The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.  相似文献

The primary task for the environmental state is to address problems related to the market’s externalisation of environmental costs. It has four main resources at its disposal: regulation, redistribution, organisation, and knowledge generation. The way these four resources are deployed make up a state’s environmental governance arrangements. Using data on environmental regulation, taxes, public administrations, and knowledge production from 28 countries, and a hierarchical cluster analysis, four different types of environmental states are identified: established, emerging, partial, and weak. This is followed by some suggestions for further research on the environmental state in a comparative perspective.  相似文献

In the space of a few years, China’s global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping’s coming-to-power in 2012 China’s reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China’s incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development – China’s increasing use of emerging technologies and big data analytics – has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China’s environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation.  相似文献

Does increasing government transparency in an authoritarian regime, absent electoral forms of accountability, change outcomes? The case of China, which has adopted a number of open governance and public information laws, is examined to see whether increased transparency by local environmental protection bureaus affects key environmental outcomes, specifically reductions in air and water pollution. Several unique environmental performance measurements, developed by the authors, are used to supplement standard government-reported measurements of environmental outcomes, and a widely used environmental transparency index (the PITI). By testing information that is newly supplied to the public, but already available to government, government and public monitoring are distinguished from one another, and the effect of public knowledge of government functions is tested. In the absence of a mechanism for the public to hold local government accountable, public transparency alone has no impact on outcomes other than information provision itself.  相似文献

The Chinese state is squarely ‘back’ in the business of environmental governance with an increasing number of policy innovations or experiments to resolve environmental issues. These have been mostly enacted through the ‘experimentation under hierarchy’ framework, undergirded by compensation-for-performance incentive structures for local agents. Based on on-site ethnography in local China, a critical analysis is presented of low-carbon city policy experiments – one of the most prominent environmental policies introduced in the past decade. Using lessons from the agency theory, it is hypothesized that outcomes of these policy innovations are contingent on different policy dimensions. Although a number of positive outcomes have been achieved in output-oriented dimensions, the fundamental difficulty of specifying all aspects of complex, multidimensional work tasks involved in low-carbon city development has frequently led to policy unmaking. The findings raise important questions about China’s tendency to rely excessively on compensation-for-performance structures to promote environmental policies.  相似文献

The ‘social licence to operate’ (SLO) concept is increasingly associated with environmental activism in nations with prominent resource extractive industries. Environmental non-governmental organisations (ENGOs) deploy it as a campaigning strategy to contest corporate activity, in particular, the environmental sustainability of existing or planned commercial projects. Drawing on two prominent Australian ENGO campaigns – against Seafish Tasmania’s Abel Tasman vessel and Tassal’s proposed fish farm operations on Tasmania’s east coast – the SLO strategy is assessed in the context of the governance literature, arguing that it constitutes ‘governance via persuasion’, a mode that incorporates appeals to normative values. Australian SLO campaigns are primarily directed at the state, promoting opportunities for ENGOs to shape reviews and revisions to environmental regulation alongside governmental and corporate actors. SLO campaigns are therefore a contemporary expression of environmental strategies seeking regulatory change in contrast to ENGO-led private governance initiatives that often bypass the state.  相似文献

ABSTRACT

Policy evaluation has grown significantly in the EU environmental sector since the 1990s. In identifying and exploring the putative drivers behind its rise – a desire to learn, a quest for greater accountability, and a wish to manipulate political opportunity structures – new ground is broken by examining how and why the existing literatures on these drivers have largely studied them in isolation. The complementarities and potential tensions between the three drivers are then addressed in order to advance existing research, drawing on emerging empirical examples in climate policy, a very dynamic area of evaluation activity in the EU. The conclusions suggest that future studies should explore the interactions between the three drivers to open up new and exciting research opportunities in order to comprehend contemporary environmental policy and politics in the EU.  相似文献

The environmental nation state is not a formal category but a substantive one. The current set of national environmental state institutions originated in the late 1960s/1970s but has since changed in character. Many scholars note that since the new millennium, the environmental nation state in OECD countries is losing power and authority and is thus in decline, in line with wider concerns about the positions of states versus markets under conditions of (neo-liberal) globalisation. Assessing the decline of environmental nation state authority, three conclusions are drawn. States do not lose power in all sectors vis-à-vis markets. Hence, environmental nation state decline does not follow a general tendency. Second, the decline of environmental nation state powers cannot be equated with less effective or lower levels of environmental protection, as other environmental authorities have stepped in, and the jury is still out on their environmental effectiveness. Third, declining powers of environmental nation state institutions increasingly become a self-fulfilling prophecy of environmental policymakers, but non-state environmental authorities cannot take over all environmental state functions.  相似文献

What factors shape the democratic potential of public consultation in environmental policymaking? Here, the motivations, purposes, designs, and outcomes of recent public engagement on land use planning, climate change policy, and water resource management in Alberta, Canada are reviewed in order to show how the power dynamics of the political and economic context shape the democratic potential of public and stakeholder consultations, especially where dominant resource interests are at stake. At the same time, political leadership, interactions between civil society actors and key design elements are shown to be important to democratization.  相似文献

The Kyoto Protocol’s Clean Development Mechanism (CDM) is often cited as an exemplar of new, hybrid forms of global environmental governance operating at the public–private interface. Practically, enacting this arrangement involves a wide range of non-state actors. This broad involvement is here assumed to mark a shift towards more polycentric and networked modes of governance in which agents collaborate as ‘stakeholders’ in the process of consensual rule-setting and implementation. Using post-political critique, the depoliticising effects of the stakeholder framework on civil society actors are interrogated, using formal and informal participation opportunities to raise concerns regarding specific CDM projects. The analysis suggests that the CDM’s collaborative narrative of stakeholding structurally fails to stimulate public (re)engagement and is, instead, a prime example of simulative governance that struggles to achieve the simultaneity of two incompatibilities: the participatory revolution and the post-political turn.  相似文献

There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

Seas and oceans are confronted with a plethora of environmental problems, caused by land-based activities (agriculture, industries, and ports) and by maritime activities (such as shipping, fishing, oil and gas drilling, tourism, and navigational dredging). Environmental problems at sea challenge the efficacy of state sovereignty. Who is responsible, accountable, and regulates environmental and spatial problems at the level of regional seas, and what is the role of states in these processes of governance? In the regional seas and on the high seas, the environmental state is challenged by two developments: states become players at different levels, and states are confronted with the activities of big market players where they have no or little jurisdiction. The different forms of the environmental state in Europe’s regional seas and in the Arctic Ocean are examined.  相似文献

Policy forums are lightly institutionalized and stable forms of governance networks that include administrative authorities, interest groups, and scientists. They are said to produce different types of outputs, from simple actor coordination to position papers and implementation documents, but their productivity has also been questioned. Metagovernance strategies can improve the capability of policy forums to produce outputs. To determine how different metagovernance strategies influence the capability of forums to produce joint position papers, 29 policy forums in the Swiss environmental sector are compared through a qualitative comparative analysis. Results indicate that metagovernance strategies such as state actors as forum members or majority decision rules need to be combined with small forum size or low actor heterogeneity. Furthermore, forum foundation by the state complicates the production of position papers.  相似文献

Lead contamination is a significant health hazard in communities around the world, but this environmental toxin often remains unknown to residents living near hazardous sites. This research investigates a unique case where residents were informed of lead contamination but rejected official and scientific narratives regarding environmental risks. The case study involves a decommissioned smelter in Colorado. Drawing from data collected over three years, the researchers examine how officials and experts communicated the severity of environmental health hazards. Despite these efforts, residents opposed the Environmental Protection Agency’s attempts to place the site on the National Priorities List for federal cleanup. The government’s framing of science and environmental risk failed to resonate with homeowners, despite the known and significant scientific evidence confirming environmental health hazards, and residents’ perceptions of lead contamination were mitigated by material concerns, including property values and community stigma. Implications for future research on lead contamination, environmental risk, and trust in science are discussed.  相似文献

Tackling China’s grave environmental problems increasingly turns on questions of sub-national interjurisdictional relations. What are the conditions under which neighbouring localities cooperate in stewardship of the natural environment? What factors give rise to interjurisdictional conflict such as pollution spillovers? Through a combination of empirical and theoretical reflections, a research agenda to better understand these issues is outlined. First, China’s recent innovative approaches to the promotion of interjurisdictional cooperation are examined. An in-depth case study of interjurisdictional ecological protection ‘redline’ zones underscores the difficulties of inculcating environmental neighbourliness between local governments. Yet, a precise diagnosis of the problem remains elusive because too little is known about the underlying drivers of interjurisdictional relations in China. An analytical framework that draws insight from contemporary China studies and comparative environmental governance scholarship is offered for the study of interjurisdictional environmental relations in China.  相似文献
