Climate change impacts are no longer just a future issue for communities in the Mediterranean climate regions. This comparative study offers insights on climate change risk perceptions and attitudes among environmental, economic and social stakeholders in coastal areas in northeastern Spain and South Australia, as well as compares interviewed stakeholders’ risk perceptions with available documentary data and participant observation. Using a community risk assessment approach, the results show that some stakeholders perceive that climate change is already and/or may further continue to affect their employment, mostly in a predominantly negative way. Interestingly, some other interviewed stakeholders consider that climate change creates opportunities through new and additional areas of work. The findings also suggest that climate change may influence relocation of coastal residential populations in both case studies, which is likely to be an acceptable option among the stakeholders. This acceptance can be linked to the fact that in both areas there is a significant percentage of resident population with migrant background. This study calls for a need to understand better the personal experience of climate change in industrialized countries, as well as to consider coastal relocation in the integrated coastal planning and other territorial and population policies.  相似文献

This paper addresses the issue of risk perception in relation to climate change threats, comparison of risk perceptions in two different regions, and derives general results of what affect peoples’ level of risk perceptions. Revelation of individual risk perception is essential for local acceptance and cooperation. We do this by a comparative study with Bangladesh shrimp farmers and Danish mussel farmers. Since these people live on the edge of subsistence, already small changes in the climate will affect them significantly. Farmers in both developed and developing economies are concerned about global climate change but there are significant differences in farmers’ perceptions of the causes of global climate change in developed and developing countries.  相似文献

Public perception of the underlying causes of anthropogenic climate change is a complex and subjective issue that is critical to effective risk communication. This issue is important to scientists and policymakers because of the role of individual perceptions in influencing their protective behaviour towards risk (e.g., the adoption of climate risk reduction and mitigation strategies). This cross-sectional study elucidated people's perceptions of the underlying causes of human-induced climate change in coastal communities in Cambodia and Tanzania. The multinomial logistic regression model was based on a geographically and demographically stratified national sample of 3,706 individuals conducted between March and September 2013. The distribution of the fundamental causes of anthropogenic climate change in the pooled sample was deforestation (29%), overpopulation – births and immigration (18%), greenhouse gas emissions (12%), illegal resource extraction (14%), and God's will and transgressing cultural norms (26%). Few people in both countries believed that, the usual suspect, greenhouse gas emission was the fundamental cause of anthropogenic climate change. The number of poor rural residents who indicated that deforestation was the major underlying cause of climate change was approximately three times more than members of the same sub-group who noted that greenhouse gas emissions were the underlying cause of climate change. People who had tertiary education were less likely to consider God's will and transgressing cultural norms as the underlying cause of anthropogenic climate change rather than attributing it to greenhouse gas emissions. Therefore, it is imperative to mainstream climate change into educational curricula in both countries.  相似文献

This study describes the different coping and adaptation strategies used by smallholder farmers to mitigate the adverse impacts of climate change and variability in the central highlands of Ethiopia. A distinction was made between coping and adaptation strategies, respectively, as short-term and longer term measures. The study surveyed 200 farm households in three districts, and three focus group discussions and three key informant interviews were conducted in each district. All the surveyed farmers perceived at least one aspect of change in the local climate. Their perception of an increasing trend of temperature was supported by meteorological records, while their perception of declining annual rainfall was not supported by actual records in two of the three districts, where positive trends in rainfall were observed. Farmers identified changes in rainfall and drought as their major climate change-related risks. In response, farmers used different strategies to mitigate the adverse effects of climate change and variability. The most widely used coping strategy was selling livestock (85% of the respondents), followed by changing consumption pattern (76% of the respondents). Changing crop planting dates was the most preferred adaptation option (89% of the respondents), while irrigation as an adaptation strategy was used only by 10% of the surveyed farmers. Shortage of water for irrigation (83% of the respondents) and shortage of money to buy necessary inputs (77% of the respondents) were the major barriers to effective adaptation frequently cited in the study area. We conclude that adaptation policy should build on existing coping and adaptation strategies and focus on addressing barriers to the adoption of coping and adaptation measures at different scales.  相似文献

Community-based watershed development (CBWD) has been implemented in Ethiopia since the last three decades. However, the benefits of these watershed development interventions for climate change adaptation are not well documented. This study, therefore, assesses the contributions of CBWD in reducing farmers’ vulnerability to the impacts of climate change and variability in the northwestern highlands of Ethiopia. Data were collected from systematically selected 157 households using questionnaire. The questionnaire consists of questions on climate, ecosystem and households’ livelihood capital. Livelihood Vulnerability Index (LVI) and Inter-governmental Panel on Climate Change Livelihood Vulnerability Index (IPCC-LVI) methods were used to generate vulnerability indices. Vulnerability indices computed for three conserved watersheds were compared with one non-conserved watershed using one-way ANOVA test. LVI score for ecosystem related indicators was significantly low for Adef Wuha compared to the non-conserved watershed. Similarly, LVI scores generated from agriculture, wealth and social indicators were low for Tija Baji and Guansa watersheds. On the other hand, the IPCC-LVI result did not show significant differences in exposure; however, sensitivity scores of conserved watersheds were significantly lower compared to the non-conserved. The adaptive capacities of two conserved watersheds (Guansa and Tija Baji) were also significantly lower as compared to the non-conserved. The overall (composite) vulnerability of watersheds generated from both methods (LVI and IPCC-LVI) showed that the conserved watersheds were less vulnerable to climate change compared to the non-conserved. The findings suggest that CBWD is an important strategy to reduce vulnerability of smallholder farmers to the ongoing and future climate change.  相似文献

Sustainable development has emerged as a distinctive marker of place identity in addition to traditional markers such as buildings and spectacles. Climate change mitigation as a potential place brand, indicating sustainable development, is in focus of this article, comparing such efforts in three Swedish towns. Based on documentary studies and interviews, it demonstrates how one town has been successful in branding itself as “the Greenest City in Europe”, whereas mitigation efforts in two other towns are barely known outside the town halls. In the first case, a combination of material, symbolic, and institutional components has been decisive in establishing a brand with internal and external legitimacy. This case highlights the importance of a dedicated network of influential actors and a potent governance structure visualising the will of a town to make its climate mitigation efforts known. Despite similar material conditions, the two others come short on the symbolic and the institutional dimensions, although they may still have a potential for future success in terms of mitigation both in practice and as a marker of identity.  相似文献

This paper situates livelihood adaptations in two coastal villages within the broader context of Belize's colonial and post-colonial history and environmental processes of change. Through observations, qualitative interviews, and archival reviews, we explore the dynamics of livelihood change and analyse the diverse factors that have been influencing options and adaptation over time. The results reveal that both villages have undergone profound changes in livelihoods and productive activities on several occasions. While the villages' histories, geographies, and cultures are different, similarities in long-term trends include the transition from land-based to marine resources and the decline of small-scale agriculture. Our analysis illuminates the deep connections between local livelihoods and national as well as global political–economic processes, which favour extraction and export of natural resources throughout the period investigated, whereby resource access and market mechanisms create and constrict adaptation options for the villagers. Gradual environmental changes, such as erosion, and episodic events, such as hurricanes, have also influenced livelihood shifts and adaptations in combination with a wide range of political–economic factors. Despite the demonstrated importance of the influence of history and dimensions of political economy on contemporary adaptation options in the communities studied, the literature on climate change adaptation inadequately accounts for these factors. This paper adds new perspectives to current debates in climate change research by emphasising that longer temporal dimensions of livelihood change are important for understanding the current context for adaptation.  相似文献

Academics and policy-makers claim that community-based organisations may be able to encourage individuals to adopt pro-environmental behavioural changes; however, at present, there is limited research-based evidence to support this assertion. This paper sets out to provide a contribution to the evidence base by examining the role that community can play in tackling climate change. It does this through a case study analysis of a community-based pro-environmental behavioural-change campaign – Ipswich Town Football Club's “Save Your Energy for the Blues” campaign. The paper examines existing theories on encouraging behavioural change based on a range of cognitive and contextual constraints. Based on the findings of this research, the paper goes on to suggest that by focusing on the individual as the appropriate unit of change, much current policy fails to incorporate the contextual constraints that may limit an individual's ability to adopt behavioural change regardless of their willingness to do so. The case study analysis indicates how framing of appropriate responses to climate change in a largely positive light, with a range of individual, collective and environmental benefits, is shown to have resonated strongly with many participants in the campaign, including a significant number whose participation was not based on pro-environmental values.  相似文献

Managers and conservationists often need to prioritize which impacts from climate change to deal with from a long list of threats. However, data which allows comparison of the relative impact from climatic threats for decision-making is often unavailable. This is the case for the management of sea turtles in the face of climate change. The terrestrial life stages of sea turtles can be negatively impacted by various climatic processes, such as sea level rise, altered cyclonic activity, and increased sand temperatures. However, no study has systematically investigated the relative impact of each of these climatic processes, making it challenging for managers to prioritize their decisions and resources. To address this we offer a systematic method for eliciting expert knowledge to estimate the relative impact of climatic processes on sea turtles’ terrestrial reproductive phase. For this we used as an example the world’s largest population of green sea turtles and asked 22 scientists and managers to answer a paper based survey with a series of pair-wise comparison matrices that compared the anticipated impacts from each climatic process. Both scientists and managers agreed that increased sand temperature will likely cause the most threat to the reproductive output of the nGBR green turtle population followed by sea level rise, then altered cyclonic activity. The methodology used proved useful to determine the relative impact of the selected climatic processes on sea turtles’ reproductive output and provided valuable information for decision-making. Thus, the methodological approach can potentially be applied to other species and ecosystems of management concern.  相似文献

While there is ample – though partially contradictory – evidence regarding the effects climate change will have on various regions of the world, there is only very limited work dedicated to the analysis of different governance structures, and how these structures are likely to influence the resilience of alpine tourism systems in the face of climate change. We present an analytical framework based on network theory, and apply this to the Swiss case study destination of Engelberg, in order to deduct a number of insights for the future assessment of resilience based on the cooperation of local actors. The main aim of the paper is to come up with comparable resilience metrics based on social network analysis in order to assess the structural strengths and weaknesses of a geographically delimited tourism system in the face of climate change. Together with the action potential of the individual actors these structural properties influence the adaptive capacity of both individual actors, and the tourism system as a whole. In line with comparable studies, we identify structural strengths and weaknesses around the core-periphery distribution (centrality), subgroups (modularity) and information flows (path length). We find that the Engelberg network follows an almost ideal-typical scale-free structure and the overall cooperation rate (density) is comparable to other tourism networks. The main weaknesses of the network with regard to climate change resilience are the lacking integration of public sector actors and the relatively high number of actors in the periphery of the network.  相似文献

Despite the apparent failure of international negotiations and renewed criticism of the accuracy of climate science, responses to climate change continue in households, cities, fields, and meeting rooms. Notions of “doing something about”, or “taking action on” or “mitigating and adapting” to climate change inform practices of carbon trading, restoring native forests, constructing wind turbines, insulating houses, using energy efficient light bulbs, and lobbying politicians for more or less of these actions. These expressions of agency in relation to climate change provide the focus of our enquiry. We found that relationships or social networks linked through local government are building capabilities to respond to climate change. However, the framework of “mitigation–adaptation” will need to be supplemented by a more diverse suite of mental models for making sense of climate change. Use of appropriate languages, cultural reference points, and metaphors embedded in diverse histories of climates and change will assist actors in their networked climate change responses.  相似文献

In the United States, thermal power plant electrical generators (EGs) are large water diverters and consumptive users who need water for cooling. Retrofitting existing cooling systems to dry cooling and building new facilities with dry cooling can save water and reduce EG's vulnerability to drought. However, this can be an expensive source of water. We estimate that the cost of water saved by retrofitting cooling in existing EGs ranges from $0.04/m3 to $18/m3 depending on facility characteristics. Also water savings from building new EGs with dry cooling ranges in cost per unit water from $1.29/m3 to $2.24/m3. We compare costs with that for water development projects identified in the Texas State Water Plan. We find the water cost from converting to dry cooling is lower than many of the water development possibilities. We then estimate the impact of climate change on the cost of water saved, finding climate change can increase EG water use by up to 9.3% and lower the costs of water saved. Generally, it appears that water planners might consider cooling alterations as a cost competitive water development alternative whose cost would be further decreased by climate change.  相似文献

The division of responsibilities between public and private actors has become a key governance issue for adaptation to climate change in urban areas. This paper offers a systematic, comparative analysis of three empirical studies which analysed how and why responsibilities were divided between public and private actors for the governance of local urban climate adaptation. For 20 governance arrangements in European and North-American cities, the divisions of responsibilities and the underlying rationales of actors for those divisions were analysed and compared. Data were gathered through content analysis of over 100 policy documents, 97 in-depth interviews and 2 multi-stakeholder workshops. The comparative analysis reveals that local public authorities are the key actors, as they bear the majority of responsibilities for climate proofing their cities. In this stage of policy emergence, local authorities are clearly in the driving seat. It is envisaged that local public authorities need to more actively engage the different private actors such as citizens, civil society and businesses through governance networks along with the maturation of the policy field and the expected acceleration of climate impacts in the coming decades.  相似文献

Adaptation planning at the community level takes on various forms. It generally involves a process of defining climate impacts, vulnerabilities, and actions that can build community resilience. Typically, these processes rely on climate experts and policy-makers to define what is at risk, and therefore what is worthy of investment and protection. Emerging approaches to community-based adaptation-planning advocate for stronger community control over these processes. Drawing on a place-based approach to adaptation, this paper examines place meaning as a co-constructed process. It explores how this process shapes opportunities for community-based climate action in Churchill, Canada. Results indicate that community members acknowledge many competing threats to their sense of place, and suggest that this competition may reduce the perceived need to prioritise climate action to protect connections to place. Results also reveal a concern among community members that local place identity has been appropriated for economic gain, which may further reduce the drive to act in protection of an already exploited sense of place. Overall, findings support calls to adopt place-based perspectives to enhance the capacity of adaptation planning to understand local needs, values, and levers for action.  相似文献

This paper explores the promotion of environmentally sustainable travel and the ways in which individual citizens engage with exhortations to adopt environmentally responsible travel modes. In local contexts, the arguments for promoting modal shifts have focused on issues like congestion, noise reduction and the improvement of local environmental quality. However, in recent years, concerns about global climate change have reframed the promotion of sustainable travel around carbon emissions reductions and more fundamental changes to lifestyle choices as a way of combating climate change. Within this context, this paper considers the ways in which individuals frame sustainable travel through using focus group data collected as part of a wider research project on travel behaviour in the UK. The paper will demonstrate that notions of “sustainable” travel are still largely dominated by localised environmental concerns that have resonances with the everyday experiences and practices of individuals, with many of the factors underlying established discourses of travel behaviour being focused on pragmatic issues like convenience and cost. In contrast, the issue of climate change presents a number of challenges for policy-makers seeking to change behaviour because of the contestations surrounding climate science, political leadership and the perceived role of individual consumers in tackling climate change.  相似文献

Jordan is not immune from climate change impacts. The complex characteristics (cross-boundary, multi-level, multi-sector, multi-agency settings, long-term challenges, and uncertainty) and long-term impacts of climate change confront Jordan’s decision-makers with a pressing question: Is the current governance framework adequate to respond coherently to the climate change impact, or is a new framework needed for future preparedness? To address this question, four qualitative research methods were applied to collect data reflecting diverse views about issues and in different contexts. Data were examined from different perspectives to aid in validating the conclusions. Results show that there are limitations in the current climate change governance framework. Better understanding of the intersectoral approach is necessary to develop appropriate adaptation and mitigation strategies that recognize the full extent of climate change vulnerability, rather than viewing single sectors in isolation. Accordingly, an intersectoral coordination roadmap was proposed to support the implementation of Jordan’s climate change policy (2013–2020).  相似文献

This paper deals with the effect of (1) damage experience from extreme weather events and (2) expectations concerning future climate change on subjective well-being (SWB). We use data from a large representative survey carried out amongst German households. The effect of experienced weather events on the SWB of the heads of households is significant only in the case of heat waves; the same cannot be said for storms, heavy rain, and floods. Concerns about future climate change in households have a substantial negative impact on current SWB. In addition, we divide the impact of experience into direct and indirect effects of damage, deduced from the impact of experience on expectations regarding future climate change. Both direct and indirect effects of weather experiences are quantified. It becomes apparent that the indirect effect is significant, but small when compared to the direct effect.  相似文献

Sorsogon City is a rapidly urbanising coastal area in the Philippines. Its location, combined with a rapidly changing and growing urban fabric, leaves it vulnerable to both incremental climate change and associated extreme weather events. In this paper, UN-HABITAT data are used to draw out the climate change vulnerabilities and policy responses in Sorsogon City. Vulnerability “hotspots” highlight the spatial intersection of socio-economic justice concerns, particularly in terms of vulnerability to increased cyclone activity. We discuss vulnerabilities of Sorsogon City and its citizens to climate change and measures undertaken through various social, environmental and technical systems and interventions to increase resilience. The paper also attempts to unpick the relationship between the neat, concise reported city and the complexities of urban life using the Sorsogon experiment to consider the limitations of such approaches to governing climate change. We group these under four headings: social simplification in the absence of data; over-governance (and under-representation); quick wins versus strategic investment; and stretching the ecological and vulnerability footprints of the city. The experience of Sorsogon City is then extended to reflect on issues of governance and planning in other Asian coastal cities.  相似文献

Public engagement in local environmental planning and decision-making is often advocated on various grounds, both instrumental and normative. Yet in developed countries in the context of renewable energy infrastructure deployment, place attachment, place identity and place-protective action continue to be implicated in public objection. We set out an interdisciplinary change readiness hypothesis of specifically how local participatory scenario or visioning processes that include climate mitigation measures may support the mobilisation of place attachment for climate mitigation, including renewable energy deployment. We hypothesise that local visioning may support movement towards change readiness by helping to anchor unfamiliar social representations of low carbon energy infrastructure and new patterns of urban form in existing, more positive representations of localities and associated attachments. To this end, seeking ways to modify threat perceptions relating to climate change and renewable energy infrastructure is advocated as a key direction for study.  相似文献
