This paper shows how prevailing economic development paradigms over the last five decades have favoured an urban-based model of economic development at the expense of environmental considerations in developing countries. How the disjuncture between these competing agendas has been experienced in Egypt forms the focus of the paper. Tension between environmental and development/urbanization policies reflects their political encoding aimed at maintaining regime stability. The state has attempted to mediate between the domestic interests of an urban-based elite and the urban poor, international donor dominance of Egypt's economic and urban development strategies, and the country's limited institutional capacity to manage its developmental aspirations. In a policy configuration that buttresses macro-economic policy with urban development priorities, the unfettered role of market processes has produced vast but unregulated urban expansion with, now, increasingly severe environmental consequences. Despite attempts to reconcile the two agendas in the last decade, the paper concludes that the main issues endemic to the public policy domain in Egypt, and in many developing countries, remain: poor line ministry coordination, weak enforcement of environment law, resistance to participation, limited implementation capacity, conflicts between sectoral and cross-sectoral policy formulation, and dependency on external donors. The Government of Canada has committed that Canada’s total greenhouse gas (GHG) emissions be reduced by 17% from 2005 levels by 2020. The new Renewable Fuels Regulations required 2% renewable content in diesel fuel and heating distillate oil and 5% for gasoline. This represents approximately 2.1 billion liters of ethanol and 600 million liters of biodiesel requirement per year, which would reduce GHG emissions by more than four million tones. Canada is expected to consume more fuel ethanol compared to its production capacity. The above mandates as well as the gap in consumption and production of biofuel will have enormous impact on the Canadian economy. In this backdrop, an input–output model of the Canadian economy is developed to estimate the macroeconomic impact of the ethanol and biodiesel production in Canada. The impacts on sectoral prices have also been calculated. Simulation exercises have been attempted to reach the mandates using modified Leontief model. Results show that agriculture sector is affected because of feedstock use in the biofuel sector. Mining and manufacturing industries also show a considerable impact. In addition, the impact on commodity prices cannot be ignored. Finally, to meet the target of Copenhagen commitment, the nation needs to revise the blending capacity of ethanol and biodiesel.  相似文献

Climate change exposes economic systems to numerous risks, including reduced agricultural production and electric power supply shortages. The interdependent nature of economic systems causes disruptions in any sector to cascade to other sectors via forward and backward linkages. This work develops an optimization model with which allocation of scarce goods or resources can be optimized; the model uses an overall index of satisfaction of fuzzy economic output goals under conditions of scarcity caused by climatic disruptions. The proposed model includes a vulnerability measure that integrates information elicited from expert judgment. A case study based on a scenario of drought-induced electricity shortage in the Philippine economy is examined. Results show that trade, transportation and service-oriented industries suffer losses in gross domestic product in the Philippine case.  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. Some renewable energy technologies rely on the functionalities provided by geochemically scarce metals. One example are CIGS solar cells, an emerging thin film photovoltaic technology, which contain indium. In this study we model global future indium demand related to the implementation of various energy scenarios and assess implications for the supply system. Influencing parameters of the demand model are either static or dynamic and include technology shares, technological progress and handling in the anthroposphere. Parameters’ levels reflect pessimistic, reference, and optimistic development. The demand from other indium containing products is roughly estimated. For the reference case, the installed capacity of CIGS solar cells ranges from 12 to 387 GW in 2030 (31–1401 GW in 2050), depending on the energy scenario chosen. This translates to between 485 and 15,724 tonnes of primary indium needed from 2000 to 2030 (789–30,556 tonnes through 2050). One scenario exemplifies that optimistic assumptions for technological progress and handling in the anthroposphere can reduce cumulative primary indium demand by 43% until 2050 compared to the reference case, while with pessimistic assumptions the demand increases by about a factor of five. To meet the future indium demand, several options to increase supply are discussed: (1) expansion of zinc metal provision (indium is currently a by-product of zinc mining), (2) improving extraction efficiency, (3) new mining activities where indium is a by-product of other metals and (4) mining of historic residues. Potential future constraints and environmental impacts of these supply options are also briefly discussed.  相似文献

Certificate trading schemes have been discussed as a cost-efficient means of reducing urban land consumption in Germany by capping and reallocating permissions to conduct building projects. However, in contrast to the established cap & trade systems for emissions, reputation-seeking politicians would be in charge of buying and trading certificates – an aspect not considered to date. We thus present a laboratory experiment that captures politicians’ incentives connected to electoral cycles in a cap & trade scheme for land consumption, whereby tradable certificates are auctioned and grandfathered in equal shares. We find the cap & trade system to be efficient at large; yet, there are several politically relevant distortions that are aggravated by self-serving incentives. We thus identify potential problems to a cap & trade system for urban land consumption that could substantially reduce both its assumed superior efficiency and its political feasibility.  相似文献

Population of the world is increasing day by day, resulting in enormous amount of waste production. In the modern age of great technological advancements, there needs to be a systematic method to keep the environment clean. The waste management activities, i.e., collection, transport and disposal, pose a great challenge to the waste managers as they have to factor in various eclectic factors such as land availability, facilities available, budget, time required and the impact it would have on the environment, while tackling this problem. Lahore, despite being the most developed city of Pakistan, does not have a suitable solid waste management system. An increasing population leads to more waste generation, and in Lahore the situation is no different. Several waste management companies are working in the city, but as of yet they have not been able to make significant inroads to completely eradicate the problem. The aim of this paper is to suggest a suitable way for dealing with the waste. To accomplish this aim, a hierarchy-based model is used, considering six criteria and five alternatives. We used multi-criteria decision analysis to decide among different waste management alternatives. Forecasting has been used to find the population and waste produced over the years. Analytical hierarchy process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) are used to rank the feasible alternative. The results show that the population and waste were increasing drastically. Aerobic digestion was ranked as the best alternative for waste management according to AHP and TOPSIS, but there is great variation among the rank of other alternatives.  相似文献

With economic development, the Chinese steel industry has rapidly expanded over the past three decades. However, this expansion has resulted in many problems, such as increasing energy consumption and excessive environmental pollution. Therefore, it is important to analyze the future steel demand in China. This study presents changes in steel production and apparent steel consumption in the years 1998–2010. Steel is mainly consumed by construction, machinery, automobiles, shipbuilding, railways, petroleum, household appliances and containers, and these nine industries are analyzed separately using stock based models. The study suggests steel demand in China will rise from 600 million t in 2010 to a peak of 753 million t in 2025, and then gradually decrease to 510 million t in 2050. The construction industry is the largest steel consumer, although its share of total steel demand will decrease in the future. Steel demand in automobile manufacturing, by contrast, will increase rapidly before 2035, and its share will increase from 6.0% in 2010 to 19.0% in 2050. Sensitivity analysis on the four major impact factors such as saturation levels, lifetime distributions, GDP and urbanization rate shows that saturation levels of different products greatly affect long-term and short-term steel demands, while GDP and lifetime distributions, especially the lifetime distribution of buildings, mainly affect the short-term and long-term steel demands, respectively.  相似文献

The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities.  相似文献

While a small set of economic activities generates most of the direct environmental burdens, the complexity of connections within an economic system requires consideration of the effects caused by the interdependences between its different agents. To date, however, the input–output (I–O) subsystems literature has been limited to uncovering the intersectoral linkages of direct and indirect environmental impacts within an economy and the connections between sectors and private consumption have thus not attracted much attention. This paper proposes an I–O subsystems model that endogenously incorporates not only production sectors but also household consumption to capture the entire channel of environmental impacts. The empirical application focuses on carbon dioxide equivalent (CO2-eq.) emissions and water use associated with production sectors and households defined in the I–O table for a Spanish region, Extremadura. The results highlight the key role of the effects induced by private consumption on the environmental burdens of services.  相似文献

Proponents of the local food movement point to its environmental, economic, and social benefits, yet there is little research on the extent to which particular local food projects live up to these promises. Vermont leads the country in farm stands, direct-to-consumer sales, and farmers’ markets per capita and the town of Hardwick, Vermont has received substantial media attention for its growing economy based on new food and agriculture businesses, including being the subject of a book entitled The Town that Food Saved. Using interviews with local food participants and analysis of US Census data, the paper assesses the impact of the local food economy in Hardwick using environmental, economic, and social outcomes. The paper also examines how the agricultural renaissance there has been accepted, resisted, and shaped by local actors. Using Census data, the paper finds that between 2000 and 2016, the unemployment rate in Hardwick remained steady, mean incomes increased, and 296 new jobs have been retained. In addition, the percentage of families in Hardwick with income below the poverty level decreased between 2000 and 2016, and the percentage of families accessing supplemental nutrition assistance program (SNAP) benefits increased. The paper also finds that many participants in the Hardwick food economy have concerns about the accessibility, affordability, and inclusivity of the newer food-based projects there. The paper concludes with a discussion of the ways in which Hardwick fulfils some of the hopes and concerns of the local food movement, and the potential for place-based agricultural development.  相似文献

Regions of high biodiversity often coincide with regions of poverty and conservation can imply economic and social costs for poor resident populations. Environmental compensation is considered a tool to reduce socio-environmental conflict, improve the equity of conservation and promote sustainable development. The intricacies of specific socio-ecological systems may determine how compensation payments are interpreted locally to produce outcomes. This research examines the social perceptions of an ecological fiscal transfer which intends to compensate the local public administration for the substantial costs of conservation in a hotspot of biological and social diversity in the Brazilian Atlantic forest. In this context we explore whether financial compensation (1) influences local perceptions of the conservation regime, (2) contributes towards the reconciliation of human-conservation conflicts and (3) triggers any meaningful socio-economic improvement that would counter the local costs of conservation. Results show that environmental compensation is not widely recognised as effectively benefiting the community. Local authorities consider compensation insufficient to enact a sustainable development agenda. Environmental compensation could play an important role in a policy mix for socially equitable conservation by being explicitly linked to community benefits, especially to fostering local livelihoods. The collaboration of actors operating across multiple governance levels may improve the institutional capacity of local actors to produce effective outcomes.  相似文献

Continental waters are complex resources in terms of a measurable physical quantity, and measuring them requires a good knowledge of total water availability. In this research, an accounting physical input–output table (PIOT) was applied to evaluate total water resources and gross annual availabilities at each stage of the natural-artificial water cycle. These stages are considered subsystems of a continental water resource system describing water transfers for an average year within 13 administrative basins of Spain. Water transfers between various subsystems are characterized by internal flows decreasing the water resource availabilities. The PIOT analysis establishes these internal flows, and the origins and final uses of the total resources for each subsystem. The input-output balance registered an unsustainable negative net accumulation in eight water basins. The PIOT analysis also allowed the calculation of significant indicators such as water resource developments (RDI) and their sustainable use (SUI). RDI and SUI demonstrate that groundwater is a critical resource affecting the environment (e.g., wetlands in the upper Guadiana) and the water supply (e.g., irrigation in the Segura basin). The results of this model suggest that above-/below-ground hydrological links are important when decisions have to be made in order to provide a satisfactory supply of water in Spain. The model integrates the different water basins under territorial criteria, and therefore it may be useful for the Spanish National Hydrological Plan.  相似文献

The paper looks at Colombia's first major environmental justice legal case involving a riparian Afro-Colombian community and the Pacific Energy Company (EPSA). Riverine Afro-Colombian communities gained political recognition as a culturally distinct group largely based on their conservation practices in riparian environments. The work contrasts the complexities of the case with the vulnerable reality of the people of Anchicayá who largely live in conditions of poverty, violence and political isolation. It also describes the institutions that frame watershed management, the ethnic rights to collective land and self-governance and the property rights of energy companies in the backdrop of decentralisation reforms that clarified different types of property rights and refounded Colombia as a multicultural nation. The legal suit, however, demonstrates that the government failed to offer equal protection to collective versus private cultural and socio-economic uses of land and water in order to protect energy investments. The Constitutional Court's jurisprudence ultimately privileged technical and legal know-how and overlooked the limits community intermediaries face offering similar evidence. By doing so, the court not only disregarded the constitutional rights of Afro-Colombians, but it also failed to mitigate a socio-environmental conflict.  相似文献

The siting of waste incinerators is often a highly contentious issue. Although most studies have focused on Western countries, municipal solid waste management has become an extremely pressing issue in China. Incineration is being strongly promoted by government officials, yet this has resulted in strong societal opposition. Through documentary analysis and in-depth stakeholder interviews, this article analyses three anti-incineration campaigns in Beijing, focusing on outcomes and campaigner strategies. Anti-incineration campaigns have partly undermined the government's top-down, non-consultative approach to waste management. In developing an ‘expert strategy’, campaigners have exploited government weakness whilst depoliticizing the issue. Yet rather than lead to a more open and consultative incineration policy, it is more likely that officials will circumvent unrest through increasing opacity and by choosing sites in locations where opposition is less likely to emerge.  相似文献

Preference elicitation among outdoor recreational users is subject to measurement errors that depend, in part, on survey planning. This study uses data from a choice experiment survey on recreational SCUBA diving to investigate whether self-reported information on respondents’ comfort when they complete surveys correlates with the error variance in stated choice models of their responses. Comfort-related variables are included in the scale functions of the scaled multinomial logit models. The hypothesis was that higher comfort reduces error variance in answers, as revealed by a higher scale parameter and vice versa. Information on, e.g., sleep and time since eating (higher comfort) correlated with scale heterogeneity, and produced lower error variance when controlled for in the model. That respondents’ comfort may influence choice behavior suggests that knowledge of the respondents’ activity patterns could be used to plan the timing of interviews to decrease error variance in choices and, hence, generate better information.  相似文献

In December 2010, the German government increased the maximum ethanol content that can be blended with petrol from 5% to 10%, which facilitated the introduction of the ethanol–petrol blend E10. The revised ethanol–petrol blend was introduced with ambitions towards decarbonizing the transport sector as well as to support energy security and rural development. While usually supportive of actions aimed to combat climate change, the great majority of German motorists have refused to buy E10. The lacking demand for E10 is the empirical phenomenon addressed by this study. How did the fuel suppliers comply with the policy provisions? Which actors made attempts to influence the motorists’ demand for the new ethanol–petrol blend? Which actor was assigned the responsibility for the problems that occurred upon the rollout of the new fuel type? These research questions guide this study, which concentrates on the behaviour of transport fuel suppliers and consumers in mandated markets, that is, markets created by policy provisions.  相似文献
