The Belgian Coastal Atlas was first published in hardback in 2004, with no intention to move towards a web version. The many requests for maps encouraged the developers to launch a web-based atlas in 2005. The interactive-nature of the maps was kept simple and the look of the maps was considered more important than the possibilities that GIS applications offered. Three years on, the Coordination Centre on ICZM would like to move from the more or less static web atlas to an interactive data-driven atlas, where sustainability indicators for the coast play a prominent role. The final product will be a policy supporting tool that will back the ICZM process for a wide range of coastal actors, planners and managers.  相似文献

In order to gain preliminary knowledge about the threat to marine ecosystems due to leakage of chemical warfare agents (CWAs) and other pollutants from rusting bombshells on the seabed, a case study was conducted in a dumping area in the southern Adriatic Sea (depth 200–300 m). Following electroacoustic and magnetometric surveys of the CWA dumping area, an integrated ecotoxicological approach was used. This approach was based on analysis of CWA residues and their metabolites, including arsenic, in sediment and organisms, as well as multimarker methodology including the Health Assessment Index, histological lesion analysis and enzyme assays. Two sentinel species were selected, the blackbelly rosefish [Helicolenus dactylopterus (Delaroche, 1809)] and the European conger (Conger conger L., 1758). Sediment analysis revealed the presence of CWA degradation products, including 1-4-thioxane and 1-4-dithiane. Tissues of fish from the CWA dumping site showed higher levels of arsenic than those from the reference site. Neither CWAs nor their metabolites were detected in fish tissues. Arsenic levels recorded in blackbelly rosefish were well above those reported for other fish species from the southern Adriatic, much higher than the FDA limit for food (2.6 mg kg−1) and close to the LD50 calculated for mammals (20 mg kg−1 body weight). The presence of pollutants in the CWA dumping site was also confirmed by pathological lesions in both species and EROD activity, two to three times higher than in fish from the reference site (16.45±8.08 and 8.05±5.87 pmol min−1 mg protein−1 in blackbelly rosefish and 269±24.92 and 78.71 pmol min−1 mg protein−1 in European conger, respectively). Cholinesterase activity seemed unaffected in muscle of both species, whereas in brain they were one-third of those recorded in fish from the reference site (14.22±10.05 and 72.87 nmol min−1 mg protein−1, respectively). This suggests that acetylcholinesterase is sensitive to CWAs. In conclusion, the agreement of all the chemical and biological parameters investigated suggests that the integrated ecotoxicological approach used is appropriate to reveal the presence and biological effects of CWAs in the marine ecosystem. The coastal zone between Guilderton and Kalbarri, north of Perth, Western Australia, is a highly dynamic area of high landscape and conservation values under increasing development pressures. Intensification of terrestrial and coastal impacts has highlighted the need to develop a georeferenced data base for land management. The Coastal Assessment and Restoration project aimed to document the natural resources and coastal developments to the region and to identify & assess threats to the coastal strip through the creation of GIS datasets. GIS datasets provide a key source of reference information which can be accessed by a number of stakeholders for future coastal planning and management and provide a basis for developing a risk management assessment of the coastal zone and a strategy for coastal managers in our climate change future.  相似文献

Bangladesh, favoured by a tropical climate, houses the world’s largest stretch of mangroves forests (Sundarbans Reserved Forest) and plantations. Around half of the forests of the country occur in the coastal zone. People extract various goods and services from the mangroves. Nevertheless the mangrove forests are depleting. Although the extent of the Sundarbans forest has not changed much, its decline is of a qualitative nature. Mangrove plantations are increasing in area but they are losing growing stock. To arrest this, Bangladesh has adopted several strategies. The ‘Sustainable Ecosystem Management’ strategy has now been adopted instead of the ‘Sustained Yield Principle’. Biodiversity conservation and enhancement has been taken as a key management goal. A zoning system is being developed for both production and protection purposes. The government facilitates alternative income for the local people by generating activities for the communities which are dependent on the forest. Different non-governmental organizations collaborate with the government in reducing the local people’s dependence on the forest. Coastal plantations are erected to protect people from cyclones and to make the land more suitable for habitation. Through this greening of the coastal belt tree plantation is encouraged in coastal villages. Coastal embankments are being planted and leased to poor settlers in exchange for routine maintenance of the embankments. Plantations on newly accreted mud flats help in stabilizing the land, which can later on be settled by victims of erosion elsewhere. These adopted management measures do not only contribute to forestry resource management but also to the social, environmental and economic wellbeing of the coastal communities. These efforts are at present being integrated into an Integrated Coastal Zone Management (ICZM) project.  相似文献

To improve the present national and local sustainable planning capability for the coastal zone a GI application for the Italian Coastal Susceptibility Assessment was planned within an institutional agreement between ENEA and the Land Defence Service of the Italian Ministry of Environment. Taking into account previous European actions a suitable methodology to assess, in a quantitative way, the susceptibility of beaches to be eroded has been set up. The methodology balances the coastline trend as evaluated for a defined time period with the present coastal areas morphology and land use, this in order to derive a value that expresses the evolutionary process in terms of probability of the loss of goods within the ‘Homogeneous Coastal Tracts’. The trend in the movement of the sea-land line has been used asgeo-indicator of a complex dynamic balance that refers both to marine and inland systems, and a vector GI application was built and locally applied in southern Italian coastal areas. The present shoreline position and some other information describing the intrinsic beach morphologies, and having significance for the coastal erosion hazard assessment, have been derived from the national 1∶10.000 ortho-images of the National Cartographic Reference System provided by the Italian Ministry of Environment. The illustrated GI application— CoSTAT—keeps the nominal scale of all data collected or produced. In this analysis the coastal dune presence is analysed as factor limiting coastal erosion susceptibility. Applying a matrix calculation a quantitative evaluation of erosion susceptibility degree was achieved and plans were made to develop new information for a suitable use of Italian coastal areas. The work describes the methodology, the conceptual frame-work and the results of a local application.  相似文献

This paper includes the proposals made in the report “Basis for a National Strategy for Coastal Zone Management” prepared for the Portuguese Ministry of Environment, Territorial Planning and Regional Development. The final version of that report was presented in June 2006. This paper describes a theme framework followed by a discussion of concepts. Nine Primary Principles, eight Principal Objectives, and 37 Strategic Options for an Integrated Coastal Zone Management are then presented. These Strategic Options are set hierarchically according to their sequential priority, identifying the dominant types of Associated Measures. The analysis of these arrives at a set of Structural Measures, which interlink and aggregate various actions and propose a new method of integrated management for the coastal zone, which includes the “Legal Basis of Coastal Zone”; the Organization System; the Action Plan and Monitoring.  相似文献

Abstract: A form of lowland, sandplain Fynbos restricted to the Cape Flats near the city of Cape Town is the South African vegetation type most threatened by urban and agricultural development. Cape Flats Fynbos remnants, totaling 4.8 km2, contain 14 plant species endemic to the Cape Flats scattered through four protected areas and 11 unprotected vegetation fragments on public land. Despite their small size and management problems, the remaining protected areas are under pressure from the public and developers to function as "lifeboats," or places of safety, for attractive indigenous plant species from the unprotected areas destined for development because the popular perception is that any indigenous plant population threatened by habitat destruction should be saved by being transplanted into a protected area. The urgency for dealing with the issue of plant rescue in the Cape Town metropolitan area was the catalyst for a workshop held at the University of Cape Town in 1998 to develop protocols for Fynbos plant species translocations. We report on points raised by managers and academics at the workshop, including the selection of target taxa, individuals, and establishment sites, and methods for introduction, and present case histories illustrating possible solutions to the problems encountered.  相似文献

The Coastwatch (CW) project is aimed at monitoring the coastline with the involvement of volunteers. Between 2003 and 2007 a beach profiling method was informally proposed to CW participants in Portugal as an extra activity to include in the surveys. Beach profiling contributes to a better understanding of coastal processes by providing quantitative information on the spatial/temporal evolution of beaches, which is crucial for coastal management. The profiling method proposed to the CW project is based on the physical principle of communicating vessels, and only requires a simple and inexpensive homemade ??profiler??. The simplicity of putting together and using the profiler, added to the arithmetic straightforwardness of data analysis, makes this method adequate for several kinds of users and for most levels of education. Eight workshops were held that included a classroom explanation of the method, the construction of a profiler, the actual profiling of a beach, and a final classroom session of data processing and graphing. About 140 participants received such training, and several among them independently undertook beach profiling. Surveyed participants found the workshop and the beach profiling method interesting and useful, and considered it a valuable tool for teaching and for management. External stakeholders (coastal managers) highlighted the importance of beach profiling data for management decisions and considered that this method produces robust data, even when carried out by volunteers. Further advantages of the application of the method, in the context of coastal management initiatives, for scientists, managers, and volunteers are discussed.  相似文献

Following the 2004 tsunami disaster in Sri Lanka, it was apparent that mapping the coast’s vulnerability was essential for future protection of the local populations. We therefore developed a prototype ‘Coastal-hazard GIS’ for Sri Lanka so as to provide an effective tool for decision makers to limit the impact of natural coastal hazards such as sea level rise, tsunamis, storm surges and coastal erosion, and thus protect the exposed assets (population, property, settlements, communications networks, etc.). The prototype was developed on a pilot site in Galle through building up homogeneous data on the land/sea interface from studies conducted on the exposure of the coastal populations, the aim being to enable an evaluation of the hazards combined with the vulnerability and thus an analysis of the risks. Coastal risk scenarios are developed so as to estimate the impacts and consequences of an event (tsunami, storm, etc.) on the assets, the principle behind this being that if, in general, the coastal hazard cannot be decreased, then a better knowledge of it through simulation should make it possible to limit the vulnerability and thus the risk. The Coastal-hazard GIS will also provide a planning tool in terms of locating new settlements, expanding urban areas, siting coastal protection works, etc.  相似文献

Baseline resource information in an easily accessible form is a vital starting point for developing coastal zone management. On behalf of a wide-ranging group of organizations involved in the management of the U.K. maritime zone, the Joint Nature Conservation Committee (JNCC) is compiling a series of 16 regional volumes. The volumes contain multi-disciplinary coastal zone resource information arranged in ten chapters under the general title ‘Coasts and Seas of the UK’. These volumes form part of a series of paper and electronic publications of coastal information being produced by JNCC’s Coastal Directories Project and are designed to meet the needs of planners and all others involved in decision-making and management of the coast.  相似文献

Coastal area management should be considered as an element of a more general philosophy—that of natural resource management—which is in the process of replacing the purely ‘protection of the environment’ approach which was dominated most of the 20th century. Specific legislation on coastal management has been adopted by many countries, and today steps have been taken to acumulate all experience accumulated and to harmonize legal regulations on the international level. For the Russian Federation, formerly the Soviet Union, with an enormous sea-shore line to cope with, it is a new experience to develop a concept and a legal regulation specifically tackling coastal area management. The draft of a legislative act on coastal area management reflects the attempts to find ways for harmonizing various economic, environmental and social interests in this huge area, encompassing relevant Russian legislation in force as well as international conventions and treaties, and taking into considerations and treatices, and taking into consideration foregin expereience in this field.  相似文献

Variation in the endospermal protein patterns of seeds amongst and between inland and coastal populations of the dune building grassLeymus arenarius was examined in Iceland. Seeds were collected from six coastal populations and five inland populations in Iceland. Endospermal proteins (prolamins) of seeds were extracted with Tris-buffered 2-propanol (50%) and β-mercaptoethanol (0.5% v/v). We used 8% and 12% sodium dodecyl sulphate polyacrylamide gel electrophoresis (SDS-PAGE) to separate the prolamin protein bands, which were stained with Coomassie Brilliant Blue R. Coastal populations were differentiated from inland populations on the basis of high frequency of high molar weight (HMW) (110–150 kg mol−1) prolamins. Coastal populations had significantly higher proportions of their seed with more than two HMW prolamins, than those of inland populations. Subtle differences were found among the HMW prolamins of coastal and inland populations indicating limited intrapopulation variation. The dynamic environment of sand dunes probably influences the genetic composition of these populations. The results suggest that seeds of the inland and coastal populations should be treated separately in sand dune reclamation and restoration works  相似文献

Uncertainty plays a major role in Integrated Coastal Zone Management (ICZM). A large part of this uncertainty is connected to our lack of knowledge of the integrated functioning of the coastal system and to the increasing need to act in a pro-active way. Increasingly, coastal managers are forced to take decisions based on information which is surrounded by uncertainties. Different types of uncertainty can be identified and the role of uncertainty in decision making, scientific uncertainty and model uncertainty in ICZM is discussed. The issue of spatial variability, which is believed to be extremely important in ICZM and represents a primary source of complexity and uncertainty, is also briefly introduced. Some principles for complex model building are described as an approach to handle, in a balanced way, the available data, information, knowledge and experience. The practical method of sensitivity analysis is then introduced as a method for a posterior evaluation of uncertainty in simulation models. We conclude by emphasising the need for the definition of an analysis plan in order to handle model uncertainty in a balanced way during the decision making process.  相似文献

The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the ‘Tyndall Coastal Simulator’ including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans.  相似文献

The complexity of the Mediterranean countries legal and administrative framework and its morphological heterogeneity make the implementation of new the Protocol on ICZM provisions on coastal setbacks,—claiming for a 100 m wide buffer zone where construction is not allowed— a challenge for the success of the initiative. European countries and the European Commission are party to the protocol but the European legal framework lacks of specific provisions addressing the definition of coastal setbacks. Moreover, climate change, in terms of sea level rise and maritime climate, could play a major role in the future position of setback lines. While arbitrary setbacks should be put in place to halt short-term unwise coastal development, science can improve the identification of coastal setbacks by providing integrated methodologies to be implemented at the local level. The objective of this paper is to review concepts and practices in the use of coastal setbacks, in the context of the provisions of the ICZM protocol and taking into account new challenges posed by climate change. A stepwise route map is proposed as a base to identify coastal setbacks, applicable to the Mediterranean region and elsewhere, to be used as a base to improve arbitrary setback approaches.  相似文献

Sea surface colour data, derived from the Coastal Zone Colour Scanner (CZCS) archive, have been used to assess the space/time variability of coastal plumes and run-off in the Mediterranean Sea. A time series of 2645 scenes, collected by the CZCS from 1979 to 1985, was processed to apply sensor calibration algorithms, correct for atmospheric contamination, and derive chlorophyll-like pigment concentration. Individual images, remapped on a 1-km2 pixel grid, were generated for each available day, and then mean values calculated pixel by pixel to form monthly, seasonal and annual composites. The results obtained must be taken with caution, due to the CZCS limitations in the quantitative assessment of bio-optical pigments when high concentrations of dissolved organics or suspended sediments are present, e.g. along littorals or within plumes. Marked differences appear in the distribution of water constituents between coastal zones and open sea, northern and southern near-coastal areas, western and eastern sub-basins. The oligotrophic character of the basin contrasts with areas of high concentration related to river plumes—Ebro (Ebre), Po, Rhone, Nile—, coastal run-off patterns, and persistent mesoscale features (e.g. coastal filaments and eddies). Seasonal variability appears to be high, with higher concentrations occurring over most of the basin in the cold season, when climatic conditions are favourable to coastal run-off and vertical mixing. Atmospheric forcing (wind and rainfall over continental margins) could play an important role in establishing the observed space/time distribution of water constituents. The impact of continental interactions (fluvial and coastal run-off), or that of exchanges between coastal zone and open sea, could have paramount influence on the biogeochemical fluxes in the entire basin.  相似文献

This paper concludes the publication of theJournal of Coastal Conservation from 1995–2004 after the European Coastal Union and the Publishers decided to terminate the production of the journal. We look back at the 206 research papers published in this period while concentrating on Geographical and ecological variation, Focuses and trends, and Progress in European coastal conservation and management. Three indices are added: (1) a list of the 206 papers; (2) an Author Index; and (3) a Subject Index based on the titles, keywords and some additional important subjects found in the tables and figures.  相似文献

The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies.  相似文献
