The practice of EIA preparation in a number of states and countries is reviewed in the light of the need to avoid bias, integrate the EIA with project design, and make the proponent pay. It is concluded that the best arrangement may be to make the proponent responsible for EIA preparation and to advise a number of constraints designed to improve the quality of the studies and reduce bias. First, the proponent should be required to select a consultant from a register of those known to be honest, unbiased, technically competent, and capable of working with a design team. Second, two steering committees should be established to identify key issues, specify data collection and modeling programs and methods, and ensure that the study stays on course.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Environmental concerns such as loss of biological diversity and stratospheric ozone depletion have heightened awareness of the need to assess cumulative impacts in environmental documents. More than 20 years of experience with the National Environmental Policy Act (NEPA) have provided analysts in the United States with opportunities for developing successful techniques to assess site-specific impacts of proposed actions. Methods for analyzing a proposed action's incremental contribution to cumulative impacts are generally less advanced than those for project-specific impacts.The President's Council on Environmental Quality (CEQ) defines cumulative impact to include the impacts of past, present and reasonably foreseeable future actions regardless of who undertakes the action. Court decisions have helped clarify the distinction between reasonably foreseeable future actions and other possible future actions. This paper seeks to clarify how past and present impacts should be included in cumulative impact analyses.The definition of cumulative impacts implies that cumulative impact analyses should include the effects of all past and present actions on a particular resource. Including past and present impacts in cumulative impact assessments increases the likelihood of identifying significant impacts. NEPA requires agencies to give more consideration to alternatives and mitigation and to provide more opportunities for public involvement for actions that would have significant impacts than for actions that would not cause or contribute to significant impacts. For an action that would contribute to significant cumulative impacts, the additional cost and effort involved in increased consideration of alternatives and mitigation and in additional public involvement may be avoided if the action can be modified so that its contributions to significant cumulative impacts are eliminated.Managed by Lockheed Martin Energy Research Corporation under contract DE-AC05-84OR21400 with the US Department of Energy.  相似文献

Carbon cycling analysis is presented as a means for assessing anthropogenic perturbations in an ecosystem. Data from oligotrophic, eutrophic, and dystrophic (bog) lakes are used to show general trends in the lacustrine carbon cycle. The oligotrophic lake is an unstressed system and the eutrophic lake is under nutrient enrichment with high algal standing crops and productivity. The bog lake is a pH-stressed environment that is primarily a grazing ecosystem. It is hoped that a more effective environmental impact assessment will result from the use of carbon cycling as a unifying concept in ecosystem analysis.  相似文献

“Avança Brasil” (Forward Brazil) is a package of 338 projects throughout Brazil; the portion of the plan to be carried out in Brazil's Legal Amazon region totals US$43 billion over 8 years, US$20 billion of which would be for infrastructure causing environmental damage. Brazil's environmental impact assessment system is not yet capable of coping with the challenge presented by Avança Brasil. Generic problems with the licensing process include stimulation of a lobby in favor of construction before decisions are made on the advisability of the projects, the “dragging effect” of third parties, whereby economic activity is attracted to the infrastructure but escapes the environmental impact assessment system, a tendency for consulting firms to produce favorable reports, a bureaucratic emphasis on the existence of steps without regard to the content of what is said, and the inability to take account of the chain of events unleashed when a given project is undertaken.The environmental and social costs of forest loss are high; among them is loss of opportunities for sustainable use of the forest, including loss of environmental services such as biodiversity maintenance, water cycling, and carbon storage. The benefits of export infrastructure are meager, especially from the point of view of generating employment. Much of the transportation infrastructure is for soybeans, while the hydroelectric dams contribute to processing aluminum. The example of Avança Brasil makes clear the need to rethink how major development decisions are made and to reconsider a number of the plan's component projects.  相似文献

In this study, the relevance of psychological variables as predictors of the ecological impact of mobility behavior was investigated in relation to infrastructural and sociodemographic variables. The database consisted of a survey of 1991 inhabitants of three large German cities. In standardized interviews attitudinal factors based on the theory of planned behavior, further mobility-related attitude dimensions, sociodemographic and infrastructural characteristics as well as mobility behavior were measured. Based on the behavior measurement the ecological impact of mobility behavior was individually assessed for all participants of the study. In a regression analysis with ecological impact as dependent variable, sociodemographic and psychological variables were the strongest predictors, whereas infrastructural variables were of minor relevance. This result puts findings of other environmental studies into question which indicate that psychological variables only influence intent-oriented behavior, whereas impact-oriented behavior is mainly determined by sociodemographic and household variables. The design of effective intervention programs to reduce the ecological impact of mobility behavior requires knowledge about the determinants of mobility-related ecological impact, which are primarily the use of private motorized modes and the traveled distances. Separate regression analyses for these two variables provided detailed information about starting points to reduce the ecological impact of mobility behavior.  相似文献

Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. These environmental indicators can help easily communicate LCIA results in the field of environmental management.  相似文献

Synthesis of distributed wastewater treatment plants (WTPs) has focused on cost reduction, but never on the reduction of environmental impacts. A mathematical optimization model was developed in this study to synthesize existing distributed and terminal WTPs into an environmentally friendly total wastewater treatment network system (TWTNS) from a life cycle perspective. Life cycle assessment (LCA) was performed to evaluate the environmental impacts of principal contributors in a TWTNS. The LCA results were integrated into the objective function of the model. The mass balances were formulated from the superstructure model, and the constraints were formulated to reflect real wastewater treatment situations in industrial plants. A case study validated the model and demonstrated the effect of the objective function on the configuration and environmental performance of a TWTNS. This model can be used to minimize environmental impacts of a TWTNS in retrofitting existing WTPs in line with cleaner production and sustainable development.  相似文献

The premise that, strictly speaking, impact monitoring is impossible, is presented and discussed It is shown that a wide range of published objectives for environmental effects monitoring can be seen as special cases of the basic goal of reducing uncertainty in predictions. Monitoring in environmental-impact situations can only be used as a check on one of the two time series required to define impact. Four approaches to generating the other time series required in the difference calculation of impact are discussed, with the conclusion that the best approach relies on process-based simulation models. Impact analysts are encouraged to consider carefully what can and cannot actually be accomplished with environmental monitoring to assist impact detection.  相似文献

In this paper the existing body of theory is reviewed to highlight the need for further attention to be paid to the EIA/management relationship. In particular it is shown that the majority of the literature to date has concentrated on the influence of EIA leading up to and including the decision to proceed or not with the proposed action. Less attention has been paid to the extension of the influence of EIA beyond this point to inform the process of ongoing environmental management. This relationship is then explored by reference to the Western Australian EIA system. One of the strengths of this system is its focus upon the implementation and management of proposed developments. The outcome of EIA is generally an approval to proceed with the development subject to meeting a suite of environmental design and management objectives.  相似文献

Two years of experience with EIA in Flanders (northern Belgium) was evaluated in order to gain perspective on the effectiveness of the administrative procedure. The four essential characteristics of the EIA procedure that were evaluated are: completeness, open and public character, objectivity, and verifiability. Representatives of all parties involved in the EIA procedure were interviewed. The result of the evaluation is a list of major problems with EIA. Recommendations for a more efficient procedure are suggested at a time when a proposal for a new, comprehensive, and permanent EIA decree is being discussed. The evaluation of the administrative procedure for EIA in Flanders shows that several vital characteristics of the EIA procedure are lacking. This reduces the obligatory and open nature of the process, resulting in insufficient guarantees that the environment receives the altention it deserves during the decision-making process.  相似文献

Marine protected areas (MPAs) are one tool that can be used in the comprehensive management of human activities in areas of the ocean. Although researchers have supported using MPAs as an ecosystem management tool, scientific research on MPAs in areas other than fisheries and fisheries management is limited. This paper presents a model for designing marine protected areas that protect important components of the ecosystem while minimizing economic impacts on local communities. This model combines conservation principles derived specifically for the marine environment with economic impact assessment. This integrated model allows for consideration of both fishery and non-fishery resources and activities such as shipping and recreational boating. An illustration of the model is presented that estimates the total economic impacts on Massachusetts' coastal counties of restricting fishing and shipping at certain sites in an area in the southern Gulf of Maine. The results suggest that the economic impacts on the region would differ according to the site in which shipping and fishing were restricted. Restricting activities in certain sites may have considerable impacts on local communities. The use of the model for evaluating and comparing potential MPA sites is illustrated through an evaluation of three different policy scenarios. The scenarios demonstrate how the model could be used to achieve different goals for managing resources in the region: protecting important components of the ecosystem, minimizing economic impacts on the local region, or a combination of the two.  相似文献

The problem of management of industrial residuals can be reduced through a rational system for siting and planning major industrial facilities. In the United States, Wyoming has moved in the direction of establishing a one-stop permitting system that provides important information for air and water quality planning and solid waste management with a minimum of regulatory overlap. This paper describes Wyoming's Industrial Development Information and Siting Act of 1975 and suggests ways in which the Wyoming permitting system can be improved and applied elsewhere.  相似文献

/ The Council on Environmental Quality's (CEQ's) principal aims in implementing the National Environmental Policy Act (NEPA) are (1) to reduce paperwork, (2) to avoid delay, and most importantly (3) to produce better decisions that protect, restore, and enhance the environment. This paper presents four strategies for improving the NEPA process along with tools that can be used to implement each strategy. The tools include guidelines for project management and problem definition, tips for acquiring existing information and identifying issues of public concern, worksheets on how to identify and analyze potential impacts on resources, ideas for enhancing NEPA documents, and a NEPA process checklist. The tools can be used at various stages of the NEPA process and provide a toolbox of guidelines and techniques to improve implementation of the NEPA process by focusing the pertinent information for decisionmakers and stakeholders. Burning municipal solid waste (MSW) can generate energy and reduce the waste volume, which delivers benefits to society through resources conservation. But current practices by society are not sustainable because the associated environmental impacts of waste incineration on urbanized regions have been a long-standing concern in local communities. Public reluctance with regard to accepting the incinerators as typical utilities often results in an intensive debate concerning how much welfare is lost for those residents living in the vicinity of those incinerators. As the measure of welfare change with respect to environmental quality constraints nearby these incinerators remains critical, new arguments related to how to allocate the fair fund among affected communities became a focal point in environmental management. Given the fact that most County fair fund rules allow a great deal of flexibility for redistribution, little is known about what type of methodology may be a good fit to determine the distribution of such a fair fund under uncertainty. This paper purports to demonstrate a system-based approach that helps any fair fund distribution, which is made with respect to residents' possible claim for fair damages due to the installation of a new incinerator. Holding a case study using integrated geographic information system (GIS) and fuzzy analytic hierarchy process (FAHP) for finding out the most appropriate distribution strategy between two neighboring towns in Taipei County, Taiwan demonstrates the application potential. Participants in determining the use of a fair fund also follow a highly democratic procedure where all stakeholders involved eventually express a high level of satisfaction with the results facilitating the final decision making process. It ensures that plans for the distribution of such a fair fund were carefully thought out and justified with a multi-faceted nature that covers political, socio-economic, technical, environmental, public health, and industrial aspects.  相似文献

How does knowledge management (KM) by a government agency responsible for environmental impact assessment (EIA) potentially contribute to better environmental assessment and management practice? Staff members at government agencies in charge of the EIA process are knowledge workers who perform judgement-oriented tasks highly reliant on individual expertise, but also grounded on the agency’s knowledge accumulated over the years. Part of an agency’s knowledge can be codified and stored in an organizational memory, but is subject to decay or loss if not properly managed. The EIA agency operating in Western Australia was used as a case study. Its KM initiatives were reviewed, knowledge repositories were identified and staff surveyed to gauge the utilisation and effectiveness of such repositories in enabling them to perform EIA tasks.  相似文献

Cumulative environmental change or cumulative effects may result from the additive effect of individual actions of the same nature or the interactive effect of multiple actions of a different nature. This article reviews conceptual frameworks of cumulative environmental change and describes analytical and institutional approaches to cumulative effects assessment (CEA). A causal model is a common theoretical construct, although the frameworks vary in their emphasis on different components of the model. Two broad approaches to CEA are distinguished: one scientific and the other planning oriented. These approaches should not be interpreted as competing paradigms but rather different interpretations of the scope of CEA. Each approach can provide a distinct but complementary contribution to the analysis, assessment, and management of cumulative effects. A comparison of the institutional and legislative response to CEA in Canada and the United States shows that Canada is following the American example of incorporating the analysis and assessment of cumulative effects into regulatory actions and administrative procedures that also govern environmental impact assessment.  相似文献

Developing countries across the world have embraced the policy of high economic growth as a means to reduce poverty. This economic growth largely based on industrial output is fast degrading the ecosystems, jeopardizing their long term sustainability. Environmental Impact Assessment (EIA) has long been recognized as a tool which can help in protecting the ecosystems and aid sustainable development. The Screening guidelines for EIA reflect the level of commitment the nation displays towards tightening its environmental protection system. The paper analyses the screening process for EIA in India and dissects the rationale behind the exclusions and thresholds set in the screening process. The screening process in India is compared with that of the European Union with the aim of understanding the extent of deviations from a screening approach in the context of better economic development. It is found that the Indian system excludes many activities from the purview of screening itself when compared to the EU. The constraints responsible for these exclusions are discussed and the shortcomings of the current command and control system of environmental management in India are also explained. It is suggested that an ecosystem carrying capacity based management system can provide significant inputs to enhance the effectiveness of EIA process from screening to monitoring.  相似文献

Evaluating environmental impacts has become an increasingly vital part of environmental management. In the present study, a methodological procedure based on multiattribute utility theory (MAUT) has been applied to obtain a decision-maker's value index on assessment of the environmental impacts. The paper begins with an overview of MAUT. Next, we elicited strategic objectives and several important attributes, and then structured them into a hierarchy, with the aim of structuring and quantifying the basic values for the assessment. An environmental multiattribute index is constructed as a multiattribute utility function, based on value judgements provided by a decision-maker at the Korean Ministry of Environment (MOE). The implications of the results are useful for many aspects of MOE's environmental policies; identifying the strategic objectives and basic values; facilitating communication about the organization's priorities; and recognizing decision opportunities that face decision-makers of Korea.  相似文献
