploratory factors that can significantly improve the design of construction waste minimization. This paper addresses this research gap by presenting a set of critical factors that inform and improve the practice of waste minimization design, particularly in the context of Shenzhen, China. Nineteen potential factors which can influence effective waste minimization are presented based on related official guidelines, reports and literature. Top institutions in Shenzhen that have received a Grade A building design certification were surveyed through a questionnaire. From this survey, six critical factors are derived: (1) large-panel metal formworks, (2) prefabricated components, (3) fewer design modifications, (4) modular design, (5) waste reduction investment and (6) economic incentive. The applicability and significance of the identified critical factors for effectively designing waste minimization are also explored. These critical factors not only provide designers and project managers with a useful set of criteria for effective design strategies to reduce construction waste, but also serve as valuable references for the government to formulate related construction waste minimization regulations. 相似文献

The aim of this paper is to assess the conditions that influence foreign direct investment in the mineral industries of China and India. The paper first surveys literature on the determinants of foreign direct investment to identify key conditions, under which host countries attract mining FDI. It then builds an evaluative framework which allows for comparative analysis. The paper then comparatively evaluates the performance of foreign investment regimes that govern mineral industries in China and India. Its findings show that the overall conditions for foreign mining investment in China and India are not favourable and that substantial policy, regulatory and other changes in both countries need to be made if more investment is to flow. 相似文献

Despite the popularity of local economic development (LED) as a job creation and economic growth strategy in South Africa, many LED projects have not proved to be sustainable in the long-run, especially where human systems interact with biological ones. This article examines the relationship between sustainability and LED within the context of the emerging honeybush tea industry in the Eastern Cape. Data were gathered from provincial as well as local government policy documents and reports, and via key informant interviews. The data were analysed using Connelly’s [(2007). Mapping sustainable development as a contested concept. Local Environment, 12 (3), 259–278] three pronged approach to sustainable development as a lens through which to view the local industry. Findings showed that the industry offers many opportunities for development, including job creation in poorer, rural households; sustainable wild harvesting using a permit system; commercial cultivation; potential to develop social capital; potential for community-based LED; and product diversification. However, there are also corresponding challenges: There is currently no reliable data on the maximum sustainable yield, which is needed to guide quota allocations for entrepreneurial harvesters harvesting from wild stocks; possible biodiversity loss; and enforcing the permit scheme is proving difficult in remote rural areas. 相似文献

Local authorities are generally in charge of household packaging waste management operations, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the packaging industry and the local authorities (regarding the costs involved in selective collection and sorting). In the present study, the costs and benefits of recycling, from the perspective of local authorities, are compared for Portugal, Belgium and Italy (in Lombardia region), adopting the same economic–financial methodology. The results show that the industry is not paying the net cost of packaging waste management. If the savings attained by diverting packaging waste from other treatment operations are not considered, it seems that the industry should increase the financial support to local authorities. However, if the avoided costs with other treatments are considered as a benefit for local authorities, the costs are generally outweighed by the benefits, and the financial support could, therefore, be reduced. 相似文献

Prefabrication has been widely regarded as a sustainable construction method in terms of its impact on environmental protection. One important aspect of this perspective is the influence of prefabrication on construction waste reduction and the subsequent waste handling activities, including waste sorting, reuse, recycle, and disposal. Nevertheless, it would appear that existing research with regard to this topic has failed to take into account its innate dynamic character of the process of construction waste minimization; integrating all essential waste handling activities has never been achieved thus far. This paper proposes a dynamic model for quantitatively evaluating the possible impacts arising from the application of prefabrication technology on construction waste reduction and the subsequent waste handling activities. The resulting model was validated based on an actual building project in Shenzhen, China.The simulation results of the design scenarios indicate that the policy on providing subsidy for each square meter of the prefabrication adopted in the construction would have more significant effect on promoting the use of prefabrication and improving the performance of construction waste reduction compared to the increase of income tax benefits. The results also show that (1) interaction exists among different management measures, and (2) the combined effect of multiple policies is larger than the simple sum of their individual impacts, indicating the need for comprehensive consideration on the combined effect of these potential polices. This paper demonstrates the potential benefits of using a system dynamics approach in understanding the behavior of real-world processes. The developed model not only serves as a practical tool for assessing the impact of off-site prefabrication on construction waste reduction and the corresponding waste handling activities, but also help provide a valuable reference to policy makers through the comparison of simulation results generated under various scenarios such that the best policy mix can be identified prior to production. 相似文献

A number of state and federal agencies are presently attempting to develop management strategies for contaminated aquatic sediments. Until now, research and debate on sediment guidelines and regulations has focused almost exclusively on biological and chemical techniques for determining when sediments pose an environmental risk. Hydrologic factors must also be considered, however, if these biochemically based techniques for establishing sediment quality standards are to be feasible. Failure mode and effect analysis (FMEA) is the most important method used by production companies to identify potential risks regarding occupational and health hazards and environmental hazards. This method is also useful in defining preventive actions to reduce the effects of these risks. Detergent production companies continually encounter many occupational and health hazards and environmental hazards, the management and reduction of which requires complex assessment in real‐world applications. This paper presents a framework for application of FMEA for managing and ranking identified risks in detergent production companies. A case study is presented to show the application of an FMEA to investigate the results of its application and the outcomes from the analysis. A risk priority number (RPN) is proposed for each distinct risk. The application of FMEA in the detergent production company resulted in grouping the RPN of the identified risks into four different categories. The main corrective actions, which are determined to reduce the RPNs, are presented in this paper. Improving the RPN of the main risks is observed after executing the corrective actions. 相似文献

The long‐term integrity of protected areas (PAs), and hence the maintenance of related ecosystem services (ES), are dependent on the support of local people. In the present study, local people's perceptions of ecosystem services from PAs and factors that govern local preferences for PAs are assessed. Fourteen study villages were randomly selected from three different protected forest areas and one control site along the southern coast of Côte d'Ivoire. Data was collected through a mixed‐method approach, including qualitative semi‐structured interviews and a household survey based on hypothetical choice scenarios. Local people's perceptions of ecosystem service provision was decrypted through qualitative content analysis, while the relation between people's preferences and potential factors that affect preferences were analyzed through multinomial models. This study shows that rural villagers do perceive a number of different ecosystem services as benefits from PAs in Côte d'Ivoire. The results based on quantitative data also suggest that local preferences for PAs and related ecosystem services are driven by PAs' management rules, age, and people's dependence on natural resources. 相似文献

This article examines the sustainability of the Grain for Green Project in the Wolong Nature Reserve. Pertinent data were
collected through a questionnaire survey and a spatial analysis of reforested lands. The study results identified four critical
issues that may influence the sustainability of the project in the study area. The first issue is concerned with the project’s
impacts on local sustenance. Because local grain consumption depends greatly on compensation awarded by the project, the potential
for sustainability of the project is compromised. The second issue is that the project causes negative effects on local incomes
in the Wolong Nature Reserve, which may undermine local economic prospects. The third issue is that the project failed to
deliver suitable habitat for the giant panda, although two of the suitability requirements that deal with landform features
were met. Lastly, the project neglects great differences among geographical areas in the country, providing the same compensation
and length of compensation period to all participants. Appropriate compensation mechanisms should be established and adapted
to local economic, environmental, and social conditions. In managing nature reserves and moving toward sustainability, ensuring
all aspects of local socioeconomic and ecological/environmental issues are properly addressed is a real challenge. Based on
our study, some recommendations for improving sustainability of the project are given. 相似文献
