Control of wild animals may give rise to controversy, as is seen in the case of badger control to manage TB in cattle in the UK. However, it is striking that concerns about the potential suffering of the affected animals themselves are often given little attention or completely ignored in policies aimed at dealing with wild animals. McCulloch and Reiss argue that this could be remedied by means of a “mandatory application of formal and systematic Animal Welfare Impact Assessment (AWIA)”. Optimistically, they consider that an AWIA could help to resolve controversies involving wild animals. The aim of this paper is to evaluate the potential of AWIA. We begin by showing how ideas akin to AWIA already play a significant role in other animal ethics controversies, particularly those concerning laboratory animal use and livestock production; and we bring in lessons learnt from these controversies. Then we comment on the suggested development and application of AWIA in the case of badger control. Finally, we discuss the prospects of applying AWIA to other sorts of wild animal controversy. We argue that the AIWA, as developed by McCulloch and Reiss, relies on several dubious premises, including that killing is a welfare issue. Furthermore, we argue that AWIA is unlikely to prevent serious moral disagreements over how to weigh concerns about wild animals against priorities in human health, the health of domestic and farm animals, and biodiversity, but that it may nonetheless serve to limit harms imposed on the wild animals. 相似文献

Captive Bears in Human–Animal Welfare Conflict: A Case Study of Bile Extraction on Asia’s Bear Farms

Bear bile has long been used in the Asian traditional pharmacopoeia. Bear farming first started in China ~30 years ago in terms of reducing the number of poached bears and ensuring the supply of bear bile. Approximately 13,000 bears are today captivated on Asia’s bear farms: their teeth are broken and the claws are also pulled out for the sake of human safety; the bears are imprisoned in squeeze cages for years; and a catheter is daily inserted into a bear’s gall bladder or a tube is implanted inside its body in order to collect the dripped bile—captive bears moan in severe pain whenever the bile is extracted. When the bears cannot produce sufficient bile, they are often left to die of starvation. It must be impossible to justify the bile extraction from living bears because (1) medicinal/herbal alternatives are similar to bear bile; (2) there is no evidence to suggest that bear farming has any beneficial effects on wild bear populations; and (3) ethical problems lie not only in the painful bile extraction but also the whole lifecycle of captive bears. In conclusion, human welfare (health care) based on traditional medicine is upheld by sacrificing bear welfare. Since a trial calculation suggests that it is economically unfeasible to keep a proper balance between bear welfare and the traditional pharmacopeia, the cultivation of herbal alternatives seems to be a possible solution to phase out bear faming and maintain the practice of traditional medicine in Asia. 相似文献

In the last fifty years, many mountain watersheds in temperate countries have known a progressive change from self-standing
agro-silvo-pastoral systems to leisure dominated areas characterized by a concentration of tourist accommodations, leading
to a drinking water peak during the winter tourist season, when the water level is lowest in rivers and sources. The concentration
of water uses increases the pressure on “aquatic habitats” and competition between uses themselves. Consequently, a new concept
was developed following the international conferences in Dublin (International Conference on Water and the Environment – ICWE)
and Rio de Janeiro (UN Conference on Environment and Development), both in 1992, and was broadly acknowledged through international
and European policies. It is the concept of Integrated Water Resource Management (IWRM). It meets the requirements of different uses of water and aquatic zones whilst preserving the natural functions of such
areas and ensuring a satisfactory economic and social development. This paper seeks to evaluate a local water resources management
system in order to implement it using IWRM in mountain watersheds. The assessment method is based on the systemic approach
to take into account all components influencing a water resources management system at the watershed scale. A geographic information
system was built to look into interactions between water resources, land uses, and water uses. This paper deals specifically
with a spatial comparison between hydrologically sensitive areas and land uses. The method is applied to a French Alps watershed:
the Giffre watershed (a tributary of the Arve in Haute-Savoie). The results emphasize both the needs and the gaps in implementing

I consider Paul Thompson’s Agrarian Vision from the perspective of the philosophy of technology, especially as it relates to certain questions about public engagement and deliberative democracy around food issues. Is it able to promote an attitudinal shift or reorientation in values to overcome the view of “food as device” so that conscientious engagement in the food system by consumers can become more the norm? Next, I consider briefly, some questions to which it must face up in order to move closer in dismantling the barriers that inhibit the capacity for virtuous caretaking of the food system at various levels. Lastly, and more deeply, how successful might agrarianism be in inculcating citizenship values (ones that go beyond food ethics as a private affair), for the democratization of agricultural technologies? Might the Jeffersonian foundation to which the agrarianism (a la) Thompson appeals need something like a contemporary theory of justice in order to facilitate the reconstitution of our politico-moral selves? How can it help guide appropriate ruminations on the intra and intergenerational question, “What do we want the shape of our current and future social and political institutions to look like in relation to food?” 相似文献

Different water Acts (e.g., the European Water Framework Directive) and stakeholders involved in aquatic affairs have promoted integrated river basin management over recent decades. However, few studies have provided feedback on these policies. The aim of the current article is to fill this gap by exploring how local newspapers reflect the implementation of a broad public participation within a catchment of France known for its innovation with regard to this domain. The media coverage of a water management strategy in the Drôme watershed from 1981 to 2008 was investigated using a content analysis and a geographic information system. We sought to determine what public participation and decentralized decision-making can be in practice. The results showed that this policy was integrated because of its social perspective, the high number of involved stakeholders, the willingness to handle water issues, and the local scale suitable for participation. We emphasized the prominence of the watershed scale guaranteed by the local water authority. This area was also characterized by compromise, arrangements, and power dynamics on a fine scale. We examined the most politically engaged writings regarding water management, which topics of each group emphasized, and how the groups agreed and disagreed on issues based on their values and context. The temporal pattern of participation implementation was progressive but worked by fits and starts. 相似文献
