Controversy between alternative uses of forests in Finnish Upper Lapland has been going on for decades, and in recent years it has been escalated to a serious conflict. The core of the conflict is the adverse impacts of forestry on old forests which are important grazing areas for reindeer and which are regarded as intact nature and wilderness areas. This paper describes the experiences of applying multi-criteria decision analysis interview approach on this conflict. The approach provides tools for structuring the problem and preferences of the stakeholders as well as for analyzing the effects of different alternatives in a common framework. We focus on the practical experiences gained from the application of this approach in this context. Multi-criteria decision analysis was found to be a useful approach to evaluate the economic, ecological and cultural aspects of this intense conflict. The obtained experiences also support the view that the approach works best when tightly integrated into the planning process. 相似文献

A multi-attribute analysis by means of the general multi-attribute analysis (GMAA) decision support system was performed in order to rank different strategies for good water quality with respect to trophic state, and good conditions for waterfowl, in the lagoon Ringkøbing Fjord, Denmark. The remedial strategies included nutrient abatement and the construction of facilities to increase the water exchange between the lagoon and the sea. The analysis showed that it is essential to keep the mean annual salinity level constant, since a drastic change in salinity may cause massive destruction of the macrophyte belt with large effects on the water quality and waterfowl abundance. It may be cost-effective to build and maintain a saltwater pumping station or a second sluice to increase the seawater inflow. Further nutrient abatement may not be cost-effective, at least not on time-scales shorter than 20 years, but the utility from nutrient abatement increases if a second sluice is built additionally. However, all of the remedial strategies, except decreasing the salinity, were projected to cause rather small changes in the effect variables compared to the no action alternative. 相似文献

A process is described for making comparative valuations of a wide range of environmental management activities when the combined social, economic, managerial, and political benefits of some (but not all) of these activities cannot be adequately described in economic terms and when budgetary constraints do not permit funding of all activities under consideration. The process accounts for subjective judgment and contains a formal rigorous decision strategy that takes the place of intuition when quantitative and qualitative values of environmental activities need to be evaluated. 相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources. 相似文献

Uncertainty in environmental decision making should not be thought of as a problem that is best ignored. In fact, as is illustrated
in a simple example, we often informally make use of awareness of uncertainty by hedging decisions away from large losses.
This hedging can be made explicit and formalized using the methods of decision analysis. While scientific uncertainty is undesirable,
it can still be useful in environmental management as it provides a basis for the need to fund additional monitoring, experimentation,

This article describes how options for managing dairy effluent on the Lower Murray River in South Australia were evaluated
using multiple criteria analysis (MCA). Multiple criteria analysis is a framework for combining multiple environmental, social,
and economic objectives in policy decisions. At the time of the study, dairy irrigation in the region was based on flood irrigation
which involved returning effluent to the river. The returned water contained nutrients, salts, and microbial contaminants
leading to environmental, human health, and tourism impacts. In this study MCA was used to evaluate 11 options against 6 criteria
for managing dairy effluent problems. Of the 11 options, the MCA model selected partial rehabilitation of dairy paddocks with
the conversion of remaining land to other agriculture. Soon after, the South Australian Government adopted this course of
action and is now providing incentives for dairy farmers in the region to upgrade irrigation infrastructure and/or enter alternative

The choice among alternative water supply sources is generally based on the fundamental objective of maximising the ratio of benefits to costs. There is, however, a need to consider sustainability, the environment and social implications in regional water resources planning, in addition to economics. In order to achieve this, multi-criteria decision analysis (MCDA) techniques can be used. Various sources of uncertainty exist in the application of MCDA methods, including the selection of the MCDA method, elicitation of criteria weights and assignment of criteria performance values. The focus of this paper is on the uncertainty in the criteria weights. Sensitivity analysis can be used to analyse the effects of uncertainties associated with the criteria weights. Two existing sensitivity methods are described in this paper and a new distance-based approach is proposed which overcomes limitations of these methods. The benefits of the proposed approach are the concurrent alteration of the criteria weights, the applicability of the method to a range of MCDA techniques and the identification of the most critical criteria weights. The existing and proposed methods are applied to three case studies and the results indicate that simultaneous consideration of the uncertainty in the criteria weights should be an integral part of the decision making process. 相似文献

The management of river basins is complex especially when decisions about environmental flows are considered in addition to those concerning urban and agricultural water demand. The solution to these complex decision problems requires the use of mathematical techniques that are formulated to take into account conflicting objectives. Many optimization models exist for water management systems but there is a knowledge gap in linking bio-economic objectives with the optimum use of all water resources under conflicting demands. The efficient operation and management of a network of nodes comprising storages, canals, river reaches and irrigation districts under environmental flow constraints is challenging. Minimization of risks associated with agricultural production requires accounting for uncertainty involved with climate, environmental policy and markets. Markets and economic criteria determine what crops farmers would like to grow with subsequent effect on water resources and the environment. Due to conflicts between multiple goal requirements and the competing water demands of different sectors, a multi-criteria decision-making (MCDM) framework was developed to analyze production targets under physical, biological, economic and environmental constraints. This approach is described by analyzing the conflicts that may arise between profitability, variable costs of production and pumping of groundwater for a hypothetical irrigation area. 相似文献

This article presents a methodological framework for strategic environmental assessment (SEA) application. The overall objective
is to demonstrate SEA as a systematic and structured policy, plan, and program (PPP) decision support tool. In order to accomplish
this objective, a stakeholder-based SEA application to greenhouse gas (GHG) mitigation policy options in Canadian agriculture
is presented. Using a mail-out impact assessment exercise, agricultural producers and nonproducers from across the Canadian
prairie region were asked to evaluate five competing GHG mitigation options against 13 valued environmental components (VECs).
Data were analyzed using multi-criteria and exploratory analytical techniques. The results suggest considerable variation
in perceived impacts and GHG mitigation policy preferences, suggesting that a blanket policy approach to GHG mitigation will
create gainers and losers based on soil type and associate cropping and on-farm management practices. It is possible to identify
a series of regional greenhouse gas mitigation programs that are robust, socially meaningful, and operationally relevant to
both agricultural producers and policy decision makers. The assessment demonstrates the ability of SEA to address, in an operational
sense, environmental problems that are characterized by conflicting interests and competing objectives and alternatives. A
structured and systematic SEA methodology provides the necessary decision support framework for the consideration of impacts,
and allows for PPPs to be assessed based on a much broader set of properties, objectives, criteria, and constraints whereas

A multivariate statistical technique, cluster analysis, was used to assess the logged surface water quality at an irrigation project at Al-Fadhley, Eastern Province, Saudi Arabia. The principal idea behind using the technique was to utilize all available hydrochemical variables in the quality assessment including trace elements and other ions which are not considered in conventional techniques for water quality assessments like Stiff and Piper diagrams. Furthermore, the area belongs to an irrigation project where water contamination associated with the use of fertilizers, insecticides and pesticides is expected. This quality assessment study was carried out on a total of 34 surface/logged water samples. To gain a greater insight in terms of the seasonal variation of water quality, 17 samples were collected from both summer and winter seasons. The collected samples were analyzed for a total of 23 water quality parameters including pH, TDS, conductivity, alkalinity, sulfate, chloride, bicarbonate, nitrate, phosphate, bromide, fluoride, calcium, magnesium, sodium, potassium, arsenic, boron, copper, cobalt, iron, lithium, manganese, molybdenum, nickel, selenium, mercury and zinc. Cluster analysis in both Q and R modes was used. Q-mode analysis resulted in three distinct water types for both the summer and winter seasons. Q-mode analysis also showed the spatial as well as temporal variation in water quality. R-mode cluster analysis led to the conclusion that there are two major sources of contamination for the surface/shallow groundwater in the area: fertilizers, micronutrients, pesticides, and insecticides used in agricultural activities, and non-point natural sources. 相似文献

This paper examines how multiple criteria analysis (MCA) can be used to support multi-stakeholder environmental management decisions. It presents a study through which 48 stakeholders from environmental, primary production and community interest groups used MCA to prioritise 30 environmental management problems in the Mackay-Whitsunday region of Queensland, Australia. The MCA model, with procedures for aggregating multi-stakeholder output, was used to inform a final decision on the priority of the region's environmental management problems. The result was used in the region's environmental management plan as required under Australia's Natural Heritage Trust programme. The study shows how relatively simple MCA methods can help stakeholders make group decisions, even when they hold strongly conflicting preferences. 相似文献

This study borrows concepts from healthcare economics and uses cost utility analysis (CUA) to select an optimum portfolio of water quality enhancement projects in Perth, Western Australia. In CUA, costs are handled via standard discounted cash flow analysis, but the benefits, being intangible, are measured with a utility score. Our novel methodology combines CUA with a binary combinatorial optimisation solver, known as a 'knapsack algorithm', to identify the optimum portfolio of projects. We show how water quality projects can be selected to maximise an aggregate utility score while not exceeding a budget constraint. Our CUA model applies compromise programming (CP) to measure utility over multiple attributes in different units. CUA is shown to provide a transparent and analytically robust method to maximise benefits from water quality remediation investments under a constrained budget. 相似文献

This paper describes a decision support model for allocating financial resources amongst multiple user groups in environmental management problems. The model is based on the multiple criteria analysis (MCA) method of compromise programming. It was used to inform the allocation of Natural Heritage Trust funds across 14 regions in Queensland, Australia. The model targets funding to those regions with greater natural resource management needs. Need is determined by 19 weighted criteria relating to natural resource assets and threats. The model was accepted by the Australian Government, Queensland Government and regional groups as an appropriate means for allocating program funds; first in 2005 and then again, with improvements, in 2007. This paper shows that an MCA model can improve the transparency, auditability and acceptance of allocation decisions which would otherwise be heavily politicised. 相似文献

The development of ecologically sound water allocation strategies that account for the needs of riverine ecosystems is a pressing
issue, especially in semiarid river basins. In the Aral Sea Basin, a search for strategies to mitigate ecological and socioeconomic
deterioration has been in process since the early 1990s. The Geographic Information System–based simulation tool TUGAI has
been developed to support the policy determination process by providing a simple, problem-oriented method to assess ecological
effects of alternative water management strategies for the Amudarya River. It combines a multiobjective water allocation model
with simple, spatially explicit statistical and rule-based models of landscape dynamics. Changes in environmental conditions
are evaluated by a fuzzy habitat suitability index for Populus euphratica, which is the dominant species of the characteristic riverine Tugai forests. Water management scenarios can be developed
by altering spatiotemporal water distribution in the delta area or the amount of water inflow into the delta. Outcomes of
scenario analysis are qualitative comparisons of the ecological effects of different options for a time period of up to 28
years. The given approach utilizes different types of knowledge, from quantitative hydrological data to qualitative local
expert knowledge. The main purpose of the tool is to integrate the knowledge in a comprehensive way to make it available for
discussions on alternative policies in moderated workshops with stakeholders. In this article, the modules of the tool, their
integration, and three hypothetical scenarios are presented. Based on the experience gained when developing the TUGAI tool,
we propose that the general framework can be transferred to other areas where tradeoffs in water allocation between the environment
and other water users are of major concern. The potential for a simulation tool to structure and inform a complex resource
management situation by involving local experts and stakeholders in the development of possible future scenarios will become

Annual water storage in a 5.3 ha, polyethylene-lined, off-stream irrigation reservoir in northern Alabama, USA, resulted in marked improvement in water quality. Results of three-year monitoring from June 1999 to May 2002 indicate that the relatively static conditions of the reservoir enhanced settling of suspended particles by 85% (from 14.4 to 2.1 mg TSS/L) that cleared the water and increased sunlight penetration. The organic and inorganic particles that settled to the bottom removed up to 88% of the nutrients and other chemical substances from the water. Nutrients remaining in the water column were rapidly assimilated by phytoplankton algae. With the basin sealed at the bottom and no runoff input there was limited opportunity for nutrients or other substances to enter the reservoir in quantities that would adversely affect water quality. Consequently, reservoir water was found to be of high quality and suitable as a raw water supply. Non-traditional, off-stream storage reservoirs such as described in this paper may be uniquely suited for agricultural irrigation and public water supply in regions such as southeastern US that experience relatively frequent drought conditions but have relatively abundant long-term annual rainfall. 相似文献

The United States Forest Service is required to analyze road systems on each of the national forests for potential environmental impacts. We have developed a novel and inexpensive way to do this using the Ecosystem Management Decision Support program (EMDS). We used EMDS to integrate a user-developed fuzzy logic knowledge base with a grid-based geographic information system to evaluate the degree of truth for assertions about a roads environmental impact. Using spatial data for natural and human processes in the Tahoc National Forest (TNF, California, USA), we evaluated the assertion the road has a high potential for impacting the environment. We found a high level of agreement between the products of this evaluation and ground observations of a TNF transportation engineer, as well as occurrences of road failures. We used the modeled potential environmental impact to negatively weight roads for a least-cost path network analysis to 1573 points of interest in the forest. The network analysis showed that out of 8233 km of road analyzed in the forest, 3483 km (42%) must be kept in a modified road network to ensure access to these points. We found that the modified network had improved patch characteristics, such as significantly fewer cherry stem roads intruding into patches, an improved area-weighted mean shape index, and larger mean patch sizes, as compared to the original network. This analysis system could be used by any public agency to analyze infrastructure for environmental or other risk and included in other mandated analyses such as risks to watersheds. 相似文献

Disproportionately little attention has been paid to the dry season trade‐off between rice and (inland capture) fish production on the floodplains of Bangladesh, compared to the same trade‐off during the flood season. As the rural economy grows increasingly dominated by dry‐season irrigated rice production, and floodplain land and water come under ever‐increasing pressure during the dry winter months, there is an urgent need to focus attention on these dry months that are so critical to the survival and propagation of the floodplain resident fish, and to the poor people that depend on these fish for their livelihood. This article examines three important dry‐season natural resource constraints to floodplain livelihoods in Bangladesh, and finds a common factor at the heart of all three: rice cultivation on lands at low and very low elevations. The article articulates the system interlinkages that bind these constraints and the long‐run trend towards irrigated rice cropping on lower‐lying lands, and suggests a management approach based on locally tailored strategies to arrest this trend. Apart from its direct relevance to the floodplains of Bangladesh, which support more than 100 million people, these lessons have relevance for river floodplain systems elsewhere in the developing world, notably the Mekong Delta. 相似文献

This article discusses the potential of Geographic Information Systems (GIS) to become an information technology enabling groups of people to participate in decisions shaping their communities and promoting sustainable use of natural resources. It explains the concept of participation in the context of planning and decision making. In this context Participatory GIS (PGIS) offers tools that can be used to help the public become meaningfully involved in decision making processes affecting their communities. Following an overview of research on PGIS and its current status the article presents two recent studies of PGIS in water resource planning; one involving the use of computer generated maps representing simple information structures and the other involving the use of more sophisticated information tools. The synthesis of both studies provides the bases for discussing the prospects of PGIS to empower citizens in making decisions about their communities and resources. 相似文献

This paper describes the utility of QUAL2E as a modelling package in the evaluation of a water quality improvement programme. In this study, QUAL2E was applied to determine the pollution loads in the river Yamuna during its course through the national capital territory of Delhi, India. The study aimed at examining the influence of different scenarios on river water quality. Four different pollution scenarios were analysed besides the 'business as usual' situation. The study revealed that it was necessary to treat the discharge from drains to the river Yamuna and diversion of a substantial load to the Agra canal for further treatment was also essential. It was also established through this study that maintaining a flow rate of more than 10 m(3)/s in the river could also help preserve the river's water quality. To clearly display the model outcomes and demarcate polluted zones in the river stretch, model results were interfaced with a Geographical Information System (GIS) to produce cartographic outputs. In addition, uncertainty analysis in the form of first-order error analysis and Monte Carlo analysis was performed, to realise the effect of each model parameter on DO and BOD predictions.
