‘Virtual globe’ software systems such as Google Earth are growing rapidly in popularity as a way to visualise and share 3D environmental data. Scientists and environmental professionals, many of whom are new to 3D modeling and visual communications, are beginning routinely to use such techniques in their work. While the appeal of these techniques is evident, with unprecedented opportunities for public access to data and collaborative engagement over the web, are there nonetheless risks in their widespread usage when applied in areas of the public interest such as planning and policy-making?  相似文献

New approaches to forest planning are needed to support the transition of European forests to sustainable management. The aim of this study is to review forest planning systems already in place throughout Europe by exploring a set of case-study countries reflecting the main silvicultural schools of Western Europe, including Belgium, Finland, France, Italy, Portugal, and Slovenia.

A literature review and case-study data were used to assess the scale factors (vertical logic) as well as the relationships between forest planning and other environmental/land-use planning sectors (horizontal logic). The influence of EU policy on the development of forest planning is also discussed. As assessed using the vertical logic, the multi-scale and multi-topic planning approaches adopted in the countries studied here are highly heterogeneous. The horizontal logic shows that despite the importance of an inter-sectoral and harmonic relational framework between forest planning and the planning efforts of other sectors such as landscape and urban planning, the various plans are barely consistent with each other across the European countries studied here. Although interest is growing in the multi-functionality of forests, their sustainable management calls for the development of better integrated planning approaches across Europe.  相似文献

Linking water and land is essential in planning for the future of the western United States. We propose the concept of ‘water-smart growth’ and explore its implications through incorporating water considerations into the SLEUTH land-use model. The urban growth trajectory in Cache County, Utah, is modeled from 2007 to 2030 under four different scenarios: current trend; smart growth; water-smart growth with moderate implementation; and water-smart growth with full implementation. Comparisons of simulation results illustrate the extent and ways in which water-smart growth would alter current established land-use growth patterns. The approach represents an initial step to better integrate land and water in urban growth modeling and planning. This study's purposes are to provide improved understanding and representation of linkages between water and land in urbanizing environments, offer insights from a set of modeled options, and demonstrate the significance of integrating land and water in planning practices.  相似文献

Planning researchers traditionally conceptualize learning as cognitive changes in individuals. In this tradition, scholars assess learning with pre- and post-measures of understandings or beliefs. While valuable for documenting individual change, such methods leave unexamined the social processes in which planners think, act, and learn in groups, which often involve the use of technical tools. The present interdisciplinary research program used Learning Sciences research methods, including conversation analysis, interaction analysis, and visualization of discourse codes, to understand how tools like agent-based models and geographic information systems mediate learning in planning groups. The objective was to understand how the use of these tools in participatory planning can help stakeholders learn about complex environmental problems, to make more informed judgments about the future. The paper provides three cases that illustrate the capacity of such research methods to provide insights into planning groups’ learning processes, and the mediating roles of planning tools.  相似文献

The British Ecological Society has suggested that computer‐based techniques could be used in the coordination of policies across different land uses in upland planning. This paper looks briefly at one such technique — a linear programming model — and describes its use at a regional scale for the Sedburgh area in north‐west England. This work utilizes bird survey data, regression modeling, land-use modeling and landscape metrics to evaluate the effects of various spatial bird diversity conservation approaches on land-use allocation, land-use patterns, and biodiversity in the Shangan sub-watershed in central Taiwan. A survey of the distribution of species revealed that bird species are concentrated in the central and western parts of the sub-watershed. The results obtained using a Shannon-Weaver diversity regression model suggest that diversity of land-use increases the diversity of bird species. Logistic regression results verify that socio-economic factors determine the potential advantages of designating a particular type of land-use in certain parts of the study area. The results of land-use simulation modeling indicate that the eastern and southwestern areas of the sub-watershed will change most frequently between 2007 and 2017. Additionally, increasing the areas to protect bird diversity will effectively increase the patch size, habitat core area, edge effect and habitat connectivity. The Shannon-Weaver diversity regression model shows that protecting bird species diversity in large areas increases bird diversity. The proposed modeling approach is an effective tool that provides useful information for ecological planning and policymaking related to watersheds.  相似文献

Lack of sanitation affects the lives of billions of people worldwide. It is now generally agreed that sustainable solutions to this complex problem require social and cultural factors to be addressed in addition to the habitual economic and technical aspects. Increasingly, sector professionals view the fragmented approaches to sanitation as a limiting factor. This refers to the fragmentation of the knowledge on the subject among often hermetic disciplines and to the distribution of political mandates on sanitation across many institutions, which independently tackle specific aspects of the issue. Holistic approaches have often been suggested as a solution. This paper presents the development of such a holistic approach, designed to assess sanitation development in rural and peri-urban settings. Tested in three Mexican communities, it relies on qualitative research tools to identify critical influences to sanitation development. This article presents generic results about micro and macro-factors affecting sanitation development in Mexican villages, and reflexively examines the research process as well as the strengths and limitations of the approach. The conceptual map developed for each case study successfully highlights the interconnectedness of all factors affecting sanitation development. Despite some weaknesses, these maps constitute a practical assessment tool for interdisciplinary teams deployed in integrated water and sanitation development programs and a valuable didactic tool for training activities.  相似文献

Until now, existing remuneration of environmental services has not sufficiently supported the goals of spending money more effectively on the environment and of motivating farmers. Only a small share of the budgets for agriculture in the EU, as well as in US and other countries, is available for buying environmental goods and services beyond the level of good farming practice (GFP). This combined with the insufficient targeting of compensation payments to areas where special measures are needed leads to an unsatisfactorily low impact of agri-environment measures compared to other driving forces that stimulate the intensification of farming. The goal of this paper is to propose a management concept that enhances the ecological and cost efficiency of agri-environment measures. Components of the concept are a comprehensive environmental information base with prioritised goals and targets (available in Germany from landscape planning) and new remuneration models, which complement conventional compensation payments that are based upon predetermined measures and cost. Comprehensive landscape planning locates and prioritises areas which require environmental action. It contains the information that authorities need to prioritise funding for environmental services and direct measures to sites which need environmental services beyond the level of GFP.Also appropriate remuneration models, which can enhance the cost efficiency of public spending and the motivation of the farmers, can be applied on the base of landscape planning.Testing of the planning methodology and of one of the remuneration models (success-oriented remuneration) in a case study area (“Fuhrberger Feld” north of Hanover, Germany) demonstrated the usability of the concept and led to proposals for future development of the methodology and its application in combination with other approaches.  相似文献

This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement, research findings and standards of good practice and includes a combination of analytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, such as local knowledge and values through citizen dialogue and comprehensive EAs. However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision-making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice.  相似文献

Multicriteria decision analysis (MCDA) provides a well-established family of decision tools to aid stakeholder groups in arriving at collective decisions. MCDA can also function as a framework for the social learning process, serving as an educational aid in decision problems characterized by a high level of public participation. In this paper, the framework and results of a structured decision process using the outranking MCDA methodology preference ranking organization method of enrichment evaluation (PROMETHEE) are presented. PROMETHEE is used to frame multi-stakeholder discussions of river management alternatives for the Upper White River of Central Vermont, in the northeastern United States. Stakeholders met over 10 months to create a shared vision of an ideal river and its services to communities, develop a list of criteria by which to evaluate river management alternatives, and elicit preferences to rank and compare individual and group preferences. The MCDA procedure helped to frame a group process that made stakeholder preferences explicit and substantive discussions about long-term river management possible.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning.  相似文献

This study deals with an assessment of the visual quality of landscapes, and specifically with the perception of selected elements in the landscape. The aim of the study was to find out how particular elements are perceived in various landscape types, whether this perception is affected by the landscape type in which the elements are placed, and to what extent the respondents’ characteristics affect the assessment. The study was carried out with a sample of respondents of various ages, educational levels and types of employment. The respondents came from Slovakia and the Czech Republic. The preferences of the respondents were determined using an online questionnaire, in which they rated landscape photographs on a 21 point rating scale with a range from ?10 to +10 points. Using generalised linear mixed effect models, it was found that the perception of an element is most affected by the landscape type, since the same element was assessed differently according to the landscape in which it was situated. The results confirmed that selected elements which do not disturb the harmony of the landscape are generally positively perceived, and the selected elements of a technical character are generally negatively perceived. Among the characteristics of the respondents, only gender and the respondent's current place of residence have an effect on their visual preferences.  相似文献

Rural landscapes are highly dynamic and their change impacts on a number of ecological processes such as the dynamics of biodiversity. Although a substantial amount of research has focused on quantifying these changes and their impact on biodiversity, most studies have focused on single dimensions of land use change. This lack of integration in land use change studies can be explained by the fact that data on the spatial, temporal, and ecological dimensions of land use are seldom available for the same geographical location. In this paper, the benefits of taking into account these three dimensions are illustrated with results derived from the Great Britain Countryside Surveys (CS), a large-scale monitoring programme designed to assess change in the extent and ecological condition of British habitats. The overview of CS results presented in this paper shows that (1) changes in land use composition will translate into a variety of spatial patterns; (2) the temporal stability of land use is often lower than can be expected; and (3) there can be large-scale shifts in the ecological condition of the land use types that form our rural landscapes. The benefits of integrated rural landscape studies are discussed in the context of other national monitoring programmes.  相似文献

As the demand for water in cities increases, the quantity of wastewater being produced is growing at a phenomenal rate. If resources are to be managed effectively, a new paradigm is required for urban wastewater management. This paper reviews the initial findings of a participatory action planning process for managing wastewater for agricultural use. It finds that such processes need considerable facilitation, capacity building and knowledge sharing, but that if a plan can be devised that meets the needs of the stakeholders, even if some compromise is required, then certain stakeholders are likely to take responsibility for specific aspects. This may not meet the entire integrated water resources management (IWRM) vision of the plan but provided the plan is developed in such a way that incremental implementation will be beneficial then this will produce some success and may stimulate further cooperation.  相似文献

During the 1930s, the New Deal revolutionized the role of the federal government in American life. This change was particularly acute in the use and management of natural resources. Between 1933 and 1941, the Tennessee Valley Authority (TVA) helped to define a new relationship between American government and modern concepts such as regional planning. New scientific understandings based in ecology found expression in the hydro-electric development along the Tennessee River. With a strong commitment to aesthetics and ecology, early TVA designs helped to introduce the category ‘organic planning’ that has come to define contemporary environmental planning worldwide. Participation in decision-making has successively developed into a guiding principle at both EU and national level. However, diverse perspectives exist on what the role of different interests in participative processes should be, and the legal rules regarding participation varies between different sectors; from clearly defined to virtually non-existent requirements. This may have adverse effects on the legitimacy of decisions and decision-making. This paper reviews the role of participation in the planning process in relation to natural resource development in Sweden, as guided by EU and international law. Based on the notion of effective participation, the study illustrates the potential clashes that may result from different conceptions of participation, for instance, at various levels of governance, as well as from disparate principles for implementation in different sectors.  相似文献
