1998年中油集团环保处与日本石油株式会社(现为日本石油三菱株式会社)海外事业部通过友好协商决定利用日石的资金和日石根岸炼油厂的环境管理技术在新疆石油管理局独山子石化总厂(现在的独山子石化分公司)开展ISO14000环境管理体系认证工作。由日方出资50万美元,组织独山子管理人员5批40余人次赴日本进行培训和学习,日方派遣7批30余人次 环境管理专家来独山子进行环境管理体系咨询和指导。经过两年多的共同努力和配合,全面完成了ISO14000环境管理体系的建立和运行,并于今年8月18日正式通过中国环境科学院环境管理体系认证中心的…  相似文献

Many organizations in environmental fields stand to benefit from the use of a geographic information system (GIS). Selecting a GIS to implement within an organization can be a difficult task that is often required of people with little experience using a GIS. A framework for evaluating competing GIS considers cost, functionality, ease of use, future stability, development potential, support availability, and maintenance costs. Initial cost involves more than the actual purchase price of hardware and software; it includes the cost of building the data base and training users within the organization. Functionality refers to the depth and breadth of capabilities of a GIS. Issues involved in evaluating functionality include the appropriateness of raster vs vector processing and the ability to add your own software. Ease of use is important, but there is generally a trade-off with functionality. The degree of centralization of use of the GIS within the organization affects requirements for ease of use. GIS are rapidly evolving, and as a result it is important to select a system with high potential for future development. With the proliferation of companies offering GIS it is important to select one that is likely to survive and prosper. Similarly, the ability to find support in the forms of technical help, advice, and possibly even skilled employees can be significant.  相似文献

To meet the changing needs of 3M's expanding worldwide operations, its International Environmental Operations group is striving to enhance and integrate a global environmental management system. When well-designed, such systems not only can function to guarantee compliance with environmental regulations but also serve to help the company reap the benefits of going “beyond compliance.” They can also prepare facilities to meet the requirements of international standards, such as ISO 14000 or EMAS. An Environmental Management System (EMS) is a necessary step toward achieving sustainable development and gaining competitive advantage in the global marketplace. The challenge of constructing such a system can seem daunting to a multinational company confronted with the spectrum of regional environmental regulations/directives and its own diversity of business and social cultures. This paper presents a system framework whose purpose is to improve understanding of environmental management. By analyzing the links between elements of the environmental management system, it is possible to construct a model that aids thinking systematically about the decision-making subsystem, and other subsystems, of the entire environmental management system.Through a multidisciplinary environmental approach, each of the individual subsystems is able to adapt to threats and opportunities. The fields of government, market economics, social responsibility and ecology, for example, are so complex that it is extremely difficult to develop a framework that gives full consideration to all aspects. A practical spatio-temporal database (STDB) technique for dynamic urban land management is presented. One of the STDB models, the expanded model of Base State with Amendments (BSA), is selected as the basis for developing the dynamic cadastral management technique. Two approaches, the Section Fast Indexing (SFI) and the Storage Factors of Variable Granularity (SFVG), are used to improve the efficiency of the BSA model. Both spatial graphic data and attribute data, through a succinct engine, are stored in standard relational database management systems (RDBMS) for the actual implementation of the BSA model. The spatio-temporal database is divided into three interdependent sub-databases: present DB, history DB and the procedures-tracing DB. The efficiency of database operation is improved by the database connection in the bottom layer of the Microsoft SQL Server. The spatio-temporal system can be provided at a low-cost while satisfying the basic needs of urban land management in China. The approaches presented in this paper may also be of significance to countries where land patterns change frequently or to agencies where financial resources are limited.  相似文献
