Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical, social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure, learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains. There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery” and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts to provide recreation opportunities for visitors to achieve beneficial outcomes.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

The National Park Service (NPS) is increasingly focusing on alternative transportation systems in national parks to address environmental and social problems arising from a historical reliance on personal automobiles as the primary means of visitor access. Despite the potential advantages, alternative transportation may require a reorientation in the way that Americans have experienced national parks since the advent of auto-tourism in the early twentieth century. Little research exists, however, on visitor perspectives towards alternative transportation or the rationale underlying their perspectives. It remains unclear how transportation systems affect visitors’ experiences of the park landscape or the factors influencing their travel behavior in the parks. This report presents an interpretive study of visitor perspectives toward transportation management in the Yosemite Valley area of Yosemite National Park, California. Qualitative analysis of 160 semi-structured interviews identified individual psychological factors as well as situational influences that affect visitors’ behavior and perspectives. Individual psychological factors include perceived freedom, environmental values and beliefs, prior experience with Yosemite National Park and other national parks, prior experience with alternative transportation in national parks, and sensitivity to subjective perceptions of crowding. Situational factors included convenience, access, and flexibility of travel modes, as well as type of visit, type of group, and park use level. Interpretive communication designed to encourage voluntary visitor use of alternative transportation should focus on these psychological and situational factors. Although challenges remain, the results of this study suggest approaches for shaping the way Americans visit and experience their national parks to encourage environmental sustainability.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

The snowmobile controversy in Yellowstone National Park not only pits snowmobilers against environmentalists, but it also pits the Bush Administration against the Clinton Administration. Caught in the middle are the National Park Service, scores of natural and social scientists, and Yellowstones permanent residents—the flora and fauna. The controversys political aspects are the focus of this paper; specifically, the tenuous relationship among research scientists, whose job it is to inform management and policy decisions; politicians, whose job it is to formulate those same decisions in the public arena; and public land management agencies, whose job it is to implement the decisions. The crux of the paper concerns the politicization of natural resource policy and ways in which research scientists tend to get caught up in it. Lessons learned from this Yellowstone episode regarding the role of science in policy-making processes are also considered. Two recent federal court rulings shed additional light on the politics surrounding Yellowstones snowmobile controversy, as does the importance of governmental checks and balances in resolving natural resource management disputes.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

By mid-1990 the National Park Service (NPS) must present to Congress recommendations for managing overflights of at least ten national parks. The authors examine the potential role of formal negotiation in setting overflight policy in these parks by reviewing the overflight controversy at Grand Canyon National Park (GCNP). Regulations controlling overflights of the GCNP are only now being implemented after a 17-year conflict that culminated in a congressionally mandated solution. The authors review this controversy and find that, contrary to common perception, the number of park visitors bothered by overflights is not small but roughly equals the number of airborne visitors (up to 450,000 per year). On the basis of this investigation, the authors determine that formal negotiation would have been an appropriate policy-making process because of the clearly defined and limited number of parties and issues involved. Considering the number of park visitors that will continue to be affected by this issue, the authors conclude that formal negotiations should be considered for overflight problems involving other parks. Such negotiations should be park-specific. While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. It is suggested that park management plans should be flexible and adaptive enough to meet site-specific contexts and to endear wider support from local communities.  相似文献

/ This study intended to explore the perceptions of mountain bikingmanagement through a mail survey of state park directors in all 50 states.With a 100% response rate, it was found that 47 states permit mountainbiking in their state parks, however, few state parks have formalized plansto manage this outdoor activity. The management policies that do exist arenot followed on a statewide basis but vary within each state and at eachstate park. Many states have worked cooperatively with local mountain bikingclubs to develop and maintain mountain bike trails, promote rider education,and provide volunteer patrols on trails. The issue of user conflict surfacedwith almost three-fourths of the managers responding that conflict existedbetween mountain bikers and other trail users. This preliminary study shouldprompt further research with on-site managers focusing on the use ofmanagement plans for mountain biking, cooperation between managers and usergroups, and user conflict. / Heavy visitor use in many areas of the world have necessitated development of ways to assess visitation impacts. Arches National Park recently completed a Visitor Experience and Resource Protection (VERP) plan. Integral to this plan was developing a method to identify biological indicators that would both measure visitor impacts and response to management actions. The process used in Arches for indicator selection is outlined here as a model applicableto many areas facing similar challenges. The steps were: (1) Vegetation types most used by visitors were identified. Impacted and unimpacted areas in these types were sampled, comparing vegetation and soil factors. (2) Variables found to differ significantly between compared sites were used as potential indicators. (3) Site-specific criteria for indicators were developed, and potential indicators evaluated using these criteria. (4) Chosen indicators were further researched for ecological relevancy. (5) Final indicators were chosen, field tested, and monitoring sites designated. In Arches, indicators were chosen for monitoring annually (soil crust index, soil compaction, number of used social trails and soil aggregate stability) and every five years (vegetation cover and frequency; ground cover; soil chemistry; and plant tissue chemistry).KEY WORDS: Biological indicators; Recreation impacts; Recreation management; Desert soils; Trampling  相似文献

Water quality criteria were developed for delivery waters to Everglades National Park. The park receives a minimum of 12.34 m3/sec (315,000 acre-ft/yr) of water from controlled sources external to its boundary. These waters often originate from areas that are or potentially are impacted from urban and agricultural developments. When, in 1970, the U.S. Congress guaranteed minimum water deliveries to Everglades National Park, it also required that these waters be of good quality.The Everglades National Park water quality data base was analyzed from 1970 to 1978 at both in-park and water delivery sites to determine the current level of delivery water quality and to select representative delivery sites. It was found that current delivery water quality was sufficiently high to be adopted as criteria against which future water quality could be compared. From the delivery sites S-12C and L-67A all data were combined from 1970–1978 for 36 parameters including macronutrients, heavy metals, and field parameters such as DO, pH, and specific conductance. Mean concentrations and upper limits were computed and tabulated for comparison during future monitoring programs. These criteria were subsequently adopted through a joint memorandum of agreement between the U.S. Army Corps of Engineers, South Florida Water Management District and the U.S. National Park Service.  相似文献

This article draws on three separate research and monitoring studies to describe 20-year trends in the number and condition of campsites in the backcountry of Grand Canyon National Park. Results are used to assess the effectiveness of a complex and innovative management program, adopted in 1983, that sought to concentrate use on designated campsites in popular places and disperse camping in more remote places. In 1984, conditions on 12 high-use campsites and 12 low-use campsites were carefully assessed. Conditions on 22 of these campsites were reassessed in 2005. In addition, campsite-monitoring surveys were conducted between 1985 and 1992 and again in 2003 and 2004. In these surveys, all campsites were located and their condition rapidly assessed. The detailed assessment of a sample of sites suggests relatively little change in condition during the 20-year period. The high-use sites were more highly disturbed than the low-use sites, but they did not change more during the study period. In contrast, changes at larger scales were dramatic. The total number of campsites more than doubled during the study period. Surprisingly, the proliferation of new campsites was greater in places where camping was only allowed on designated campsites than in places where camping was allowed anywhere. Concern that concentration of use on designated sites would cause unacceptable impact was unfounded. Management implications for other internationally significant protected areas that allow backcountry camping are explored.  相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration, which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence, relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal communication if they are to preserve and protect park resources.  相似文献

Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms of species representation and recreational values in selecting a network of national parks. We use the actual distribution of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot project areas are not significantly more effective in representing species than expected by chance and that considerably more efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation and recreational values).  相似文献

Backcountry campsites were studied in three desert vegetation types (pinyon-juniper, catclaw, and desert scrub) in Grand Canyon National Park, Arizona. Relationships between amount of use and amount of impact were examined within each vegetation type. The area disturbed was small, but impacts were generally severe. Important impacts were increased soil compaction and associated decreases in infiltration rates and soil moisture content; these were substantially more pronounced on high than low use sites. The only impact parameter that differed significantly between vegetation types was core area. The types of impact identified are similar to those found in the coniferous forests studied elsewhere, as is the logarithmic relationship between amount of use and amount of impact. However, Grand Canyon sites can support more visitor use before reaching near-maximum levels of impact for important impact parameters.  相似文献

/ Aquatic resources in Soda Butte Creek within Yellowstone National Park, USA, continue to be threatened by heavy metals from historical mining and milling activities that occurred upstream of the park's boundary. This includes the residue of gold, silver, and copper ore mining and processing in the early 1900s near Cooke City, Montana, just downstream of the creek's headwaters. Toxicity tests, using surrogate test species, and analyses of metals in water, sediments, and macroinvertebrate tissue were conducted from 1993 to 1995. Chronic toxicity to test species was greater in the spring than the fall and metal concentrations were elevated in the spring with copper exceeding water quality criteria in 1995. Tests with amphipods using pore water and whole sediment from the creek and copper concentrations in the tissue of macroinvertebrates and fish also suggest that copper is the metal of concern in the watershed. In order to understand current conditions in Soda Butte Creek, heavy metals, especially copper, must be considered important factors in the aquatic and riparian ecosystems within and along the creek extending into Yellowstone National Park.KEY WORDS: Mining; Metals; Toxicity; Biomonitoring; Copper; Yellowstone National Park  相似文献

Local inhabitants' perceptions, preferences, and reactions were investigated in Vikos-Aoos National Park, 25 years after its designation. Knowledge of aims of the park and source of information about them, necessity for infrastructure, reactions to certain policies, and effectiveness of administration and management scheme were studied by means of a questionnaire survey. Personal interviews were performed by systematic sampling, which resulted in 203 cases for analysis. Most respondents said that they had knowledge of the aims of the national park, and this was positively associated with education; protection of flora and fauna was identified by most as the main aim, and the management authority (the Forest Service) ranked first in order as source of information. Tourism development of the area was seen as a positive change, and recreation facilities and improvement in accessibility were considered of high priority for development. The investigation into peoples' reactions to several possible alternative management policies revealed willingness to accept certain restrictions on their agricultural use of the land. A policy of nonintensive agriculture with compensation for loss of income, if the ecosystems of the park were in danger, seems the most acceptable. Long-term leasing of farms by the Forest Service was another policy with a high degree of acceptance, especially for certain occupational groups; those working in the secondary and tertiary sectors of economy would accept such a policy more easily than those working in the primary sector. Finally, a very large majority of the respondents expressed a preference for a new administration and management scheme with the participation of local communities in the decision-making process.  相似文献

We estimate an individual travel cost model for Great Sand Dunes National Park and Preserve (GSD) in Colorado using on-site, secondary data. The purpose of the on-site survey was to help the National Park Service better understand the visitors of GSD; it was not intended for a travel cost model. Variables such as travel cost and income were estimated based on respondents’ Zip Codes. Following approaches found in the literature, a negative binomial model corrected for truncation and endogenous stratification fit the data the best. We estimate a recreational benefit of U.S. $89/visitor/year or U.S. $54/visitor/24-h recreational day (in 2002 U.S. $). Based on the approach presented here, there are other data sets for national parks, preserves, and battlefields where travel cost models could be estimated and used to support National Park Service management decisions.  相似文献

Snowmobile use in Yellowstone National Park has been shown to impact air quality, with implications for the safety and welfare of Park staff and other Park resource values. Localized impacts have been documented at several high-use sites in the Park, but the broader spatial variability of snowmobile emissions and air quality was not understood. Measurements of 87 volatile organic compounds (VOCs) were made for ambient air sampled across the Park and West Yellowstone, Montana, during 2 days of the 2002–2003 winter use season, 1 year before the implementation of a new snowmobile policy. The data were compared with similar data from pristine West Coast sites at similar latitudes. Backward trajectories of local air masses, alkyl nitrate-parent alkane ratios, and atmospheric soundings were used to identify the VOC sources and assess their impact. Different oversnow vehicle types used in the Park were sampled to determine their relative influence on air mass pollutant composition. VOCs were of local origin and demonstrated strong spatiotemporal variability that is primarily influenced by levels of snowmobile traffic on given road segments at different times of day. High levels of snowmobile traffic in and around West Yellowstone produced consistently high levels of benzene, toluene, and carbon monoxide.  相似文献
